Présentation du poste Background UNEP through its various energy and buildings-related programmes and activities, including the Sustainable Buildings and Climate Initiative (UNEP-SBCI), has focused on the significant potential for the the building sector to contribute to climate change mitigation. Through projects and initiatives, such as: the Development of Nationally Appropriate Mitigation Actions (NAMA) for Building Sector in Asia; the Sustainable Social Housing Initiative pilot projects; the Sustainable Buildings and Construction Programme under the 10 Year Framework of Programmes on Sustainable Consumption and Production; the work of UNEP- Finance Initiative on financing for Energy Efficiency in Buildings, and guidance of the Energy Efficiency Accelerators under the Sustainable Energy for All platform, UNEP is providing leadership in the area of buildings and climate change, and providing policy support and technical assistance to countries and sub-national jurisdictions. UNEP also is recognized as a convener and has worked with a number of partners to foster dialogue and coordinate activities and programmes through a growing number of recognized platforms across sectors that are highly relevant to climate change. UNEP is collaborating with the government of France (as host of COP-21) and other building sector stakeholder organizations to elevate the visibility of the building sector to climate negotiators and to assist in development and implementation of an alliance among key stakeholder organizations to support jurisdictions to identify and implement actions in the sector which will result in climate change mitigation. The Alliance is envisioned to provide a coordination role among partners and initiatives to assist in delivery of actions against climate objectives in the building sector post-cop. The Alliance will be formally managed as a project within UNEP s Division for Technology, Industry and Economics (UNEP-DTIE) and will be closely coordinated with other building sector initiatives, including work in both the Energy, Climate and Technology Branch, and in the Sustainable Lifestyles, Cities and Industry Branch. These activities will be supervised by a senior programme officer, and supported through the input of technical experts in relevant initiatives (e.g. UNEP-SBCI, 10YFP, EE Accelerators, UNEP-FI). 3 Summary of the assigned duties: Under the direction of a UNEP-DTIE Senior Programme Officer, the Global ABC Coordinator will serve coordination functions and manage all aspects of the implementation of the Global Alliance for Buildings and Construction hosted by UNEP, including: α. Develop in consultation with alliance members and UNEP an annual programme of work for the initiative; β. Plan alliance meetings and teleconferences, including an annual meeting of members, and expected meeting/event at the UNFCCC Conference of Parties; χ. Facilitate collaboration among alliance members through mapping (geographic, type) of alliance member activities, sharing of results and lessons from member and sector activities, and identification of joint opportunities for alliance members; δ. Dissemination of information and results of alliance and alliance member activities; ε. Outreach and mobilization of resources Fonctions Duties of the Global ABC Coordinator Main duties of the Global ABC Coordinator are as follows: 1. Organize the preparation and implementation of the Global ABC work programme, based on the input of Alliance members. Prepare and organize Alliance meetings, monitor and report on the budget, ensure coordination with UNEP management and donor countries/organizations. 2. Coordinate and ensure sufficient communication to partners in the Alliance, including sharing of partner activities and projects, compilation of resources (tools and methodologies), reports and relevant building sector and/or relevant climate change materials to assist in partner (alliance member) delivery to jurisdictions; Continuously map Alliance and Alliance member activities (geographic and type); identify opportunities for Alliance members to assist jurisdictions, including joint delivery; 3. Monitor and report on progress of activities, engage and manage external experts, supervise implementation of specific activities and projects as requested through Alliance governance structure, coordinate preparation of key reports and documents to support Alliance objectives. Under this activity four main areas of focus needs to be addressed to align with Alliance objectives: 1. Public Policy and Strategies 2. Value Chain Transformation 3. Finance 4. Measurement and Accountability 4. Ensure the GLOBAL ABC membership management, including managing an outreach program to recruit new alliance members, continuously updated internal communication among alliance members to document progress against commitments and targets; 5. Conduct necessary project management for Global ABC including issuing and managing agreements, preparing briefing notes and reports, organize travel, manage all aspects of the Alliance budget including budget revisions, evaluation activities, provides substantive support to consultative and other meetings, conferences, identifying participants, preparation of Page 3 sur 4
4 documents and presentations, makes presentations on assigned topics/activities etc. 6. Develop and implement Alliance media strategy; Disseminate broadly Alliance and Alliance member activities through continuously updated website, media releases, flyers, brochures and presentations. 7. Develop in consultation with Alliance governance and UNEP a resource mobilization plan, and secure sufficient resources for Alliance activities; Develop project and or grant proposals as needed. 5 Towards a Global Alliance for Buildings and Construction BUILDINGS DAY At COP 21 3 December 2015 THE GLOBAL ALLIANCE FOR BUILDINGS AND CONSTRUCTION (GLOBAL ABC) FAQ & HOW TO JOIN? 1. WHAT IS THE GLOBAL ALLIANCE FOR BUILDINGS AND CONSTRUCTION? The Global Alliance for Buildings and Construction (Global ABC), is envisioned to be a worldwide alliance among key stakeholders in the building sector. Governments, major building and construction networks stakeholders, potential funders, and existing support initiatives, are collectively committing to help the buildings and construction sector contribute to a below 2 C path. The Alliance will facilitate mobilisation of ambitious levels of international resources for efficient local operational solutions, align existing initiatives, commitments and programmes to achieve greater scale, and catalyse a greater pace and impact of climate action in the buildings and construction sector. The first Buildings Day, to be held at COP21 on 3rd December 2015 provides an opportunity to launch this unprecedented alliance. The Global ABC is envisioned to be inclusive, allowing interested governments and organizations to participate as Partners and Members of the Alliance. Partners and Members will share the common objective to enhance communication and collaboration, and to facilitate greater actions to reduce the climate impact of the building sector. Partners: Countries, donors, local authorities, intergovernmental institutions, large professional networks (global or regional), and international associations which are willing to contribute to scale up collaboration, communication and resources to, and implementation of, actions towards the «below 2 C pathway for the buildings sector can become partners of the Alliance planned to be launched at the COP21. Many partners already carry cooperative initiatives which they seek to further develop or upscale through the Alliance. Members: Companies, national associations, and small or local professional networks are encouraged to participate, bring their expertise and support efforts as members of the Alliance. To join, they would endorse the common declaration indicating their commitment to the Alliance objectives. An Alliance under development to be launched at the COP21 Until its official launch, the Alliance will be guided under the supervision of UNEP and France. The governance options will be clarified after the COP21 with the initiating partners and members through consensus. Alliance activities for the first two years will be initially supported through a consortium of donor countries and donor agencies. The Alliance will establish a resource mobilization plan to align with its programme of work.
6 2. WHAT WILL BE THE ROLE OF PARTNERS AND MEMBERS? All can sponsor special activities of the Alliance (global conferences, reports, meetings/workshops, etc.). All can join and co-lead activities of the Alliance (work clusters, flagship programmes, etc.). Partners and Members are expected to: - Define and endorse the Global ABC vision and goals; - Contribute to the work programme of the Alliance, and participate in «Global ABC» activities, share their good practices; - Engage in initiatives: Partners and Members are expected to engage in Alliance initiatives or activities by contributing expertise and experience to their development and implementation, helping define strategic directions for these, and supporting collaboration and coordination with other existing efforts, including through participation in relevant initiative meetings and the drafting and review of relevant documents; - Collaborate within the Alliance s first priorities to collectively address major challenges in three clusters: Public Strategies and Policies, Value Chain Transformation, Finance; - Lead or contribute to key mitigation opportunities through ambitious flagship initiatives such as: Net Zero Buildings, Tropical Buildings, Green Schools, Affordable & Sustainable Housing, etc.; - Access and contribute to worldwide expertise and knowledge resources, and strengthening of existing platforms (e.g. 10YFP, Building Efficiency Accelerator, The Global District Energy in Cities Inititaive etc.); - Demonstrate their voluntary based engagement by developing and implementing «below 2 C pathway goals or plans for the buildings and construction sector; - Promote, disseminate and share experiences and best solutions inside and outside the Alliance. -> Partners Are encouraged to take part actively to the governance of the Alliance, and to designate a focal point representing their buildings and construction sector at the policy/regulation level. They are invited to identify relevant actions or programmes to be shared and promoted within the Alliance. Partners will be able to prioritize and contribute to key annual outputs, including through the work clusters established by the Alliance. Potential examples include: An annual global forum of the Alliance membership and invited global stakeholders in the construction sector and real estate to discuss climate issues. At this forum commitments, progress and opportunities can be presented, barriers and solutions discussed, new commitments and successes announced, priorities set and collaborative actions and flagship initiatives developed with potential donors; Organisation of Buildings Days at subsequent COPs (COP22 24) to present outcomes and progress and representation at ADP and other key UNFCCC, and other International meetings; Regional deal-flow dialogues in multiple regions at which potential donors, project proponents and implementation platforms can meet to present proposals and develop flagship project & programme opportunities; Coordinated communications and awareness-raising of the efforts of alliance members and clusters in tackling climate change; -> Members Being actively engaged in specific initiatives or activities, members of the Alliance constitute a network of active stakeholders with experience and expertise on the buildings and construction sector. Members are determined to developing and implementing «below 2 C» pathway goals or plans for the sector. They are invited to register their own commitments to address climate change on the NAZCA platform ( As Alliance members, they will also be registered on the NAZCA platform. Under the annual work programme, Members can contribute by, for example: Actively participating in initiatives: Members are expected to engage in a specific Alliance initiative or activities by contributing expertise and experience to their development and implementation, helping define strategic directions for these, and supporting collaboration and coordination with other existing efforts, including through participation in relevant initiative meetings and the drafting and review of relevant documents; Providing expert advice: actors can be asked to provide advice on specific issues related to their particular expertise, and to attend specific Alliance meetings; Engaging key stakeholders in developing and implementing «below 2 C» pathway goals or plans: Members are to be kept informed of the Alliance s activities. Members are encouraged to raise awareness of buildings and construction sector issues related to their particular expertise and promote the Alliance activities at relevant events, meetings and through the media.
7 3. HOW TO BECOME A PARTNER? For those countries in a position to do so, the letter could indicate if the applicant intends to make any contributions of financial or other resources to support the Alliance s activities. 4. HOW TO BECOME A MEMBER? Entities interested in becoming a Member in the global ABC should sign the common statement and send it to Curt Garrigan, UNEP (curt.garrigan@unep.org), Yves-Laurent Sapoval, Régis Meyer and Benoît Bergegère (globalabc@cop21.gouv.fr), members of the COP21 Negotiation Team. In addition to any other information the applicants wish to provide, they should indicate: - details of their field of expertise; - which specific initiative or activity stream (flagship initiatives, work clusters, for example) they would like to get involved in; - a primary contact person.
