1 Project acronym: PROBALT Reporting period: Gained scientific results during the reporting period The objectives for the second reporting period of Probalt were to continue the work for i) analysing societal conditions for the effective protection of the Baltic Sea (WP1) though various case studies, ii) examining nutrient trading as an instrument for more effective protection (WP2), and iii) increasing national concern about the state of the Baltic Sea in individual countries (WP3). Out of the Probalt partners, the Finnish Institute of International Affairs, the European University of St. Petersburg, and the Division for Peace and Conflict Research of the Institute of Social Sciences, Christian-Albrechts-University Kiel were contributing to work package 1. Department of Economics and Management from the University of Helsinki was responsible for the work carried out in work package 2. The coordinator, FIIA, is responsible for the execution of the objectives of work package 3, but the other partners also contributed to the activities of WP3. More detailed description of the work carried out by each partner is given below. Finnish Institute of International Affairs (FIIA) The main objectives and achievements for the second reporting period for FIIA have been; coordinating the project and organising 2 consortium meetings, the maintenance of the project website, organising Baltic Sea protection training for 16 Finnish journalists, coordinating the work of Polish researcher, to begin the Baltic States case study and the Swedish case study and to continue the Finnish case study. On December 2010 FIIA organised in cooperation with project partners Prof. Markku Ollikainen and researcher Sami Hautakangas journalist training on the Baltic Sea protection. 16 Finnish journalists and 4 guest speakers were brought together 17 December 2010 in Helsinki to discuss various challenging aspects of the Baltic Sea protection and eutrophication protection policies. In order to conduct the Polish case study, researcher Barbara Dmochowska from the University of Gdansk continued data collection and its translation into English. By the end of /3 of data was collected and translated materials were sent to FIIA. The final part of the data collection and the preliminary analysis of the data will be completed by the end of February For the Baltic States case study in total 22 in-dept interviews with scientists, officials, political decision makers and NGO members were carried out in Estonia, Latvia and Lithuania and the preliminary analysis of the data was completed. In order to conduct the Swedish case study, new researcher Dr. Paula Schönach was employed by FIIA in December In-dept interviews will take place in Sweden during January 2011.
2 Before the maternity leave researcher Mia Pihlajamäki completed the data collection for the Finnish case study and carried out the analysis on different features of knowledge that have implications on the science-policy interface in the case of eutrophication of the Baltic Sea. Preliminary results of this part of the Finnish case study were presented at the BONUS annual conference in Vilnius, Lithuania in January Furthermore the first results of the Finnish case study will be published in the scientific journal AMBIO in the beginning of The University of Tampere continued supervising the PhD project carried out as part of Probalt at FIIA. Dr. Nina Tynkkynen is one of the supervisors for the PhD project and the close cooperation between FIIA and the University of Tampere continued also in terms of joint article based on the Finnish case study. On September 2010 FIIA published Policy Briefing Paper: Uusia virtauksia Itämeren suojeluun: Ensimmäiset kokemukset yksityisen ja julkisen sektorin yhteistyöstä rohkaisevia written by Maria Jokela. The paper (only in Finnish) focused on achievements of the Baltic Sea Action Summit from the viewpoint of the new publicprivate partnerships. Division for Peace and Conflict Research of the Institute of Social Sciences of the Christian-Albrechts-University Kiel The main objective for the reporting period was to complete the collection and analysis of data for the case study on the European level. The work has been performed according to the schedule. Data was collected from documents and the by conducting 18 interviews mainly with representatives from EU institutions (e.g. the European Commission and the European Parliament), selected EU member states bordering the Baltic Sea (Sweden and Germany) and non-governmental organizations. The analysis of data assesses the current state of the EU s Baltic Sea protection policies, explains the detected weaknesses and includes suggestions for policy improvements. The draft version was completed in December In addition to the research process various dissemination activities were carried out during the reporting period. The preliminary results of the EU case study were presented at the BONUS annual conference in Vilnius in January and at the BONUS AMBER project s annual meeting in Rostock in March With the aim of encouraging the emergence of a stakeholder network, suitable to promote Baltic Sea protection measures in Germany, a series of expert talks (Ostsee- Fachgespräche) were held in Kiel. The first two in March and October focused on the EU s protection policies for the Baltic Sea and in particular on the Baltic Sea Strategy. In March PROBALT researcher Tom Schumacher was invited to advise the Schleswig-Holstein state parliament fraction of the Green Party in the process of preparing a parliamentary motion aiming at raising the federal state s profile with regard to the environmental pillar of the Baltic Sea Strategy. The motion was introduced to the parliament in May Department of Economics and Management from the University of Helsinki The main objectives were to continue data collection on WWTPs and on agriculture of the Baltic Sea countries to further formulate cost functions based on the data. Main
3 achievements so far have been the data collected and treated transformed for analysis. This work provides a 20% sample over all WWTP capacities (altogether 411 plants of different sizes) in the whole Baltic Sea region. Based on visits in WWTPs complete investment costs scheduled have been developed and capacity-based cost functions have been derived. The report will be written during The first preliminary descriptions of the transfer of nutrients between coastal waters of littoral countries were presented on December 2010 in the journalist training on the Baltic Sea protection. The book Itämeren tulevaisuus (engl. The Future of the Baltic Sea), which was appointed among the six candidates of Tieto-Finlandia prize, contains some publication of the research. European University of St. Petersburg (EUSP) In 2010, the EUSP team was able deliver only very limited research tasks due to the financial problems (see heading 2). The research mainly focused on two things: on completing the analysis of the Russian federal environmental policy with a special emphasis on the policy towards the Baltic Sea and on the research case of Kaliningrad oblast, which was empirically studied already in In 2010, the analysis was completed by publishing an article in the scientific journal Baltic Region. In addition, the paper created the basis for the oral and poster presentations held at the BONUS Annual Conference in Vilnius, in January Also the work on the next regional research case, St. Petersburg city, was started. Thus, the preliminary analysis of the history and documents concerning the problem of the Baltic Sea protection in St. Petersburg was done. Some interviews with the city officials, experts and NGOs activists were conducted and analyzed. 2. Comparison with the original research and financial plan The Finnish Institute of International Affairs The work carried out by FIIA contributes to the objectives of WP1 and WP3. During the year 2010 FIIA went through major structural changes and due to these changes also Probalt s research plan was affected, however all the deliverables scheduled for 2010 were produced. On January 2010 Probalt coordinator, Tapani Vaahtoranta left his position at FIIA and the coordinator s assignment was taken by his follower new Programme Director Dr. Anna Korppoo. At the same time the maternity leave of Mia Pihlajamäki ( ) affected the financial plan; FIIA was not able to use 15% of the planned budget during 2010 and a request letter to modify the budget accordingly has been sent to the BONUS EEIG Secretariat. Division for Peace and Conflict Research of the Institute of Social Sciences of the Christian-Albrechts-University Kiel The work carried out contributed to WP1 and, by organizing two stakeholder seminars, partly also to the objectives of WP3. The original research plan has been followed during the second periodic reporting. There are no deviations from the research and financial plan.
4 The Department of Economics and Management from the University of Helsinki The original research plan for WP 2 has been followed during the second periodic reporting. There are no deviations from the research and financial plan. European University of St. Petersburg During 2010, the EUSP worked at the contribution to the WP 1.3 / Task E1 at the national and regional levels. In accordance with the Probalt Research Plan, special attention in 2010 was supposed to be paid on the Leningrad oblast case study, one of the three Russian costal regions of the Baltic Sea. However, due to the funding problems, it was impossible to carry out planed field research in the towns of Leningrad oblast, and therefore the EUSP team decided to concentrate only on the city of St. Petersburg, which didn t require any travel funds. As a result, in 2010 numbers of interviews were conducted in St. Petersburg with relevant policy-makers, experts, civil servants, local NGOs leaders, journalist, university representatives, etc. The data will be analyzed and finally presented in some analytical paper in the beginning of In this sense, the obligations of the EUSP team for 2010 were held only partly. This was due to the fact that the national funding for the EUSP team (granted by the Russian Foundation of the Basic Research (RFBR)) was confirmed as late as 16 December 2010, when it was already too late to organize field research for Due to the lack of funding throughout most of the year 2010 only very limited research activities were possible. Moreover, the funding was cut again, and it was in total Rub (about Euro) instead of Euro given for 2009, Euro applied to the RFBR and Euro planned in the PROBALT application. It should be noted that the travel and accommodation costs of two Russian participants for the BONUS Annual Conference in Vilnius 2010 were funded by the Center of German and European Studies (University of Bielefeld - St. Petersburg State University). The travel and accommodation costs of the Russian partners to the project meeting in Helsinki in November 2010 were funded by the FIIA. 3. Statement if the research plan and schedule of deliverables had to be adapted Structural changes at FIIA had an affect on Probalt s research plan in respect of coordinator s assignment, but this implied no changes to the schedule of deliverables. 4. Will results of third parties have influence on the working programme? No
5 5. Are there any changes in the future work plan expected? There are three possible changes for 2011: 1. The coordinator s position will be changed again in the beginning of The Research Programme of International Politics of Natural Resources and the Environment was closed down on December 31 st 2010 and thereupon Dr. Anna Korppoo has left her position as Probalt coordinator. Starting from January 1 st 2011 the coordinator s assignment will be taken by Dr. Teija Tiilikainen, the Director of FIIA. A request letter to modify the research plan accordingly has been sent to the BONUS EEIG Secretariat. 2. Second possible change relates to FIIA s possibility to carry out one of the national level analysis under WP 1.1: the Danish case study. Explanation for this is twofold: first of all FIIA faced this year a great difficulty when trying to find a new researcher and replacement for Mia Pihlajamäki during her maternity leave. Especially difficult was to find a senior (PhD) researcher with a social scientific background on Baltic Sea protection. Due to this difficulty the new researcher Dr. Paula Schönach was hired first on December The second explanation for the possible change under the WP 1.1 is partly connected with a wider question of how BONUS and national funding institutions handle with maternity leaves and other natural breaks of the research processes. Currently the deadline of individual research case is strictly connected with the deadline of the whole project, meaning that no funding can be used after that. This again can easily lead to a situation where an extensive research material has been gathered before the maternity leave, but after the break the researcher will not have enough time to fully exploit the whole potential of the gathered material. As a consequence a lot of resources and money spent in the data collection face might be wasted and the quality of research results might be affected. 3. In the case of EUSP the possible changes for 2011 are connected with the possible cuttings and delays of the funding. As the RFBR has explained the situation, the funding can be again applied first during the February 2011, and then it will be decided by different selecting committees. Therefore, the decision will come first around May 2011 and the funding will arrive earliest on June In the worst case the funding can be delayed again and it can come first in the end of In addition, it can also be cut again. Taking these circumstances into consideration, not so much input can be expected from the EUSP team in The research on St. Petersburg case started in 2010 will be completed, but no new research efforts will be done in the first half of When the funding is approved in May 2011 and the money is transferred in June 2011, the decision will be taken, in which extent the participation of the EUSP team will be possible: whether the research case of Leningrad oblast will be analysed or weather the EUSP will concentrate its work on the contribution to the final report of the whole PROBALT team. The possible consequences of these circumstances for the whole PROBALT project should be reflected and taken into consideration.
6 6. Are there any changes expected for the deliverables? Most likely FIIA will not be able to carry out one of the national level analysis under WP 1.1: the Danish case study. See explanation under heading 5. Other possible changes to the deliverables depend on the Russian funding. See explanation under heading 5.
