2 Commitment 27 "Starting in 2011, the Commission will support a substantial research programme on public sector and social innovation, looking at issues such as measurement and evaluation, financing and other barriers to scaling up and development. As an immediate step, it will pilot a European Public Sector Innovation Scoreboard as a basis for further work to benchmark public sector innovation. It will explore with Member States whether it is appropriate to bring together new learning experiences and networks for public sector leaders at European level."

4 Commitment 27 RESULTS OF A SURVEY Respondents - coordinators of projects financed within FP7 and H2020 programmes (within SOCIETY and SWAFS calls): - FP7 coordinators registered at ecorda database selected from 489 calls (v.20 Nov. 2015) - H2020 coordinators registered at ecorda database selected from 241 calls (v.5 May 2016) Method: CAWI with coordinators of awarded projects in the fields SOCIETY and SWAFS Objective of the survey: to identify the direct and indirect impact of research programmes on social innovation Number of responses: 52 Number of projects analysed: 137 The survey was conducted in August September 2016 Commitment 27 - Starting in 2011, the Commission will support a substantial research programme on public sector and social innovation, looking at issues such as measurement and evaluation, financing and other barriers to scaling up and development.

5 Declared range of financed research projects and examples of objectives (N=137) Social innovation may be defined as new ideas (products, services and models) that simultaneously meet social needs and create new social relationships or collaborations (innovations that are both good for society and enhance society s capacity to act).
