Brantner CEcD, Executive Director, JCEDC PHONE NUMBER: PROPOSAL HEADING: JOHNSON COUNTY, MO INNOVATION DISTRICT STUDY JOHNSON COUNTY ECONOMIC DEVELOPMENT CORPORATION (JCEDC), is requesting sealed proposals from interested and qualified firms for the Johnson County Innovation District Study. Proposals will be received in the JCEDC Office, 300 N. Holden Street, Suite 301, (located on the 3 rd Floor of the Johnson County Courthouse) Warrensburg, Missouri Proposals will be received until 4:00 p.m., local time, Wednesday, April 24, No late, incomplete, or fax submissions shall be accepted. Failure to follow these procedures will result in disqualification of the consultant from the RFP process. INTENT: It is the intent of these specifications to describe the services, specifications and requirements for the referenced project from an engineering/planning consultant to complete a study of the Johnson County Innovation District, comprised of portions of Missouri Highway 58, U.S. Highway 50 and Missouri Highway 13 (East Loop) corridors which goes through the cities of Centerview, Warrensburg and Johnson County, Missouri. All items which are not specifically mentioned and are necessary or are regularly furnished in order to provide a complete service shall be furnished by the Consultant at the proposed price.

2 REQUEST FOR PROPOSALS JOHNSON COUNTY, MO INNOVATION DISTRICT STUDY JOHNSON COUNTY ECONOMIC DEVELOPMENT CORPORATION (JCEDC) JCEDC is seek the services, specifications and requirements for the referenced project from an engineering/planning consultant to complete a study of the Johnson County Innovation District, study area is comprised of portions of Missouri Highway 58, U.S. Highway 50 and Missouri Highway 13 (East Loop) corridors which goes through the cities of Centerview, Warrensburg and Johnson County, Missouri. BACKGROUND INFORMATION: U.S. Highway 50 is a four lane route that carries approximately 15,000 travelers per day through the core of Johnson County, Missouri. Along U.S. Highway 50 from MO Highway 58 to the new north and south portions of the MO Highway 13 East Loop has the right mix of economic assets to drive innovation and opportunity for the West Central Missouri region. Multiple economic drivers in the Innovation District to include the University of Central Missouri s Max B. Swisher Skyhaven Airport, Johnson County Fairgrounds, Shamrock Business Park, Show Me Industrial Park, Brady Commerce Park, Union Pacific Railroad mainline, and many other valuable assets provide the foundation for future job growth. The process of completing the proposed scope of services for the Johnson County Innovation District study will provide the region with a fact based, market driven roadmap for the effective and efficient implementation of programs and practices specifically designed to enhance the environment to support and encourage new jobs and investment. In June 2012, JCEDC was awarded an Economic Development Administration (EDA) Technical Assistance Grant (Award Number ). Grant requirements inherent in this technical assistance grant are provided for consideration. PROJECT DESCRIPTION: The general intent of the Innovation District study is to provide the region with a fact based, marketdriven roadmap for the effective and efficient identification and implementation of programs and practices specifically designed to enhance the environment to support and encourage new jobs and investment. Innovation District opportunities are only achieved through a fact based, community engaged approach combined with strong economic development components. As part of this approach, considerations should be given to green initiatives, vehicular, bicycle and pedestrian transportation and quality of life components that develop a new kind of place for the economy of the future while maintaining the character and charm of its heritage. 3 Assets in a Built Environment Opportunity and Market Analysis Assemble planning and zoning documents Planning Agency Roundtable Land Development Ordinances Transportation plan for vehicle, pedestrian, bicycle Public Relations and Input mechanisms Implementation Strategies Evaluation and Course Correction SELECTION AND CRITERIA FOR EVALUATION: Selection of a consultant will be made at the discretion of JCEDC, which reserves the right to accept or reject any and all proposals. All submission or parts thereof become property of the JCEDC. The following items will be considered in making a selection of the consultant, though they may not be equally weighed in the review process: Experience and technical competence Capacity and capability Past record of performance Firm's proximity and familiarity with the project area A selection committee will review the Proposals and then select a firm to develop a final scope of services and negotiate a fee. The committee may invite firms to make a presentation to the committee prior to making a final selection. If an agreeable fee is not reached with the first firm, JCEDC may then repeat the process with the second rated firm until an agreement is reached. PROCESS: JCEDC is the lead agency for this project. The consultant selected for the project will work under the direct supervision of JCEDC s Executive Director with support from JCEDC s Infrastructure & Development Task Force The consultant will be responsible for: General management of the study Drafting and preparation of the plan documents Graphic and other services Data collection, analysis and presentations to local governing boards JCEDC staff will be available for support in the following areas: Coordination of committee meetings, workshops, and open houses Web site development and media relations Request for Proposals Johnson County Innovation District Study Page 3 of 12

4 JOHNSON COUNTY, MO INNOVATION DISTRICT STUDY JOHNSON COUNTY ECONOMIC DEVELOPMENT CORPORATION (JCEDC) INSTRUCTIONS 1. In addition to the requirements set forth in the specifications, anyone submitting proposals shall be responsible for familiarizing themselves and complying with the following instructions. 2. Five (5) original duplicate proposals will be accepted at the JCEDC office until 4:00 p.m., local time, April 24, Proposals must be submitted in a sealed envelope clearly marked JOHNSON COUNTY, MO INNOVATION DISTRICT STUDY DO NOT OPEN" to be considered. Proposals submitted without proper identification will be rejected. 4. Proposals may be withdrawn at any time prior to 4:00 p.m., local time, April 24, 2013 by written request from a person authorized to represent the proposer. 5. Proposers shall not be permitted to use to their advantage any omission or error in the specifications, requirements or contract documents, and JCEDC reserves the right to issue new instructions as if originally specified. 6. Proposers shall read thoroughly and understand the requirements in relations to the proposal which is submitted. 7. The right to reject any and/or all proposals, to accept or reject all or any part of a proposal, and to waive any technicalities in the proposal or accept the one that, in the sole judgment of JCEDC, will be in the best interest and/or most advantageous to JCEDC, is hereby expressly reserved by JCEDC. 8. In case of default by the proposer, JCEDC shall procure comparable services and hold the proposer responsible for any excess cost occasioned thereby. 9. Failure to comply with any of the above instructions and general conditions of proposing may disqualify the proposer at the discretion of JCEDC. 10. 5 12. Any information requests received via text message will not be answered. 13. A portion of the funds for this project have been received through grants from the Economic Development Administration (EDA). Proposers shall be required to fully cooperate with representatives from this agency and JCEDC to ensure compliance with all requirements and policies of said grants. A copy of said requirements and policies are attached to this Request for Proposals. 14. Any proposer whose firm or affiliate is listed on the General Services Administration (GSA) publication entitled "Lists of Parties Excluded from Federal Procurement or Nonprocurement Programs" will be prohibited from the proposal process. Proposers submitting a proposal who are so listed will be determined to be a nonresponsive proposer. 15. Proposals shall include a Letter of Interest which includes the Proposer's Statement of Qualification in compliance with Section 8.289, RSMo. Said Statement of Qualification shall include at a minimum: (1) the specialized experience and technical competence of the proposers which respect to the services of this project; (2) the capacity and capability of the proposer to perform the work of this project, including specialized services, with the time limitations fixed for the completion of the project; (3) the past record of performance of the proposer with respect to such factors as control of costs, quality of work, and ability to meet schedules; and (4) the proposer's proximity to and familiarity with the area in which the project is located. 16. Proposals shall also include the following: a. Name and address of consultant or firm; b. Key staff assigned to the project including Project Manager c. Description and understanding of the project objectives; d. Detailed scope of services defining and outlining the proposed work plan, approach and methodology; e. List of any subcontractors or partnerships that will take an active role in the project; f. A detailed list of deliverables to be given to JCEDC at the conclusion of the project; g. Project schedule; h. Services or resources to be supplied by JCEDC and any assumption made in regards to JCEDC's capabilities; and i. An Affidavit of Compliance with the federal work authorization program and a copy of the proposer's E Verify Memorandum of Understanding (15 CSR ). 17. The Proposer whose Proposal is selected for the Project will be required to enter into an agreement with JCEDC in the form attached hereto which is in compliance with the JCEDC's existing standards for contracts with Engineers and Design Professionals. Any and all modifications or amendments to said agreement shall be subject to the approval of JCEDC Attorney. Request for Proposals Johnson County Innovation District Study Page 5 of 12

6 SCOPE OF SERVICES Proposed Johnson County (MO) Innovation District Study The Proposed Johnson County (MO) Innovation District Study will include the analysis of existing conditions and future issues and opportunities within the corridor. It will be based on information provided by JCEDC, Infrastructure & Development Task Force, Johnson County, City of Warrensburg, University of Central Missouri, Pioneer Trails Regional Planning Commission, utility partners, other local governments, as well as reconnaissance, surveys, inventories and analyses undertaken by the Consultant Team. The emphasis will be on the analysis of existing conditions and the identification of issues and focus areas that will be taken into consideration during the formulation of goals and objectives, and planning recommendations. See Proposed Study Area Map Attached TASK A: Demographic Overview The Consultant Team will undertake a demographic overview of the corridor, including an analysis of recent trends in housing, labor market, income, population, age and gender, and race and ethnicity; an examination of in migration and out migration trends; an examination of educational attainment and specialized training trends; and an overview of business demographics and industrial clusters. In this task, the Consultant Team will: Use community and state information to identify substantial businesses and industries in the study area. It is important to identify significant employers by absolute employee numbers, growth over time, and the relative importance of enterprises to their communities. We will augment use of these secondary sources with interviews and meetings with local and county economic development professionals. Analyze the demographics of employees in the study area, using available information to determine distribution of employment types and sectors. Census information is invaluable in assembling and analyzing these data. The team will complement Census data with information available from such geodemographic sources such as Claritas and ESRI. These sources allow highly customized studies of specific areas. Map business and industry types in the study area. Use the steps above to identify industry clusters like industries that locate in the area because of physical resources, economic advantages, transportation facilities or the simple synergy of colocation. Subtask A1: Update Demographic Overview The consultant team will cite information sources used to develop the demographic overview completed in Subtask A1. This information will be provided to the JCEDC staff for the purpose of monitoring and updating. Subtask A2: Public Involvement Framework Community Outreach and Involvement is a cornerstone of the proposed planning process. The corridor study provides a great opportunity for residents to communicate what they believe to be the strengths and weaknesses of this corridor, establish a vision, and prioritize what issues are most important for the JCEDC to address. Our proposed outreach activities will help establish a sense of ownership for the Plan Request for Proposals Johnson County Innovation District Study Page 6 of 12

7 among key stakeholders and the area as a whole. Our planning process is designed to promote involvement and encourage citizen participation. Deliverables Technical memorandum to include a summary of survey findings. Summary report compiling relevant data and sources of information for periodic updates of the demographic overview. Technical memorandum for public involvement activities. Presentation of subtask activities delivered at a monthly Infrastructure & Development Task Force meeting. TASK B: Area Wide Study with Special Interest on Highway 50 Corridor and Warrensburg East Loop, Utility and Infrastructure Inventory, Both Existing and Planned Development in the Study Area is largely dependent upon the availability of infrastructure and utilities. A targeted growth strategy will not only increase demand on existing infrastructure and utility systems, but over time will require the expansion of existing systems or the creation of entirely new systems. Through a comprehensive inventory of all public and private systems within the area, the Consultant Team will examine the availability of utility and infrastructure at key growth areas along the corridor. The inventory will include electrical power, natural gas supplies, water, fire protection, waste water treatment, transportation, wireless and data transmission infrastructure. A complete inventory of utilities and infrastructure will allow for the creation of an overall regional plan to ensure future infrastructure and utility issues do not hinder future growth potential or endanger critical environmental resources, as well as identify locations where growth and development is anticipated in the near term due to the availability of utility and infrastructure resources. Subtask B1: Conducting a Utility and Infrastructure Study Using existing Geographical Information System (GIS) data, where available, recently completed infrastructure plans, information from utility providers and other county and five and ten year CIPs, all significant utilities within the area will be identified. Subtask B2: Regional Utility District Recommendations The inventory will form the basis of a conceptual plan for the study area to guide short and long term developments. The conceptual plan will identify gaps in service and management challenges. It will also make general recommendations for future utility provision and management to ensure efficient use of resources and maximize development potential while ensuring environmental compatibility. Recommendations will be based on models of successful utility provision in regions similar to the study area. Key Assumptions It is assumed that utility and infrastructure maps and other information are available from the public and private providers in the region. The inventory will compile existing information at an appropriate scale. Should the inventory identify gaps in available information, additional research and site assessments may need to be completed in future project phases. 8 Deliverables A task memorandum evaluating the implications of various utility provisions structures and making recommendations for utility provision within the study area. The memorandum will include summary and maps of existing and proposed utilities and infrastructure in the study area. Presentation of subtask activities delivered at a monthly Infrastructure & Development Task Force meeting. TASK C: Special or Natural Amenities Study that Examines the Existing Leverage for Specific Growth within the Study Area. A successful growth strategy for JCEDC will capitalize on the existing resources and the intrinsic advantages of the region and study area specifically. It could be the region's existing small businesses, historic or agricultural resources that can serve as the seed of growth for future development. As part of the data gathering phase, the Consultant Team will assess the natural and special amenities of the area. Subtask C1: Natural Asset Summary In this task, we will inventory and map significant natural resources and features that leverage (or potentially constrain) growth. Sources for this information will include local and regional agencies, the National Wetlands Inventory, aerial photography USGS Information, previous studies, USDA studies, and field work. Subtask C2: Land Suitability Analysis Define the suitability of land for various general utilization categories: Accommodate development with minimum environmental impact Represent critical agricultural resources Provide assets with unusual values for recreation and tourism Subtask C3: Assets in the Built Environment This part of the study will apply a similar methodology to the inventory and mapping of assets in the built environment of the study area. Examples of assets include: Nodes and activity centers Historic sites and districts, or other areas of special character Cultural resources Major access and transportation nodes Public facilities, including parks and recreation areas Private attractions Research centers and major development clusters Subtask C4: Opportunity Analysis and Market Focus The Opportunity Plan will identify areas and features that most successfully capitalize on the study area's assets and the nature of its potential market area. Areas of specific interest and potential include: Aviation (UCM owned Max B. Swisher Skyhaven Airport & Surrounding Acreage) Agriculture Research Industry Environmental protection and preservation Request for Proposals Johnson County Innovation District Study Page 8 of 12

9 Active and passive recreation Tourism Residential and commercial development We anticipate that this section will identify opportunities and present general directions for further investigation. Detailed strategies for development and implementation would be undertaken in a subsequent project phase. For example, this analysis may identify research and production of green energy as a substantial economic opportunity area for the corridor. It would also provide general policies and directions for detailed planning efforts in a subsequent phase of the corridor master plan. Key Assumptions This scope assumes that this subtask will focus on completing an inventory and that detailed strategy development and implementation planning occurs in a later phase of the project. Deliverables Maps illustrating assets in the natural and built environment Overlay maps illustrating development suitability or resource clusters for specific markets. Technical memorandum presenting methodology and conclusions on market area definition Working documents summarizing findings and conclusions of this section. Meetings and meeting notes with JCEDC and Infrastructure & Development Task Force market area definition process. Presentation of subtask activities delivered at a monthly meeting. TASK D: Area Wide Study with Special Interest on Highway 50 / East Look Corridor that Examines Land Use with Zoning Components The City of Warrensburg has completed a comprehensive planning process. Additionally, the University of Central Missouri has completed a Max B. Swisher Skyhaven Airport Master Plan. Independently, these plans provide a framework for the future of specific jurisdiction, but may not have considered a regional planning and economic development effort. In phase 1, the Consultant Team will compile and review recent plans within the regional context to identify the planning practices and concepts that will best support future area growth. Subtask D1: Assembly and Review of Plans and Documents The first step in our approach in using recent planning efforts as the foundation for building a regional comprehensive plan requires us to identify, assemble, and review the relevant documents. These include new city and county comprehensive plans, special district studies, work by public or nonprofit agencies (including JCEDC), and work on specific areas such as transportation or stormwater management In this task, we will: Assemble plan documents Complete a qualitative review of these documents and their areas of agreement, common concern, and, in certain cases, conflicts. We will produce a working paper that presents the results of this detailed reading and review of current plans. The paper will be all important tool in later stages of this process Establish a common "plan map" that places land use and development policy maps of all regional entities into a unified map that uses comparable language and development Request for Proposals Johnson County Innovation District Study Page 9 of 12

10 designations. This integration of existing, adopted plans has not been done to date and will provide a useful baseline for establishing the current vision for long term regional land use planning in the study area Subtask D2: Planning Agency Roundtable In this step, a workshop of planning agencies and officials will be held for purpose of discussing and identifying common themes, and to provide a general foundation for a regional plan. The analysis and working paper developed in Task 1 will provide important tools for this discussion. The goal of this roundtable is to develop common statement of principles that provide basic patterns to guide development in the study area. While this task will not produce a true regional plan, it will generate an initial diagram that will provide an important foundation for the later phases of this enterprise. Subtask D3: Land Development Ordinances This task will provide general guidance for land development policies that apply appropriately to regions and governmental jurisdictions in the study area. It uses the analysis of previous tasks to identify general policy directions that can preserve opportunities and effectively use assets identified during this process. The task does not contemplate a review of individual zoning ordinances, but can provide a checklist for evaluation of their individual policies. Deliverables Consolidated regional land use plan map, compiled from existing plans. Planning Roundtable meeting and meeting proceedings. Memorandum of general guidance for land development policies Technical memorandum summarizing GIS inventory and potential directions and needs. Presentation of subtask activities delivered at a monthly meeting TASK E: Transportation Plan and Development Recommendations Review consolidate regional plan to provide for an appropriate current and growth transportation plan. This task will review transportation (roadway, rail and train) options in the study area. After reviewing routes, the Consultant Team will recommend the best uses for existing routes including: maximizing trail potential, considering opportunities for scenic by ways to encourage recreational use, evaluating commuting patterns and opportunities and assessing future use of rail corridors. Deliverables An illustrated technical memorandum summarizing recommendations for protecting or improving the study area transportation systems. This memorandum will recommend targeted development types for each Hwy 50 and Hwy 13 interchanges, crossovers and outer road systems within the study area and provide a framework for determining if an industry or business is a worthwhile pursuit for a particular location. Renderings and photos will provide examples of appropriate development styles for interchanges in the study area. A technical memorandum reviewing the transportation system in the study area and making recommendations for appropriate modes of transportation for all users. 11 Task F: Project Management, Reporting, and Deliverables The basis of this task is to perform the reporting and deliverables required by the RFP. These activities will occur throughout the duration of the project and be centrally managed to ensure that project deliverables meet the expectations of JCEDC. Subtask F1: Status Report at Meetings The Consulting Team will attend all meetings after the award of the contract and through completion of the final report. (Timeframe for completion) The Team will provide specific presentations on one or two subtask activities, as outlined in the "Schedule" section of this proposal, as well as general status reports on other key activities. Subtask F2: 7 Minute DVD for Public Access and Community Presentations Subtask F3: Project Website We believe making project related documents of interest to the general public available on the Johnson County Innovation District website is the most efficient and effective in communicating with community stakeholders. Subtask F4: Key Presentations to Key Stakeholders and Interested Individuals Subtask F5: Streamlined Version of Final Report The Consulting Team will develop a concise, reader friendly version of the final report intended for use by community members, elected and appointed officials and other interested parties. This version of the final report will provide a succinct overview of project findings in a "fact sheet" format, using graphics and data tables where possible to summarize information. The document will be delivered in a printready Adobe PDF format. Subtask F6: Final Presentation Based on the content of the Final Report and other project subtask deliverables, the Consulting Team will develop an executive briefing presentation to provide an overview of Phase I activities, including the results of each subtask. The final presentation will delivered at a monthly meeting. The presentation will be created in Microsoft PDF and will be intended for a 45 minute presentation. Subtask F7: Maps, Regional Plans, and Conceptual Drawings A variety of deliverables will be generated from each subtask, ranging from survey summaries and technical memorandums to maps and figures. We believe making project related documents of interest to the general public available on the NIZC website is the most efficient and effective in communicating with community stakeholders. Subtask F8: Midpoint Progress Report The Consulting Team will provide concise Midpoint Progress Report summarizing activities for each subtask (A through F) by. The report will describe progress, deviations from scope, and planned activities. The document will be delivered in a Adobe PDF format and a brief summary of the status report will be presented at the monthly meeting in. 12 Subtask F9: Draft Final Report The Consulting Team will prepare a Draft Final Report by. This document will include a detailed overview of activities involved with each subtask The Draft Final Report will be prepared as follows: An abstract of the report of between 151 to 200 words An Executive Summary not to exceed 2000 words in length A table of contents and appropriate lists of maps, figures, and tables contained therein A body of the report addressing all of the items required in the SOW in the RFQ, The report will contain various EDA required identifying information as provided by JCEDC as related to our proposed scope of work. The Draft Final Report will be bound within durable covers, portrait orientation, and printing will be of letter quality on portrait 8 1/2 x 11 inch white 30% recycled paper. Graphs, charts, maps, line drawings, and photographs used will not exceed an image size of 6 x 9 inches, where feasible (drawings and renderings may require a larger format). One (1) photo copy reproducible original of the report (portrait orientation) on white paper. Project Timeline / Milestones: Notice to proceed will be issued by JCEDC on or about June 15, 2013 and the final study deliverables must be submitted to JCEDC by June 1, The start and end date of the project covers two JCEDC budget years.
