6 4 ARCADE MILL VILLAGE HISTORIC DISTRICT SURVEY Rock Hill, South Carolina The Arcade Mill Village in Rock Hill, South Carolina is a neighborhood comprised of three to five room homes constructed c.1900 for the workers of the adjacent Arcade Mill. After World War II, there were as many as 135 homes surrounding the mill. The mill was destroyed by fire in 2007 and subsequently demolished. Many of the homes remain with a high level of integrity. JMT was contracted through the Housing and Neighborhood Services of the City of Rock Hill to complete an intensive level survey of the Arcade Mill Village Historic District area. Using previous surveys, archival research and field work, JMT is working to document the history of the village, the existing conditions of select dwellings and their changes over time. All work being done is in consultation with and in accordance with South Carolina Department of Archives and History, State Historic Preservation Office s Survey Manual in the context of identifying and re-evaluating historic properties within the boundary of the previously identified Arcade Mill Village Historic District area for eligibility for listing in the National Register. Additionally, South Carolina Intensive Documentation Forms were completed for contributing properties within the district. These were populated using the states Access Database and include printed photographs developed to strict archival standards. 7 HISTORIC ARCHITECTURAL AND LANDSCAPE ANALYSES LSC Statewide, North Carolina JMT was selected by the North Carolina Department of Transportation to provide all phases of architectural history and historic preservation work, particularly as it relates to Section 106 compliance. JMT anticipates projects ranging from small scale projects requiring documentation of a single resource (buildings, structures [including bridges], historic districts and linear resources) to large scale projects requiring the documentation of more than one hundred resources. Task orders issued to date include the following: Eligibility Evaluation for McCormick Bridge mfurr@ncdot.gov Road Farmstead, Cumberland County, NC. Project Information: Project included an intensive-level field survey, Fee: photography and documentation of extant structures. A comprehensive report including a $17,671 history of the property, architectural Completed: description and context, and National Register On-going of Historic Places Evaluation was created and submitted to the North Carolina Department of Transportation. Replace Bridge No. 81 over John's Creek on SR 1737 (Caney Fork Road) The project will include an intensive-level field survey, photography and documentation of the extant John s Creek Methodist Church. A comprehensive report including a history of the property, architectural description and context will be submitted to the North Carolina Department of Transportation. The report will also include an evaluation of the property s potential eligibility for listing in the National Register of Historic Places. Churches or any other religious property provide an additional challenge when being evaluated for the National Register. The property must not only be eligible under one of the four National Register Criteria it must also meet Criteria Consideration A (Religious Properties). A comprehensive report including a history of the property, architectural description, context, and evaluation of the property s potential eligibility for listing in the National Register of Historic Places will be submitted to the North Carolina Department of Transportation. Churches or any other religious property provide an additional challenge when being evaluated for the National Register. The property must not only be eligible under one of the four National Register Criteria it must also meet Criteria Consideration A (Religious Properties). Page 5 I City of Raleigh, North Carolina
8 6 LYCOMING COUNTY HISTORIC PRESERVATION CONSULTANT Lycoming County, PA JMT worked with Lycoming County and the City of Williamsport, Pennsylvania to update their existing historic resource inventory and to provide guidance for future historic preservation activities as part of the County s ongoing Master Plan efforts. JMT Architectural Historians conducted background research in order to establish a brief historical context of each of the three settlements targeted for survey: Williamsport, Jersey Shore and Muncy. This phase included research through the PHMC, county repositories, libraries and local museums and historical societies. From this research, historic contexts were developed for each survey area. JMT s Architectural Historians used their adaptable, portable survey application to complete reconnaissance level surveys of three communities in Lycoming County: Williamsport, Jersey Shore, and Muncy. After completing these surveys, JMT provided Lycoming County with a list of resources that warrant further study and documentation as the next part of their planning efforts. Additionally, our Architectural Historians assessed existing historic preservation regulations and provided recommendations to the county based on their specific goals, while prioritizing the preservation of the best examples of surveyed historic resources. 9 7 BLOOMFIELD HISTORIC RESOURCES SURVEY Bloomfield Township, New Jersey JMT was contracted by the Township of Bloomfield, New Jersey to conduct a reconnaissance level survey of historic resources located within its borders. The purpose of this survey was to identify and document properties that are at least 50- years old and that retain historic architectural integrity. Using our digital survey application, JMT Architectural Historians traveled each street within the Township to document and photograph significant structures. As a result of JMT s efforts, 273 properties were surveyed. A final report was compiled describing our methodology, findings and recommendations as well as providing a history of Bloomfield Township. 10 8 HISTORIC RESOURCES SURVEY OF PRESTON & TAYLOR COUNTIES West Virginia JMT was contracted by the West Virginia Division of Culture and History to complete a reconnaissance level survey of up to 750 resources located within the unincorporated areas of Preston County. Because an adequate number of resources could not be documented in Preston County, survey work continued in the unincorporated areas of neighboring Taylor County then onto the incorporated areas of Preston County. The purpose of this survey was to identify and document properties that are at least 50-years old and that retain historic architectural integrity. In total, 713 properties were surveyed and 81 have been determined to be potentially eligible for listing in the National Register of Historic Places. A West Virginia Historic Property Inventory Form was completed for each property surveyed. A final report was compiled describing our methodology, and findings as well as providing a detailed history of Preston County. 11 9 PROJECT UNDERSTANDING, APPROACH & SCHEDULE UNDERSTANDING OF SCOPE The Raleigh Historic Development Commission, Inc. (RHDC) and the City of Raleigh is requesting qualifications from qualified historic preservation professionals to update the architectural survey of Raleigh by recording properties within the city limits, with a focus on mid-20th-century neighborhoods and areas annexed since 2006 when the last update was completed. The project is to be conducted in two phases: I) reconnaissance and planning; and II) intensive survey and presentation of properties for placement on the State Study List for listing in the National Register of Historic Places. The RHDC and the City of Raleigh have been awarded a federal Historic Preservation Fund grant from the National Park Service, United States Department of the Interior and administered through the State Historic Preservation Office (NC SHPO) of the North Carolina Office of Archives and History for the purpose of conducting this survey. JMT will provide various services throughout the project including research, field work, data collection, attending public meeting(s), and a final report. The key to successfully completing this project is knowledge of the project scope and a full understanding of all applicable local, state, and federal requirements for administering local preservation guidelines and programs. JMT s Cultural Resource staff are qualified for the positions that they hold, as outlined in the Secretary of the Interior s Professional Qualifications Standards (36 CFR 61). All survey and analysis will adhere to guidelines set forth by the North Carolina Historic Preservation Office and the National Park Service (NPS) including: Secretary of the Interior s Standards and Guidelines for Archaeology and Historic Preservation, including standards for identification, evaluation, and registration National Register Bulletin 24, Guidelines for Local Surveys: A Basis for Preservation Planning North Carolina State Historic Preservation Office Guidelines We are confident in our abilities to deliver a quality product to the RHDC and the City or Raleigh in full-compliance with their needs and the requirements of the North Carolina State Historic Preservation Office. TECHNICAL APPROACH The RFP details specific deliverables that will be submitted through this agreement, though JMT understands that the final scope of work may be subject to negotiation. The following section details each of the required items and JMT s proposed approach to each. Phase I. After receiving notice to proceed, JMT will begin work by meeting with representatives from the RHDC and the City of Raleigh. At this time, we will discuss the scope of work, the methodology of our systematic approach to documenting each resource as well as finalize the project schedule. This preliminary meeting will expedite the survey and analysis of information for the subsequent tasks. JMT will send our SOI-Qualified Architectural Historians to present the project to the community at a RHDC-sponsored meeting. JMT Architectural Historians will conduct a windshield and reconnaissance survey resulting in information for three groupings of geographic areas. These areas are laid out below as they are in the RFQ Page 8 (b-d). Page 9 I City of Raleigh, North Carolina
12 10 Windshield and reconnaissance surveys of the post-2006 annexation areas. The purpose of this survey is two-fold: to update existing files with photographs and database records and; to identify properties that have not been recorded and now merit survey. Currently 11 properties have survey files and it is expected that few properties will be identified for new survey. Windshield and reconnaissance survey of the following neighborhoods currently on the Study List: Caraleigh, Ridgewood, Fairway Acres, Lyon Park, and Forty Acres. The survey of this area will result in updating the survey file for each neighborhood will be updated with digital photography of representative houses and complete population of the database record. The updates will include an evaluation of continued potential National Register eligibility. Windshield and reconnaissance survey of the following neighborhoods that were surveyed at the reconnaissance level during the survey update of Raleigh: Brentwood, Budleigh, East Mordecai, Fallon Park, Fuller Heights, Oakdale, Parkland/Hertford Village, Ralina, Starmount, Westover/Mount Vernon, and Woodcrest; as well as Colinwood (now known as King Charles) and Gatewood, Rollingwood, and Windsor Park (now altogether known as East Raleigh). The survey of this area will result in updating the survey file for each neighborhood will be updated with digital photography of representative houses and complete population of the database record. The updates will include an evaluation of continued potential National Register eligibility. JMT s Architectural Historians will conduct the survey in accordance with the state guidelines one of two ways. As we have done with other large scale surveys, we can use our fully customizable portable survey application to complete the survey. This application will be set up using GIS, and will be prepopulated with existing parcel data for the City. Each field will be customized to meet the requirements outlined in the Survey Manual. Photos of each property can be taken directly from the application and linked to each parcel. This method provides a complete ESRI shapefile or geodatabase that can easily be integrated with the City s online mapping applications and NCSHPO s HPOWEB GIS Service. This approach saves time by removing the need to document data on paper forms in the field and entering the data later. Using our customizable digital survey application not only allows for real time data transmission to streamline field work but also provides the City and RHDC with a manageable database and interactive map of inventoried historic resources and photographs. Should the City prefer our portable application not be used, JMT and the City will determine the best method for data collection during our kick off meeting when we discuss methodology. 13 11 At the completion of the survey, JMT will complete a written report on findings and the Scope of Work and Methodology for Phase II. To close out this Phase, JMT will present findings at a community meeting sponsored by RHDC. Phase II. During Phase II, JMT Architectural Historians will conduct the following intensive-level surveys: The annexation area properties newly identified in Phase I One or more of the neighborhoods addressed in Phase I and evaluated as potentially eligible for listing in the National Register. The selection of the neighborhood(s) shall be made in consultation with the RHDC and the SHPO. Intensive survey will produce an inventory list for incorporation in a National Register nomination to be prepared in a subsequent project. It is estimated that a maximum of 300 properties will be intensively surveyed. Intensive survey will include field work, research, preparation of database records from which an inventory list can be generated, and preparation of paper files including report forms and proof sheets of digital photographs. At the completion of the surveys, JMT will present at a North Carolina National Register Advisory Committee meeting of properties for placement on the Study List and possibly at a community meeting to present community based feedback from the prior community meeting. 14 12 MANAGEMENT PLAN & TIMETABLE MANAGEMENT PLAN Our team has immediate and extensive capacity to immediately start on this project. Between the level of expertise and the personnel available that have previous experience working on similar contracts for other local agencies, we have the capacity and expertise to maintain on schedule. 15 13 TEAM ORGANIZATION, EXPERIENCE & CERTIFICATIONS/QUALIFICATIONS For JMT, the quality assurance process has already started for this contract with the selection of our well-qualified, professional staff proposed for this contract. We have carefully designated our project manager and key staff members who can be dedicated to the City. Our Project Manager, Ms. Sara McLaughlin, will serve as the liaison and point-of-contact for the City. She will maintain contact with the City to sustain an understanding their overall goals and expectations, and communicate them to the JMT Team. Ms. McLaughlin will be responsible for all contractual matters with the City and will ensure that the project team is adequately staffed for this contract to guarantee that each task assignment is completed on time. Ms. McLaughlin will be the single point-of-contact for the City s Project Manager, simplifying the management process. Ms. Alfson Tinsman is the Quality Control Manager for this contract. Ms. Alfson Tinsman leads JMT s Cultural Resource discipline throughout the company. Ms. Alfson Tinsman has successfully managed projects in 48 states involving all levels of Cultural Resource efforts. Her experience includes Historic Resource Surveys, National Register Nominations, National Historic Landmark Nominations, HABS/HAER documents, Eligibility determinations, Effects findings, Memorandums of Agreement, Programmatic Agreements, NEPA, and Phase I-III Archaeological Surveys. She has studied and documented a wide variety of resources including farmsteads, urban and rural historic districts, commercial properties, industrial properties, historic landscapes, cultural landscapes, residential properties, and transportation resources. Ms. Alfson Tinsman has extensive experience in public involvement as it relates to cultural resources with a focus on public education and public insight into projects. Ms. Sara McLaughlin is the Project Manager and Senior Architectural Historian for this contract. Ms. McLaughlin has over 8 years of experience in cultural resource management and preservation architecture. She exceeds the qualifications for Architectural Historian under the standards set forth by the Secretary of the Interior. Ms. McLaughlin has extensive experience working on historic preservation and cultural resources projects for a variety of Federal, state and local clients. Her work focuses primarily on the research, survey, and documentation of historic above ground resources with an extensive understanding of Section 106, and state and federal documenting regulations. Ms. McLaughlin s architectural experience spans the gamut from conservation to adaptive reuse. For this project, she will be the liaison and point-of-contact for City. She will be consistently available to provide the City with any personnel and services needed. Ms. Caitlin Herrnstadt is an Architectural Historian for this Contract. She has a wide range of professional and academic experience in historic preservation and cultural resource management. She exceeds the qualifications of Architectural Historian under the standards set forth by the Secretary of the Interior. Ms. Herrnstadt s experience includes cultural landscape projects for the National Park Service and the review of tax credit applications and National Register nominations for the Iowa SHPO. She also has experience in the research, survey, and documentation of historic above ground resources with a thorough working knowledge of federal preservation regulations including the NRHP, Section 106, and Historic Preservation Tax Incentives.
