3 INTRODUCTION Queensferry has an important place in Scottish history as well as a promising and aspiring future. We want this unique town to be a place that is a great experience for businesses, visitors and residents. In June 2012, businesses in South Queensferry and Dalmeny voted in favour of creating a Business Improvement District (BID) and to pay an annual contribution through the BID Levy. The levy helped fund projects, services and events to improve the local environment for the benefit of businesses, employees and visitors alike. Since then the BID has successfully delivered a range of initiatives that reflected the needs of levy payers as outlined in the original business plan. The current proposal highlights some of our key achievements during the first five-year term and plans that are drawn up in consultation with businesses for As we take steps forward on our journey, we look forward to better engagement and stronger partnerships with BID Members, partners and the wider community to create an improved business confidence and civic pride in our beautiful town. From 8th June 2017 to the 20th July 2017 businesses, community organisations, schools and churches in Queensferry and Dalmeny will decide to continue making a positive contribution to the commercial and social welfare of the area through the work of Queensferry Ambition. Only by securing a majority YES vote in the renewal ballot will we be able to build on our achievements to date and work with our BID Members and key stakeholders to continue to improve our offering. FOREWORD QUEENSFERRY AMBITION CHAIRMAN There is rarely a day that goes by when I don t think to myself: this really is a great place to live and work! We live and work in one of the most iconic towns in Scotland and, whilst much work has been done over these last 5 years through the partnership working of Queensferry Ambition, there is still much more that we might deliver. We have a great thriving town, rich in history, full of lovely places to eat, a great shopping experience, a Marina, beautiful walks, boat tours on the Forth, great views of the most iconic bridges in the world, one of which is a World Heritage Site. Alongside these amazing physical attributes there is both a strong network of community organisations and a dedicated variety of local businesses who, throughout the year, continue to add much to the life of our town. One such vehicle that has contributed to this journey for Queensferry, enabling it to continue to thrive, grow and prosper as a destination for businesses, residents and visitors is the Business Improvement District (BID). With your continued support we will seek to build on the work we have begun, hopefully enabling Queensferry not only to be a place that thrives for retail, hospitality and tourism, but also for all businesses and community organisations. 4 EXECUTIVE SUMMARY There is a national resurgence in the drive to put towns back on the political and social map. Our whole town approach is based on the belief that towns should be places for social interaction, leisure, creativity and enterprise driving commerce, wealth and civic pride. Queensferry Ambition has the potential to attract more investment, employment, visitors and also to play a key part in the activities of businesses, residents and the general community. Our efforts are focussed on improving Queensferry as a Place ; a place to visit, live, work, do business, shop, eat and drink. These will be stepped up and, combined with place-based marketing initiatives, we will bring people back into the town and ensure business benefits accrue in the process. Queensferry is becoming recognised as an emerging cultural destination with the inscription of the Forth Bridge as a World Heritage Site, while the building of the Queensferry Crossing has intensified focus on the area. We plan to play a significant part in the development of tourism in the area, while strengthening the existing business community and the promotion of its diversity. This Business Plan sets out the objectives that have been developed in consultation with BID levy payers, along with projects/services that will bring added value to them and improve Queensferry s sense of place. Apart from the key lobbying role that Queensferry Ambition will play on behalf of the businesses, we will focus on four key areas: 1. Events, Marketing and Promotion 2. Accessible and Attractive Town 3. Invest - Business Support 4. Business Led - Business Managed Vote YES; only in this way, working together, can we bring about change for the better in Queensferry and Dalmeny and achieve the full potential of our area. 5 THE VISION, AIMS AND OBJECTIVES of Queensferry Ambition VISION AIMS For Queensferry to be the destination of choice where people enjoy visiting, working, shopping, investing and living during the day and night time. The aim of the BID is to give local businesses and levy payers the power, resources and capacity through the BID levy income. This will help attract other funding and support that will benefit the businesses and wider Queensferry and Dalmeny communities. OBJECTIVES Promote a clear identity and profile for Queensferry and the businesses within it. Promote local business networking, business development and community engagement. Deliver visible improvements and get things done it will not be a talking shop. Attract more visitors and increase spend through more events and improved marketing. Operate as an effective business led voice with the resources to make things happen. Deliver projects and services that are additional to those provided by City of Edinburgh Council. Make Queensferry more accessible by improving signage and providing information on local businesses and facilities to make the area easier to navigate. Engage with and support businesses. 5

6 THE BID CONTEXT FOR QUEENSFERRY Queensferry Ambition A brief review. Queensferry Ambition BID has been busy over the past five years delivering a whole range of initiatives and projects for the benefits of local businesses and the community at large. FIGHTING THE TOWN S CORNER Lobbying and advocating as well as building constructive relationships for the Queensferry cause to the City of Edinburgh Council, Marketing Edinburgh, VisitScotland, Forth Bridges Forum, Cruise Forth, Queensferry Ambition Skills Partnership, Queensferry Infrastructure Improvement Group. We also led the way in staging the West End Charrette which developed a number of projects to improve Queensferry s sense of place. Leading the staging of some of the biggest festivals that the town has ever seen : the Forth Bridges Festivals and the Jutland 100. The Festive Ferry late night shopping event is also a popular late night shopping event. STAGED EVENTS EXTRA 400,000 FUNDING The BID gained AN EXTRA 400,000 funding to stage events such as the Forth Bridges Festival, Jutland 100, Active Travel, etc which brought thousands of people to the town. The Guardian of the Bridges was installed to wide acclaim and we received a huge amount of positive PR for Queensferry. The BID has begun making an application to the Heritage Lottery Fund with support from City of Edinburgh and Fife Councils to put yet another major spotlight on Queensferry for better signage, accessibility, and active community involvement. The BID raised the town s profile substantially through two websites, highlighted the business offering in the town, markedly improved the social media presence to keep both businesses and the residents updated. We sent out regular updates on all matters affecting South Queensferry, quarterly newsletters and 6,000 copies of the Festive Ferry booklet delivered to local households. In addition 10,000 Business Directories and 20,000 Visitor Guides were produced with 6,200 delivered to all local households actively encouraging local people to buy locally and to Think Queensferry First. In addition, 10,000 of the Visitor Guides distributed via EAE Distribution to within a 15 mile radius of Queensferry. The first Familiarisation Trip for the crew of a cruise ship was also organised to give them the flavour of Queensferry to enable them to act as Queensferry s ambassadors to their passengers in the future. MARKETING AND PROMOTIONS BUSINESS COST SAVINGS AND IMPROVEMENTS The BID has saved 22 businesses over 25,000 in business costs (e.g. utilities bills) through our collaboration with Eyebright (previously known as Business Advisory Services). In addition, over 40 Business Improvement Grants have been issued to BID levy payers to improve their business performance. The grant has been well received and has been used for a variety of purposes including shopfronts and business training. These grants have contributed much to the local economy using local contractors. Through our innovative work with Changeworks, we have helped 20 businesses in their waste management practices. We are aware of the role of community groups play in our town and worked hard to improve relations in the delivery of projects that have a lasting impact on our community e.g. Schools Projects (CV Writing, Job Interview practice), Employers and Job Recruitment Fairs. 6 COMMUNITY RELATIONS

7 LOOKING AHEAD There remain challenges for businesses in the coming years footfall, business rates, the impact of Brexit but Queensferry Ambition is focussing on capitalising on many opportunities for Queensferry businesses and the community at large. The West End Charrette of 2015 has left a positive legacy of projects that will require to be delivered if we are to improve Queensferry s sense of place. One of the key projects is the long overdue town signage which Queensferry Ambition will continue working towards. The Queensferry area is set to benefit from a tourism boom with the opening of the Queensferry Crossing in late A Forth Bridges Area Tourism Strategy will be in place to deliver economic growth. The planned Walk The Bridge experience from 2019 onwards will attract potentially up to 80,000 visitors annually to the town, while we aim to maximise the benefit from the inscription of the Forth Bridge as a World Heritage Site. Queensferry has the opportunity to benefit from the Scottish Government s Themed Years through events funding based on : 2018 : YEAR OF YOUNG PEOPLE The year will be a great opportunity to celebrate the amazing talents and achievements of young people in our community : THE YEAR OF SCOTLAND S COAST AND WATERS will be celebrated. The 2020 theme will support Scotland s marine and coastal tourism sector, as well as the marine tourism strategy Awakening the Giant : THE YEAR OF SCOTLAND S STORIES Scotland s Stories will be a showcase of the country s rich literature, film, oral traditions and myths and legends. Queensferry is ideally placed to benefit from this. 8 WHAT IS A BID? A Business Improvement District (BID) is a business-led initiative within a defined geographical area. Eligible persons liable to pay the non-domestic rates (including churches, schools, leisure centres) under this arrangement invest collectively in projects and services that strengthens the business and community environment. Each person liable to pay non-domestic rates that would contribute to the BID can vote on whether or not the BID goes ahead. The interests of both large and small eligible persons liable to pay non-domestic rates are protected through a voting system that requires a majority in the numerical votes cast and the rateable value of the votes cast. Unlike business rates, the BID levy is held locally to be used for projects and services identifed in the BID Business Plan and by the BID Board. The levy stays in Queensferry to be spent on issues that matter to you. A BID provides eligible persons liable to pay nondomestic rates with the opportunity to become directly involved in the development and improvement of the local area, by working in partnership with the local authority, other statutory authorities and bodies to bring positive change to the area in which the BID operates. The Queensferry Ambition BID will operate for a maximum of 5 years between 2017 and After this the BID must be reviewed and its continuation subject to a new ballot. A BID company is not part of the local authority and the projects and services that a BID delivers must be in addition to statutory Council services and will not replace existing Council services. BIDs were first established in Canada in the 1960s and now over 2,100 exist across the globe. In Scotland, there are 37 established BIDs and a further 24 in development. For further information on the work of BIDs visit WHY DOES QUEENSFERRY STILL NEED A BID? The BID provides a unique opportunity for local businesses across all sectors to work together, invest collectively and undertake projects which can contribute positively to improving the economic viability of businesses in the town and securing investment in the town. Our business engagement has identified that Queensferry needs a BID to build on the work of the first five years, to tackle the challenges faced by town s businesses and community organisations, to take advantage of the key opportunities that the we will be facing. It is an important time for the BID to be the galvanising force for Queensferry, delivering value back to businesses in innovative and new ways, improving Queensferry s sense of place and attracting external funding that will lead to local economic growth. We have identified several reasons why the BID is required: Queensferry is a great place to do business but work is still required to ensure that investors and potential businesses are aware of what we offer and the range of business sectors which trade in the area. Queensferry is a great place to visit but needs to further develop its potential as a visitor destination. The BID has a significant opportunity to build new partnerships and attract external funds to deliver necessary projects for the benefit of Queensferry business and other non-domestic ratepayers. The accessibility and signage of the area, especially parking and traffic management, is a major concern to businesses, visitors and residents; the work started on this project needs to be completed. Queensferry Ambition is the key organisation to make this happen through its advocacy work and its capacity to attract external funding. Businesses and non-domestic ratepayers need to have a say in their trading environment. The BID offers a strong lobbying voice to raise issues and concerns to the appropriate authorities. Queensferry Ambition currently makes connections with the Forth Bridges Forum, Network Rail, Marketing Edinburgh, VisitScotland, Queensferry and District Community Council, Queensferry Heritage Trust, Queensferry History Group and GreenFerry. A close, but separate relationship with City of Edinburgh Council is required to allow businesses and nondomestic ratepayers to discuss the issues that impact directly on their business. The impending refurbishment of the High Street will affect business across a large part of the town and Queensferry Ambition s role will be not only to minimise the negative impact on business but also seek the support of the Council to help us ensure that Queensferry is still Open for Business throughout. 8

9 BID BENEFITS How does Queensferry benefit from a BID? All businesses in the town would benefit from the projects and services that the BID delivers. With a BID, there is: Support for existing groups and organisations Improved customer knowledge of goods and services in Queensferry Increased marketing to local, regional, national and global customers An improved customer perception of accessibility and parking availability Access to funding to improve business performance Cost reduction through professional negotiation on utility bills Cost reduction through collective investment and joint promotion An increased number of visitors A local voice for businesses Better trained staff to improve customer service Increased B2B sales opportunities Increased networking opportunities Improved signage 9

11 CONSULTATION WITH BID BUSINESSES AND ORGANISATIONS The methodology behind a successful Business Improvement District is to meet expectations of the business community, addressing issues raised by businesses within the BID area. Businesses will see tangible benefits to their business environment. To gain a better knowledge and understanding of these issues we have engaged as fully as possible with every non-domestic ratepayer within the area. In addition to the survey which was mailed to the businesses within the BID area, many received personal visits from both the Chairman and Project Manager. A series of Business Forums were held in various locations within the BID area. As a result of the consultations, visits and meetings, Queensferry Ambition compiled a series of projects and services that the businesses will vote on. 52 businesses from 43 BID levy payers were visited to discuss the BID s ongoing work. 21 people attended the Annual Open Meeting. A further three workshops were held. Over 250 addresses receive our regular bulletin. Mail Outs. Invites to meetings, distribution of Business Plan Draft Summary Questionnaire survey. Our Facebook page has 1,463 likes and the Twitter account has 1,497 Followers. A new Instagram account was set up in January 2017 and has 376 following. The BID works in partnership with voluntary groups and supports them in continuing to make Queensferry a more successful place. GROUP MEETINGS September 2016 to June 2017 Survey questionnaires were sent to all BID levy payers including newly established businesses. Consultations have also taken place face to face with several businesses and by telephone with individual BID levy payers and with community groups in Queensferry. Follow up reminders were also sent coupled with reminders from the Project Manager and members of the BID Board. A draft Summary Business Plan was posted out to all BID Levy Payers in mid- January 2017 asking for further comment. Additional feedback was taken at the Annual Open Meeting on Thursday 26th January 2017 to which all BID Levy Payers were invited. An additional invitation was also mailed to all BID levy payers to three workshops on Monday 30th January (evening), Tuesday 1st February (Breakfast and Lunchtime). Several one-to-one meetings continued to be held with businesses throughout this period and across the entire BID area while the latest in a series of Business Networking Forums was held on 1st June The results of this consultation process have formed the basis for the BID Proposal and the Business Plan. It is proposed to increase the frequency of the visits to the businesses on a one-to-one, street by street and also sector-by-sector basis as the campaign intensifies towards the final ballot date of 20th July

12 WHAT DID THE RESEARCH TELL US? The responses were received from most parts of the BID area and covered the following business sectors: professional services, leisure, retail, food and drink, lifestyle/wellbeing, church, marina. The business challenges ranged from lack of footfall and parking in the town centre, the low digital connectivity (high speed broadband), a recognition that the marketing and promotional efforts had improved in recent times but that this needed to be boosted while continuing to improve support for businesses across the whole of the BID area, and looking at the development opportunities to improve the Queensferry product. From the responses, a programme of proposed BID projects has been identified and prioritised. WE ASKED, YOU TOLD US, SO WE WILL DELIVER - WHAT ARE THE KEY PROJECTS THE BID WILL FOCUS ON? The overall business engagement process identified several opportunities for Queensferry Ambition to focus on: Events, Marketing and Promotion Accessible and Attractive Town Developing a sense of place Invest Business Support Business Led, Business Managed The next few pages provide details of the year one projects. Informed by the Scottish Government s Town Centre Action Plan and the Community Empowerment (Scotland) Bill Act 2015, Queensferry Ambition BID will help South Queensferry directly contribute to the Scottish Government s Purpose and Vision for Scotland, to foster innovation, encourage investment and promote growth. Queensferry Ambition will assist the delivery of projects and services that involve working with the local Community Planning Partnership, by providing businesses and local groups with a mechanism to have a more proactive role in having their voices heard. 13 1 Queensferry Ambition will: EVENTS, MARKETING AND PROMOTION Develop a local, regional and national event and marketing strategy to encourage locals, visitors and businesses to choose Queensferry as their destination of choice; Focus on the strengths of Queensferry highlighting our business and retail offerings, quality restaurants and cafes and world class iconic views based on the Forth Bridge World Heritage Site. Over the 5-year period, Queensferry Ambition will allocate 30,000 per annum to this Project Theme. 01 MARKETING AND COMMUNICATIONS Media Campaigns to showcase Queensferry businesses to consumers within the local catchment area and beyond (e.g. into Fife, Stirling, Falkirk, Edinburgh and Lothians). 02 VISITOR WEBSITE The ultimate Queensferry destination marketing website. Continually updated and customer focused. 03 THEMED ON STREET EVENTS & ACTIVITIES Queensferry Ambition will work on an annual events programme that will complement and add to existing events to draw people to Queensferry and encourage them to linger longer. This could include: Forth Bridges Festival celebrating the opening of the Queensferry Crossing Festive Events - Robert Louis Stevenson Day, Chocolate Festival Music and Comedy events - Fringe on the Ferry 04 QUEENSFERRY VISITOR GUIDE This would be produced in Spring each year and would continue to improve the map, and information for visitors. The Guide will be integral to the overall marketing efforts with a distribution within 15 miles of Queensferry. 06 FESTIVE FERRY MAGAZINE This would complement the Business Directory and would improve the business information and offers in the run up to the festive period. There would be an enhanced circulation both in print and digital versions. 05 QUEENSFERRY BUSINESS DIRECTORY The Business Directory would be produced in the Spring as part of a Think Queensferry First shop local campaign to spend locally where possible. 07 CRUISE FORTH PARTNERSHIP ENSURE CRUISE PASSENGERS KNOW WHAT QUEENSFERRY OFFERS. Encourage offers and activities that meet the needs and expectations of cruise passengers to encourage them to linger longer in Queensferry e.g. guided walks, key attractions, genealogy interests. Work closely with Cruise Forth to ensure Queensferry is promoted on board and at disembarkation, and increase the footfall into Queensferry. 13

14 2 ACCESSIBLE AND ATTRACTIVE TOWN Developing a Sense of Place Queensferry Ambition will lobby for and work with key partners to make the town visually attractive and digitally accessible, improving the trading environment. We will also make it as easy as possible for people to access the town by seeking to deliver the projects that emanated from the West End Charrette. The inscription of the Forth Bridge as Scotland s sixth World Heritage Site and the appeal of the new Queensferry Crossing gives Queensferry a unique set of opportunities to attract people, which will also benefit Queensferry businesses. It is vital that Queensferry Ambition makes access for all easier, including from the new Road Bridge junction highlighting Queensferry as a destination worth visiting. With clearer street signs, improved visitor information/facilities, better traffic management and more parking, visitors will be able to find what they are looking for, discover the unique character of Queensferry, stay longer, increase visitor spend and revisit our historical town. Queensferry Ambition will generate funding applications to deliver the key projects necessary to keep Queensferry a destination worth visiting. Over the 5-year period, Queensferry Ambition will allocate 8,000 per annum to this Project Theme. 01 HERITAGE LOTTERY FUND APPLICATION To implement a signage strategy for both North and South Queensferry with the support of both City of Edinburgh Council and Fife Council, as well as the wider communities of South and North Queensferry. We will also work with local community groups to ensure a strong application is submitted. The focus will be on the strategic development and delivery of a high quality, enjoyable and informative visitor experience around the Forth Bridge World Heritage Site, the adjacent communities of South and North Queensferry, and the Forth. To deliver positive outcomes - educational, social and economic benefits to the local residential and business communities. 02 Queensferry Ambition will lobby to improve the digital connectivity and install a WiFi system in key locations in the town. 04 FLORAL ENHANCEMENTS Continue the partnership with GreenFerry to visually improve the town by expanding the floral enhancement programme. 14 INSTALLATION OF WIFI AND IMPROVING BROADBAND WITHIN THE TOWN CENTRE 03 PROPOSED HIGH STREET REFURBISHMENT PROGRAMME Work closely with City of Edinburgh Council and Community Council to ensure effective engagement with local businesses in order to reduce impact on businesses. Opportunity to look at traffic flow, improved parking provision and future plans to improve infrastructure e.g. electrical supplies for street events, improved Wi-Fi and Broadband.

15 3 INVEST - BUSINESS SUPPORT We will work to improve trading conditions and provide support for business. The BID will assist established and new firms to find ways to attract investment and deliver jobs in a more cost-effective manner. Over the 5-year period, Queensferry Ambition will allocate 8,000 per annum to this Project Theme. 01 FOOTFALL COUNTERS The footfall counters installed in April 2017 will continue to provide critical business intelligence. 03 BUSINESS DEVELOPMENT, COST REDUCTION AND WASTE MANAGEMENT PROGRAMME Expand the successful business cost reduction programme to include helping businesses with Telecomms savings and Revaluation Appeals. To expand the commercial waste management for businesses. 05 Continue to organise Employer Events and Recruitment Fairs for BID businesses 07 TRAINING AND RECRUITMENT SUPPORT ATTRACT ADDITIONAL FUNDING & GRANTS TO SUPPORT BID PROJECTS Funding applications will be made to attract external funding (e.g. EventScotland, VisitScotland Growth Fund) for a range of projects to support businesses. 02 BUSINESS IMPROVEMENT GRANT Continue to support BID Levy payers in improving their business performance using the business improvement grant. 04 Ensure new businesses receive the appropriate help, support and opportunities from Queensferry Ambition. 06 Establish a programme of mentoring to help smaller businesses in particular. 08 BUSINESS START UP INFORMATION AND WELCOME PACKS BUSINESS MENTORING PROGRAMME DEVELOPMENT AND DELIVERY OF PROJECTS HIGHLIGHTED IN THE WEST END CHARRETTE Subject to securing funding, projects such as the infrastructure improvement on The Loan will be delivered to ensure better connectivity and accessibility within the town 15

16 4 BUSINESS LED BUSINESS MANAGED Queensferry Ambition will facilitate a vibrant local business network and promote meaningful engagement with the wider community. We will also act as a strong lobbying body to ensure that the views of businesses are represented at the highest level possible in all relevant public and private agencies. Over the 5-year period, Queensferry Ambition will allocate 8,000 per annum to this Project Theme. 01 Continue to improve and enhance content to meet business needs, including the online Queensferry BUSINESS (BID) WEBSITE Business Directory highlighting the diversity of businesses located in Queensferry and what they do. 02 MONTHLY BUSINESS NETWORKING MEETINGS Establish a monthly Networking Forum for businesses, allied to Guest Speakers offering support and guidance on several issues affecting business in today s economic climate e.g. marketing, social media, pensions, tourism, training etc. 03 QUEENSFERRY TOURISM FORUM To establish a Tourism group of local visitor attractions to coordinate tourism activity, increase overnight stays, footfall and elevate marketing levels. To maximise tourism benefit from the Forth Bridges Area Tourism Strategy being developed by the Forth Bridges Forum. 04 QUEENSFERRY S PROFESSIONAL SERVICES SHOWCASE A business event to highlight and showcase the range and quality of professional services located within Queensferry. 05 LOBBYING ROLE OF QUEENSFERRY AMBITION Regular meetings will be held with City of Edinburgh Council, Forth Bridges Forum, Queensferry and District Community Council and local community groups as required. These are designed to represent the views of BID levy payers in matters impacting the business community and the town. Our business has been a supporter of QA since the outset as we believed Queensferry needed improved direction to be a better place to have a business, and to work and live in. Over the past 5 years this support has been validated by the many successful projects that QA has undertaken - such as the Bridges Festival and Jutland Festival raising Queensferry s profile, markets to increase the footfall on the High Street, numerous networking events to build relationships between businesses and job fairs. 18 LEVY COLLECTION : WHO PAYS, WHO COLLECTS? All eligible non-domestic rated properties with a rateable value within the BID area will be liable for the levy for the duration of the BID. Properties with a rateable value of up to 1300 shall be exempt from paying the BID levy. The minimum BID levy will be 240 per annum. The levy rate will be fixed for the first two years. This will be subject to a review in year three by the BID Board of Directors who will reserve the right to consider an increase linked to the Retail Prices Index on the issue of levy invoices because of changing economic circumstances. If the property is empty on the date of issue of the levy the property owner will be liable for the full levy amount until the property is occupied. If the occupier vacates a property rebates for the outstanding unoccupied period will be given at the discretion of the BID Board of Directors. Any additional rateable property formed/created, subdivided or merged during the lifetime of the BID will be liable to pay the levy e.g. new building developments, alterations to use. EXCLUSIONS All properties with a rateable value of up to 1,300, including advertising signage and Automatic Telling Machines, will be exempt from paying the levy. The BID is an opportunity for the businesses of South Queensferry to invest into the progression of the town and focus on the best interests of both the local area and the business community. It will allow us to create stronger business links and co-operation and can only have a positive effect on the town. The BID has the full backing of Dakota Forthbridge. 19 LEVY BREAKDOWN Each business will invest an amount of money, on average about 522 per year which will generate around 90,780 annually which can only be spent on projects that will benefit the Queensferry BID area. The levy was agreed and developed by the BID Board. The proposed levy is calculated as a fee proportionate to the rateable value of non-domestic rated properties and then banded to give a fair and equitable cost to all businesses. The levy is based on the 2017 Valuation with the minimum amount being 240 per year ( 20 per month) and the most any business would pay has been capped at 1080 ( 90 per month). In the event of successful appeals against the current proposed rateable values the BID levy will be re-calculated. To the average sized business, the investment per day is less than the cost of a cup of tea or coffee! It s important to note that following a YES vote, the levy will be paid by all eligible persons liable to pay non-domestic rates within the BID area. HOW IS THE LEVY COLLECTED? The City of Edinburgh Council, as the regulatory body, will collect the BID levy. This ensures complete transparency, security of money collected, and auditable collection procedures. These monies are then drawn down as agreed by the elected BID Board to deliver the planned projects over the five-year period. The BID process is governed by Scottish Legislation; you can be assured that any levy collection is protected. The levy raised by the BID can only be spent for the benefit of BID levy payers. The BID Board of Directors is responsible for managing the budget on behalf of the BID levy payers. Queensferry Ambition has negotiated and funds the provision of a system of quarterly payments for levy payments. ENFORCEMENT In the event of any non-payment of the BID levy, it will be strongly pursued by the City of Edinburgh Council (as the billing body) using the recovery powers available to the Council to ensure complete fairness to all the businesses that have paid. The City of Edinburgh Council will be entitled to charge an additional fee to the levy amount to meet any additional costs incurred in the recovery of the levy. 19

20 THE BALLOT PROCESS The City of Edinburgh Council has contracted with the Electoral Reform Services (ERS) who are experienced in holding BID ballots across the UK. The ERS, as the ballot holder, will undertake the ballot in accordance with the Scottish BIDs legislation, and has: Liaised with Queensferry Ambition regarding the pre-ballot issues; Liaised with the Returning Officer of the City of Edinburgh Council regarding the balloting arrangements and the final count; Issued the ballot papers 42 days before the ballot is held. Ballot papers, together with a copy of this Business Plan were posted to the person responsible for casting a vote within his/her business/organisation. Every eligible business liable to pay non-domestic rates in the BID area was sent a ballot paper. In the case of national companies, the responsibility for voting may lie with head office. A BID can only come into existence if it is approved in a confidential ballot by eligible persons within the defined BID area. The notification of the ballot was sent to every business in May 2017, followed by the ballot papers on Thursday 8th June The postal ballot takes place over a six-week period. THE BALLOT OPENS ON 8TH JUNE AND WILL CLOSE ON THE THURSDAY 20TH JULY 2017 AT 5PM. Ballot papers received after the final day of the ballot date will be deemed null and void. The result will be announced on Friday 21st July For the ballot to be successful under Scottish BID legislation a combination of over 50% of ballots by number, and 50% by combined rateable value, of those that vote in favour of the BID is required. A minimum of 25% turnout (the headcount) and rateable value must also be achieved before the ballot can be declared successful. 20

21 THE MANAGEMENT OF THE BID: NEW BID BOARD DIRECTORS TO BE APPOINTED Following a successful YES vote, Queensferry Ambition, a company limited by guarantee, will continue the management and operation of the Queensferry BID. The existing Board Directors will continue to operate Queensferry Ambition and will seek to add new Board members from the BID business community. The addition of new Board members with a broad skill set and experience is recognised as being essential for the viability of Queensferry Ambition to deliver the aims and objectives of the company over the next 5 years : The recruitment process for new Directors will begin immediately in August 2017 and the positions will be made available to each BID levy payer; Every business within the BID area will have the opportunity to nominate a representative for election to the Board of Directors; The new Board of Directors will consist of : Up to 12 Directors from all BID Levy Payers; The Chairman will be selected from these 12 Directors; A non-voting member of the City of Edinburgh Council will attend Board meetings in an observational capacity; A non-voting member of Police Scotland will attend Board meetings in an observational capacity. Nominations of Directors from outside of the BID area, who do not pay the BID levy and who may or may not represent those making voluntary or other financial contributions towards the BID, will be strictly at the discretion of the Board of Directors. If the vote is No, Queensferry Ambition Limited will wind-up and cease to trade at the end of July 2017 (see Section below Exit Strategy). 21

22 HOW WILL THE BID S SUCCESS BE MEASURED? The projects and services delivered by Queensferry Ambition BID will be in addition to or will enhance those services already provided or introduce a new service that is considered a priority by businesses. The level of progress made on these projects will be assessed during each year of the BID. This will be reported back on a regular basis to BID levy payers through performance measures that will include: Board Management meetings Quarterly monitoring meetings to ensure compliance with Baseline Service Agreements Annual Review Annual Meeting Regular e-newsletters Social Media engagement Website updates Quarterly newsletters Throughout the lifetime of the BID, all work on the BID projects will be monitored to ensure the projects proposed in the BID Business Plan achieve a high level of impact, and are progressing to the satisfaction of the businesses that voted for the BID. The BID Board of Directors will monitor and oversee the efficient delivery of the BID projects. The BID will undergo an independent evaluation of its activities at the half way point and towards the end of the second term by undergoing an Assessment and Accreditation Interim Review (AAIR) for Scottish BID Companies. The AAIR : Is a bespoke review which recognises and accords with the Scottish BIDs legislation and the public and private sector environment in Scotland; Gives confidence to businesses and the Board of Directors that the practices of the BID Company are robust and accord with good practice; Supplies an audit trail to support any future evaluation of the BID Company. In developing the Interim Review, BIDs Scotland consulted with, key stakeholders and organisations, key UK national businesses and the Scottish Retail Consortium. 23 EXIT STRATEGY In the event that majority support is not achieved after the result is announced on 21st July 2017, all BID activity will cease at close of business on 31st July From 1st August 2017, the Board of Directors will officially wind up the Company throughout which time projects and services will not be delivered. The BID office will be closed. Existing programmes and project initiatives and promotional activity will be immediately discontinued. Strategic partnerships will be severed. All planned future projects and services will not proceed. BID MANAGEMENT Leading the BID renewal ballot process is the Queensferry Ambition Board. The Board consists of business and community representatives from different geographical areas of the town, and also represents a cross section of local business sectors. The Board also has the benefit of representatives from City of Edinburgh Council, and a close working partnership with the Queensferry & District Community Council and other local community groups.
