1 Sonoma County Office of Education 5340 Skylane Boulevard, Santa Rosa, California March 19, 2007 REQUEST FOR PROPOSALS FOR ARCHITECTURAL SERVICES The Sonoma County Office of Education (SCOE) invites proposals from qualified firms, partnerships, corporations, or associations (collectively, firms ) to provide architectural services to the SCOE for the project identified in this Request for Proposals (RFP). The SCOE Board of Education reserves the right to reject any and all proposals, or any or all items of any proposal. 2 THE PROJECT The Sonoma County Office of Education (SCOE) plans construction of an Alternative Education Program, Santa Rosa Community School, located at 3255/3261 South Dutton, Santa Rosa on approximately 4 acres. The facility will be approximately 27,000 square feet in total; consisting of classrooms, a multipurpose room, and administrative and support services space using a DSA approved prototype. A completion date by June 2009 with occupancy July 2009 is anticipated

3 ANTICIPATED SCHEDULE Proposals Due: Tuesday, April 20, 2007 SCOE Interviews: Week of April Anticipated Board Approval and Award: June 2007 SCOPE OF SERVICES The architectural firm services will include but not necessarily be limited to the following: Survey existing conditions and prepare drawings accurately illustrating existing topography, buildings, and apparatus, property lines, location of utilities and miscellaneous features of the project sites. Provide design and engineering as required for schematic design, design development documents and construction documents for the project to be approved by the SCOE, Division of the State Architect (DSA) and other applicable governmental agencies. Initiate, submit, coordinate and complete all applicable approvals required by all state agencies. All drawings must be developed electronically in AUTOCAD 2000 or compatible programs. All specifications must be developed electronically in Microsoft WORD or compatible programs. Develop project specifications using standard CSI format. Specifications shall include general conditions, special conditions and technical specifications. Incorporate and assemble information provided by SCOE as directed. Provide detailed cost estimates at schematic design phase, design development phase and construction document phase. Preparation of bid documents including addendum. Assist the SCOE in obtaining required approvals from public utility entities. Assist SCOE in bid review and qualification of bidders. Participate in value engineering if necessary. Make regular site visits, as required, during construction phase

4 Participate in communications with SCOE s construction program consultant, if applicable, and inspectors. Attend weekly progress meetings during design and construction phases. Participate in planning committee meetings and school board meetings as required. Provide general administration of the construction documents including processing and answering of RFIs, review and approval of project submittals, review and certify contractors monthly progress payments, review and incorporate changes in work. Develop and monitor completion of final punch list. File appropriate documents for substantial and final completion. Provide fire alarm system design, conformance to all applicable accessibility and accessible path of travel requirements, hazardous material abatement specifications, energy calculations and associated landscape & irrigation design as required. INSTRUCTIONS FOR SUBMITTING PROPOSALS GENERAL: The SCOE intends to select the firm(s) that best meets the SCOE s needs to perform the planning, design, and construction administration services as described in this Request for Proposals. In general, the Architect s services will include, but not necessarily be limited to, architectural and engineering services for the construction of the project(s) described within this RFP. 1. PROPOSAL FORM REQUIREMENTS: All notations must be typed or written in ink; proposals must not be written in pencil. Mistakes may be crossed out and correction inserted adjacent; but the correction should be initialed in ink by the person signing the proposal. No corrections can be made after the time for submitting the proposals. 2. FEDERAL OR STATE REGULATIONS: The Architect s proposal and any contract entered into are subject to all applicable statutes of the United States or of the State of California and all applicable regulations and orders of the federal and State governments now in effect or which shall be in effect during the period of such contract. 3. NON-DISCRIMINATION: The Architect shall not discriminate against any employee or applicant for employment because of sex, race, creed, color, national origin, religion, age or non-job related handicap or disability. Failure to comply with these provisions shall be considered cause for not requesting proposals from the firm

5 4. DISABLED VETERAN BUSINESS ENTERPRISE (DVBE): The SCOE has a participation goal for disabled veteran business enterprises ( DVBE ) of at least 3 percent of the overall design costs. 5. INDEMNIFICATION: The Agreement includes the following indemnity requirement: ARCHITECT shall indemnify, and hold harmless SCOE, the Governing Board of SCOE, each member of the Board, and their officers, agents and employees from all claims of any kind that arise out of, pertain to, or relate to the negligence, recklessness, or willful misconduct of ARCHITECT and ARCHITECT's agents or employees, but excluding liability as to the active or sole negligence or willful misconduct of SCOE. This indemnification obligation is not limited in any way or by any limitation on the amount or type of damages or compensation payable to ARCHITECT or its agents and employees under applicable policies of insurance, workers' compensation acts, disability benefits acts, or other employees, benefits acts. This indemnification obligation survives the performance of architectural services under this Agreement or any termination under the provisions of this Agreement except as specifically stated in this Agreement. PROPOSAL REQUIREMENTS All materials submitted to the SCOE in response to this Request for Proposal will remain property of the SCOE unless otherwise noted within this document. Each proposal should include the following information: 1. Name, address, contact numbers, , website, brief history of the firm, and summary of experience with public school projects. 2. Identify legal form, ownership, and senior officials of firm. 3. Identify proposed sub-consultant(s) by name, address and work to be performed. 4. List of applicable licenses including license numbers and expiration dates. 5. Detailed resume(s) of personnel to be assigned to this project. 6. List three (3) projects completed by the firm within the past five (5) years that are similar in size and scope to the project(s) proposed in this Request for Proposal. Identify projects name and location, size and date constructed. Provide photographs or drawings of the results of final projects. a. Include examples of cost estimating including bid results for the three (3) representative projects

6 b. Include a list of the total change orders for each of the three (3) representative projects. c. Include a list of references including contact names and telephone numbers for the three (3) representative projects. 7. Proposed Fee Schedule
