25 How many schools do you have, how large and where are they? What resources, expertise, leadership capacity is available at school level? How large is your trust team? What resources, expertise is available to work on the estate and is this likely to change? How far into implementing a change strategy are you? Do you know you liabilities / have up to date condition data on your schools? Do you have existing supplier / framework relationships? Have you recently delivered and benchmarked a significant building programme?

28 Regional TAs tend to: Provide a better value more responsive partnership service Not have credentials to get on National Frameworks Depend on the education as core business Regional TA s tend not to: Want to provide national coverage Adopt the latest solutions unless steered EFA not likely to do national service framework contracts Suggests a non mandatory Framework open to MATs with selected regional TAs
29 Avoid Duplication Select experienced MATs to lead and piggyback of them Set up for data consistency and investment analytics, including template standardisation Supports internal governance transparency on MAT funding allocations Provide information in a format that adds value to EFA Value from frameworks is in the scoping set-up AND benchmarking / contract management / reporting Selection of Services: those that are of a specialist nature e.g. surveys

Are there areas that a specific MAT only national / regional framework should be set up now that obligates take-up possibly using a CIC? What level of information do MATs expect from the Framework provider? Are MATs prepared to contribute to set-up? (operation costs can come from supplier contributions)
