3 Context State of the Laboratory: wonderful news for science Recent National Academy of Science report Rising Above the Gathering Storm has influenced the President s FY07 Budget Request - Increase investment in science and engineering research (10% per year over next seven years) - Improve math and science education - Make the US the place where the brightest minds pursue science - Improve the environment for innovation JLab is delivering discovery-caliber physics Moving forward to realize the 12 GeV Upgrade Healthy pipeline of young PhDs contributing to JLab research Free Electron Laser has secured a strong place in future plans of the Office of Naval Research Medical Imaging program is improving early diagnosis of cancers and saving lives Strides are being taken to improve our safety performance building on excellence in 2005 Continuing to build on record of outstanding business practices SURA and CSC have partnered to form Jefferson Science Associates to win the new Management and Operating contract for JLab Presentations:mbs 3
4 Accomplishments Critical Decision-1 for the 12 GeV Upgrade approved by DOE s Office of Science - Users prepared a compelling science case Origin of quark confinement Proton tomography Quark/gluon structure of nuclei (QCD) - Lab s scientific leadership guided a sustained effort to secure priority in DOE/NSAC s long range plan - 12 GeV Project Team successfully addressed all project requirements to achieve this critical milestone Our nuclear physics program is delivering world-class research, including: - Hall A Proton Parity Experiment (HAPPEX II) will yield world s most precise data on the distribution of charge and current associated with strange quarks in the proton. - The Barely Off-shell Nucleon Structure (BONuS) experiment in Hall B is the first step in discovering how the nucleon s momentum is distributed among its quarks - The High Resolution Kaon Spectrometer (HKS) experiment in Hall C extends our capacity to study strangeness in nuclei Presentations:mbs 4
5 Accomplishments (Cont.) Accelerator Division continues to meet the needs of a demanding experimental program - R&D in SRF yielded the new single-crystal niobium cavity for use in the 12 GeV Upgrade and future accelerators such as the International Linear Collider (ILC) Dedicated JLab team delivered the superconducting linear accelerator for the Spallation Neutron Source The Free Electron Laser achieved 10 kw of infrared laser light at 6 microns, completed the installation of the Air Force micromachining station and received national recognition with a 2005 R&D 100 Award With renewed commitment to safety, JLab achieved outstanding safety performance, receiving three awards from the National Safety Council in 2005 Computational capacity for LQCD more than doubled from 0.25 TFlops to 0.75 TFlops CEBAF Center Addition completed and now occupied Overall Lab performance in 2005 rated as Outstanding by DOE Presentations:mbs 5
6 FY06 Budget and Impact FY06 President s budget resulted in an 8.9% reduction to Jefferson Lab - Accelerator operations reduced to 26 weeks for users - 33% decrease in physics running Further adverse impacts in FY06 have been offset by: - Management anticipating reduced funding in FY06 and possibly beyond took steps in FY 05 to hold staffing levels and control spending - FY05 carry over funds - Voluntary separations - Cost control measures Budget constraints will not require further personnel reductions in FY06 Human and financial resources must be allocated to Lab s top priorities - Advancing the 12 GeV Upgrade - Conducting the 6 GeV experimental program - Meeting our obligations to the Department of Defense - Conducting operations safely, and utilizing best business practices Presentations:mbs 6
7 FY07 Budget Outlook With leadership and support from Industry, the Scientific Community and Congress, the Administration has announced an initiative to increase the Nation s investment in science and engineering research, and math and science education - DOE Secretary Bodman will address the JLab community tomorrow and tour the facility FY 07 President s Budget increases Office of Science funding (+$505M) as the first step in a commitment to double federally-funded basic research in the next 10 years - JLab budget restored to the healthier FY05 funding level, plus inflation, for operations - PED funding is included for 12 GeV ($7M) Presentations:mbs 7
8 FY07 Budget (Cont.) While this is the most encouraging news for science in some time, the President s request is just that, a request. - Discretionary budget remains under incredible pressure - Lab and user community will have to work hard to maintain this funding level in the face of other national priorities Management has set clear priorities for the Lab s scientific program over the next five years: - 12 GeV Upgrade Project - Robust 6 GeV research program which will deliver highest priority physics, e.g. Qweak, HKS, next generation HAPPEX and G0, spin structure research of protons and neutrons in all three halls weeks running per year - Cutting-edge FEL program - Leadership in SRF Requires commitment to safe and secure workplace, maintaining essential infrastructure and implementing a business model to maximize efficiencies, and therefore scientific output Achieving Lab goals in 07 and beyond will require an assessment of workforce needs and skill mix Management is dedicated to maximizing scientific output and gaining operational efficiencies Presentations:mbs 8
9 Jefferson Science Associates, LLC Combines the science focus of an academic consortium (SURA) with the business acumen of a strong industrial partner (CSC) JSA has submitted a proposal to the DOE to win JLab s Management and Operating Contract Expect contract award in March 2006 Initial transition period within 45 days - All staff will transition from SURA to JSA employment New organization and Work Breakdown Structure (WBS) will be implemented by October 1, 2006 Details of the transition and new contract will be shared with staff throughout the transition period through meetings and a newly created web site Presentations:mbs 9

18 Conclusion We have a strong history of accomplishment that we can be proud of We will have new tools and processes at our disposal to optimize the science we deliver within available resources The longer term funding outlook for science and for nuclear physics and the FEL program looks promising - 12 GeV Upgrade will ensure Jefferson Lab's leadership in nuclear physics for the next several decades We have an enthusiastic and dedicated workforce that is second to none, ready to take advantage of these opportunities With these components, Jefferson Lab will enjoy a productive and dynamic future Presentations:mbs 18
