3 KERN, INYO AND MONO WORKFORCE DEVELOPMENT BOARD PROGRAM AND BUSINESS SERVICES COMMITTEE DISCUSSION AND ACTION ITEMS SEPTEMBER 14, 2017 Members Present: Leo Bautista, Eric Cooper (via telephone), Jim Elrod, Stacy Ferreira, Teresa Hitchcock, Bryan Mathews, Diane McClanahan, Magda Menendez and Ali Morris. Members Absent: Richard Chapman, Alissa Reed and Jeremy Tobias. Staff Present: Bill Stevenson, Danette Thompson-Scarry, Elaine Basham, Valerie Toliver, Michael Saltz, Luanne Santos, Nathan Gutierrez, Deanna Brown, Ryan Rush, Maritza Ramirez, Lori Castro and Rachel Chavez. Guests Present: None. The meeting was called to order at 8:01 a.m. by Leo Bautista at Employers Training Resource at America s Job Center of California, 1600 E. Belle Terrace, Bakersfield, CA INTRODUCTIONS The Committee members and staff introduced themselves. PUBLIC COMMENTS There were no public comments. APPROVAL OF THE APRIL 6, 2017, MEETING MINUTES Bryan Mathews would like to revise the April 6, 2017 meeting minutes to reflect that he was not an unexcused absence because he was at a meeting in Sacramento and, therefore, could not attend the April 6, 2017 meeting. Elaine would like to revise the April 6, 2017 meeting minutes under Program Year Funding Updates to reflect that Employers Training Resource (ETR) was a recipient of funding for the National Farmworker Jobs Program (NFJP) for Kern County. The American Farmworker Opportunity Program (AFOP) was not the funding entity. Jim Elrod made a motion to approve the April 6, 2017 meeting minutes with the above revisions. Bryan Mathews seconded the motion. All Ayes. Motion carried. *Unexcused Absence 1
4 2 PROGRAM YEAR FUNDING UPDATE Bill Stevenson provided the Committee with a funding update for Program Year stating that there is 17.4% more funding for Workforce Innovation and Opportunity Act (WIOA) formula fund than previously reported. This is an increase of 1.9 million over the previous program year. Bill stated that ETR will continue to apply for other grants and partner with other agencies to promote the best interests of our clients and the local economy. EMPLOYMENT DEVELOPMENT DEPARTMENT SOLE SOURCE AGREEMENT FOR HARD-TO-REACH SERVICES Bill Stevenson explained to the Committee that ETR has partnered with the Employment Development Department (EDD) in previous years, by having EDD provide ETR with wage information for hard-to-reach clients. Bill explained that for the past two years, ETR has not had the budget for this type of an agreement, but with the new laws and regulations that are being continuously updated, there is a need to develop this partnership again and have EDD be a sole source provider of this information for ETR. Luanne Santos explained that the Employer Services Department is required to get wage information for a year, on each client after they have exited from WIOA and NFJP Programs. Some clients ignore calls, letters and s for this information. EDD has access to most clients, if they are employed in California. Diane McClanahan explained that there is about a six month delay in getting this information, but it is a valuable tool. Luanne also explained that because we have used this tool in the past, each client has signed a Verification of Employment form at the time of intake. Magda Menendez stated that she tells her students to try and answer all attempts from ETR to verify their employment and wages, because those students have used the training, tools and techniques that ETR provided to get those jobs. Jim Elrod made a motion that the Committee recommend that the Workforce Development Board (WDB) approve the retroactive agreement with EDD to provide ETR with client employment and wage information for the period of July 1, 2017 through June 30, 2018 in an amount not to exceed $15,000. Bryan Mathews seconded the motion. All Ayes. Motion carried. WORKFORCE DEVELOPMENT BOARD BYLAWS UPDATE Elaine Basham explained that the bylaws were actually in the meeting agenda packet and not in each Committee member s binder. Elaine mentioned the bylaws have already been approved by the Board of Supervisors. Teresa Hitchcock explained the changes were driven by changes in laws. Anything in bold, is something that had been added or changed from the previous bylaws. 2
5 3 DISABILITY EMPLOYMENT ACCELERATOR GRANT Nathan Gutierrez explained that ETR, in partnership with Kern Community College District (KCCD), Bakersfield College (BC), Kern High School District (KHSD), the California Department of Rehabilitation (DOR), Independent Living Center of Kern County (ILCKC) and Golden Empire Transit (GET), received a grant to serve individuals that are deaf and hard of hearing with training and employment opportunities in highdemand industry sectors. Nathan further explained that this program will serve 31 clients beginning June 30, 2017 through December 31, The participants will enter Occupational Training, Paid Work Experience or On-the-Job-Training in the Healthcare or Manufacturing industries. He relayed that each participant would receive a Samsung Galaxy tablet with a voice to text program called AVA already installed. This program allows seamless communication between employers, participants and training providers. Partner agencies will also conduct assessments to identify other necessary accommodations needed by participants on a case-by-case basis. Nathan introduced Deanna Brown, who will be the ETR case manager for this special grant. Nathan also introduced our first participant, Maritza Ramirez, who has a degree, is bilingual in Spanish and English and is also proficient in American Sign Language. Leo Bautista asked if these clients could do seasonal work as their work experience and Teresa Hitchcock stated yes, any work experience would be beneficial to these clients. Teresa also stated that ETR is very happy to have Maritza on its staff. ONE-STOP OPERATOR UPDATE Teresa Hitchcock told the Committee that a One-Stop Operator has been selected after a failed procurement and after exploring several other options. At a special meeting on June 22, 2017, the Executive Committee, acting on behalf of the WDB, unanimously approved ProPath, Inc. to be the One-Stop Operator for Kern, Inyo and Mono for the period of July 1, 2017 through June 30, Teresa stated that ProPath also serves several other WDBs in the state. She mentioned that they would be introducing themselves at the October 5, 2017 WDB meeting and would be giving reports at subsequent meetings. LOCAL AND REGIONAL PLAN UPDATE Michael Saltz updated the Committee on the Local and Regional plans. He explained that on August 24, 2017, the California Workforce Development Board (State Board) approved both our Local and Regional plans. This has now been submitted to David Lanier, Secretary of the California Labor and Workforce Development Agency, whom Governor Brown has delegated as his authority to approve the plans. Michael stated that when this approval is official, the Workforce Development Board will be notified. 3
6 4 LEGISLATIVE UPDATE Elaine Basham updated the Committee on current Federal legislation issues. She updated on the Federal Debt Ceiling, Repealing the Affordable Care Act and Tax Reform and the Fiscal Year 2018 Appropriations and Disaster relief for the hurricane victims. She stated that no one is for sure if there will, or will not, be cuts for WIOA or NFJP but will keep members updated. AMERICA S JOB CENTER OF CALIFORNIA UPDATE Bill Stevenson provided the Committee with an update on the Ridgecrest Center. He and Teresa Hitchcock discussed that the landlord is still not sure about the renovations requested by EDD and there are still ongoing discussions. MARKETING PRESENTATION Danette Scarry provided the Committee with a marketing update. Marketing continues to work on an additional website for just the Kern, Inyo and Mono County Workforce Development Board. The Delano office still needs signage to reflect the change to the AJCC branding and ETR is currently getting bids. In addition to the advertising flags outside, the Belle Terrace location is looking at window graphics to reflect the AJCC branding. Affiliate sites also need to be identified and Lake Isabella is looking at using a monument sign. The Proud Partner of America s Job Center logo has been sent out. The Youth Center at the Beale Library has been named the EPICenter at the Beale. The youth are designing a webpage for the EPICenter and one for the Kern County Film Festival, as well. The game night at the Beale was a great success with about 40 people in attendance. Cross training for AJCC and partner staff will begin on September 27, 2017 at the Beale Library, with six of the 20 partners presenting. There will be follow-up class on October 18, 2017 for the staff that could not attend the first session. These sessions will be filmed and available on ETR s YouTube site to view. Eventually, all 20 partners will present. The Wonderful Company will be presented the Outstanding Employer of the Year in Las Vegas at the American Farmworker Opportunity Program (AFOP) Conference/Awards Banquet next week. Leo Bautista will be accepting the award. Danette mentioned that any Committee member wishing to go to the Workforce Summit on October 12, 2017, to please let her know and she will add them to the list. There is a glitch with ticketing at this time. The AJCC will be at the Kern County Career Expo for Youth sponsored by Kern High School District. This is not a job fair, but an opportunity for youth to hear what types of employment opportunities are available. They are now going to begin offering these job opportunities at the junior high level. 4
