5 Introduction This compilation of information provides a snapshot of each state, highlighting particular areas of interest along with links useful in advanced searches. Disclaimer The information provided is not intended to take the place of researching the laws, statutes, rules and other original current sources of authority within each state. Rather, it is intended to provide a general overview for each state at the point of time when the information was compiled in The information was collected from the state organizations, including their responses to the National CASA State Organization Survey. Please direct your questions or comments to: staff@casaforchildren.org Definitions of Fields Used in Tables The following definitions apply to the headings used in the state detail tables below, which comprise the heart of this document. Year state office opened The approximate year a separate office was opened specifically to do business as the state CASA/GAL organization. Structure The structure of the state CASA/GAL office: a nonprofit, stand-alone organization (NPO); an office within state government (state administered); or a network of local programs. Also the model of service provided by the state office: no direct service (does not supervise volunteers assigned to children); or direct service (recruits, trains and supervises volunteers assigned to children) Number of staff The number of staff serving in the state office. Governance structure The governing structure of the organization: governing board of directors (and number on board). Separate fundraising arm Whether there is a committee or separate organization that supports the work of the CASA program with fundraising activities. Administer local programs Whether the state organization directly administers local programs. 6 Membership Dues Does the state organization charge dues to the member programs? Volunteer status Whether volunteers are considered to be lay guardians ad litem or friends of the court. Number of local programs The number of local CASA/GAL programs in the state. Remote offices The number of offices located off-site from the main CASA/GAL program, usually providing services in adjacent counties but not considered separate programs. Number of tribal court programs The number of programs serving in tribal courts. Counties served/total counties The number of counties served by a CASA/GAL program and the total number of counties in the state. Total children served The total number of children served by CASA/GAL advocates. Total volunteers The total number of CASA/GAL volunteers in the state. The State CASA Executive Director and a board member were told by VOCA representatives that no funds are available unless a currently funded agency is no longer eligible. The State office has been made aware of discretionary funding through the Governor s office (Appalachian Regional Council) and will be applying for this pool of funding in the fall of If awarded, these funds will be passed through to local programs based on a funding request formula. A partnership has been established with a women s group (Emma s Circle) who host a yearly fundraising luncheon as well as assist in relationship building in the community. Local programs have been encouraged to begin their own Emma s Circle to assist their programs. The state office staff actively seeks opportunities in the following areas: Opportunities to speak to county judges to provide education on the benefits of CASA. Training for local programs to include a State Conference and local program new volunteer training. Children s Trust Fund (Ala Dept of Child Abuse Prevention) activities. The state director is responsible for seeking out funding opportunities for the state organization and local programs. The overall Office of Public Advocacy budget is determined annually by the state legislature, and the OPA director is in charge of that process. The state director provides information and statistics as requested to assist in the state budget process. Our CASA appropriation is part of the Administrative Office of the Courts budget. We educate lawmakers on how funding benefits our CASA programs and the youth we serve. Other creative funding strategies: In addition to the annual grants, our network established the Arkansas CASA license plate during the 2013 legislative session. Proceeds from the sales of plates are distributed to the local program where the plate was purchased. Revenue is comprised of - Foundation and Corporate funding through proposal writing Administrative Office of the Courts Funding (state) Annual Appeal Letter Board Giving (100%) Event Revenue Donor cultivation efforts Other creative funding strategies: Further, local CASA programs receive funding through the California Judicial Council. In California all but one of 45 programs are nonprofit organizations, they receive and raise funding from a variety of sources. The Judicial Council s funding for CASA programs is determined by county population, as required by Welfare and Institutions Code, section 100. 20 Pass through funding to local programs: Amount: $890,000 Number of programs receiving pass-through funds: 16 Funding equation used for pass through: Two separate sets of funding "Base Funding" (50.6 Percent) and Growth Funding (49.4%). Base funding additionally includes the categories of sustaining, need and performance. Sustaining is an equal distribution across all programs, which is set at 45 percent of the Base funding. Need funding is based on a percent of Dependency and Neglect cases across all programs. Need funding is currently 48 percent of the Base Funding. Performance funding is based on the percentage of new cases served and is currently set at 7 percent of the base funding. Growth funding was determined after a percent increase of new cases was decided by the local programs; 5 percent more cases for the fiscal year. Programs who could serve 1 percent of those new cases received $5,000; local programs who could serve 2 to 5 percent of these new cases received $15,000; local programs who could serve 6 to 10 percent received $30,000; and lastly, local programs who could serve 11 percent or above received $50,000. If the growth goal was too high for the local program, it is possible for that program to elect into a lower tier. 28 Pass through funding to local programs: Amt $2 million Number of programs receiving pass-through funds: 47 Funding equation used for pass through: The formula includes base, need and performance variables. Each affiliate receives a base allocation of $10,000 per judicial circuit. The remaining funds are allocated between need and performance. The need allocation is determined by the number of foster children in the affiliate s geographic service area. The percentage of children in the program service area children is divided by the total number of children in foster care. The performance allocation is determined by the number of children served by the CASA program divided by the total number of children in foster care in their service area. Annually, an Allocation Committee reviews the formula allocation and funding amounts prior to making a recommendation to the Georgia CASA Board of Directors. Link to court rules: Link to statute: Link to state organization webpage: Description of state office role in state funding process and acquisition: Georgia CASA leads and directs efforts to secure funding increases for the network through the legislative process. This multi-level process involves year-round planning and meetings with key officials. During the legislative session, Georgia CASA and its legislative consultant monitor the progress of budget increases and inform the network of any activity. Georgia CASA receives the state funding and based on the funding allocation formula, payments are distributed to the local programs on a quarterly basis, upon submission of statistical reports. Grant amounts are based on the number of child abuse/neglect filings as reported by the courts in the prior calendar year, with the minimum grant for the smallest counties set at $2,000.
