2 Local Sustainability Division: Our Work The Local Sustainability (LS) Division is at the cutting edge of USAID s implementation and procurement reform efforts, working closely with local partners to build their capacity, increase sustainability, and strengthen development outcomes. LS programs help Missions advance USAID Forward and IPR Objective 2 targets LS manages more than $50 million in grant programs: Development Grants Program Cooperative Development Program Small Projects Assistance Program LS also manages: Private Voluntary Organization (PVO) Registration Limited Excess Property Program
3 The Development Grants Program (DGP) Program Goals: Increase USAID s direct-partner base among local actors Strengthen civil society through capacity building Enable unsolicited innovative, cost-efficient, local solutions to development problems in any sector The DGP supports Missions, providing: Program support finds, training, technical assistance Support in achieving USAID Forward and IPR goals
4 DGP Implementation DGP Funds -- Enable Missions to expand partnerships with local actors Provide technical and organizational capacity building to grantees over the life of the grant Interested Missions -- Participate in a Washington-released RFA Review applications & recommend partners for funding Receive funds for capacity building, program support, and award management
5 Small Project Assistance (SPA) Joint USAID-Peace Corps program emphasizing community ownership and inclusive development. The program provides: Small community-initiated grants Capacity building training activities Since 2007, the SPA program has supported 3,618 grants (averaging approximately $1,800) and 424 training activities in over 50 countries worldwide.
6 SPA Program Implementation Implemented through an interagency agreement administered by LS. Bureaus and Missions can transfer funds into the program account. Presently available in 48 countries. Since FY08, the program has expanded in total contributions and in number of participating missions. Funds allocated through USAID Mission buy-in. USAID mission and Peace Corps posts meet each fiscal year to identify areas of mutual programmatic interest and determine funding levels. An evaluation of the SPA program is underway which will inform future programming.
7 Limited Excess Property Program (LEPP) USAID has special authority under the Foreign Assistance Act of 1961 to provide approved PVOs access to government excess property for use in their overseas programs. USAID is authorized to transfer up to $45 million worth of excess property per year, ranging from medical supplies to vehicles. In FY2011, LEPP transferred $21 million worth of excess property. After affirming local need and establishing that eligible PVOs (recipient organizations) will not use the property in a manner reflecting poorly on the USG, they may begin transferring excess property. USAID Missions have the ability to request property through the program for their own use or for use by their implementing partners.
8 Cooperative Development Program Cooperatives support innovation in two critical ways: (1) As vehicles to accelerate the successful diffusion of innovations to large numbers of potential adopters; (1) As an institutional form that allows groups of people to successfully organize themselves around economic opportunity.
9 The Cooperative Development Program focuses resources on developing, testing, and extending innovative approaches to: (1) Cooperative law and regulation (2) Achieving salience and scale (3) Policy-based governance (4) Financial and program management (5) Cooperative program design (6) Cooperative-to-cooperative business (7) Innovative delivery of value for members
10 PVO Registration Enables USAID to determine the capacity of US and international PVOs and eligibility for funding. There are currently 591 U.S. PVOs and 93 international PVOs registered with USAID. The PVO Registration database serves as resource for the Agency, allowing interested parties to search for PVOs based on their activity country, activity sector, and levels of USAID and other support. The registration team conducts significant due diligence on these organizations (including reviewing articles of incorporation, audited financial statements, and board of directors) to ensure capacity to handle USG funds. The online PVO Registry is a publicly-accessible database of a subset of the registration information available to USAID staff. Updated nightly, this database can be searched by activity sector or country and provides users with PVO contact and program information, as well as financial data.
