2 Project Milestones Turkey s MRP approved at the end of May 2013 World Bank project appraisal at the end of September 2013 Review of implementation arrangements, financial management (FM), procurement plan and arrangements Detailed implementation timeline, sequence of activities prepared Implementation Grant Agreement Signed on December 17, 2013 between Turkish Treasury & World Bank Defines the activities funded by the Grant (based on the MRP), implementing agency, eligible expenditures, grant withdrawals, FM, procurement, reporting requirements etc. Complemented by a Disbursement Letter with detailed instructions on the grant withdrawal and disbursement arrangements Seamless transition from Preparation to Implementation Grant activities

5 Implementation Arrangements Project Implementation unit in the Ministry of Environment and Urbanization (MoEU) : In addition to the Ministry s own staff, the Ministry has hired: Project Coordinator Project Assistant Financial Management and Disbursement Specialist

7 MRV System in Turkey Under this regulatory framework Tracking GHGs Emissions there are 3 tracks: Monitoring and Reporting (for Installations) Verification (for Verifiers and Installations) Accreditation (for Verifiers and Accreditation Body) MR - Secondary legislation under preparation by MoEU + stakeholders MRV+A A V - Secondary legislation under preparation by MoEU + stakeholders - Guidance documents under preparation by TURKAK

8 MRV Legislation in Turkey Turkey sees MRV as the backbone of any future market instrument implementation The regulation on Monitoring of GHGs Emissions (Revised in May 2014) Modeled after the EU ETS MRV regulation Covers industry and energy sectors Monitoring plans submission by October 2014 First Monitoring year 2015 Verified emissions reports in 2016 Covers over 1500 installations at minimum representing 50% of emissions 8

17 Pilot MRV in Electricity Sector MoEU currently preparing TORs for monitoring plans and emission reports Consultant will help with preparation of installationspecific monitoring plans and emission reports Verifiers will provide verification for emission reports Pilot phase to start in August 2014 Monitoring plans for first year and emission reports will be prepared for 3 months Participating installations submit monitoring plans by October 2014 Monitoring of 3 months of emissions at last Q of 2014 Emission reports submitted in February
