5 Foreword EDI serves as a network institution and is not limited to its small organisation. EDI has established effective partnerships with RSETIs across the State, TANSTIA and District as well as Product MSME Associations, Universities, TiE, BYST, National and State level research institutions, etc., over the last several years. Government of Tamil Nadu had sanctioned Rs 1.90 crores for implementing various EDPs in EDI also accessed support of NiMSME and Tamil Nadu Skill Development Corporation for various programs and I&C department for UYEGP, PMEGP and NEEDS entrepreneurs. EDI is also proposing to switch to a process and life-cycle based training framework in from disconnected training programs. EDI has prepared a Strategic plan with a view to growing an aspirational entrepreneurship culture in Tamil Nadu and improving the ecosystem for new entrepreneurs through Colleges through the Innovation and Entrepreneurship Development Program (IEDP) and sensitisation of public servants on the need to improve Ease of Doing Business (EoDB) rankings by implementing reforms including online services for entrepreneurs. EDI is primarily focused on supporting entrepreneurs at the bottom of the pyramid. Simultaneously, supporting innovative high technology companies is an important task for enabling creation of new high skilled jobs and growing the economy. EDI has commenced work on a Cluster Development & Facilitation Program. EDI also commenced interacting and working with TABCEDCO, TAHDCO, DDAW, RD, etc., to enable use of uniform methodologies for entrepreneur training and facilitation. I wish to place on record the outstanding work done by my predecessor Mrs. Smita Nagaraj, IAS in putting in place a robust system, initiating efforts such as EBAC, etc. I also wish to commend officers and staff of EDI and partner agencies such as Department of Industries & Commerce for their good work, and specially Mrs. Shajeevana, Additional Director and Mrs. Kalaiselvi, Accounts Officer for their untiring efforts in putting together this first Annual report in 16 years of existence, with the idea of improving documentation, besides transparency. 6 Annual Report INTRODUCTION E ntrepreneurship Development Institute (EDI), Tamil Nadu, an apex organisation in the arena of building entrepreneurial Ecosystem through training to the existing and aspiring entrepreneurs, supporting MSMEs in the State, Entrepreneurship education, Innovation and self-employment promotion in the State was established in 2001 by the Government of Tamil Nadu as a not-for-profit society administered by the Department of Micro, Small and Medium Enterprises (MSME), Government of Tamil Nadu. In addition to entrepreneurship development, EDI also serves as the State nodal institution for Innovation promotion in MSME and public sector. Till date, since inception, EDI has trained over 1 lakhs entrepreneurs in various fields. The Global Entrepreneurship Index 2017 has indicated that though India has moved up by 29 ranks to 69 th position worldwide, areas like networking skills, start-up skills, opportunity perception, risk taking strategy and technology adoption, etc., are areas of weakness. Government of Tamil Nadu Vision 2023 released by Honorable Chief Minister in 2013 identifies ten thrust areas which form the basis of acceleration in the economy and achievement of the long term goals. The relevant three among the ten thrust areas are below: Strategic initiative 1 Increasing the share of manufacturing in TN economy: Strategic initiative 2 - Making SMEs vibrant Strategic initiative 3 - Making TN Knowledge Capital and Innovation hub of India Taking note of GEI 2017 Index and TN Vision 2023 statements of the Government of Tamil Nadu, EDI has prepared a comprehensive Strategic Plan for implementation of various training, facilitation, mentoring, networking, celebration and documentation in entrepreneurship and innovation focused on bringing about a Paradigm shift in the entrepreneurship ecosystem in the State. EDI has launched a comprehensive program for entrepreneurship and innovation development for all colleges, polytechnics, ITIs, mentoring and networking for MSMEs, training of Clusters. EDI is presently headed by the Director and is supervised by a General Council, appointed by the Government of Tamil Nadu and consists of senior Secretaries to Government and representatives of Industry. 6

8 Annual report ORGANISATIONAL STRUCTURE General Council The policy guidance for EDI is provided by the General Council consisting of a Chairman and Board of Members. The Director of the institute is presently an officer in the rank of Principal Secretary. EDI is supervised by a Governing Council, appointed by the Government of Tamil Nadu and consists of senior secretaries to Government and representatives of Industry. He is assisted by a team of officers including an Additional Director, Joint Director, Deputy Directors, Assistant Directors and Training Coordinators. EDI has restructured the roles and responsibilities and organization structure, within the approved staff strength, to enable effective implementation of the Strategic plan

9 Organisational structure Management team in EDI is sourced through deputation and include experienced retired faculty. Officers have been roped in on deputation from Government of India departments such as Economics services and State Government departments such as Rural Development, Industries & Commerce department, banks. EDI functions with a lean staff strength of 45. The resource for handling sessions requiring a particular expertise are hired for specific programs based on need. Officers and staff are sent for training at EDII- Ahmedabad, NPC, NiMSME. 9

10 Annual Report INFRASTRUCTURE EDI is situated in the Industrial Estate, Guindy, Chennai in a 1.91 acre campus where a 1945 sqm building with a hostel of 623 sqm have been constructed at a cost of Rs crores with fairly good facilities. It has additional facilities in its old campus at the TI building complex close to the Guindy railway station where big events and regular networking programmes are conducted. Amenities include seating facilities for faculties, training coordinators and adequate floor space to administration and accounts section. Office equipments include PCs, photocopiers, scanners, Wi-fi for trainees and faculty. The campus is networked with a LAN powered by a server. Infrastructure Infrastructure in EDI campuses include: Seven Classrooms in new campus Two class rooms in old campus Mini conference hall Library Video conference hall Two Computer centres Auditorium Hostel to accommodate 30 trainees. Classrooms 7 class rooms including a smart class room and 2 computer centres. In 4 class rooms, 25 candidates each can be accommodated for the training. 45 candidates can be accommodated in 2 computer training halls. Smart class room can accommodate 50 candidates. All training halls are provided with 10

11 computer systems, projectors, internet facilities and audio, video facilities for the benefit of entrepreneurs who come for training. Workshops and seminars are facilitated here. Library EDI has an excellent library for the benefit of budding entrepreneurs, students, faculty, researchers. The library has a large collection of 4000 books and 1000 project reports from NEEDS (CD S), TANSTIA (CDS), MSME (DVD s) on projects and is a full-fledged Technical Library with a large array of Books,Journals and published Resources of Indian & Foreign Authors. Computers are provided for accessibility and navigation. A set of Magazines & Periodicals and CD s to Entrepreneurship education have been procured and subscribed. The library consists of Books under the following subjects: Technology guides for specific industries like plastic, electronics, wood, metals, civil engineering, chemical engineering, environment engineering, sanitary engineering, automobile engineering, solar businesses, bio-gas, computer science, etc. Books on enterprise management, marketing, leadership & motivation, successful business stories of successful entrepreneurs, skill development, communication, women entrepreneurship, etc. Special collection of business ideas and project reports on food, waste management, service businesses, home-based businesses, etc., with low or minimal investments. English & Tamil magazines, journals, newsletters, journals, bulletins, catalogues, annual conference books from various industry and entrepreneur associations and bodies are available for users. Help Desk Entrepreneurs need counseling and guidance. To facilitate visitors, a helpdesk was set up in March 2016 at EDI s new campus under an experienced staff to guide visiting youngsters in setting up new businesses. 12 Annual report thousands of project CDs are placed for use of visiting entrepreneurs in a Business Opportunities Guidance Centre at EDIs campus.. visitors used this facility since its launch in March Auditorium EDI has a spacious auditorium to accommodate 120 trainees conveniently in the T.I Building of EDI. It has now been renovated and has all facilities to conduct one day seminars and workshops connected to strengthening of entrepreneurship across the State. It is easily accessible by both metro and suburban rail and road. Hostel EDI s new premise has hostel facilities for the trainee participants undergoing residential trainings. It has facilities to accommodate 30 participants. The hostel has a peaceful environment for the studies. It has dining hall facilities, solar heaters, RO drinking water facilities. Social media presence EDI web-portal has been refurbished with online services such as training program information, mentor registration, mentor selection etc. The institute has made its presence felt on all social media sites, such as Whatsapp, Facebook, Twitter and You Tube. Information pertaining to training programmes, events held and expected, etc., along with information useful to entrepreneurs are published from on daily basis on these sites.. Green campus EDI has installed two 10 KW solar panels to generate green power and are connected to TANGEDCO grid through a bidirectional meter. Through this EDI generates about 2400 units of green power every month, which constitutes 50% of its total power requirement and saves Rs every month. It is proposed to install more panels in

MAJOR ACHIEVEMENTS The major focus of EDI is organising entrepreneurship awareness programs, business launch training programs for establishment of new business ventures and business enhancement courses for existing MSMEs. The institute offers a wide array of programs on entrepreneurship. Some of the categories of training programs offers till date are: Entrepreneurship Development Programs Entrepreneurship Skill Development Programs Cluster Development Program Student Innovation & Entrepreneurship Development Programs Highlights achievements since inception EDI has trained over 1,00,000 entrepreneurs since inception in entrepreneurs have been trained under NEEDS till date 28,373 UYEGP entrepreneurs were provided a 6 day training program 42,374 PMEGP entrepreneurs have been provided training for a period 10 days There has been a steady growth in terms of number of entrepreneurs assisted: (4,832 beneficiaries), (6,744 beneficiaries), (13,504 beneficiaries), (19,443 beneficiaries), (26,633 beneficiaries), (6,983 beneficiaries). 53 different types of EDPs and ESDPs have been conducted ranging from awareness to a month long EDP for NEEDS. Experienced entrepreneurs were sourced as mentors to facilitate budding and existing entrepreneurs providing handholding and guidance. College level Entrepreneurship Awareness Camps in 107 Colleges covering to initiate students into the entrepreneurship mould. 13

16 Annual report State Government sponsored Training Programs (i) UYEGP - The Micro, Small and Medium Enterprises Department, Government of Tamil Nadu introduced the scheme Unemployed Youth Employment Generation Programme (UYEGP) in and aims to mitigate the unemployment problems of socially and economically weaker section of the society, particularly among the educated and unemployed to become self employed by setting up Manufacturing / Service / Business enterprises by availing loan up to the maximum of Rs.5 lakhs, Rs. 3 lakhs and Rs. 1 lakh respectively with subsidy assistance from the State Government up to 15% of the project cost. The 6 day program curriculum comprises of basic business management including marketing, accounting, pricing, customer management, personal competencies, etc. Training was provided for 4235 UYEGP entrepreneurs during RSETIs, operated by various nationalised banks, in various districts were EDI s partners in this exercise given the experience they have in MSME financing and facilitation. ii) PMEGP: Government of India s creditlinked subsidy program, Prime Minister s Employment Generation Program (PMEGP) was launched, by merging Prime Minister s Rojgar Yojana (PMRY) and Rural Employment Generation Programme 16

17 (REGP), for generation of employment opportunities through establishment of micro enterprises in rural as well as urban areas. PMEGP is a central sector scheme administered by the Ministry of Micro, Small and Medium Enterprises (MoMSME). The Scheme is being implemented by Khadi and Village Industries Commission (KVIC), a statutory organization under the administrative control of the Ministry of MSME, as the single nodal agency at the national level. At the state level, the PMEGP is implemented through State KVIC Directorates, State Khadi and Village Industries Boards (KVIBs) and District Industries Centres (DICs) and banks. Maximum project cost for Manufacturing sector is Rs. 25 Lakh, and for Service sector is Rs.10 lakh. 10 days EDP training for projects above Rs.5 lakhs and 6 days EDP training for projects less than Rs.5 lakhs is provided by EDI. The PMEGP training program is a 10 day curriculum including market analysis, marketing, business accounting, personal competency development, customer management, costing and product pricing, etc. Training was provided to 2085 PMEGP entrepreneurs during (iii) NEEDS New Entrepreneur-Cum-Enterprise Development Scheme or NEEDS is aimed at first generation, SC/ST and women entrepreneurs with project with project cost above Rs.5.00 Lakhs and not exceeding Rs.1.00 Crore to set up new manufacturing and service ventures. EDI offers a 25 day training program in collaboration with TiE, Chennai Chapter. These programs were held in Chennai, Coimbatore, Madurai. The curriculum consist of a 10 day Go-To-Market program where the candidates get to study and analyse product-specific market by meeting all market players such as competitors, potential customers, input and machinery suppliers, technology experts, etc. Training was given 822 NEEDS entrepreneurs in Mentors form various industries were attached with entrepreneurs to enable them to seek guidance and information on how to do business. 17

18 Annual report Government of India sponsored Training Programs (A) Ni-MSME, an autonomous Institution of the Ministry of Micro, Small and Medium Enterprises (MSMEs) is the premier institution for the promotion, development and modernisation of MSMEs. EDI was assigned 11 ESDPs in the year under the scheme of Assistance to Training Institutes. We conducted these programmes through our Partner Institutions in various districts of Tamil Nadu as listed below. Sl. 19 (a) Fashion designing: This is the first ni-msme programme for the year and was conducted through Mother Theresa Womens University, Kodaikanal. The duration of the programme was 21 days (125 hrs) from to and was attended by 30 participants. The programme was focused to train women entrepreneurs in the area of fashion design on garments, pattern making, garment construction, embroidery, sequence and stone fixing etc. (b) Food Processing: This program was conducted by Indian Institute of Crop Processing Technology (IICPT), Thanjavur. This was coordinated by Dr. Vincent Hema, Asst. Professor, IICPT. The duration of the programme was 25 days (150 hrs.) from to The programme titled Processing and Value Addition of Fruit and vegetables, was attended by 30 participants, who were given certificates issued by Ni-MSME. (c) Designing and Manufacturing of Artificial Jewellery: This programme was conducted in Chennai by Dr. Dharmambal Govt. Polytechnic College for Women, Taramani, Chennai. The duration of the programme was 21 days (125hrs) from to Certificates issued by Ni-MSME to the participants. (d) Landscaping: A 21 days training programme on Landscaping and Floriculture was organized by the Department of Floriculture and Landscaping, HC & RI, TNAU, Coimbatore from to The programme was attended by 30 participants. During the training programme, the participants were exposed to the various avenues of the floriculture industry including production of cut flower, loose flowers, 19

20 Annual report planting materials, seeds and bulbs, landscaping, micro-propagation of flower and ornamental plants etc. Participants were issued certificates at the end of the programme. (e) Fashion designing: The second programme on Fashion designing was organized by Mother Theresa Womens University, Kodaikanal at NCFT Heights, Palayamkottai, Tirunelveli from to The duration of the programme was 21 days (125 hrs). The 30 participants who attended were issued certificates at the end of the programme. (f) Food Processing (fish): This programme was organized by Thoothukudi Dist Tiny & Small Scale Industries Association (THUDITSSIA). The 25 days (150 hrs) programme commenced from and concluded on EDI arranged resource persons from MPEDA. The objective of the programme was to provide the participants with information on techniques with respect to fish processing, maintaining product quality, meeting compliance standards and processing of sea foods using various standards. The 30 participants who attended were issued certificates from Ni- MSME at the end of the programme. (g) Leather Products: This programme was organized by Centre for Sustainable Rural Development and Research Studies, VIT University, Vellore from to This sector is known for its consistency in high export earnings and it is among the top ten foreign exchange earners for the country. The curriculum was designed to cater the growing need of the Leather Industry in the coming years. The training addressed the issues relating to chemical safety, legislation, product safety, cleaner technologies, environmental and eco issues as well as aspects such as mould management. The 30 participants who attended were issued certificates from Ni-MSME at the end of the programme. 20

21 (h) Web Designing: This programme was organized by National Institute of Electronics and Information Technology (NIELIT) from to in their campus at Kotturpuram, Chennai. The programme was attended by 30 participants and were issued certificates from ni-msme. (i) Two Wheeler Repairs and Maintenance: The programme was organized by TVS Community College, Madurai from to in TVS Service Station, Madurai. The objective of the programme to train participants in automotive workshop with following employability skills: Safety awareness about work safety, tools, equipments and machinery safety, personal safety and environmental safety Quality awareness Skills to do general servicing and maintenance of 2 wheeler and 3 wheelers 30 participants who attended were issued certificates at the end of the programme. (j) Digital Photography and Videography: The programme was organized by Bridge Academy, Nungambakkam, Chennai from to in their campus. The objective of the programme was to train the participants about the composition, exposure, concepts in the photography so as to become professional Photographers and Videographers. The 30 participants who attended were issued ni-msme certificates at the end of the programme. (B) Student Entrepreneurship EDI has implemented a scheme to set up Entrepreneurship Development Cells in 50 Higher Educational Institutions across the State. A grant of Rs.1 lakh was given to each institution to support this programme. The EDCs will implement activities for promotion of entrepreneurship culture among the students. 21

22 Annual report A three phase state-wide program was organised for awareness amongst college students on roadmap for setting up own business using services of ICTACT. 20,000 students attended a half-day awareness camp in 32 districts, followed by 5 day training program for 2240 selected students. The final phase of 2 days of training was organised for a group of 196 highly promising students at Chennai in February (C ) Mentor network Mentor support is provided to new entrepreneurs to get guidance on the market trends in the economy and to understand how to approach financial institutions and updated knowledge of acts, rules & regulations of the Government. The EDI has provided Rs.10 lakh to ten industrial associations at the rate of Rs.1 lakh per association for setting up Mentorship Centres in Coimbatore, Erode, Madurai, Chennai, Hosur, Salem, Ambattur, Guindy, Tiruchirapalli and Tirupur. EDI had tied up with BYST to strengthen the mentor network in Chennai, Kanchipuram and Thiruvallur districts. EDI intends to expand the mentor network to other districts in collaboration with district MSME associations. (D) Enterprise Business Acceleration Centre (EBAC) Based on discussions with CII, a proposal was sent to Government for setting up an incubator in EDI. Hon ble Chief Minister made an announcement in the Assembly in Budget for that an enterprise Business Accelerator would be set up by EDI for which a grant of Rs 3 crores was announced. EDI thereafter engaged the services of Athena Infonomics Ltd., at a cost of R6 lakhs for preparing the RFP for selecting a partner for implementing the project. Orders of the Government are expected after which EDI will take steps to setup the incubator. (E) MSME Policy EDI was entrusted with the task of drafting the MSME Policy for the State Government. imacs Ltd., was engaged as a consultant at a cost of Rs 6 lakhs. After a series of consultation meetings with MSME associations and other stakeholders, a draft policy was 22

23 submitted to EDI in January Thereafter, a team of officials headed by Additional Chief Secretary, MSME, ACS & Industries Commissioner and Director, EDI visited the States of Punjab, Haryana, Karnataka, Andhra Pradesh, Telengana, Maharashtra and Gujarat to study the MSME policies of these states. A consultation was organised in October 2016 at Industries Commissioners Office at Chennai with all stakeholders and the draft policy was revised based on inputs received during these visits and interactions and the final draft was sent to Government in October 2016 for its consideration. (F) Start-up Action Plan Government of India organised a Startup Action Plan in January Many other states also organised a similar policies to encourage start-ups working to commercialise innovative technologies. A stakeholder consultation was organised on with representatives of angel investors, venture capital companies, entrepreneur s networks such as TiE, TANSTIA, etc., on the challenges faced by start-ups. Director EDI also visited Kerala and had detailed interactions with the CEO of the Kerala Startup Mission and Industries Secretary, Government of Kerala. Based on these interactions and documents obtained from Gujarat, Kerala, Telengana, Orissa and West Bengal States, a draft Startup TN Action Plan 2016 was prepared and sent to Government. Government of Tamil Nadu announced a sum of Rs 1 crore in Budget for as a grant to commence activities of supporting Startups in Tamil Nadu. An initial set of activities will be rolled out once Government orders are received. (G) Support for Business Incubation As part of TiECON 2015, EDI supported a program to train college top management on setting up incubators within campuses and support student and alumni entrepreneurs. College professors and top management representatives attended the program. The program helped in creating awareness among Higher Educational Institutions on importance of incubation facilities. Further, EDI organised a special workshop for colleges in application writing for procuring assistance of the MSME Ministry, Government of India under the INSPIRE scheme for incubates. As a result, 17 colleges got assistance under the scheme. 23

28 Annual report ROAD MAP FOR EDI has prepared a comprehensive Strategic Plan for implementation of various training, facilitation, mentoring, networking, celebration programs and documentation of entrepreneurship and innovation focused on bringing about a new shift in the entrepreneurship ecosystem in the State. ( Proposals for funding this Strategic Plan is pending in Government. Entrepreneurship Development Programs Based on the Strategic Plan , EDI implemented life-cycle based facilitation services for entrepreneurs, focusing on specific needs at every stage of enterprise development. A one day awareness camp was organised jointly with District MSME associations in 85 locations across the State in June and July 2016 in which 9409 persons participated. These prospective entrepreneurs were briefed about the benefits and challenges of starting businesses, steps to start a business, entrepreneurial competencies to be developed and Government schemes. In the second stage, five-day business model and plan preparation camps were organised in collaboration with Rural Self Employment Training Institutes (RSETIs) in 33 locations in August-October 2016 wherein 759 persons attended and where assisted to prepare their business plans and applications for loans under various Government schemes. The Help Desk at EDI Chennai campus which commenced in , assisted and guided 744 potential entrepreneurs from till date. These candidates were supplied a copy of the EDI Entrepreneurs Handbook and referred for an EDI training program, either an awareness camp or the Business Model camp, based on the stage of ideation of the individuals. First generation entrepreneurs continue to have difficulties in selecting and finalizing their business idea and model. To help them, EDI has setup a Business Opportunity Guidance Centre in EDIs campus. An online database of business plans have been set up as part of the EDI portal. Further, EDI proposes to organize a series of sub-sector specific technical workshops for entrepreneurs to give them an understanding of markets, technology options, machinery selection process and costing of projects. 28

29 A pilot walk-in enterprise clinic is being run in Chennai jointly with Bharat Yuva Shakti Trust (BYST) every Thursday evening at EDI campus since June 2016 and 376 prospective entrepreneurs have been counseled till date by experts for fine tuning their business proposals. This program is being expanded to 10 districts under the Business Facilitation Services Program (BFSP) in collaboration with MSME District or Product Associations. Under the flagship NEEDS program, 2268 entrepreneurs have been trained from to In , so far 373 applicants sanctioned loans under NEEDS have been trained. Similarly, 1656 UYEGP entrepreneurs and 407 PMEGP entrepreneurs have been provided training for a period of 6 days and 10 days respectively in New entrepreneurs under the above schemes have been attached to experienced industry professionals and entrepreneurs to receive mentoring support during the initial years of the business. Entrepreneurship Development Institute has created an online volunteer-mentors platform ( ) for registering mentors. Mentors will be oriented, after which they can provide free mentoring services through a combination of telephonic interaction, personal visit by mentor to the mentee s place of business and vice versa. The Global Entrepreneurship Index 2017 has indicated that though India has moved up by 29 ranks to 69 th position worldwide, areas like networking skills, start-up skills, opportunity perception, risk taking strategy and technology adoption, etc., are areas of weakness. Taking into account the changing needs of the market, operating MSMEs are provided with short training opportunities from half-day to 5 days on a variety of topics digital marketing, sales & marketing strategy, export-import procedures, insurance and claims management, etc., across the State. More such short courses are planned in the coming months A monthly networking meet is being organized by TiE and EDI at EDI s campus every second Friday to enable entrepreneurs to exchange cards and build on each other connections. EDI proposes to extend this to other districts under the BFSP program in It is proposed to organize in March 2017 an Annual MSME and Startup Entrepeneurs Summit at Chennai to recognize, celebrate, document and discuss successful 29

30 Annual report entrepreneurship and prepare a road map for stakeholders to grow the ecosystem further. Cluster Development Program Entrepreneurship Development is now taking steps to support MSME Clusters through a Cluster Development Program ( ) from the stage of its formation to reach sustainable growth through training workshops for Special Purpose vehicle (SPV) members, cluster officials with assistance of Foundation for MSME Clusters (FMC), Delhi. EDI is also working jointly with National Productivity Council (NPC) in implementing Lean Manufacturing Competiveness Scheme (LMCS) at cluster levels and with National Institute of Design in implementing Design Clinic Scheme (DCS). The Student Project Design program will be implemented under DCS is done through IEDP Colleges of EDI. As part of an effort to promote innovation and research efforts by MSMEs, EDI has also commenced coordination with the Global Innovation and Technology Alliance (GITA) to channelize funds from TADF and TAFP as well as many other multilateral sources for R&D by MSMEs. A workshop was held jointly with TANSTIA-FNF and GITA to promote these opportunities amongst MSMEs. Student Innovation & Entrepreneurship Development Program Entrepreneurship Development Institute, Chennai is supporting creation of an entrepreneurial & innovative ecosystem in Universities, Colleges, Polytechnics and ITIs through training and sensitising top-management, training faculty in learning-by-doing methodologies and raising student competencies in entrepreneurship and creativity through online entrepreneurship learning courses in college campuses in collaboration with Wadhwani Foundation National Entrepreneurship Network (WF-NEN). Under the Innovation and Entrepreneurship Development Program (IEDP) ( )launched in , leading colleges in Chennai, Thanjavur, Madurai, Salem and Coimbatore have been selected as regional hubs for to support colleges in each region to support student or alumni entrepreneurs within and around the campus to launch their businesses and catalyse innovation for business by faculty and students. A total of 170 colleges have enrolled under IEDP this year. 30

31 Promotion of Innovation EDI General Council has approved amendment of EDI society byelaws providing for promotion of innovation in MSME and public sector. As a continuation of these efforts, EDI has proposed two programs for consideration under TANII: Innovation Vouchers: are simple and effective mechanisms to promote innovations in MSME sector in developed countries. TANSTIA-FNF implemented a successful project at a cost of Rs 5 crores. Director EDI attended a GIZ-MSMED workshop in New Delhi, based on which a proposal is being prepared and sent to IC&DIC shortly. Tamil Nadu Manufacturing Incubators Program: to promote an entrepreneurial ecosystem in Government Colleges and in reputed private institutions Tamil Nadu Public Sector Innovation & Intrapreneurship Capacity Building Project: to help Government prepare a framework for Innovation, train Government institutions in promoting innovations, monitor and evaluate innovation projects sanctioned under TANII. This would eventually lead to establishment of a Centre for Public Sector Innovation in EDI to research, evaluate and document innovations in the public sector. 31
