3 Resources for Proposal Preparation For Proposals/Projects Shakori Eagle pages (links to all of below) Eagle Scout Service Project Workbook (Required) 1 Follow the Directions to download the file Adobe Reader must be used, other applications will wreak havoc. Must be latest version (October 2015) Changes to the original pdf are not acceptable Workbooks converted to other formats (e.g. Word) are changed Guidelines for Age Appropriate Use of Tools 2 Occoneechee Life to Eagle Guide 3 Guide to Advancement Section N.B. Almost all questions that I receive are addressed in the Project Workbook
4 Procedure for Proposal Approval 5 Candidate completes proposal using proper workbook. Complete workbook sent to District Eagle Chair for Review Only proposal pages A-E need be completed. Include photos or drawings that help explain the proposal. Do not send a scan or scanned signature page. SM, coach and/or parent copied on all correspondence Chair reviews and sends comments/ questions in writing 1-2 weeks for review If needed, Scout revises proposal (consult with coach/beneficiary/sm) & resubmits Meeting for signature is arranged after proposal is acceptable 1-2 weeks to arrange meeting All other signatures must be obtained before this meeting (but after approval is indicated) Plan Ahead: Approval takes time
5 Tests of an Acceptable Proposal 6 1) The project provides sufficient opportunity to meet the requirement. 2) The project appears to be feasible. 3) Safety issues will be addressed. 4) Action steps for further detailed planning are included. 5) The young man is on the right track with a reasonable chance for a positive experience. N.B. The District reviewer can only approve if all tests are met. Approval is based on the written proposal.
6 Common omissions requiring revision before approval Some proposal sections completely blank (e.g. cost estimate, safety) Description too vague to assess whether scope likely to meet requirement e.g. build a trail but no other detail Need overview diagram and/or a sentence or two with e.g. dimensions Materials, tools etc do not show a reasonable idea of what is required: e.g. no roof or floor material for a covered deck or structure, no way to mark/measure Logistics red flags Transportation, adult supervision Safety red flags Awareness & compliance with tool use guidelines
7 Caveats Collection Drives Difficult to show impact Danger of Scouts doing large aspects solo Personal safety issues Assembly/kit projects How to demonstrate leadership Insufficient complexity/scope Eagle Projects are Unit Activities 7 Two deep leadership, YPT trained, potential need for Tour plan Don t let a project become a family project. Eagle Coaches 8 Must be registered B.S.A. members, this is a District/Council function...a coach who is designated within a unit should represent the perspective of the council or district. 8 An approved proposal does not guarantee a successful BOR The Board determines whether the project as done had sufficient evidence of impact, planning & leadership.
8 A good proposal Impact Sufficient opportunity to show significant planning, development & leadership Leadership of others Size Scope & Complexity # of widgets widgets, thing-a-ma-jig & landscaping
9 Fundraising Issues Funds are Raised on behalf of beneficiary Funds must be turned over to unit or beneficiary Fundraising Application not needed if All funding comes from family, Unit, Chartering Organization or Beneficiary 9 Public event < $500 (e.g. car wash) 10 Donations of Materials < $ All other activities require an application approved by District Eagle Chair Use of sites such as GoFundMe not recommended Requires all parties to understand and abide by terms of service, etc 11 To date no proposal has met this criterion & alternate methods have been successful
10 The Eagle Board of Review General 12 A Scout can have only 1 Eagle Board if Review Consists of a Chair & 2-5 members All members must be at least 21 Need not be registered members of B.S.A.... must have an understanding of the rank and the purpose and importance of the review. Scout and parents have no role in selecting Board members Parents, Scoutmaster & Assistants can not serve Approval of a candidate must be unaminous References Preferred mechanism is via Scouts should not start the reference process before they have an approved proposal.
11 Specifics for Shakori Eagle Boards of Review are District events 13 The District: Assigns a board chair and 4 potential board members The Unit: Identifies one qualified board member from the unit Arranges site, date & time in consultation with candidate, board chair & unit leader
12 Eagle Candidates need your involvement Units identify a single POC Correspond with District Eagle Chair to arrange boards Make known changes to POC Provide 3-5 individuals to act as District Board members SM, ASM can act in this capacity for units other than their own. retired parents of former Scouts are good candidates Identify replacements when individuals step down This is an immediate need: Attrition has decreased the number of active participants. We have ~ 50 Eagle BOR/ year. To give each candidate a timely board, and have limit requests of each volunteer we need a pool of ~40 Board members. Specifc Action: Each unit to identify a minimum of two additional members to the District Eagle Chair (Steve.G.Blanchard@gmail.com) by April, 2017 RT
