1 PROCEEDINGS OF THE ASIA PACIFIC WATER FORUM (APWF) 15 th GOVERNING COUNCIL MEETING June 6 th 2014, 9:30 AM TO 13:30 PM, WaterHub, Singapore Agenda Item 1: Greetings The meeting was chaired by Mr. Ravi Narayanan, the APWF Governing Council Chair. The Chair thanked PUB for the venue, welcomed and thanked the participants for their attendance in the meeting. The agenda was accepted to be followed for the meeting. Mr. Ravi Narayanan gave a brief summary of the Asia Pacific Regional Kick off Meeting, which was held on the 5th of June, highlighting that the meeting reached consensus on two points; (1)The Rural Water and Sanitation theme should be added as a 6th session group. (2) Lead coordinators of each session group are requested to send a base paper. Mr. Sangyong Park, Korea Water Forum, agreed that KWF will confirm with the Korean National Committee about the possibility of additional slot for the Asia Pacific region. Agenda Item 2: Report on the 2 nd Asia Pacific Water Summit and Water Summit and Water Initiatives: The Royal Thai Government Ms. Janya Trairat, Department of Water Resources of Thailand, presented a report regarding the 2 nd Asia Pacific Water Summit (APWS) focusing on the Leaders Forum, the sessions that happened during the forum, as well as one of the outputs of the APWS which was the Chiang Mai Declaration. She also presented 2 initiatives that followed after the Asia Pacific Water Summit: (1) The ASEAN Water Dialogue Conference and (2) the Improved Management of Extreme Events through Ecosystem based Adaptation in Watersheds. It was noted that both events were a response to the APWS and that the ASEAN Water Dialogue Conference was an initiative of the Thai Government to engage with youth. Mr. Narayanan asked Ms. Janya Trairat to ensure that the Chiang Mai Declaration be made available and given to all political leaders. Agenda Item 3: Presentation & Discussion on Core Funds: The Regional Design Group for the 7 th World Water Forum Ms. Yoshie Tonohara, Japan Water Forum and APWF Secretariat, discussed the budget allocation for the 199,800 Euros that the APWF will be receiving for the 7 th World Water Forum (Appendix 1). It was noted that the allocation of the funding was recently changed to accommodate the 7 th session (Rural Sanitation). It was also mentioned that heads (highlighted yellow in Appendix) can apply for the funding. The Secretariat will be preparing a form that needs to be filled out. 1

2 Mr. Narayanan pointed out that the amount allocated is not an additional budget but the actual thing and that the session leader need to have a clear idea of the design process. Mr. Francois Brikke, GWP Secretariat, invited everyone to design the sessions together and to hear the voices from sub regions The final budget allocations were agreed as shown in the Appendix 1 and that remittances would follow the procedures laid down by the Regional Commission and the International Steering Committee of the 7th World Water Forum. Agenda 4: Asian Water Development Outlook Ms. Ma Wen, Asia Pacific Center for Water Security, presented updates regarding the Asian Water Development Outlook (AWDO) 2016 focusing on the transition of the Asian Water Development Output from 2013 to 2016, the roles of the participating organizations, and the roadmap to AWDO It was mentioned that the timeline is becoming tighter as it approaches the 2016 target. The Asian Development Bank committed its support to the production of the AWDO It was pointed out that Key Dimension (KD) focusing on Urban Water Security, Environmental Water Security, and Resilience to Water Related Disasters needs further work in the next AWDO. It was also noted that this should be a continuation of the event at Kunming, China. Mr. Mark Pascoe, IWC, suggested that the team handling the AWDO 2016 should consider using the 7 th World Water Forum as a stepping stone in its development. Mr. Narayanan pointed out that as the analysis is developed by the participants, it should not be pure research and that validation must also be considered important. It was also commented that the Water Energy issue is also connected with the other KD indicators. It was pointed out that there is a question of coordination in AWDO and that the messaging of the AWDO must be very clear and that it should be docked in each country s national institutes. Agenda 5: Other Initiatives and Activities Ms. Yoshie Tonohara, Japan Water Forum and APWF Secretariat, presented an event roadmap (Appendix 2) towards the 7 th World Water Forum and beyond. Several organizations have added inputs to the event roadmap to which Mr. Narayanan suggested that this be updated regularly and be disseminated for everyone s information. Mr. 2

3 Narayanan volunteered the secretariat to take note of the events and to update the calendar regularly. Mr. Narayanan also suggested that participants of the events should submit a half page summary report of the event so that other interested members who were not able to get the chance to participate can still be updated regarding the event. Some of the added events include: Asia Pacific Youth Parliament for Water, Eye on Asia, World Conference on Disasters, Global Water Partnership Meetings, High Level Summit on Food and Water at Jakarta, and Conference of Parties at Lima, Peru. Ms. Changhua Wu, APWF Governing Council Vice Chair, pointed out that there needs to be an improvement in the communication plan. She suggested that partners should coordinate with each other to make a better communication plan. She also suggested for the creation of a communication strategy which can be applied on a global scale especially on water security issues. Mr. Narayanan acknowledged that there are a lot of events that are happening. However, he questioned the relevance of these events to the proceedings as well as the requirement of attendance on such events. He suggested for a database with information regarding all events that leads to the 7 th World Water Forum. He proposed for this so that participants might have the flexibility on events that would want to focus on and participate. Mr. Narayanan gave a recap of the topics that were discussed: Overall information about the Design of the 7 th World Water Forum in Korea, Presentation of proposed leads and its approaches, Segmentation of the sessions (Topic, Leading organization, and initial team members), Request for the 7 th : Rural Water and Sanitation, Preparation of a Kick off document regarding the sessions taking into consideration inputs from the Governing Council, Anticipated events until the 7 th World Water Forum and after the forum, Report regarding the Asia Pacific Water Summit and its follow up, the latest Asian Water Development Outlook, Preliminary information regarding Asian Water Information System, Communication Strategies, and Post conference reports. Mr. Sangyoung Park, Korea Water Forum, Mr. Taesun Shin, K Water, Francois Brikke, GWP Secretariat, and Ms. Changhua Wu, APWF Governing Council Vice Chair, gave final words regarding the 15 th Governing Council Meeting. Mr. Narayanan closed the meeting and thanked the participants for their attendance and valued inputs for the meeting, and offered special thanks to PUB for hosting the meeting.
