4 Competitive Events General Information Online Submission Oregon FBLA will continue the process of providing an online form where all pre-judged competitive event materials will be submitted. Digital Video Production and Public Service Announcement are to be uploaded securely to either YouTube or SchoolTube and marked private with the URL submitted during the registration process. Evaluations, Scoring Sheets, and Tests Event materials that are able to be returned to chapters/members, including scoring sheets, will be made available on the final morning of the Business Leadership Conference. materials will be mailed to chapters following the event as all materials will be available for pickup in person at this time. Decision of the Judges All decisions of the panel of judges are final. Procedural issues may be addressed to the Executive Director. Interpretations of rules, procedures, or questions are to be made by the Executive Director or their designee. Tie Breaking Pedagogy Oregon FBLA is continuing the pilot of the new national rating sheets for the school year. With the launch of these rating sheets comes the need for a tie breaking pedagogy. Students in an event that could go to the final stage of the pedagogy need to bring a resume with them to competition as it is the final step of the tie breaking pedagogy. The evaluation tool for the resume will be available in the SBLC registration guide. Ties will be broken in the following order: 1. Online Test Result the last 10 questions, followed by time 2. Pre Judged Materials 3. Preliminary Performance Round Average Score 4. Resume 5. Judges Determination Number of Competitions Allowed Per Competitor At the state level, students may compete in one qualified event, one bonus event, Future Business Leader, Electronic Career Portfolio, plus chapter events. On the national level, a student may compete in one chapter event as well as one individual or team event. If a member is a candidate for Parliamentarian, they also take the Parliamentarian selection test Version-Updated August 20, 2016 Page 4 of 53

5 Recognition Up to the top ten (10) competitors, teams, or chapters will be recognized in each event and will receive awards at the Business Leadership Conference. Please see the details later in this document for additional information. Cellular Phones Cellular phones are to be in the off position during competitive event sessions. Competitors whose phones ring or disturb the competition environment will either be penalized or disqualified from the event. Written Event Online Testing Oregon FBLA will utilize an online delivery system to administer its written, knowledge events. Competitors will be provided with login information and will complete their exams in a locally monitored lab setting at their local school prior to the actual conference. Competitors WILL NOT be able to change the events they are registered in at the time of testing, but will have access only to those events in which they are pre-registered. Detailed instructions on registering and administering online testing will be sent to local chapters with the Business Leadership Conference registration materials. Method for Breaking Ties The Last Ten Question Method is used in the event there is a tie among written test competitors. The competitor who missed the least amount of questions in the final ten (10) questions will have the tie broken in his/her favor. If a tie remains after reviewing the last ten (10) questions, time used to complete the test will be used to break the tie. Sequestering for Events In the performance events, competitors are not sequestered (isolated from other conference attendees and competitors) to allow for maximum participation in all events. This is allowed because Oregon FBLA has always maintained a high level of honor and character among its members. Therefore, any competitors found to be sharing event topics, case studies, judge questions, or test questions with any other person (including guests, advisers, chaperones, members from other schools) will be disqualified from ALL competitions. Depending on the severity, the competitor may be asked to leave the conference or in certain cases the entire chapter may be disqualified from competition. Observing Performance Events Final rounds of performance events are open to audience observation where space permits. The conference program will clearly designate which events are open for audience observation. In all cases, competitors actually participating in the event are not allowed to be observers. In addition, seating for observers in most events will be limited. Please be courteous and allow members/advisers from the chapter of the student competing to have a chance to view the performance if desired. one may enter or leave the performance area while a performance is in progress Version-Updated August 20, 2016 Page 5 of 53

6 Equipment All events allowing or requiring equipment must be provided by the chapter. Only a projection screen, cart/table, VGA enabled projector, and extension cord if needed will be provided by the state chapter. Internet access will be provided for E-Business, Electronic Career Portfolio, and Website Design only. Students in Public Service Announcement, Social Media Campaign or Digital Video Production must have an offline copy of their production available. Scheduling Conflicts In the event a participant has a scheduling conflict with other events, the competitor and his/her adviser must report to the event administrator prior to the start of the event to determine if rescheduling is possible. The ability to re-schedule competitors resides with the event administrator. Reference Materials Except where designated in this handbook, no reference materials are allowed in any competition. Recording of Presentations Absolutely no audio or visual recording devices will be allowed in any competitive event. Due Dates Due dates for materials, registration, etc., are posted in the official Oregon FBLA-PBL Calendar. In most cases these due dates are receipt dates. This means that designated materials will be due by close of business (5:00 p.m.) on that date. Materials received after deadlines will be penalized or disqualified. Event Verification A chapter adviser or designee must verify competitors at registration on the first day of the conference. substitutions or event changes will be permitted at this time, only deletions. Grade Level Specific Events The following events are only for Middle Level through 10 th grade FBLA members: FBLA Principles and Procedures Introduction to Business Introduction to Business Communication Introduction to Business Presentation Introduction to Financial Math Introduction to Parliamentary Procedure Introduction to Information Technology Public Speaking I Repeat Competitors Members may not repeat in an event at the Business Leadership Conference if they have competed in that particular event at a previous Leadership Conference. Exceptions to this regulation are as follows: Banking & Financial Systems, Business Ethics, Business Financial Plan, Introduction to Business Presentation, Digital Video Production, E-Business, Emerging Business Issues, Version-Updated August 20, 2016 Page 6 of 53

7 Entrepreneurship, Global Business, Graphic Design, Hospitality Management, Marketing, Management Decision Making, Management Information Systems, Network Design, Public Service Announcement, Publication Design, Social Media Campaign, Sports & Entertainment Management, and Website Design. One member of the team may have competed in this event at a previous NLC. Business Plan. If an entry at an NLC was previously submitted by a team, rather than an individual, one member of the team may repeat. A member who submitted an individual entry may not compete in this event. 8 Competitive Events Changes for Competitive Event Updates NEW EVENTS (2017 ANAHEIM): Advertising--online, objective test/individual event Journalism--online, objective test/individual event Organizational Leadership--online, objective test/individual event MODIFICATIONS (2017 ANAHEIM): Business Ethics will be either an individual or a team of 2 to 3 Emerging Business Issues will be either an individual or a team of 2 to 3 Desktop Application Programming will be renamed Coding and Programming Competitive Event Updates All events with an objective test and performance component will now have the test count as 50% of the final score. This is different from the national guidelines. In events where a test determines the finalists, all students will now test individually instead of collaboratively. Test scores will be averaged to determine team scores. In Public Speaking II, speech manuscripts must be run through a plagiarism checker. Both the manuscript and report will be uploaded by March 1. Twenty percent (20%) or less is non-cited, previously used text to be flagged. This report will be submitted at the state deadline. If over 20% is flagged, a special comment section will be provided and the issues committee will review. If this is not submitted, the student will not be scheduled to perform. When a team has qualified to compete at NLC, when the test determines the finalists, and a chapter cannot fill the minimum members of the team, state staff may fill the empty slots with individuals who indicated they were willing to serve as a replacement team member based on individual scores. When not all NLC slots are filled in events where the test determines the finalists, additional teams can be created by state staff from individuals who indicated they were willing to serve as a replacement based on individual test scores. New objective test events will be offered. Other national event modifications will be implemented. Skills Conference Modifications An effort is being made to ensure that all FBLA members, regardless of region have the same opportunities at Skills Conferences. Changes will be implemented over a period of two years. The changes in place for this year are: Each region will complete an information form by October 1 with conference details Advisers in charge of the conference will attend a conference training in the fall/early winter A region directory of active chapters and advisers will be made available. Each chapter adviser will be asked to complete an information form provided by state staff. Pilot of online RSC conference registration optional for all regions. 9 Competitive Events Event Topics for The following are the Topics have been adopted for Oregon Competitive Events: 3D Animation Many companies are required to protect the environment and go green. Use 3D animation in a promotional/marketing video to show the importance of going green as an important business sustainability step. Business Ethics Research the ethical issues of social media platform checks in relation to employment. Business Financial Plan You are planning to open a Family Entertainment Center (FEC) in a city with a population of approximately 200,000. You will lease an existing 30,000 square foot building that is currently empty with nothing but four outside walls in an area that is already properly zoned for your business venture. You can design your FEC as you wish, but it must be completely indoors and include an arcade and food. You will also be offering party packages to your customers. You will need to name your FEC, create the theme, and design the floor plan for needed construction/renovation. You will need to purchase equipment, furnishings, and inventory for your decided launch date. You will need to determine hours of operation, decide staffing requirements, and create marketing and advertising plans. Coding & Programming Develop a database program to manage the general operations of a Family Entertainment Center (FEC). Give the FEC a name. The program must allow the user to complete at minimum the following tasks: Enter/view/edit a list of employees Create/edit a weekly work schedule for employees Generate/print weekly schedule reports Enter attendance of customers Enter/track, generate, and print report(s) showing customer attendance by time of day (AM/PM) and day of week Version-Updated August 20, 2016 Page 9 of 53

10 Computer Game & Simulation Programming Create a 1980 s style video arcade game. The game must include: at least three(3) levels of play 3 lives/chances keep score run on a PC using Windows 7 or newer be a standalone executable program be virus and malware free contain a celebratory event and conclusion leaderboard audio and visual indicator that the game has been completed run solely by keyboard stroke qualify for a maximum ESRB rating of E10+ Digital Video Production Create a promotional video for a new, member original TV series or movie. The rating should meet G requirements. E-business Create a site that would allow a platform for a digital yard sale to raise funds to attend NLC. The site must include a shopping cart and a place to donate funds for those not wishing to make a purchase. The items must be searchable. A contact form must be available. Emerging Business Issues In the ever-changing world of business communication and demand for instantaneous information, discuss the issues surrounding cloud computing in relation to storage, access and security. Be prepared to argue the affirmative, that cloud computing would positively answer the demand for instantaneous information; and be prepared to argue the negative, that cloud computing is not the answer to instantaneous information. Graphic Design You have been hired as a graphic designer for a new Family Entertainment Center (FEC) opening in a city with a population of approximately 200,000. Provide a branding package for the owners that would include a name for the FEC, logo, theme, store front design, interior and exterior signage, and menu boards. Introduction to Business Presentation Create a presentation for professional members, local businesses, and/or vendors to encourage participation in and benefits of judging opportunities at FBLA competitions Version-Updated August 20, 2016 Page 10 of 53

11 Mobile Application Development Create a mobile application that would allow a platform for a digital yard sale to raise funds to attend NLC. The app should allow for the donation of items, including picture, suggested price, and a rating for the condition of the item. The app should allow for interaction/comments on the items. Code should be error free. Public Service Announcement Develop a public service announcement that addresses the safety and security surrounding the use of drones. Publication Design Create a publication portfolio promoting a new, member original TV series or movie. The portfolio should include a poster, character cutout design, ¼ page newspaper advertisement, and three additional promotional products. Everything should meet "G" rating requirements. Social Media Campaign Create a social media marketing campaign to create buzz surrounding an upcoming, new, member original TV series or movie. Use a minimum of three different social media platforms. Everything should meet "G" rating requirements. Website Design Develop a website for a new Family Entertainment Center (FEC) opening in a city with a population of approximately 200,000. Name the FEC. The FEC will be offering a variety of activities of your choice with a snack bar. The FEC will offer party packages to their customers. 21 Qualifying Guidelines To attend the Business Leadership Conference There are up to five different ways a member can qualify to attend the annual Business Leadership Conference: Place in an Event at Your Local Skills Conference Members must choose one event to compete in if they qualify in more than one. This opens the way for others to be able to attend. Be Involved with a Chapter Project Those who are involved in the project are eligible to attend even if they did not qualify in an event at the regional skills conference. Chapter Projects include: American Enterprise Project Community Service Project Partnership with Business Local Chapter Annual Business Report Newsletter (Oregon Only event) Scrapbook (Oregon Only event) Chapter Website (Oregon Only event) March of Dimes Written Report (Oregon Only Event) Be Appointed a Wild Card Three wild cards can be picked per chapter. Wild cards may compete in any individual or team event. For team events, chapters will not be penalized a wild card for substitutions. Wild cards are not allowed in chapter projects chapters may only submit one entry in chapter projects. 22 Attendance Criteria and Eligibility Meet these Guidelines Adults There must be ample adult supervision for students in accordance with your chapter policy. Adult advisers may be any adult named by the adviser to serve their chapter in this capacity. They must register for the conference, be willing to help run an event and be in attendance for the entire period of the conference. Adult advisers are required to serve as an event Administrator or Coordinator. Chaperones may be used to help advisers and may be asked to help with competitive events. They are not required to pay for conference registration. If they are unwilling or unable to assist in competitive event operations, they will be required to pay conference registration. Chapter advisers should call special attention to the "Code of Conduct, parent permission, and medical release forms. All forms should be signed by the student and parent and be retained by their adviser. Chapter FBLA advisers will be responsible for the conduct of their chapter delegations. Advisers are responsible for modeling good behavior and the FBLA dress code at the SBLC. Students To be eligible to attend the SBLC, each FBLA member must meet the following basic criteria: Be an active member of national and Oregon FBLA. Have the approval of their FBLA chapter adviser. Have the approval of their school administration. Have the approval of their parent (or guardian) unless married or more than 18 years of age. Have on file with the local adviser a completed emergency medical form and a signed Code of Conduct form. 23 Administrator of the Year Without the support of administrators in our schools, districts, and at the state level, it would be impossible for an organization like FBLA to exist, let alone impact the hundreds and thousands of students we touch year in and year out. Administrators provide funding, permission, logistics, and support most often behind the scenes and without any fanfare or acknowledgment. This recognition provides local chapters with the opportunity to identify and quantify the support they receive from special administrators and to say thank you. Eligibility minations may come from local chapter advisers, FBLA members, Professional Division Members, and alumni.
