1 PESTICIDE USE AT CENTERS ESD 113 Page 1 of 6 Public schools and licensed childcare centers are required to provide annual notification of their pest control policies and methods, establish a system to notify parents or guardians and employees of planned pesticide use and post signs where pesticides have been applied. The following procedures comply with that law. The program will use the least hazardous means appropriate to control pests and unwanted vegetation. (1) Pesticide Statement: Annual notification to parents will be included in the parent orientation paperwork and identified on the parent orientation checklist. The Pesticide Statement (supplied to the centers by the Facilities Coordinator) will be verbally reviewed with the parent(s)/guardian(s) at the time of receipt of the parent orientation. The original signed checklist is placed in the child s file, and a copy is submitted to the Facilities Coordinator. (2) When a pesticide treatment is needed, a notification packet shall consist of: Acknowledgement of Sound to Harbor Head Start policy. What pesticides (common name i.e., Roundup ) may be applied on a regular basis (more than twice a year). Where the program may apply pesticides (e.g., on playfields, in class rooms, rest rooms etc.). If pesticides are applied at schools by commercial applicators or by school employees or a combination of both. Specific details about Sound to Harbor s system for advanced (forty-eight hours) notification of pesticide use. Details must include method of notifications, (using registry method to include how to sign up for the blanket notification). Where and how parents may obtain information about pesticide use records as well as the annual summary of pesticide use. (3) Interested parents or guardians of students and employees will be notified at least fortyeight hours before a pesticide application to a program center. (4) The notification will be posted in a prominent place in the main office of the center. (5) All notifications to parents, guardians and employees shall include the heading Notice: Pesticide Application and will state: (a) The product name of the pesticide applied. (b) The intended date and time of application. (c) The location to which the pesticide is applied. (d) The pest to be controlled; and (e) The name and phone number of a contact person at the center. (6) A center application must be made within forty-eight hours following an intended date and time stated in the notification or the notification process shall be repeated. (7) The furnishing and posting of signs will the responsibility of the professional service company that the program uses on a regular schedule and/or emergency service. These signs shall be a minimum of four by five inches and shall include the words: THIS LANDSCAPE HAS BEEN RECENTLY SPRAYED OR TREATED WITH PESTICIDES BY YOUR CENTER as the headline and FOR MORE INFORMATION PLEASE CALL as

2 Page 2 of 6 the footer. The footer shall provide the name and telephone number of the Facilities Coordinator. (8) Notification signs for applications made to center facilities other than center grounds shall be posted at the location of the application. Again these signs shall be furnished and posted by the commercial company whenever regularly scheduled applications are done. These signs shall be a minimum of 8.5 x 11 inches in size and shall include the heading Notice: Pesticide Application and at a minimum, shall state: The product name of the pesticide applied; The date and time of application; The location to which the pesticide was applied; The pest to be controlled; The name and phone number of the Facilities Coordinator. (9) Notification signs shall be printed in colors contrasting to the background. (10) Notification signs shall remain in place for at least twenty-four hours from the time the application is completed. In the event the pesticide label requires a restricted entry interval greater than twenty-four hours, the notification sign shall remain in place consistent with the restricted entry interval time as required by the label. Centers are not liable for posters that are removed by unauthorized persons. (11) A center application does not include the application of antimicrobial pesticides or the placement of insect or rodent baits that are not accessible to children. (12) The pre-notification requirements of this section do not apply to any emergency center application for control of any pest that poses an immediate human health or safety threat, such as an application to control stinging insects. When an emergency application is made, notification consistent with the school s notification system shall occur as soon as possible after the application. The notification shall include information consistent with the normal pre-notification requirements. (13) A center shall make the records of all pesticide applications to center facilities required under this RCW, including an annual summary of the records, readily accessible to interested persons. (14) A center is not liable for the removal of signs by unauthorized persons. A center that complies with the requirements may not be held liable for personal property damage or bodily injury resulting from signs that are placed as required. (15) Centers may also add additional information to the posting signs if they choose to do so.

3 Page 3 of 6 PRE-APPLICATION NOTIFICATION The RCW (3) states a school shall establish a notification system that, as a minimum, notifies interested parents or guardians of students and employees at least forty-eight hours before a pesticide application to a center facility. The notification system shall include posting of the notification in a prominent place in the main office of the center. (1) The pre-notification procedure of parents, guardians and employees shall be in a packet that will be included in the registration of children at the centers. (2) The information in the pre-notification will include the following: Notice: Pesticide Application and at a minimum, shall state: The product name of the pesticide to be applied The intended date and time of the application. The location to which the pesticide is to be applied The pest to be controlled. The name and phone number of a contact person at the school. There are three exceptions to the pre-application notification: A center application does not include the application of antimicrobial pesticides or the placement of insect or rodent baits that are not accessible to children. The second exception states the pre-notification requirements of this section do not apply if the center application is made when the school is not occupied by students for at least two consecutive days after the application. The third exception to pre-application notification requirements do not apply to any emergency school facility application for control of any pest that poses an immediate human health or safety threat, such as an application to control stinging insects. When an emergency center facility application is made, notification consistent with the program s notification system shall occur as soon as possible after the application. The notification shall include information consistent with the normal pre-notification requirements. (3) The center is required to post at least forty-eight hours in advance in a prominent location at the center office. The poster shall include the same information as the pre-notification. (4) The center is responsible for pre-notification even when someone other than a program employee makes a pesticide application. (5) If the pesticide application cannot be made within the forty-eight hours following the notification, then the notification process must be repeated.

4 NOTIFICATION SIGNS (POSTING) REQUIREMENTS ESD 113 Page 4 of 6 Posting requirements for pesticide applications to center grounds by program employees shall have the following information: Signs are to be placed at the location of the application and at each primary point of entry to the area Signs will be a minimum of 4 inches by 5 inches Signs will include the words: THIS LANDSCAPE HAS BEEN RECENTLY SPRAYED OR TREATED WITH PESTICIDES BY YOUR CENTER as the headline and FOR MORE INFORMATION PLEASE CALL (all capital letters) as the footer Signs will include the name and telephone number of a contact person at the center Signs will be printed in colors contrasting to the background as required by RCW (6) (c) The contact person should by someone who has knowledge about when, where and how the pesticide was applied. The person who actually made the application or a commercial applicator who was contracted by the program to do so should be considered that contact person. Larger signs are allowed (1) If large areas are treated, then more than one sign should be posted. (2) When an area is fenced and there are different points of entry, then there should be a posting at each entry point. (3) Postings shall remain in place for at least 24 hours from the time of application. (4) The center is responsible for the removal of the posting signs. (5) Posting signs are still required even if students do not occupy the school for two consecutive days after the application. Remember that pre-notification is not required in this case. (6) Posting is not required when antimicrobial pesticides or the placement of insect or rodent baits are not accessible to children. Since these situations are exempted applications, they do not require posting or pre-notification. (7) Posting will be done by any contractor doing the application All records of applications shall be kept in the administration office of the Facilities Coordinator (FC). All requests for pest control will be sent to the FC for contact with the commercial company. Any emergency control of stinging insects can be handled by the Maintenance Service Manager through a request to the FC s office. Any paperwork left by the contractor should be forwarded to the Facilities Coordinator s office after making a copy for the center s pesticide folder. Please refer all questions to the FC at
