DHS Report: Corey Survis w/co liaison Vince Traver of McLeod County (See attachment) MNsure Update: - A $34 million Federal Affordable Care Grant for MNsure has been received; Governor s budget includes DHS budget request that includes DHS share of development and operations costs. 2 Systems Modernization Update: - ISDSST: There was discussion about the Integrated Services delivery roadmap. This roadmap does not include Direct Care and Treatment or MMIS modernization. - <See MCCC ISSG Liaison Report - DHS EAB [ ] (Pre-DRAFT ISDS Roadmap v4.docx).pdf> Other Updates: Hennepin and Dakota have drafted a charter for a group to meet to share data between systems and counties (what SMI has done in the past); How do counties participate in technology discussions? (MNCITLA and MCCC ISSG How do we recognize what counties have done because the state did not have the functionality? How do county requests fit into the prioritization of projects and Systems Modernization? The next meeting scheduled for 2/24/2015, confirmed in Conference Room 2390 at Elmer L Andersen Building B. Corrections: Randy Johnson, Goodhue (See attachment) C. PIUG: Steve McDonald of Martin County o PIUG CAMA committee Members not present there is a cama user group meeting in March maybe more info then? o PIUG GIS committee There where a few enhancement requests for the beacon website. Add buttons (Back & Forward) to the beacon screens. Setup personal user login profiles Can users have the ability the manage photos delete old etc. of the beacon website o Pictometry contract is still in discussions. They are pretty set on how they charge. o Schneider demoed the new Comp Sales search tool in beacon & showed the export to Excel or CSV formats. o Rice county did a demo on how they currently use beacon and what data they have available. D. County Attorneys: Dayle Moore of Nicollet County. The team continues to meet. They continue to receive fixes and enhancements Brown County has join the group. Speed issues appear to have been resolved and they have confirmed that the software works on the Windows 7 64bit OS. E. MCCC Update: Rich Myer of Brown County. o o Next meeting is scheduled for Next Monday February 9, 2015 to review the RSVP Source code. A new MCCC logo has been created and that MCCC new website should be coming out very soon. This will include new look More user friendly. ISSG OCTOBER 2014 MEETING MINUTES Page 2 of 8
3 o Some minor changes to the contract template, but should be made available very soon. F. Law Enforcement: Judy Hiller of Waseca County G. Tax a. No new updates. Tax Thomson: Mike Nelson of Chisago County (See attachment) Tax Xerox: Kyle Jerviss of Wabasha County i. Nothing new to report. CAMA: Sharon Robinson of Stearns County i. Stearns enhancement to create separate pdf files for appraisal cards by parcel was approved. This was originally participatory for Stearns but there was other interest so it will go to all. ii. A group was formed and met to provide requirements to Xerox for an enhancement to download ecrvs from the DOR website. iii. As a good faith gesture Xerox is offering the Comper product from Specialist for the existing Cama. Today is deadline to participate at no charge. H. Community Health Service: Amy Herold of Morrison County From the last user meeting a wish list has been sent out. A conference call to discuss the move to SQL Server. Some discussion about the license fee agreement. Next meeting is scheduled for April 24 th 2015 I. Finance and General Government OSI: Randy Johnson of Goodhue County i. To schedule a conference call for feedback on Payroll and HR Goodhue County is currently live. They had some issues which are now being addressed. ii. Other counties are not live yet. Xerox: Jon Eckel of Chisago County i. No new Updates, group has not met. J. JIC and IFS: Jon Eckel of Chisago County a. All Counties are now fully installed with the new IFS. Mower Co was the last one to be completed. b. A new release is available and has been through Beta, will be sent out via RSVP. Release contains the new scheduled reports option. The 3 reports that caused server problems when trying to download to Excel should now be fixed. Also has a reports queue button now. c. Committee reports: i. Contracts, has met and is going to try to get the IFS contract to 1, not contracts with TriMin: The need to not have TriMin not install all releases (some do their own). Needs to be a fee for service. Next meeting Monday Jan 5 th at 9:00. ii. Training: Has met, Will be doing training on the 1099 form, and help via WEB sites training. Will meet in Feb again. iii. IT: Has met, Browser compatibility is the top issue, also will be cleaning up the spread sheet as it is confusing and has too many duplicates. ISSG OCTOBER 2014 MEETING MINUTES Page 3 of 8
4 d. Microsoft AD integration is moved to the IT committee and needs a major rewrite on a new path. e. Each subcommittee chair needs to turn in a report prior or at the JIC meeting. f. Jim Benson is retiring and will no longer support Golden WIKI, he is turning the site and data over to JIC. Financial Report Lisa Meredith 1. No report for this month. Committee Reports Standards Committee. a. No new update, but plan to setup some meetings. By-Law Review Committee a. No new update, but plan to setup some meetings. Training Committee a. No new update, but plan to setup some meetings. Roundtable Discussion Other Business The team review all of the session proposal that have been sent with the following feedback: Session Shaking up Public Map s and Session ArcGIS Online How can counties use it? The PIUG user group should look into further as a question was ask if these two session are similar. Session Secure Cloud Storage: Demystify the Options Suggestion would be a focus on at the county level which would cover things like Chapter 13, CJIS and HIPPA. Session Migrate SharePoint to Office 365 Could this be a 15 minute(s) that would describe what SharePoint is and what would be the benefits of using Office 365. Session Aumentum Data Modeling 101 Jon E. said that maybe non-aumentum users may be interested in learning about Data Modeling, but Aumentum is proprietary data. So a suggestion recommended that would split this into two session where the first would be explaining what an ERD diagram is and how to read it, the purpose of a data dictionary, and some T-SQL examples of how to pull data from the database to full fill a business requirement. The second session would be similar but with a focus on Aumentum only, this session would condensed version of a five day training session. Session What is Information Security Suggestion is to change the tile and be marketed more towards the end users. Session Hacking People to Access Business Data: Learn how social Engineering leads to Breaches Suggestion is to market more towards the end user. ISSG OCTOBER 2014 MEETING MINUTES Page 4 of 8
5 A discussion about Capital Assets (AS400), where some counties are looking for a replacement since they have not received some software update for a long time. Mike Nelson of Chisago County had stated that their using a windows based Capital Assets software from Real Assets Management Company. He said that their users have said the new version provide more functions and features as compare to the old AS400 version. The group asked about having the vendor come and give the group a demonstration of there product. Mike Nelson will look into this. 6 ISSG User Group Liaison Report Attachments Corrections Executive Report(s) CSTS version 3.1 will be released to the counties on Dec. 1. Three online training sessions will be scheduled. Of most interest to ISSG is that this release includes the CSTS Mobile Web Edition. Install instructions for it are included. Carl Thelen of STI said the web access will be tested by several counties for 3-4 months and then a white paper will be sent out describing several ways to set up remote access (such as Citrix, 2X, and VPN). Randy Johnson of ISSG will coordinate that paper with Carl, based on input from the testing counties (Pope, Pine, Hennepin, DFO (Dodge, Fillmore, Olmsted group), Rice, Chisago, Todd/Wadena, and Goodhue). Counties that want to set up remote access to it can go ahead as soon as it is installed. This will be a popular feature since it will be used by probation officers on their smart phones and tablets. Development of CSTS 3.2 will be started soon, with a June release planned. Training will be held at the June user group meeting. Version 3.3 is also in the planning stages. A new version of CISR is in beta testing. It is designed to work with IE 11 and will be released in December. There was a long discussion regarding the small non-profit Minnesota Company that is interested in buying the rights to use CSTS, which is owned by MCCC. The program can be licensed for use in other states (with MCCC getting payment) but not Minnesota. It has to do with who has access to the state s probation data. It was pointed out that Ramsey County already has a contracted company using CSTS since They are considered a contracted service and are housed at Ramsey County so could not take the program if they left. So they are considered to be controlled. The Executive Committee voted to not make the program available to third-party companies. Carl presented an overview of a requested new feature called SmartChrono, which would lead users through a more controlled entry of Chrono information. It would save time, ensure that important fields were completed and it would be configurable locally. Report for January 21, 2015 Corrections Executive Meeting STI A new version of CISR was deployed which works with IE11. A summer 2015 release of CSTS (3.2) is being developed, which will include: o Smart Chronos enhancement o MNCIS document upload o General enhancements o Juvenile Intrastate Transfer A case plan design project will start in 2015 IT Some counties have set up remote device access to the CSTS application using VPN. Goodhue County is working on setting it up with a reverse proxy environment. Other options such as Citrix and 2X can work but are cumbersome because you do not use the device s native browser. VPN and Citrix/2X require two passwords to get to the app data. Reverse proxy requires only the CSTS password. When a user is ISSG AUGUST 2014 MEETING MINUTES Page 6 of 8
7 configured to use the app, a strong password is required if the current one does not meet those requirements. Integration with Active Directory is also an option in CSTS. Financial The group had a long discussion of how a county s share of the CSTS enhancement fund is determined. 8 ISSG User Group Liaison Report Attachments Aumentum meeting notes for December 2014 and January 2015 DOR UPDATE: From the December meeting DOR has sent some possible Schema changes and are looking for some feedback. Dennis Freed from Chisago County will be setting up a meeting to talk about the changes. Chelsea from DOR said that the sales trend will be sent out. Counties have until the end of the month to send in the Payable 2015 Property Tax Levy report or face a 5% reduction in state aid. DOR was not present at our Jan 2015 meeting No new updates. TR UPDATE: Learn that the enhance hour remaining is at 91hours and will be rolled into the 2015 hours. They also said that change some of the language on the existing enhancement hour to remove some of the confusion. We are still waiting for the hardware specs from TR for version 10 as no new update was reported from our December and January meetings. TR will be attending the weekly Testing Committee Meeting held Monday morning. From our January meeting it was asked about the status of version 10.x since we have not received any updates. TR indicated that Test should be available in February 2015 as scheduled. From the January meeting Blue Earth asked if others would be interested in seeing a website options presented by Schneider that could provide our group a way to share custom reports, user documentation and users webinar demos. The group asked about seeing a demo at our February meeting. Next meeting will be February 10 th 2015 TAX Thomson report provided by Michael Nelson of Chisago County.
