1 Request for Qualifications for the Development and Execution of a Comprehensive Marketing Plan for the Temple Independent School District (TISD) 1. Introduction Temple Independent School District (TISD) is soliciting a Request for Qualifications (RFQ) with the intent of establishing an agency of record and the primary contact person in that agency of record to work with TISD in developing a Comprehensive Marketing Plan (CMP). The successful firm shall assist in the planning, development, and creation of various marketing and advertising strategies to support the established goals of TISD. (TISD) is a 5A school district in Temple, Texas, with an early childhood academy (Pre-K), eight elementary schools (K-5), three middle schools (6-8), two high schools (9-12) and an alternative education campus. Temple ISD serves a diverse student body with 44% Hispanic students, 28% African-American students, and 24% Caucasian students. With a total of 8,600 students, TISD is the fourth largest employer in Temple with approximately 1,200 employees. TISD serves a largely urban, low-socioeconomic population with over 76% of students qualifying for free and reduced lunch.

General Scope of Anticipated Services The agency of record, on behalf of TISD, shall be capable of assessing current district programs and operations to determine where marketing is viable. Based upon this needs assessment, the agency of record will provide a sustainable marketing plan, complete with goals, objectives, people/organizations/systems/departments who are responsible and an anticipated budget. It can be anticipated that the marketing plan will become part of the District s overall Strategic Plan with implementation occurring over a 3-5 year time. The marketing plan can include but is not limited to image/brand promotion, print, broadcast, collateral production, internet marketing and web development. The agency of record is expected to provide on and off- site consulting based upon the needs. TISD or its designee will review and sign off on all projects and work prior to release or use. TISD or its designee shall have complete and total approval of any proposed advertising plan or any part thereof and shall have the express rights to modify, change or delete all or any part of the plan at any time. The agency of record shall communicate the progress of work to TISD through preparation and submittal of written status reports, including anticipated project completion dates, and through periodic meetings with TISD or its designee. The agency of record shall promptly notify TISD of events which have a significant impact on contract work, including (1) problems, delays or adverse conditions

3 which will prevent the meeting of time or work schedules, and (2) favorable developments which will enable meeting time or work schedules sooner than anticipated. The agency of record shall agree that from time to time TISD or its designee may provide creative concepts for advertisements. Due to changing fiscal and economic conditions, the agency of record may be required to change, modify, or totally revise any or all of the above assignments including the CMP, the strategy and objectives, media schedules, budget allocations etc, as instructed by TISD. 5. Preparation of Submittal Required Content Each response to this RFQ shall include the information described in this section. Failure to include all of the elements specified may be cause for rejection. Additional information may be provided, but should be succinct and relevant to the goals of the RFQ. All submittals shall contain the following elements, and in the order given: Cover Letter with the following information: 1. Name and mailing address of your firm (include physical location in addition if mailing address is a PO Box). 2. Contact person, telephone number and A description of the firm, including the year the firm was established, type of organization (partnership, corporation, etc.), and the number of employees. This section shall include the pertinent qualifications of personnel (including subcontractors) to be used. Assessment: 1. How will the agency of record identify needs based upon successes, challenges, unique attributes, partner input? 2. How with the agency of record prioritize these needs?

4 Planning and Development: 1. Describe your prior experience with governmental agencies. If you have specifically worked with public education, private education or higher education, please describe. 2. Describe your process in developing a CMP for governmental organizations. 3. Describe how you would define a quality CMP. 4. How many of your prior governmental contracts met your standard for success? References : List references, including current contact name and telephone number for at least three different relevant projects. Reference should be individuals who have direct experience with the Agency on the project cited. References will be contacted for information relating to the preceding sections as well as reliability information. Signatory Requirement : The Cover Letter must be signed by an officer empowered by the Agency of Record to sign such materials and thereby commit the Agency of Record to the obligations contained in the RFQ response. Further, the signing and submission of a response shall indicate the intention of the Agency of Record to adhere to the provisions described in the RFQ. Required Statements : Include statements of assurance regarding the following requirements: Non-substitution for the designated members of the team without approval by TISD, non-conflict of interest, and non-collusion. Selection of agency of record will be based upon the following criteria. 1. Length of tenure of employees 2. Size of firm 3. Experience with governmental organizations 4. Experience with Texas public school districts 5. Breadth and depth of assessment 6. Ability to work with stakeholders
