1 Agenda Item 5(j) Department of Transportation (MCDoT) Director s Report August 4, 2015 Annual County Capital Improvement Project Development Activities: 2011 Storm Damage: The projects completed under emergency conditions were done by the County crews in These were projects that qualified as Emergency Opening (EO). Final funding is delayed pending Caltrans administered after-the-fact National Environmental Policy Act (NEPA) clearance needed for federal funding. MCDoT is now processing eleven permanent restoration (PR) sites. We have already constructed five in FY The remaining six are planned for construction in FY Federal Highway Administration Emergency Relief (FHWA-ER) 2011 Storm Damage Sites are listed below: Comptche Ukiah Road CR 223 M.P & 8.50 Construction complete Comptche Ukiah Road CR 223 M.P Construction 2016 Mountain View Road CR 510 M.P & Begin construction July 15 th Mountain View Road CR 510 M.P Construction complete 2015 Storm Damage - February 4, 2015 February 11, 2015 Storm Damage: On May 19, 2015, the California Emergency Management Agency (Cal EMA) reported that the Governor had declared an Emergency for Humboldt, Mendocino, and Siskiyou Counties in regard to damage from the February 2015 storms. This action makes Mendocino County eligible for the FHWA-ER Program for damage to On System roads in the amount of approximately $0.7 million. Branscomb Road CR 429 M.P In Design Branscomb Road CR 429 M.P In Design Comptche Ukiah Road CR 223 M.P Emergency Construction complete East Side Potter Valley Road Widening: The Mendocino County Department of Transportation (MCDoT) proposes to remove, reconstruct, and widen a portion of East Side Potter Valley Road. The current road structure (base and pavement) is severely deteriorated and is in need of reconstruction. The road currently consists of two 10-foot-wide traveled lanes with ½ foot paved shoulders. The proposed project consists of grinding and recycling the current base and pavement using a process called foamed asphalt. The project will include widening the existing roadway to two 11-foot-wide traveled lanes with 3-foot paved shoulders. The roadway will be further widened to include gravel shoulders of 1-foot to 5-foot widths. MCDoT staff have prepared utility easements and property descriptions needed to acquire additional rights of way. The project s rights of way purchases are nearly complete with only five of the 96 parcels remaining. Calpella Elementary School Bike and Pedestrian IMPLEMENTATION - State Safe Routes to School (SR2S) project: Pursuant to Board Resolution (February 17, 2015), MCDoT awarded Department of Transportation (DOT) Contract No , in the amount of

Page 2 of 7 $837,792.25, for construction of pedestrian and bicycle facilities and street improvements on Moore Street, CR 229B, at North State Street, CR 104, at M.P to Granite Construction Company of Ukiah, California. Shortly after construction began in June 2015, the contractor discovered multiple additional utility conflicts and underground county drainage culverts in need of replacement. The County s contractor has identified an estimated $170,779 in relocation costs and/or utility delay charges. Reimbursement from the utility companies is expected for some portion but drainage costs are the County s responsibility. The construction grant funds, in the amount of $349,000, come from the State of California s SR2S program with the remainder coming from the Road Fund - $192,000 in corrective maintenance work previously authorized. Branscomb Road Pedestrian/Multi-use Bridge (Laytonville) Connecting Bridge at Tenmile Creek: MCDoT Project No A1201 provides for the construction of a +/- 120 foot long by 8 foot wide pedestrian bridge over Ten Mile Creek along Branscomb Road, CR 429, at M.P The project is to be funded principally through the use of State Transportation Improvement Program (STIP) Transportation Enhancement (TE) funding with the remainder provided through the Road Fund. Originally the local share was estimated at $78,000; however, an additional $110,000 was provided by Mendocino Council of Governments (MCOG) and STIP which reduced the total County share to $56,056. Construction will require a general contractor and a prefabricating bridge subcontractor will be required to complete this project the estimated cost is approximately $600,000 in the next phase. MCDoT has applied for an additional $260,000 in Active Transportation Grants (ATP) which, when combined with existing funding, should enable the project to be completed in Bridge Heavy Maintenance Program: The Eel River Bridge on Eel River Road, CR 240B at M.P. 6.20, will receive a Joint Seal Replacement and Branscomb Bridge at Redwood Creek and Branscomb Bridge at the South Fork of Eel River, CR 429, M.P and M.P will have approach slabs and deck preservation treatment done under a contract with Green Right O Way Constructors of Willits, California with a bid of $249, Seismic Retrofit Program: The three bridges remaining for completion under the program are School Way bridge (CR 236, over the West Fork, Russian River replacement), Moore Street bridge (CR 229B, M.P. 0.45, over the West Fork, Russian River retrofit), and Eureka Hill Road bridge (CR 505, M.P. 4.92, over the Garcia River retrofit). After the 1998 Loma Preata Earthquake, California identified State funds to pay the 20% Federal match applicable to the FHWA Highway Bridge Replacement and Rehabilitation (HBRR) Program. Throughout the 1990 s, MCDoT has utilized the program to make the necessary seismic corrections to the bridges identified on our list. Then, in 2002 the State withdrew local match funding for the program and the work on the last three bridges on our list (School Way, Moore Street, and Eureka Hill Road) was suspended. Because the County had begun the Preliminary Engineering (PE) phase which includes environmental studies/environmental clearance, we were responsible for providing the aforementioned match costs and we have allocated funds from the County s share of the Proposition 1B Local Streets and Roads (LSR) to meet that PE phase match. The right of way and construction phases are eligible to use the State s share of Proposition 1B Local Bridge Seismic Retrofit Account (LBSRA). LBSRA will provide the 11.47% match to the Federal Highway Bridge Program (HBP) for right of way acquisition and construction. The School Way bridge project is under construction contract to MCM Construction. Work started on August 18, 2014 and the new bridge should have traffic on it by October with finish work completed as weather permits into the fall of 2016.

3 DOT Director s Report (cont.) Page 3 of 7 PE is complete for the Moore Street bridge project and authorization has been granted for right of way acquisition. Construction for this bridge is expected in the summer of The Eureka Hill Road bridge is still in the PE phase with completion of PE expected by the end of September Replacement of 100% reimbursed bridges (by way of the Toll Credits program): These bridges have been fully funded with little local match required (there is some ineligible effort) through FHWA programs. They are expected to bid in the next three to five years. The first nine bridges listed below have been authorized by FHWA and funded. These bridges are being surveyed, with preliminary environmental clearance work in progress. This contract will have 88.53% federal reimbursement for design, right of way, and construction phases. Design and environmental work are well along. The existing bridge was constructed in 1965, after the previous structure was washed out during a high flow event. Immediately downstream of the existing bridge is a 6 to 8 check dam with a Denil-type fish ladder. This was required due to long term degradation and head cutting in Ackerman Creek caused by downstream gravel extraction activities in the Russian River. This head cutting was a threat to the stability of the previous bridge, which had shallow foundations. This check dam was a noted barrier to nine miles of fish spawning habitat. In 1983, a Denil fish ladder was installed under contract with the Department of Fish and Game (DFG) to aid in fish passage. Later the ladder was reinforced to provide low flow access again under contract with DFG. There is currently an upstream restoration project sponsored by the Pinoleville Pomo Indian Tribe to enhance fish habitat while re-vegetating and stabilizing the eroding banks. The County s bridge replacement project will provide either a roughened channel OR pool and chute design fish passage improvement. Cost is estimated at $6,950,000. Mendocino College has provided much of the local funding for this project from their portion of the City of Ukiah RDA because of their interest in pedestrian, bicycle, and vehicular traffic needs along North State Street. The addition of bike lanes with curb, gutter, and sidewalks that facilitates Ackerman Creek Bridge is beneficial to the entire area community as well as to the College. The bridge is still in the PE phase with completion of PE expected by the end of Construction

4 DOT Director s Report (cont.) Page 4 of 7 Funding is not programmed but upon completion of the Right-of-Way Phase, allocation for construction may be requested. MCDoT is working to speed up resource agency and utility relocation plans Asphalt Concrete Overlay Project: Thick (3 inches) Hot Mix Asphalt (HMA) overlay. This treatment is hoped to last approximately 30 years. Presently, work is proceeding on this project in the Fort Bragg area. There is some delay in the Willits area due to the City of Willits needing to first replace water and sewer lines. Roads treated are a one mile segment of Fort Bragg Sherwood Road (CR 419) and 1.67 miles of Airport Road (CR 424) near Fort Bragg, and 0.27 mile Della Avenue (CR 312) and 1.45 miles of Sherwood Road (CR 311) near Willits. Reconstruction of 4.39 miles was done at a contract amount of $1,193,126 County crews did base failure preparation work Rubberized Chip Seal (Cape Seal) Project: A Cape Seal consists of a three-layer application. The first layer is a slurry seal of emulsion and sand that is intended to fill large cracks. The middle layer is rubberized chip (crushed rock coated in oil and melted rubber) or seal layer (wearing surface). The last layer is a fog seal of thick black emulsion. This treatment is hoped to last approximately 15 years. The contractor, VSS International Inc., completed the work the end of May. Roads treated were 6.81 miles of Old River Road (CR 201) near Hopland, and 0.9 miles of Mill Creek Road (CR 203) near Ukiah, and one mile of Ruddick Cunningham Road (CR 205) near Talmage. Pavement preservation of 8.7 miles was done at a contract amount of $924,012 County crews did base failure preparation work. Ukiah Crossroads Intersection/US 101 North State Street Interchange Rehabilitation Design Study: Public input was collected and analyzed and the project concept report was completed by our consultant, Omni-Means, Ltd who presented their final recommendations and presentation to the Board on July 12, A major increase in project funding will be needed to accomplish the work under the project s PE and Environmental phase, which will commence when funding is identified. MCDoT is starting work with a Project Development Team (PDT) comprised of MCOG, Caltrans, and the City of Ukiah to develop a master plan for the five intersections. The goal is for better coordination and traffic handling in the future while accounting for regular growth and the Pinoleville Casino Project. As a next step in program development, MCDoT has submitted and will continue to submit, grants to improve and tie-in the traffic signal systems on North State Street at the KUKI Lane and at Ford Road/Empire Drive intersections. Total project cost is approximately $4 million. Laytonville, Caspar, and South Coast Landfills Groundwater Monitoring Well Maintenance: While the groundwater monitoring well pumps at the Laytonville site are in good shape, MCDoT staff replaced two pumps at Caspar: groundwater well No on February 8, 2014, and well No on June 26, At South Coast, MCDoT staff replaced the pump at groundwater well No on June 24, South Coast Landfill Closure: The Closure project is on track. The components that make up the landfill closure package for agency review were complete by December 2014 and sent to North Coast Regional Water Quality Control Board for review. The documents that make up the closure package include:

Page 5 of 7 Final Closure/Post-Closure Maintenance Plan (FCPCMP) California Environmental Quality Act (CEQA) Report of Waste Discharge (ROWD) Monitoring and Reporting Program (MRP) Non-Water Release Corrective Action Plans (CAP) Financial Assurance Final Closure/Post-Closure Maintenance Plan (FCPCMP): MCDoT s South Coast Landfill Closure consultant, SWT, prepared the FCPCMP and submitted it for agency review in February North Coast Regional Water Quality Control Board comments are pending. We received two comments from CalRecycle on July 7, 2014, and MCDoT s Land Improvement Civil Engineer submitted a response for the Department. California Environmental Quality Act (CEQA): the State Clearinghouse acknowledged in their letter, dated July 17, 2013 that MCDoT has complied with their review requirements for draft environmental documents. The clearinghouse distributed MCDoT s Mitigated Negative Declaration of the Closure project to selected state agencies and no comments were received. The Notice of Determination was recorded on August 27, Report of Waste Discharge (ROWD): MCDoT s South Coast Landfill Closure consultant, SWT, prepared the ROWD and submitted it to the North Coast Regional Water Quality Control Board for review on January 22, Comments are pending. Monitoring and Reporting Program (MRP): MCDoT s Water Monitoring and Reporting consultant, SHN, prepared a Proposed Groundwater Monitoring and Reporting Program for South Coast Landfill and submitted it to the North Coast Regional Water Quality Control Board for review on November 5, Comments are pending. Non-Water Release Corrective Action Plans (CAP): MCDoT hired an engineering consultant, SHN, to prepare the Non-Water Release Corrective Action Plans. MCDoT received a letter from the County Health and Human Services Agency, dated January 16, 2014, informing MCDoT that on September 9, 2013, County Health and Human Services Agency was notified of the CalRecycle requirement that MCDoT must submit Non-Water Release Corrective Action Plans for South Coast Landfill. The Plans must be prepared and certified by a third party professional, other than the consultant that prepared the existing Plan. The Non-Water Release Corrective Action Plans were submitted. Comments are pending. Financial Assurance: Documentation of Financial Assurance is based on the Engineer s Estimate provided by SWT in the Final Closure/Post-Closure Maintenance Plan, and will be provided by MCDoT s Division of Administration and Business Services. Little River Airport: In the past year, with Airport Improvement Program (AIP) funding, our aviation consultant Mead & Hunt, Inc., working closely with MCDoT staff, received Federal Aviation Administration (FAA) approval of the Little River Airport Layout Plan (ALP) Update on January 23, Mead & Hunt, Inc. also helped the County update our Airport Capital Improvement Plan (ACIP) for the next five years, Fiscal Years (FY) Maintaining a current ALP and ACIP is required to be eligible for AIP grant funding, which will hopefully fund approximately $3,000,000 in critical capital improvements at Little River Airport in FY 2014 through

Page 6 of The AIP funding covers 90% of eligible project costs with an additional 4.5% available through the State Division of Aeronautics (this is great leverage at 94.5%). These projects include pavement maintenance treatments for the runway, pavement rehabilitation for the taxiway as recommended by the Airport Pavement Management System (APMS) report, and rehabilitation of the airport parking apron. The FAA, through its AIP, had funded in FY (2014/15) the installation of a new Rotating Beacon, Automated Weather Observation System (AWOS), and Perimeter Fencing and Gates a $364,381 project. The Little River Airport taxiway rehabilitation project was delayed due to design scope changes required by the FAA to lower the elevation of half of the taxiway. FAA will, upon authorization, fund (in part) additional Mead & Hunt, Inc. design work on the Plans, Specifications, and Estimates for Rehabilitation of Taxiways and the South Apron at Little River. In addition, Caltrans Division of Aeronautics has an FAA AIP grant matching program with available match funds and MCDoT s restricted BU 3060 local share funds are available as well. Round Valley Airport: On October 2, 2013, with AIP funding, Mead & Hunt, Inc., and MCDoT staff received FAA approval of the Round Valley ALP Update. Mead & Hunt, Inc. also helped the County update our ACIP for the next five years FY , which the Board approved by Resolution No on December 17, The critical capital improvements planned for FY 2015 through 2019 at Round Valley Airport are: the relocation of South Airport Road (CR 340) removing it from the Runway 11 Safety Area (RSA), perimeter fencing, airfield pavement maintenance treatments, phase 2 parallel taxiway extension, Runway 28 obstruction removal (relocation of South Airport Road from Runway 28 RSA), and land acquisition for the Runway 28 road relocation. The total capital cost of the FY planned improvements is $3,765,000 in today s dollars. In Covelo, on August 11, 2014, the Board held a public hearing to take public comment and adopt the initial study and mitigated negative declaration in compliance with CEQA for the Round Valley Airport Improvements and Safety Enhancements project. This was for the Runway 11-South Airport Road relocation project. This project is now eligible for AIP funding but is delayed due to higher FAA priority projects. National Pollution Discharge Elimination System (NPDES) Phase II second permit: The Board of Supervisors was compelled to accept the first NPDES permit in MCDoT had engaged in program specific efforts starting in 2005 towards the implementation of the Mendocino County Storm Water Management Program. MCDoT did not meet all the goals set in 2005 but this year (2015) the State Water Quality Control Board re-inspected and MCDoT met all NPDES Phase II requirements. MCDoT has developed and is currently implementing programs to comply with Mendocino County s National Pollution Discharge Elimination System (NPDES) Phase II Permit. The following is a summary of initial compliance activities completed by MCDoT to date. Illicit Discharge Detection and Elimination (IDDE) Program: In February 2014, MCDoT contracted GHD, Inc. to map the County s Municipal Separate Storm Sewer System (MS4) within the County maintained right of way within the NPDES Phase II Permit boundaries of Ukiah and Fort Bragg. Funding was provided through MCOG s Work Element No. 4

7 DOT Director s Report (cont.) Page 7 of 7 and MCDoT. Map data collection was completed in July A total of 68 outfalls, 599 inlets, and 1096 conveyances (closed pipe and open channel) were mapped. Each outfall mapped was inspected for evidence of illicit discharges during map data collection. MCDoT has conducted IDDE training for all road crew personnel and developed procedures for reporting illicit discharges. Construction Site Stormwater Runoff Control Program: MCDoT is implementing construction plan review and approval procedures for projects located within a MS4 area that require an encroachment permit. These projects are subject to site inspection and enforcement to prevent the potential discharge of pollutants to the MS4. A similar program has been developed for department projects. Pollution Prevention/Good Housekeeping Program: Annual inspection of high priority facilities and routine maintenance of storm drain facilities utilizing MCDoT cost accounting software for State Water Board required reporting through the County Stormwater Coordinator. Implement Facility Pollution Prevention Plan for Ukiah Maintenance Yard including quarterly inspections and monitoring of best management practices (BMPs). Assess MCDoT operation & maintenance activities and develop applicable BMPs with quarterly evaluations of BMP effectiveness. Biennial Pollution Prevention/Good Housekeeping Training for applicable personnel with knowledge assessments in alternate years. Street Sweeping Program: Annual street sweeping of County facilities and priority areas within the MS4 areas. As part of routine road maintenance operations, street sweeping is performed outside of the MS4 areas as needed.
