1 What is the Summer Food Service Program? The Summer Food Service Program is a federal program through the USDA. It offers a sustainable way to provide free meals to kids (1-18) through a reimbursement process. Meal sites are located in qualifying areas. Open meal sites can be located in places such as parks, community centers, pools, apartment buildings, school grounds, churches, etc. These locations are publicized and any child who comes receives a free meal, no questions asked. Food Lifeline named its child nutrition program Kids Cafe as part of the national network of programs through Feeding America. Food Lifeline s Program: Kids Cafe Food Lifeline has developed a program model that was piloted summer of The Agency will receive a weekly inventory of meal and snack components once a week and if they are a current member agency; the food will come with the rest of their weekly order. In summer 2013 we operated 8 sites across Skagit, Snohomish, Island, King and Kitsap Counties. The Agency will be responsible to recruit volunteers or use staff to operate the meal sites. We understand that each community is different, and have allowed for some flexibility in how the programs operate at the meal site level. The Agency will transport the meals from the Agency to the meal sites and distribute meals. Then, once the site closes they will either move on to the next site, or transport any extras back to the Agency. Food Lifeline will act as the Administrative Sponsor, holding the contract with the State, submitting all paperwork for reimbursement. They will be responsible for providing training, site monitoring and purchasing equipment that is needed for the program. Food Lifeline will be procuring the meal components and distributing them to the Agency free of charge. In addition they will provide guidance, technical assistance, marketing and outreach materials and assist in publicizing the program. The Agency will act as a site coordinator. This means that they will receive and properly store all the specified Kids Cafe Food. They will also use staff, or recruit volunteers and interns to help administer each of the meal sites. They will also be required to transport all food to and from meal sites, supervise the children, ensure the meal sites are cleaned up, take accurate meal counts, and submit reports to Food Lifeline in a timely manner. They will also take a lead role in publicizing the program and distributing outreach materials. Does your community qualify to host a program? Meal sites must qualify in order to operate and there are multiple ways to qualify a site. If you need help through this process, please contact Food Lifeline. The easiest way is to have the meal site location in the attendance boundaries of a school where at least 50% of the kids qualify for free or reduced price meals; you can also qualify based on Census data. It s important to look at length of operation of the sites, as well as to connect with past sponsors of the program to discuss if they ll be operating again this year.
