Call to order Timothy Kelley, Chair, called the meeting to order at 12:37 p.m. with a quorum present. 2. Discussion of Agenda a) Items to be pulled from Agenda: None b) Approval of Meeting Agenda: A motion was made by Karina Alvarez and seconded by Jason Jackson to approve the meeting agenda as presented. Motion carried. 3. Approval of Minutes A motion was made by Karina Alvarez and seconded by Jason Jackson to approve the minutes of October 3, 2016, as presented. Motion carried. DISCUSSION/ACTION ITEMS 4. Discussion/Action regarding ICWDO Marketing Campaign ICWDB Director, Miguel Figueroa introduced the item and presented marketing poster boards that were recently developed by Spectrum Advertising and displayed at ICWDB s resource booth at the Imperial Valley Renewable Energy Conference held in earlier in the month of March. The marketing boards have images highlighting the top industries in Imperial County and received positive reactions from conference attendees. In addition to the marketing boards, Spectrum Advertising is currently developing a digital brochure to be used by staff that promotes business and job seeking services available through America s Job Centers (formerly known as One Stop Centers). The committee discussed how the material will fall in line with the business services outreach as it was noted that there is a concern businesses are not made aware of services available. Staff will begin conducting business service presentations at local Chambers of Commerce meetings, City Council meetings and other government institutions. Chair, Timothy Kelley noted that the greatest challenge is that the amount of public awareness of these services is extremely low and discussed the need for marketing material to be made available at partnering offices.

Discussion/Action regarding National Emergency Grant (NEG) ICWDB recently received a grant in the amount of $300,000 to serve the long-term unemployed after the San Diego Workforce Partnership (SWDP) terminated a contract with a provider not meeting program duties. As of March 30 th, ICWDO is providing monthly OJT reports and is meeting expectations of grant requirements and is beginning talks with SDWP of expanding the grant and bringing in additional programs to Imperial County that align with regional planning efforts. 6. Discussion/Action regarding U.S. Department of Labor as it pertains to WIOA ICWDB Director, Miguel Figueroa spoke on how local businesses can strongly reinforce the need for workforce development programs at the federal level. At a recent conference attended by Director Figueroa, Ms. Virginia Hamilton of Department of Labor, urged Workforce Boards to plan a strategy to engage local businesses to speak directly to the federal legislators regarding the positive impact Workforce Development funds has towards local businesses. In response to this, a strategy is being put together in which businesses sitting in on the 46 Local Workforce Development Boards in California, as well as other boards within COSA, will be provided a letter to use and be sent to the Chairman of California Workforce Association so that they may be hand delivered in Washington DC.. INFORMATIONAL AGENDA 7. Public Comment Timothy Kelley, Imperial Valley Economic Development Corporation, provided an update on the SlingShot Initiative and the work that is being done with the Co-Investment Strategy that $300,000 of matching funds is expected to be used to begin strategy efforts. Mr. Kelley added that the $300,000 is now uncertain to be received as it is being dedicated towards training of Advanced Manufacturing in Imperial County and must be utilized before June 30, ICWDO Business Services Overview ICWDO Director, Miguel Figueroa, introduced Carlos Lopez as the Business Services Supervisor and shared that staff continues to look into ways of improving in house processes of disseminating information to local businesses as the structure is now set in place within the department. Carlos Lopez reported on the new contact, an energy company based out of San Diego that was made at the Imperial Valley Renewable Energy Conference. Staff has explained services available to the company and will be looking into possible customized or on-the-job training opportunities Building Workforce Partnerships Conference Report ICWDB Administrative Analyst I, Jeff Burquist, reported on the session he attended at the Building Workforce Partnerships Conference held earlier in the month. Projects selected as the winners for the Human Centered Design Challenge, a challenge that allows public agencies to design services in a way that maximizes public participation, were presented from throughout the state. Tulare County Workforce Investment Board (TCWIB) focused on employers as being their customers. Based on local employer surveys, TCWIB was able to identify the need for soft skills training as it was recognized as a skills gap in the area. As a result, many employers
4 struggled with retaining entry level employees. To address this issue, the TCWIB staff contracted with a service provider to provide Essential Skills Training that aimed to educate atrisk proficient employees in the area of soft skills to further their professional development in order to increase their likelihood of being retained or promoted. The committee discussed the local need for Soft Skills Training and how it would benefit local employers by increasing the local retention rate and saving employers time and costs in recruiting and hiring workers as well as local employees becoming more productive for those who have not received training in this area. 10. Local and Regional Workforce Development Plan Imperial County Workforce Development Local Plan and the Southern Border Regional Planning Unit Regional Plan, consisting of San Diego and Imperial Counties, were submitted to the state on March 14, Meeting adjourned at 1:12 p.m. Next meeting is scheduled on May 18, 2017 at 12:00 p.m.
