1 RFP LTRA Trolleys November 10, 2017 RFP for three (3) Trolley Buses with (4) one year options for 3 additional trolley buses per option period. MEETING AGENDA / HANDOUT 1. Introductions of LRTA Staff. 2. Attendees providing a legible address on the attendance roster will receive RFP Communications by from the RFP Coordinator including Conference Notes and RFP Addenda. 3. Access to the RFP via Web Page: 4. RFP Review Conference i. The purpose of the conference is to discuss the RFP scope of services and contract requirements. While questions will be entertained, the oral response to any question at the conference shall be considered tentative, non-binding and unofficial with regard to this RFP. To receive Official responses to questions asked during the conference, those question must be provided to the Contracting Representative resulting from this conference shall be provided by solicitation addendum Not Later Than (NLT) 17 November Final issuance of Addenda by posting on the Web site is targeted to occur by 4:00 PM on November 17, Evaluation and Selection Process Summary i) Proposers submit Technical Proposals. ii) LRTA evaluates and scores Technical Proposals. iii) LRTA may make straight award based upon initial proposal or may choose to enter into negotiations with one or more of the proposers and request each to submit Best and Final offers. iv) LRTA selects the highest ranked best value proposal, provides all non-selected vendors with a formal notification of intent to award, and then submits award recommendation to Executive Board for authority to enter into a contact. v) Upon Board approval, LRTA initiates a contract with the Proposer with the highest rated best value proposal, price and other factors considered. 7. Proposal Requirements and Process Volume I, Business Information (8 tabs)(4 sub-tabs) This volume shall address all non-technical aspects of the solicitation, including but not limited to the following:

2 Cover Page Tab A Tab B Tab C Tab D Cover letter, identifying the principal point of contact for the proposed by name, title, mailing address, telephone, facsimile, and address. Signed Solicitation, Offer and Award form including acknowledgement of any amendments. Completed Pricing Schedule. Completed Cost Breakdown Schedule for trolley, to identify, quantify, and define the individual elements that comprise the total price. Pre-Award Buy America Requirements (Due no later than Notification of Intent to Award) Percent Domestic Content: Buy America List of bus components and sub-components that will be used to calculate the percentage of domestic content (must be >60% U.S. components.) 2. Proposed U.S. Final Assembly Location, Operations, and Total Cost: A signed document stating the final proposed assembly location. 3. Proposed Final Assembly: A listing of activities that will take place during final assembly, i.e. welding, subassembly, component installation, and painting must be done at the previously noted final location. 4. Certification Stickers: Manufacturer s Letter Stating the Information to be included on the FMVSS (Federal Motor Vehicle Safety Standards) Certification Stickers. Tab E Tab F Tab H Tab I Completed Representations and Certifications. Completed Past Performance References. Certificate of Insurance, with the Lowcountry Regional Transit Authority named as additional insured (Due no later than Notification of Intent to Award). Financial Statements Include a copy of the firm s audited financial statement for the two (2) most recent fiscal years (e.g., annual sales, profitability, etc.).

3 Volume II, Technical Data (5 tabs)(18 sub tabs) This volume shall address technical requirements, experience, qualifications, past performance, and references. Proposers should address all relevant aspects of the solicitation instructions, basis for award, technical Specifications, and Scope of Services. The Proposal must address each element of the Scope of Services. The content shall include: Tab A Executive Summary of the Offeror s Capabilities and Skills to include: 1. General history and background of the company, including its ownership, size and lines of business and specialties. 2. Qualifications for the specific scope of this solicitation (base and optional). Provide resumes and experience for key personnel proposed to participate in and supervise these services on a regular basis. 3. A description of the firm s approach to the types of services described herein, identifying points of contact and responsibility within the firm, and whether specific portions of the services will be provided by outside firms. Tab B Tab C Tab D Product Design and Performance, clearly demonstrating compliance with each of the solicitations specification and services descriptions identified in the Specifications/Statement of Work. Relevant Work Experience and Capabilities as described corporate responsibility as provided in the Attached Responsibility Trolley Bus Requirements to include: 1. Procurement Vendor: The name, address, and contact information for the Contractor shall be provided. If the Contractor is acting as an agent on behalf of others, those subcontracting entities shall be identified. Contact information for the subcontracting entities shall include name, title, address, telephone number and address. 2. Terms of Purchase: Lowcountry Regional Transportation Authority (LRTA) proposes a trolley bus as specified in the Scope of Work. The Proposal shall be based on these terms.

4 3. Manufacturer and Bus Description: The Proposing trolley bus manufacturer shall be specified, with additional model and details provided as necessary to determine a reasonable description of the Proposal trolley bus. Trolley descriptions shall include the general trolley bus dimensions, seated and standee capacity, and bus style. The Proposal shall be based on a procurement schedule purchase for three (3) trolley bus vehicles for base contract with the option for twelve (12) optional buses during the option period contingent upon availability of funds. Data for bus type Proposal shall be submitted on Attachment A. Tab F Provide the following information 1. Stanchion/grab rail layout for the Proposal Trolley Buses. 2. The passenger seats shall be natural or faux oak slat and cast aluminum design, and shall meet flammability requirements of FMVSS-302. Sample slats material shall be submitted with the proposal. 3. A completed seating layout for review by Lowcountry Regional Transportation Authority. The layout shall include all seat dimensions, hip to knee space, wheelchair maneuvering dimensions, modesty panels, grab rails and stanchions. 4. A seating layout with the maximum forward facing seating. 5. A plan including layout drawing for entry, maneuvering, parking, and exiting of wheelchair passengers. 6. Wheelchair tie-down specifications of the equipment to be furnished for LRTA. 7. State if your firm s access ramp installation meets the 6 to 1 ramp angle, and provide documentation that illustrates the access ramp installation and ramp angles when deployed. 8. State all assumptions made in determining the cost of the Radio system wiring. Motorola will do installation.

5 9. State all assumptions made in determining the cost of the Apollo Video on-board video surveillance system and wiring. 10. Copy of the Test Report prepared for the bus model proposed. 11. It is understood that warranty work on major components where the base warranty is provided by others (e.g., Cummins, Voith, Allison) will be performed at locations outside of LRTA facilities. Include discussion of how this type of work will be performed and disabled vehicles moved to and from outside shop facilities. 12. Engine warranty details. 13. Wifi GPS Bus Location and Passenger Applications functionality. Solicitation Amendment 1 Known Corrections and Additions Corrections: 1. Volume II, Tab F, item 13 deleted in entirety. 2. Added pages 13a through 13c. Evaluation Criteria and Evaluation Process Paragraphs. 3. Revised Page 16, Scope of Work. 4. Add Real time Route mapping and Passenger App with WIFI capability. Additions: XXI. EVALUATION CRITERIA A. Technical Merit (65 points) i. Product Design and Performance. (35 Points) The Contractor shall provide vehicle construction and system design, as well as documented reliability and other design and performance elements of the components which comprise those systems. At a minimum, test results, safety and maintenance factors, and cost of normal operation for the bus design and system components shall be provided. ii. Relevant Work Experience and Capabilities. (30 Points)

6 1. The Contractor shall submit a listing of work experience for projects similar in scope and nature to the work described in the Scope of Work. A minimum of three (3) projects shall be submitted and include a description of the work, project value, value of the work performed by the Contractor, and work duration and dates. 2. The Contractor shall provide a general description of the company, including annual revenue, facilities location, number of permanent and part-time employees, and current and project workload. This description is intended to provide information to LRTA to evaluate the capability and capacity of the Contractor to perform the work. LRTA may conduct a site-visit of the Contractor s facility during the evaluation process. 3. The Contractor shall provide overall organizational and financial capabilities and other key components to include organizational reporting structure, quality control, quality assurance, research and development, technical training and parts support, response time, product capabilities, and the ability to furnish multiple bus configurations. iii. Price (35 Points) The price for each offeror will be compared against the values assigned the various elements of the technical proposal. The evaluators will determine whether additional technical merit in a proposal justifies a higher price. The objective of this process is to obtain the best available combination of technical capability and price. (End of Clause) XXII. EVALUATION PROCESS This solicitation is a Request for Proposals. Proposals shall be evaluated by Lowcountry Regional Transit Authority staff. Selection shall be made of the offeror(s) deemed to be most fully qualified and best suited among those submitting proposals, on the basis of the Evaluation Criteria listed above. Negotiations shall be conducted with the selected offeror(s) and an award shall be made to the offeror(s) that has made the best proposal. An initial evaluation will be made of all proposals by the evaluation committee. Based on this evaluation offerors may (1) be determined, that one proposal is clearly superior to all others; determine that the price of that proposal is fair and reasonable; and recommend that LRTA accept that proposal without discussions; (2) determine that no proposals are capable of meeting LRTA s needs and recommend cancellation of the solicitation; or (3) determine which firms, based upon the initial proposals received, are capable of meeting LRTA s requirements at prices capable of being determined fair and reasonable after negotiations. Following the initial evaluation, offerors may be requested to submit additional information in writing, by telephone or by a meeting with the evaluation committee. LRTA shall engage in individual discussions with two or more Offerors deemed fully qualified, responsible, and suitable on the basis of initial responses and with emphasis on professional competence, to provide the required services. Repetitive informal discussions shall be permissible. Such Offerors shall be encouraged to elaborate on their qualifications and performance data or staff expertise pertinent to the proposed project.

7 At the discussion stage, LRTA will enter negotiations based on the Offerors Technical Proposal and Fee Schedule shall be discussed and considered along with the other Evaluation Criteria contained in the Request for Proposal (RFP). At the conclusion of formal interviews, on the basis of evaluation factors published in the Request for Proposals and all information developed in the selection process to this point, LRTA shall select, in the order of preference, two or more Offerors whose professional qualifications and proposed services are deemed most meritorious. Negotiations may then be conducted with each of the Offerors so selected. After negotiations have been conducted with each of the selected Offerors, LRTA will select the Offeror which, in its sole opinion, has made the best proposal. At the end of the evaluation/negotiation process, the Purchasing Coordinator shall request all offerors still under consideration for award, to submit a Best and Final Offer. Written confirmation shall be obtained from the successful Offeror on any modifications of the original proposal. If a contract satisfactory and advantageous to LRTA can be negotiated at a price considered fair and reasonable, the award shall be made to that Offeror. If a contract cannot be negotiated with the Offeror so selected, LRTA may re-open negotiations with next most qualified Offeror, and so on, until a contract satisfactory and advantageous to LRTA has been negotiated. LRTA reserves the right to reject any and all proposals without explanation. Price shall be considered, but need not be the sole determining factor. After negotiations have been conducted with each Offeror so selected, LRTA shall select the Offeror that, in its opinion, has made the best proposal, and shall award the contract to that Offeror. Oral presentations may be required. The oral presentation should utilize a visual methodology such as Power Point or overhead slides and include printed copies for the evaluators. No cost/price information shall be included in the presentation. The purpose of the presentation is to provide clarifications and to respond to any questions or concerns regarding the proposal raised by the evaluators. The presentation itself is not an evaluation factor; however, any clarifications, discussions, or changes to a proposal requested as a result of the presentation shall be made in writing and will thereafter be considered in the evaluation. A demonstration of vehicle may be required. Vehicle shall be available within the state of Virginia or North Carolina so that LRTA may conduct a site-visit to see the operation of the vehicle by another transportation service provider or visit the Contractor s facility during the evaluation process. Lowcountry Regional Transit Authority may cancel this Request for Proposals or reject proposals at any time prior to an award, and is not required to furnish a statement of the reason why a particular proposal was not deemed to be the most advantageous. Proprietary information from competing Offerors shall not be disclosed to the public or to competitors.

8 Should LRTA determine and in its sole discretion that only one Offeror is fully qualified, or that one Offeror is clearly more highly qualified than the others under consideration, a contract may be negotiated and awarded to that Offeror. The award document will be a contract incorporating by reference all the requirements, terms and conditions of the solicitation and the contractor's proposal as negotiated. 10. Proposal Deadline: Proposals will be received by the Owner at the address below until 4:00 p.m. local time (Eastern Time) on, December 1, Technical briefing - SOW 12.
