2 GENERAL INTRODUCTION San Francisco International Airport (SFO), the Gateway to the Pacific, is a world class airport serving tens of millions of domestic and international passengers annually. It is one of the world s busiest airports. SFO is committed to setting the standard for our industry. This includes being a leader in safety and security, customer service and satisfaction, community relations, environmental commitment, quality of facilities, and financial and economic vitality. The San Francisco Airport Commission Human Resources division (Airport HR) plans and adjusts staffing priorities of the Airport Commission to meet each fiscal year s organizational needs as well as the changing needs that occur during the year. The Airport HR provides and maintains a competent and motivated workforce dedicated to carrying out the mission and goals of the Airport Commission and the City and County of San Francisco (City). The Airport HR is releasing this Request for Proposals (RFP) to solicit responses from interested, qualified firms for the implementation of complete background investigation services for safety-sensitive employees and/or classifications whose incumbents must obtain security clearances due to their access to the California Law Enforcement Telecommunication System (CLETS) Terminals. The purpose of this RFP is to award up to three contracts to assist in conducting background investigations for safety/security positions. This RFP does not include background investigations for law enforcement personnel or investigation of employees for purposes of satisfying the Criminal History Background Checks or Terrorist Threat Assessments required by federal regulations for individuals who work at airports. The contract shall have an original term of up to five (5) years. In addition, the City shall have a two (2) year option to extend the term which the City may exercise in its sole, absolute discretion. The Airport Commission fully expects proposers to meet or exceed all services required and qualities expected as stated in this RFP. SCHEDULE RFP is issued by the City Friday, June 19, 2015 Proposals due Thursday, July 2, 2015, 3:00pm SCOPE OF WORK The Scope of Work includes providing background investigation services for safety-sensitive employees and/or classifications whose incumbents must obtain security clearances due to their access to the CLETS Terminals. Knowledge of local and California employment laws is preferable. Due to the strict City recruiting timeline, the background services results must be completed in a reasonable amount of time. The results for local (Bay Area) inquiries should be completed within 2-3 weeks while non-local (outside of the Bay Area) should be completed within 3-4 weeks. Bay Area includes the following counties: Alameda, Contra Costa, Marin, Napa, San Francisco, San Mateo, Santa Clara, Solano and Sonoma This Scope of Work serves as a general guide. The following are work tasks assumed necessary to accomplish a complete and extensive background investigation service. The services that are anticipated to be performed by consultants include, but are not limited to the following: Exhibit A Page 1 of 5 RFP Ct , June 19, 2015

3 1. In person interviewing of candidates. 2. Reference check of candidates (i.e. determine whether the candidate has a history of conduct that would be incompatible with the position sought). 3. Determination if criminal, drug and alcohol records exist. 4. Investigation of DMV record for up to 10 years (i.e. driving record and adherence to law). 5. Determination of credit standing with lenders as an indication of dependability and integrity. 6. Verification into current and past employment history (i.e. determine whether the candidate has exhibited behavior incompatible with the position sought). 7. Verification of education claims/birth/marriage, etc. (i.e. verify educational record and character of candidate). SUBMISSION REQUIREMENTS Firms interested in responding to this RFP must submit the following information: 1. Letter of Introduction (1 page) Submit a letter of introduction and executive summary of the proposal. The letter will include the exact name of the firm, title and business address of the responsible individual representing the firm, with his/her telephone and address. The letter must be signed by a person with the authority to bind the firm to perform the tasks requested in the proposal. Submission of the letter will constitute a representation by the firm that the firm is willing and able to perform the commitments contained in the proposal. 2. Statement of Minimum Qualifications (1 page- Exhibit A is excluded from page count) Provide information listing prior and/or current relevant work including name of employer and years of service. Firms must meet the following minimum qualifications to be eligible: a. At least five (5) years of experience since 2010 performing background investigations and must have completed at least three (3) similar engagements, each lasting for at least one year. b. Investigators must be Licensed Private Investigators or Licensed Attorneys in any state of the United States. 3. Description of Firm s Qualifications and Experience (up to 2 pages) Provide a brief description of the firm and include information on the firm s qualifications and experience. Include a description of up to two (2) related projects where the firm performed investigation services, as described in the Scope of Work, preferably with other municipalities. Include relevant experience obtaining security clearance for access to the CLETS Terminals or similar systems. 4. Sample Report (up to 2 pages) Provide a sample redacted investigative services report that includes information resulting from the services listed in the Scope of Work. 5. Scenario-Based Fee Proposals (1 page-exhibit B) The City reserves the right to accept other than the lowest priced offer and to reject any proposals that are not responsive to this request. Non-Local (select only one timeframe) EVALUATION PROCESS Airport staff will review the following items during the evaluation process: 1. Firm s Qualifications and Experience Maximum 25 points Firm Background Related Projects 2. Sample Report Maximum 35 points 3. Scenario-Based Fee Proposal Airport staff will review the Scenario-Based Fee Proposal and assign rating points as follows: a. Hourly Rates for local and non-local investigations Maximum of 50 points The hourly rates will be combined for a total hourly amount. The lowest cost proposal will receive the total number of points assigned to the fee proposal evaluation criteria (50 points). The other fee proposals will then be scored by dividing the amount of the lowest fee by the fee proposal being scored and multiplying the result by the total number of points assisted to the fee proposal evaluation criteria. For example, for a total of 50 points assigned to the fee proposals responding to this RFP, the Proposer who offers the lowest cost proposal of $10 will receive all 50 points. The Proposer who offers the next lowest cost proposal, $20, receives a score of 25 points ($10 divided by $20, multiplied by 50 points). b. 5 are certified by CMD as a Micro or Small LBE, or joint ventures where the joint venture partners are in the same discipline and have the specific levels of participation as identified below. For joints ventures, the certified Micro and /or Small LBE must be an active partner in the joint venture and perform work, manage the job and take financial risks in proportion to the required level of participation stated in the proposal, and must be responsible for a clearly defined portion of the work to be performed and share in the ownership, control, management responsibilities, risks, and profits of the joint venture. The portion of the certified Micro and/or Small LBE joint venture s work shall be set forth in detail separately from the work to be performed by the non-lbe joint venture partner. The certified Micro and/or Small LBE joint venture s portion of the contract must be assigned a commercially useful function. Certification applications may be obtained by calling CMD at (415) The rating bonus applies at each phase of the selection process. The application of the rating bonus is as follows: i) 10% to a certified Micro or Small LBE; or a joint venture between or among certified Micro or Small LBEs; ii) 5% to a joint venture with certified Micro and/or Small LBE participation, whose participation is equal to or exceeds 35%, but is under 40% or iii) 7.5% to a joint venture with certified Micro and/or Small LBE participation, whose participation equals or exceeds 40%; or iv) 10% to a certified non-profit entity. The rating bonus will be applied by adding 5%, 7.5%, or 10% (as applicable) to the score of each firm eligible for a bonus for the purposes of determining the highest ranked firm. b. Small Business Administration (SBA) LBE Rating Bonus Pursuant to Chapter 14B.7 (E), a 2% rating bonus will be in effect for proposers who are certified by CMD as a SBA LBE; however, the 2% rating bonus shall not be applied at any stage if it would adversely affect a Micro or Small LBE proposer or a J/V with LBE participation. SUBMISSION DEADLINE Proposals must be received no later than 3 PM, Thursday, July 2, Submittal documents (proposal, fee proposal and other documents) must be sent electronically by in PDF format to: Christina Chiong Christina.Chiong@flysfo.com Any proposals that do not meet the minimum requirements by the deadline for submittal will be considered non-responsive and will not be eligible for award of the contract. CONTRACT AWARD The Airport Commission will select up to three (3) proposers to commence with contract negotiations. The selection of any proposal shall not imply acceptance by the City of all terms of the proposal, which may be subject to further negotiations and approvals before the City may be legally bound thereby. If a satisfactory contract cannot be negotiated in a reasonable time the Airport Commission, in its sole AIR-590 (9-13) Page 4 of 5 RFP Ct , June 19, 2015

6 discretion, may terminate negotiations with the highest ranked proposer and begin contract negotiations with the next highest ranked proposer or solicit new proposals for the project. See Appendix A, Agreement for Professional Services (AIR -500) for contract template. Local Business Enterprise Goals A local business enterprise goal does not apply to the resulting contract(s).
