6 BACKGROUND Utility Scale Solar Guide
7 Background Sustainable Communities Planning Grant and Incentives Program On February 11, 2014 the Board of Supervisors unanimously adopted Resolution No approving an application for grant funds under the Sustainable Communities Planning Grant and Incentives Program (Proposition 84) administered by the Department of Conservation. This Grant Application was awarded by Strategic Growth Council on June 3, 2014.
8 Background This project includes the following components: 1. Public Outreach 2. Utility Scale Solar Guide 3. GIS Mapping Tool Web Application
9 Planning Commission Hearing The Planning Commission held a public hearing concerning this project on August 10, 2017 The Planning Commission adopted a Resolution recommending that the Board of Supervisors approve the Draft Butte Utility Scale Solar Guide and related Mapping Tool In their recommendation for approval, the Planning Commission additionally recommended that the Solar Guide be included in Butte County s marketing materials and economic outreach to businesses No public comment concerning the Draft Guide was received at the Planning Commission hearing

12 Public Outreach Outreach was integral to the development of the Vision and Guiding Principles and ultimate direction of the project Helped to re conceptualize the project, changing the overall direction from an Overlay Zone to the current project consisting of the Guide and Mapping Tool
13 General Plan and Climate Action Plan (CAP) Support The CAP establishes measures and implementation actions that serve as the County s strategy to reduce GHG emissions. The County s General Plan contains a strong commitment to sustainability, and incorporates those principles into land use decisions. The Solar Guide and Related Mapping Tool plays a supportive role in both the CAP and General Plan s policies and measures and the States GHG reduction strategies and goals
14 Agricultural Resources and Utility Scale Solar Development Allowed Conditionally in Grazing AG lands Not allowed in Prime AG lands Project does not alter the existing conditional use permit process required under the Zoning Ordinance Project responded to concern from the Farm Bureau and Cattlemen and Cattlewomen regarding the importance of grazing lands

17 Butte Utility Scale Solar Guide Written to serve many types of users, including landowners, developers, staff, decision makers and the general public Provides guidance, not regulation; no changes to the Zoning Ordinance or other requirements Includes guidance on design and development that can voluntarily be applied to projects, which includes Low Impact Development techniques supported by the General Plan
18 Butte Utility Scale Solar Guide GIS Web Application Mapping Tool Supports the identification of optimal sites for utility scale solar facilities Displays many different geographic factors that can affect the suitability of a site for development Identifies Constraints, Opportunities, Unsuitable Areas, and other data Includes Suitability Model
19 Suitability Model Weighted raster model takes into account seven layers of mapping data: 1. Unsuitable Areas. Prime Farmlands, Sensitive Biological Areas, Residential Zones 2. Farmland Categories. Grazing Lands are weighted as highly constrained. 3. Constrained Areas. Wetlands, Oak Woodlands, Migratory Deer Range, Natural Hazards, Land Use Compatibility. 4. Constrained Buffers. Proximity to Residential and Scenic Highway General Plan Designations. 5. Parcel Size. Parcels greater than 20 acres are considered most feasible. 6. Opportunity Areas. Contaminated Sites, Urban Permit Areas, Neal Road Recycling, Energy, and Waste Facility Overlay Zone, Large Rural Parcels. 7. Opportunity Buffers. Proximity to transmission lines and substations.
