GENERAL INFORMATION & SCHEDULE This Request for Proposals invites responses from experienced professional design and engineering consultants to assist the City of Burlington Department of Parks, Recreation & Waterfront in a scoping study to explore alternative designs for a multi-use trail. 2 II. PROJECT DESCRIPTION The proposed trail will be located on a 12-acre park area located in Burlington, Vermont on the 311 North Avenue parcel. The goal of the project is to formalize a primary multi-use trail that connects North Avenue to the Greenway along with appropriate secondary connections. Several conceptual designs have been developed in isolation from one another. This scoping study will explore these plans along with site constraints to synthesize the information into one conceptual trail plan that balances the conservation needs of the site with increased human use. The project includes the following mandatory tasks: The scope of this project will consist of identification of the most suitable primary trail and potential secondary trails on the given parcel that connects North Avenue to the Burlington Greenway considering a number of site constraints, impacts and costs. A. SCOPING ALERNATIVES PROJECT TASKS Task 1: Project Review and Exploration Task 2: Constraints and Permitting Assessment Task 3: Identification of Alternative(s) Task 4: Development of Cost/Lifecycle Tables for Alternatives Task 5: Conceptual Design for Selected Trail Alternative Project Background: The site has long provided the community with an essential, but informal east-west connection between the waterfront and the Old North End. Historically, the property also has provided access to informal walking paths, open fields, forested zones, and community gardens. Formalizing this connection has long been a BPRW consideration and is included in recommendations of the BPRW Master Plan. In February 2016, the City of Burlington jointly with the VT Land Trust purchased a twelve-acre parcel that included the trail from the developer of Cambrian Rise, a residential and commercial project to the north. The parcel is located adjacent to the new Cambrian Rise development (See Attachment 2017 Design Alternative 1 by Civil Engineering Associates). It is the intent of the City to formalize this essential east-west connector trail for public access from North Avenue to the Burlington Greenway. A site map is included below. Page 2 of 10

3 Project Standards: The alternative scoping analysis will utilize strategies that incorporate conservation, ecological function, place-making, trail design, civil and structural engineering, and geotechnical expertise. The design may require approval from City boards, commissions and City Council. A keen sensitivity towards both positive public outreach and sound project development is required. Page 3 of 10

4 Existing planning documents describing the physical and cultural context of the site along with the City s trail operation and maintenance plan include: 2015 Burlington Parks, Recreation & Waterfront Master Plan 2015 Public Meeting Presentation 2014 Open Space Protection Plan 2017 Design Alternative 1 by Civil Engineering Associates 2011 Timber and Stone Scoping Study 311 Interim Management Plan for 311 North Avenue While, the project does not require soliciting further public input from the public by the consultant, a keen sensitivity/awareness towards positive public outreach is required. BPRW staff may share conclusions/reports/graphics publically through the BPRW website, social media and public meetings. PROJECT SCOPE OF WORK & SCHEDULE The selected consultant team will provide the City with professional services to realize the successful creation of a conservation trail that connects North Avenue with the Burlington Greenway. It is anticipated that consultant teams will provide, at a minimum, appropriate engineering, landscape architecture, structural, geotechnical, general civil, storm water, and environmental expertise to complete the following tasks: Task 1: Project Review and Exploration Project Review and Exploration Review of supporting documents including but not limited to the following: 2017 Design Alternative 1 by Civil Engineering Associates and 2011 Timber and Stone Scoping Study. Identify whether cut-fill excavation can be reduced via another design approach. Task 2: Constraints and Permitting Assessment An assessment of relevant permit requirements for construction. Explore natural and cultural resource impacts including potential impact to wetlands, and surface waters, flora/fauna, endangered species, storm water and other relevant resources. Identify potential impacts on these resources and their permitting requirements. Include a summary of appropriate permitting and regulatory requirements (e.g. Agency of Natural Resources, Department of Fish and Wildlife, Agency of Transportation, Army Corps of Engineers to summarize the extent to which resources may or may not be impacted). Identify any additional permits that will be needed for the project including State of Vermont erosion prevention and sediment control. Page 4 of 10

5 Identify utility conflicts and discuss all public and private underground and overhead utilities (water, sewer, fiber optics, electric, TV, cable, phone) in the project area including preliminary assessment of potential relocations. Account for the property development agreement requiring the segment of the trail from the Cambrian Rise property boundary to the Burlington Greenway to be fully ADAcompliant and paved. Where the design could incorporate a bridge, steps and/or trail intersection other materials, such as timber or stone can be used. Task 3: Identification of Alternative(s) Propose alternative conceptual design(s) to 2017 Design Alternative 1 considering different routes, materials and low-impact bridge using helical anchors. Alternative conceptual designs should minimize construction impact and disturbance of ecological function based on constraints assessment and prior studies. Task 4: Development of Cost/Lifecycle Tables for Alternatives Presentation of alternative conceptual designs (including a no build alternative) will be evaluated in an alternatives matrix. The matrix will include life cycle/sustainability analysis of alternatives The matrix will include impacts to conservation, environmental resource, right of way, utilities, grading and other relevant impacts. The matrix will also include the ability to meet the project purpose and need, estimated cost and any other factors that will help BPRW staff evaluate the alternatives being considered. The consultant will develop preliminary cost estimates for further design, construction and maintenance of the project. Construction cost estimates shall include preliminarybid item quantities. The estimates should be based on the assumption that the project will be constructed using a combination of Federal and local funding and will be managed by BPRW staff. The outcome of reviewing this matrix should be an alternative selected by BPRW staff and advanced from scoping to a design-build contract by August Task 5: Conceptual Design for Selected Trail Alternative Develop 25% conceptual design including trail alignment. Develop conceptual sketches for public communication of design intent/aesthetics IV. 6 o o Alternatives/lifecycle matrix (excel format) 25% conceptual design, including trail alignment for selected alternative (provided in each of the following formats: CAD, GIS, PDF) IV. RFP SUBMITTAL Reponses to this RFP must be not more than 20 pages in length (10 double-sided or 20 single-sided pages) and include the following: 1) Qualifications Detail consisting of: a) Cover letter including statement of understanding & approach to this project; b) Attachment A (provided in this RFP): Signed by a representative of lead contractor attesting that all terms, conditions and procedures outlined in this RFP are understood and have been followed; c) Proposed Project Team Members: A description of the team composition, areas of expertise, and role of each sub-contractor on the team. Clearly indicate the applicant s designated project manager as well as sub-contractors who will be assigned to the work and their respective expertise in such work; d) Specific Project Experience: Descriptions detailing completed, similar or relevant project experience that the applicant has executed. Links to similar or relevant projects are encouraged; e) List of References: Provide a minimum of three client references with which the applicant has provided similar services within the last five years. Include the name and telephone number of the contact person and a description of the role and services provided to that contact. 2) Technical Proposal consisting of: a) A description of the approach to be taken toward completion of the project, an explanation of any variances to the proposed scope of work as outlines in the RFP, and any insights into the project gained as a result of developing the proposal; b) A scope of work that includes steps to be taken, including any products or deliverables and the format of final deliverables; c) A summary of estimated labor hours by task that clearly identifies the project team members and the number of hours performed by each sub-contractor by task; d) A proposed schedule that indicates project milestones and overall time for completion; e) Any other information deemed necessary to address the requests of this RFP. 3) Cost Proposal consisting of: a) A composite schedule by task of direct labor hours; b) An itemized schedule of all expenses, including both labor and direct expenses. If the use of sub-consultants is proposed, a separate schedule of hours and expenses must be provided for each sub-consultant) Responses to this RFP must be received per the schedule outlined on Page 1 to be considered. Additional requirements are as follows: Applicants are solely responsible for ensuring that proposals arrive on time. Each applicant MUST provide their submittal electronically as a PDF. Faxed proposals WILL NOT be accepted. Late replies WILL NOT be considered. EVALUATION CRITERIA & SELECTION PROCESS In compliance with the City of Burlington s Procurement Policy, BPRW will evaluate all complete proposals from qualified Contractors on the following criteria. Consultants will be scored up to a maximum of 100 points based on the following: 1. Experience & Qualifications relevant to key personnel and/or sub-contractors (15 pts) 2. Project Understanding & Knowledge of Area depth or relevant technical experience (15 pts) 3. Ability to Meet Schedule required to complete the plan and deliverables (15 pts) 4. Ability to Meet Budget/Value as related to proposed and additional costs (15 pts) 5. Depth of Skills related to technical aspects of project (10 pts) 6. Demonstration of Innovative Approaches particular to technical solutions (10 pts) 7. Level of Experience with municipalities of similar size, structure and complexity (10 pts) 8. Quality, Clarity & Completeness of Submittal Package (10 pts) VI. ANTICIPATED PROJECT SCHEDULE The City requires that all related work, be completed by July 30, The City anticipates that the selected Consultant will be awarded the project in March of The City reserves the right to amend all dates. 8 VII. TERMS & CONDITIONS Communications It is important that all respondents are given clear and consistent information. Therefore, all respondents are required to submit any questions related to this project or RFP process via . Responses to all submitted questions will be posted on the Parks & Recreation website at: Questions concerning this RFP must be received via per the schedule outlined on page 1. Inquiries received after this date will not be considered or answered. Respondents should not communicate with any City department or employee during the submission process except as described above. In addition, no communications should be initiated by a respondent to any City Official or persons involved in evaluating or considering the statement of qualifications. Communication with any parties for any purpose other than those expressly described herein may cause an individual firm, or team to be disqualified from participating. General Compliance with Laws The Consultant shall comply with all applicable Federal, State and local laws, including but not limited to the Burlington Livable Wage Ordinance. Other terms Costs for preparing the proposal in response to this request are solely the responsibility of the respondent. The City of Burlington reserves the right to accept or reject any or all proposals, with or without cause, and to waive immaterial defects and minor irregularities in responses. All decisions related to this solicitation by the City will be final. The City reserves the right to request clarification of information submitted and to request additional information of one or more respondents. All materials submitted in response to this RFP will become the property of the City upon delivery. This solicitation in no way obligates the City of Burlington to award a contract.
