Call to Order Michael Morrow, chair, called the District Advisory Board meeting to order at 5:37 p.m. 2. Citizen Participation None 3. Approval of minutes from Jan. 13, 2011 McCarty made a motion to approve the minutes of Jan. 13, Noble seconded the motion. Hughes abstained because he was not present at that meeting. All others APPROVED. 1
2 4. Appointment to the C/CAB Young presented an application for the C/CAB. Gary Rutledge has lived in the community for more than 30 years and is interested in getting involved with the C/CAB. He has been a union president and is a realtor in the area. The C/CAB recommends approval of his application to be sent on to the BCC. King made a motion to recommend Gary Rutledge s application to be passed on to the BCC for approval. Bersie seconded the motion. APPROVED unanimously. 5. Connecting Clackamas Karen Buehrig of the county s Department of Transportation and Development presented a project that maps the county s trails and path projects. There are a lot of trail and transportation projects going on in the county, so this map is an effort to highlight the active interconnected network of trails. This map hopefully will help county communities to actively look for funding and show how their projects connect to a network of projects, to find barriers to active transportation and access to transportation. The website for this map is King said this map is not a bike map and asked if there is a link from the website that is for bike paths. Buehrig said there isn t, but agreed that is a good idea. Buehrig said the purpose of the map is for jurisdictions to have a tool to get funding for projects, depending on the funding source. Fisher asked if Clackamas County is the jurisdiction for unincorporated Clackamas County. Buehrig said yes, and the regional groups can use this information for unincorporated areas as well. Morrow said he has heard concerns from residents that trails will be a pathway for transients. Barth and Buehrig said these types of concerns would need to be discussed during planning and design for each project. Buehrig said most of the projects on the map are conceptual and not finished. 6. Intertwine Alliance presentation Mike Wetter and Jim Desmond from Metro made a presentation on the Intertwine concept. Wetter was the Chief of Staff for David Bragdon at Metro and will be leaving Metro to become the Executive Director of the Intertwine. The Intertwine is the concept of an interconnected network of parks in the region. There is a lot of commitment and interest to this idea. Intertwine is seen nationally as a leader. A summit was held a few years ago to talk about creating a movement. The summit brought together a broad range of interests into working on this idea. They were not interested in creating a new layer or duplication. The two deliverables are to engage the public at a deeper level and increase investment in parks, trails and natural areas. 2
3 The Intertwine brand is expected to be greater than the sum of its parts (partners). Signs will be placed showing how we are working together. The hope is that this idea will increase investment in conservation, acquisition, active transportation, a regional system, and conservation education. Intertwine builds regional collaborations and civic pride. The business model builds a coalition that 10 set priorities, develops a funding strategy, delivers investment, creates efficiencies and creates a brand that engages the public. The Council of Partners will bring in more money for the partners. It will work much like the Library District and will funnel money to the parks groups. Desmond said the regional system funding targets are: 1) major renovation and maintenance for outdoor recreation and green assets, 2) capital and maintenance for trails, 3) restoration and ongoing maintenance of natural areas, and 4) opening and maintaining newly acquired Metro natural area properties. Morrow asked about the League of Counties and League of Cities. Desmond said they met with both. Hughes asked if they were just substituting one funding source for another. Desmond said projects will have to be funded in a way that won t have this outcome. The money may be paid out like a grant. 7. Natural Resource Update Dunham presented an update on natural resources projects in response to a DAB request for a program update. In last year s budget discussions the DAB asked that $100,000 be redirected from the contingency fund to natural resources to support District inventory of natural resources in the parks. (Presentation attached.) The Natural Resource Program was launched in FY 2006/07 and developed in the years In that time, the program has produced two annual reports outlining the goals and objectives and program elements. The current program is guided by the Parks Master Plan, the Natural Resources Coordinator s (Tonia Burns) job description and the technical expertise and peer information. Burns continues to develop a baseline inventory of natural resources including wetlands, riparian areas, plant communities and HCA and land use. Staff looked at other natural resource programs in the state and found that these programs typically are guided by the agency s strategic plan. Next steps are pursuing integrating natural resources into a District strategic plan update and the strategic plan will define goals, objective and priorities and allocate resources within all NCPRD programs. 3
4 King asked about the $100,000. Barth said it was in the contingency fund; about $20,000 has been spent working on the inventory. The money will roll from year to year until the work is completed. NCPRD has not had to hire external contractors to do this work. Hughes said the original request was to start the removal of invasive plants. Staff wanted to do planning first. Barth said a lot of work has already been done on the inventory and prioritizing projects. He said that by the beginning of the fiscal year, NCPRD will know what the ask will be how much is needed and for what specifically. King said she hopes we don t find ourselves in the budget discussions with a large decision to be made and no time to think about it. Staff wants to come back with thoughtful recommendations to be most strategic. Budget Committee members get minutes of the DAB meetings. Bersie said he was surprised to see the board approve $100,000 without a clear plan. He said he wants to know what the actual minutes say about spending the money. He wants more information before spending any further. Barth said he did review the minutes and there was a clear directive to spend money for the inventory. He said the DAB will do some planning at the retreat, as well. McCarty asked how often the master plan is done. Barth said the master plan is the guiding document until updated. It is refreshed about every 10 years. There is a lot of value in the master plan NCPRD has. Staff wants to develop an operating plan from the master plan each year. 8. Director s Comments Updates: Trolley Trail notice to proceed was given. Parks Maintenance staff started clearing brush. There is a migratory bird issue so started clearing before March. A groundbreaking ceremony is to come March 22, Girtman said. North side of NCP is on schedule to reconvene with Planning Commission for a work session. Board orientation is on March 3, 5 to 9 p.m., at the Development Services Building, room 401. Bring master plans. Online registration process: Ho worked to make this happen. A new website has been launched. The Aquatic Park had a Groupon advertised and 2,743 were sold. Many were redeemed on Super Bowl Sunday, which is usually a slow day but the Aquatic Park was full. 5 th annual March for Mutts Saturday, March 5, sponsored by Dave s Killer Bread. There will be many vendors and activities. This is the kickoff for March s fund raising. Mt. Scott/Scouter Mountain trail planning is beginning. Staff will be asking for a board member to work on a project advisory committee. Hughes asked if there are any preferred options for the trail. No. 9. Board Members Comments 4
5 Introduced Mike Miller, city council for City of Milwaukie. The DAB and staff thanked Mart Hughes for his service for many years on the DAB. Hughes said he has much respect for Miller. Hughes now has time now for personal pursuits, he said.. Miller thanked Hughes for his representation for the City. NCSD 12 is considering closing two properties, according to Susan McCarty, which may be opportunities for the Parks District. Barth has had conversations with Dr. Mills, NCSD superintendent, to strengthen collaborations. King asked about the spaghetti dinner Saturday, Feb 26, 4 to 7 p.m. followed by a poker tournament. Daddy Daughter Dinner Dance is this weekend. 10. Adjournment Mitchell moved to adjourn the DAB meeting at 7:35 p.m. Miller seconded the motion. APPROVED unanimously. This DAB meeting was recorded.
