Bid Approval ~ Carroll County Government to Piggyback WB Mason Contract for Office Supplies Only The Bureau of Purchasing requests your concurrence to piggyback the Carroll County Public Schools Bid #15-017R with WB Mason. WB Mason offered a 56% discount off of catalog list price on the office supply items bid by Carroll County Public Schools. This contract has the option to be renewed for an additional four (4) years. It is estimated that $250, will be spent on this contract annually. This contract allows county employees to order on-line, with next day delivery and use of the county's credit card for payment. 1. Bid Approval ~ Plumbing and Millwright Services The Carroll County Bureau of Purchasing solicited bids specifically for Bureau of Utilities from qualified contractors to furnish all labor, equipment, and supervision required to provide Plumbing and Millwright Services. Required services include but are not to be limited to plumbing, millwright, pipe fitting and rigging capabilities. The principal Agency using this Contract will be the Bureau of Utilities Wastewater and Water Divisions whose primary responsibility for managing the flow and treatment of wastewater and water. Service shall be required for routine, scheduled work and also in emergency situations on an as-needed basis. The committee members came to consensus and recommend all three be issued contracts to perform required routine and emergency services. This expenditure is within the project budget and no additional funds will be needed. Number of Bids: 3 Vendors: 1. EMH Environmental Glenwood, MD 2. First Class Mechanical Westminster, MD 3. Motion To: approve the award of bid for Plumbing and Millwright Services to EMH Environmental, First Class Mechanical, and Johnston Construction Company based on criteria detailed in the RFP to perform required routine and emergency services VII. Briefing/Discussion/Possible Decision Updating Chapter 170 Construction Codes On January 1, 2015 the Maryland Department of Housing and Community Development adopted new building codes as outlined in COMAR Maryland Building Performance Standards. As part of the States adoption, local jurisdictions shall implement and enforce the standards and any local amendments within 6 months of the effective date. A complete review of Chapter 170 and the associated codes has been completed with the assistance of the local Plumbing and Electrical Boards and the Code Steering Committee. These groups are in support of this adoption. 1. 3 IX. Public Comment ~ Item X X. Briefing/Discussion/Decision Request to hold Public Hearing regarding Noncorforming Use Text Amendments On January 22, staff briefed the Board of County (the Board) on a legislative initiative relating to nonconforming uses that the Planning and Zoning Commission (the Commission) had been examining for more than a year. Following this briefing, the Board directed staff to complete action on this initiative with the Commission. The Commission, with staff assistance, finalized action on this matter, approved the final language by unanimous vote, and also by unanimous vote, approved a motion forwarding the package to the Board with a recommendation for adoption. Consistent with established processes and procedures and pursuant to the County Zoning Ordinance, staff is bringing this item to you and requesting authorization to proceed to a public hearing. If this course of action is authorized, staff would work with the County Attorney's Office to schedule a public hearing. Following appropriate public notice, a hearing before the Board would be held. Further action, including consideration of adoption, would be appropriate, following the hearing. 1. Briefing/Discussion/Decision Grant Application ~ Safe Routes to Schools Request approval to apply for Safe Routes to Schools funding for a sidewalk project located on the east side of Johnsville Road between Eldersburg Elementary and Liberty High School. The Safe Routes to School (SRTS) program is a federal-funded effort to encourage children to safely walk or bicycle to school. The program is administered by the Maryland State Board of Carroll County Page 3 Printed 5/13/2015

4 Highway Administration and provides 80 percent funding for projects that promote safe, alternative transportation options. Identified in the County CIP, this project provides planned funding for construction of sidewalk along Johnsville Road in Eldersburg from Eldersburg Elementary School and Liberty High School. This segment of new sidewalk will begin at the Victor Drive crosswalk and proceed on the east side of Johnsville Road for approximately 800 feet to Bartholow Road. 1. Discussion/Decision ~ Grant Acceptance Elderwood Stormwater Management Basin #2 and Oklahoma Phase 4 Stormwater Management Pond Retrofit The Department of Land Use, Planning, and Development, Bureau of Resource Management (BRM) is seeking to accept $1,047, from the Maryland State Highway Administration's Transportation Alternatives Program (TAP) to fund the retrofit of two stormwater management facilities in Eldersburg, MD. The current facilities treat a total of 199 acres of drainage area, 68 of which are impervious. The proposed retrofit will combine two existing stormwater management facilities into a larger regional facility with two Best Management Practice control techniques. The proposed facility will treat 206 acres of total drainage area, 86 of which are impervious, currently flowing from the Elderwood and Oklahoma residential subdivisions into an unnamed tributary to the Liberty Reservoir. The implementation of this facility will bring the outdated facilities to current standards, help meet certain requirements to treat impervious surfaces as set forth by the National Pollutant Discharge Elimination System (NPDES) permit, and improve water quality in the Liberty Reservoir watershed. Briefing/Discussion/Decision ~ Grant Application Pocket Wetland to Treat Highway Runoff at Existing Manchester Skate Park The Department of Land Use, Planning, and Development, Bureau of Resource Management (BRM) is seeking $756, from the Maryland State Highway Administration's Transportation Alternatives Program (TAP) to fund the construction of a stormwater management facility in Manchester, MD. The proposed facility will treat 99.3 acres of total drainage area, of which are impervious, currently flowing into the Double Pipe Creek watershed. The implementation of this facility will help meet certain requirements to treat impervious surfaces as set forth by the National Pollutant Discharge Elimination System (NPDES) permit, and improve water quality in the Double Pipe Creek and its tributaries. Briefing/Discussion/Decision ~ Grant Application Iron-Enhanced Sand Filter to Accelerate Phosphorous Removal in Stormwater The Department of Land Use, Planning, and Development, Bureau of Resource Management (BRM) is seeking $351, to retrofit an existing stormwater management facility at the Carroll County Maintenance Center. The original facility was built in 1983 primarily for flood control without water quality measures. The retrofitted facility will treat acres of drainage area, of which are impervious, and will be constructed to treat future expansion of the Carroll County Maintenance Center. The facility will utilize the County's iron-enhanced sand filter design which will be implemented and monitored at the site for efficiency. Based on preliminary studies, the enhanced sand filter is expected to yield greater than 80 percent removal of total phosphorous concentrations in the stormwater discharged to the local stream. The implementation of this facility will assist in the study of an innovative nutrient removal technique and meet requirements to treat impervious surfaces as set forth by the National Pollutant Discharge Elimination System (NPDES) permit. 1.
