1 UN VOLUNTEER DESCRIPTION OF ASSIGNMENT GNBR Project Associate The United Nations Volunteers (UNV) programme is the UN organization that promotes volunteerism to support peace and development worldwide. Volunteerism can transform the pace and nature of development and it benefits both society at large and the individual volunteer. UNV contributes to peace and development by advocating for volunteerism globally, encouraging partners to integrate volunteerism into development programming, and mobilizing volunteers.in most cultures volunteerism is deeply embedded in long-established, ancient traditions of sharing and support within the communities. In this context, UN Volunteers take part in various forms of volunteerism and play a role in development and peace together with co-workers, host agencies and local communities.in all assignments, UN Volunteers promote volunteerism through their action and conduct. Engaging in volunteer activity can effectively and positively enrich their understanding of local and social realities, as well as create a bridge between themselves and the people in their host community. Climate: Bissau approx ; Rainy season from June to October Health: The health sector is very precarious. The United Nations have their own health center for basic health care services. 2 Electricity and Communications: Some areas of Bissau have electricity nearly 24 hours per day, others depend on generators. There are several internet cafes in Bissau. The country code is 245. MTN and Orange are the mobile phone companies in the country. Money/Banking: There is access to banks and to 24/7 local ATM services. Security: Although there is a certain political instability, the day to day life is calm. Neither the International Community nor the population of Guinea-Bissau is not affected the political instability. The UN staff members are equipped with Codan Radios (VHF) for communication with other UN staff members and UN Security Department Assignment Details Assignment Title Project Associate Organizational Context & Project Description UNDP is a key partner to the Global Fund to Fight HIV/AIDS, Tuberculosis and Malaria (GF) and is the UN agency assuming the role of temporary Principal Recipient of GF grants in exceptional circumstances since In its role as Principal Recipient, UNDP ensures quality financial management, timely procurement of supplies, and efficient monitoring and service delivery. UNDP s management role consists in implementing grants, ensuring financial accountability, and strengthening capacity of national and international counterparts for programme management and financial accountability. UNDP has been a Global Fund (GF) Principal Recipient (PR) since GF first supported Guinea Bissau s efforts to combat HIV/AIDS, Tuberculosis (TB) and Malaria in Over the years, through successful capacity development, the PR function for TB and HIV/AIDS has been transferred to the Ministry of Health and SNLS. In 2013 UNDP was requested by the Country Coordination Mechanism (CCM) in Guinea-Bissau and the Global Fund to continue its PR role for the Malaria and TB grants. In 2016 UNDP again transferred PR to MOH for the TB grant. For New Funding Cycle grants, UNDP is PR for the GF Malaria Grant, and is Procurement Agent and Capacity Development entity for the procurement of the TB-HIV- HSS grant. For the implementation of the Global Fund project, in 2013 UNDP Guinea Bissau established a Program Management Unit (PMU) that coordinates the implementation of the projects and provide general guidance of Global Fund rules and procedures to all Sub Recipients participating in the implementation of the projects. UNDP is the UN's global development network, an organization advocating for change and connecting countries to knowledge, experience and resources to help people build a better life. UNDP is present in 166 countries, working with them on their own solutions to global and national development challenges. As they develop local capacity, they draw on the people of UNDP and our wide range of partners. World leaders have pledged to achieve the Sustainable Development Goals, including the overarching goal of cutting poverty in half by UNDP's network links and coordinates global and national efforts to reach these Goals. Good Health and Well-being Task description Within the delegated authority and under the supervision of Global Fund Project Manager or his/her designated mandated representative(s), the UN Volunteer Project Associate provides support in execution of services in the Global Fund Project Management Unit (PMU), and supports the design, planning and management of the Global Fund Project by managing data, preparing documentation, ensuring UNDP corporate compliance including in ATLAS, and facilitating project implementation. The UN Volunteer Project Associate promotes a client-oriented approach consistent with UNDP rules and regulations. The UN Volunteer Project Associate supervises and leads project support staff, and supports the Project Manager to coordinate activities of the projects staff. The UN Volunteer Project Associate supports the Project Manager in all activities related to the Project. Under the supervision of the Global Fund Project Manager of the Project Management Unit (PMU), the UN Volunteer Project Associate works in close collaboration with the M&E, Finance and PSM Units of the PMU, and with operations and programme teams in the CO and UNDP HQs and Government staff to ensure good project management and progress toward achievements of outputs and outcomes. The UN Volunteer Project Associate will: a) Ensure implementation of programme strategies, adapt processes and procedures: 1. Support preparation of strategic documents, Global Fund (GP) related documents and reports (ie: Progress Update and Disbursement Requests PUDR, concept notes, updates of PR and SR Capacity Assessment Tools and reports, additional reports as required), and contribute to UNDP CO reports (ie: ROAR [Results Oriented Annual Report] preparation); 2. Effective applied Results Based Management (RBM) tools and establishment of management targets for Business Score Card (BSC); 3. Develop reports for identification of areas for support and interventions (GF cartography updates, risk assessment updates); 4. Support implementation of GFP partnerships. b) Provide effective support to management of the GF Project: 5. Support preparation of Project documents drafts, work plans, budgets, proposals on implementation arrangements, DIM (Direct Implementation Modality) reports and follow up to secure authorizations, LPACs (Local Project Approval Committees), Quarterly reports, project documents, SR (Sub Recipient) agreements; 6. Support initiation and closure of projects, use of software platform Atlas, project monitoring, information updates, budget revisions, documents uploading, Project description per Transparency International requirements; 9 Apr 2019 Page 3 of 8
4 7. Support monitoring of project implementation and followed up on performance indicators (Coordination with Monitoring and Evaluation Unit and GF Project); 8. Support adequate responses to operational, and logistical problems, as part of the PMU Coordination Team; 9. Support the preparation of project audits and implementation of audit recommendations. c) Provide support in creation of strategic partnerships: 10. Analyze information on donors, prepared donor s profile and database. 11. Cooperate closely with national institutions to support their institutional capacity development for management of national disease response including donor funded projects. d) Ensure facilitation of knowledge building and knowledge sharing in the GF Project: 12. Organize trainings for the operations/projects staff on GF Project; 13. Develop synthesis of lessons learnt and best practices in GF Project; 14. Contribute to knowledge networks and communities of practice. Furthermore, UN Volunteers are required to:- Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day)- Be acquainted with and build on traditional and/or local forms of volunteerism in the host country- Provide annual and end of assignment reports on UN Volunteer actions, results and opportunities using UNV s Volunteer Reporting Application- Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.- Assist with the UNV Buddy Programme for newly-arrived UN Volunteers- Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible. Results/Expected Outputs As an active UNDP / Global Fund team member, efficient, timely, responsive, client-friendly and highquality support rendered to UNDP / Global Fund and its beneficiaries in the accomplishment of her/his functions, including: Accurate analysis and presentation of information is provided, facilitating decision making of the management Project documents with respective workplans are prepared Project documents for OAI audit compliance are prepared Projects properly opened and closed in ATLAS (UNDP software platform) Projects properly monitored and periodically updated in ATLAS Project documents properly organized Necessary CO approvals secured throughout the project cycle (i.e. LPAC, project boards, lessons learnt, etc) Enhanced capacity development of national partners in managing GF and other donor grants in the health sector The development of capacity through coaching, mentoring and formal on-the-job training, when working with (including supervising) national staff or (non-) governmental counter-parts, including Implementing Partners (IPs); Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment A final statement of achievements towards volunteerism for peace and development dur-ing the assignment, such as reporting on the number of 9 Apr 2019 Page 4 of 8
5 volunteers mobilized, activities participated in and capacities developed Qualifications/Requirements Required Degree Level Master degree or equivalent Education - Additional Comments University Degree in Business or Public Administration, Public Health, Economics, Political, Social Sciences or other relevant field. 6 The contract lasts for the period indicated above with possibility of extensions subject to availability of funding, operational necessity and satisfactory performance. However, there is no expectation of renewal of the assignment. A UN Volunteer receives a Volunteer Living Allowance (VLA) which is composed of the Monthly Living Allowance (MLA) and a Family Allowance (FA) for those with dependents (maximum three). The Volunteer Living Allowance (VLA) is paid at the end of each month to cover housing, utilities, transportation, communications and other basic needs. The VLA can be computed by applying the Post- Adjustment Multiplier (PAM) to the VLA base rate of US$ 1,631. The VLA base rate is a global rate across the world, while the PAM is duty station/country-specific and fluctuates on a monthly basis according to the cost of living. This method ensures that international UN Volunteers have comparable purchasing power at all duty stations irrespective of varying costs of living. The PAM is established by the International Civil Service Commission (ICSC) and is published at the beginning of every month on the ICSC website For UN Volunteer entitlements, kindly refer to the link In non-family duty stations that belong to hardship categories D or E, as classified by the ICSC, international UN Volunteers receive a Well-Being Differential (WBD) on a monthly basis. Furthermore, UN Volunteers are provided a settling-in-grant (SIG) at the start of the assignment (if the volunteer did not reside in the duty station for at least 6 months prior to taking up the assignment) and in the event of a permanent reassignment to another duty station. UNV provides life, health, permanent disability insurances as well as assignment travel, annual leave, full integration in the UN security framework (including residential security reimbursements). UN Volunteers are paid Daily Subsistence Allowance at the UN rate for official travels, flight tickets for periodic home visit and for the final repatriation travel (if applicable). Resettlement allowance is paid for satisfactory service at the end of the assignment. UNV will provide, together with the offer of assignment, a copy of the Conditions of Service, including Code of conduct, to the successful candidate. Supervision, induction and duty of care of UN Volunteers UN Volunteers should be provided equal duty of care as extended to all host entity personnel. Host entity 9 Apr 2019 Page 6 of 8
7 support to the UN Volunteer includes, but is not limited to: - Introductory briefings about the organisation and office-related context including security, emergency procedures, good cultural practice and orientation to the local environment; - Support with arrival administration including setting-up of bank accounts, residence permit applications and completion of other official processes as required by the host government or host entity; - Structured guidance, mentoring and coaching by a supervisor including a clear workplan and performance appraisal; - Access to office space, equipment, IT support and any other systems and tools required to complete the objectives of the assignment including a host entity address; - Access to shared host entity corporate knowledge, training and learning; - Inclusion of the volunteer in emergency procedures such as evacuations; - Leave management; - DSA for official travel, when applicable; - All changes in the Description of Assignment occurring between recruitment and arrival or during the assignment need to be formalized with the United Nations Volunteer Programme.
