6 Grant Application Briefing Paper FY18 Annual Transportation Plan Approval of Application Development and Public Hearing 1/19/17 Project Name: FY 2018 Annual Transportation Grant Application Department/Agency: Department of Public Works Funding Agency: Maryland Department of Transportation with pass through funds from the Federal Department of Transportation Deadline: 1/27/17 (Part I) 3/24/17 (Part II) Background: The Carroll County community transit program provides service to older adults, persons with disabilities and the general public through demand response (door-to-door) service and the TrailBlazer (deviated-fixed routes). The four TrailBlazer deviated-fixed routes connect Eldersburg and Taneytown to Westminster and serve the areas of Westminster and South Carroll. The deviated-fixed route service operates Monday through Friday, with limited Saturday service in Westminster. Carroll County community transit only provides transportation within the county. The FY18 Annual Transportation Grant Application currently under development will request Federal and State grant funding to support operating and capital expenses. The Board will also approve the complete FY18 Annual Transportation Grant Application with final budgets prior to submission in March. Public Hearing: In order to include public input in the development of the Annual Transportation Grant Application, the opportunity for a public hearing will be advertised on January 23, If a public hearing is requested, it will be held on February 23, The projected FY18 budgets will be included in the advertisement for the public hearing. 8 GRANT AWARD BRIEFING 1/19/17 Program Title: HSP Workforce Development Program Funder: MD Dept. of Human Resources/Carroll County Dept. of Social Services (CCDSS) Grant Period: 2/1/17 10/31/17 Department/Agency: Department of Citizen Services passed through to Human Services Programs Due Date: ASAP Background: Starting January 1, 2016, recipients of SNAP (Supplemental Nutrition Assistance Program) identified as Able Bodied Adults Without Dependants (ABAWD) are required to work, attend school or attend job training in order to continue to qualify for benefits. The Carroll County Department of Social Services has identified a need for job training services in Carroll County for the most vulnerable of the individuals identified as ABAWDs who do not have a high school diploma or previous work experience. Program: During the first 6 months of the program, HSP received 39 referrals, enrolled 5 and provided employment training for 4 individuals. 1 participant received their diploma and secured employment. This grant award will provide HSP the capacity to serve up to SNAP beneficiaries, with priority given to ABAWDs, through its workforce development program, Opportunity Works. The goals of the training include: identify job barriers; participate in onsite job training and work experience: identify job openings; and develop interview and resume skills. Participants also receive case management services. 9 DEPARTMENT OF HUMAN RESOURCES Briefing Paper January 19, 2017 ISSUE: Public Hearing - Amendments to Carroll County Code of Public Local Laws and Ordinances Chapter 36 Personnel Policies BACKGROUND: On January 19, 2017, the Board of County Commissioners will convene a Public Hearing to accept testimony on proposed amendments to the Carroll County Code of Public Laws and Ordinances Chapter 36 Personnel Policies. The amendments are intended to assure the fair and equal treatment of County employees with regard to certain aspects of their employment. On October 6 and 20, and December 15, 2016, staff presented the four proposed substantive changes to the Carroll County Code of Public Local Laws and Ordinances Chapter 36 Personnel Policies. Since the Policy has not been updated since December 2004 the majority of the proposed amendments to Chapter 36 simply clarify and correct obsolete language in the document. The Board of Commissioners received a briefing on the nature of the proposed amendments and outline of the reasons for the suggested changes on October 6 and 20, and December 15, The four substantive changes presented to the Board were: 1. an increase in the amount of compensatory time employees are eligible to maintain, 2. the elimination of encumbered leave and advanced sick leave which have been largely superseded and replaced by the Short Term Disability Benefit Policy HR and the Catastrophic/Extended Family Sick Leave Policy 2014-HR-07, 3. limiting leave without pay absences to no more than 30 days in a rolling 12 month period, and 4. clarifying holiday leave process for employees required to work on a Commissioner determined holiday. On December 15, 2016, the Board authorized staff to proceed to a Public Hearing in this matter. In accordance with established procedures and pursuant to State and County statutes, this Hearing was advertised in a newspaper of general circulation within the prescribed timeframes. Staff Recommended Motion: I move that the Board close this Hearing and keep the record open for a period of not less than ten (10) days prior to considering a motion for adoption. 10 GRANT AWARD BRIEFING January 19, 2017 Program Title: Roberts Mill Stormwater Management Facility Engineering Funder: Maryland Department of the Environment (MDE) (Through Chesapeake Bay Trust RFP) Grant Period: January 2017 January 2019 Department/Agency: Department of Land and Resource Management, Bureau of Resource Management Award Notification Date: December 22, 2016 Background: The Department of Land and Resource Management, Bureau of Resource Management (BRM), has been awarded a $75, grant by the Maryland Department of the Environment, to partially fund the engineering portion of the Roberts Mill stormwater management facility project. This award was a result of the application made by the BRM to the Chesapeake Bay Trust s Watershed Assistance grant program. The Board of County Commissioners approved the submittal of this grant application during open session on September 15, The Roberts Mill site is an existing in-stream water quantity facility designed to retain large flood events. There are also three small extended detention basins adjacent to the flood control facility which provides some measure of water quality. The BRM in conjunction with the Memorandum of Agreement signed on October 23, 2014 with the municipalities of Carroll County will be working with the City of Taneytown to convert the facility into a large wet pond that will provide water quality for the predominantly residential and commercial 300 acre drainage area, while continuing to provide flood protection. More than 83 acres of impervious area will be treated by the proposed facility, meeting certain requirements of the County s National Pollutant Discharge Elimination System (NPDES) permit. Program: - Chesapeake Bay Regulatory and Accountability Program Grant (CBRAP) (Formerly: Watershed Assistance Grant Program) Funder Status County Contribution Grant Request Project Costs MDE (Engineering) Awarded $61, $75, $136, DNR (Construction) Awarded $1,047, $1,000, $2,047, Total Project Costs: $2,183, *These costs reflect current estimates and are subject to change throughout the duration of the project. Recommendation: I move that the Board of Commissioners approve the acceptance of the grant award from MDE. 11 Department of Land and Resource Management Agricultural Land Preservation Program Briefing Paper January 19, 2017 Open Session Issue: Agricultural Land Preservation using the Lump Sum Payment Option on the Joseph Roberts and Deborah K. Roberts property, Stonesifer Road, Taneytown, District 1. Background: At its meeting on January 12, 2017 Commissioners delayed final approval for purchase of a conservation easement on the Roberts property due to the property s proximity to the Taneytown growth area boundary. Commissioners asked the Program Manager to notify Taneytown officials of the pending easement and to then return for final approval request. Communication with Taneytown has now occurred, with officials concurring with the purchase. The acre farm property is owned by Joseph Roberts and Deborah K. Roberts. The property was given preliminary approval to participate in the County Agricultural Land Preservation Program by the County Agricultural Land Preservation Advisory Board on September 10, Subsequently, the Board of County Commissioners granted preliminary approval on November 5, Notice of Intent to purchase a conservation easement on the property has been duly advertised. The Option signed by the owner provides 120 days for the Commissioners to exercise the Option thereby converting it to a Contract of Sale. The property owner requested to be compensated by the lump sum payment option, and agreed to the purchase price of $300, The County and the landowner are ready to proceed to the easement settlement stage. Action: Discussion/Decision Staff is requesting exercising an Option to Purchase an easement on the Joseph Roberts and Deborah K. Roberts property. 12 Carroll County Department of Recreation and Parks Briefing Paper Thursday, January 19, 2017 Issue: A transfer of $33,300 to supplement the current budgeted amount for a new nature themed playground at Bear Branch Nature Center (BBNC). Transfer From Transfer To Amount BBNC Tot Lot Self Help #8693 BBNC Tot Lot #8630 $20,000 Park Legacy Fund #4124 BBNC Tot Lot #8630 $13,300 Background: The FY2017 capital budget was adopted with a total of $116,700 budgeted for a new tot lot at Bear Branch Nature Center. In an attempt to procure equipment that would complement the nature center and surrounding park, it became necessary to secure additional funding to accomplish that goal as nature themed equipment is typically more expensive. To that end, the Department initiated a year end fundraising campaign along with a self-help project requested by the Friends of Hashawha Bear Branch. Sufficient funds are now available but must be transferred into one account to initiate the procurement process for the nature themed equipment. Staff Recommended Motion: I move that the Board of County Commissioners approve the transfer of $20,000 from account #8693 and $13,300 from account #4124 to capital project #8630 for the procurement of a nature themed tot lot at Bear Branch Nature Center
13 Environmental Advisory Council Briefing Paper January 19, 2016 Open Session Issue: Environmental Advisory Council Proposed 2017 Work Plan and Annual Joint Meeting Background: The Environmental Advisory Council (EAC) serves to support and advise the Carroll County Board of Commissioners on environmental issues. The EAC functions at the direction of the Board and, as such, works cooperatively with County land and resource management staff to research environmental policy issues; to advise the Board of County Commissioners; to foster environmental education; and generally to act in the best interest of County residents by promoting effective environmental protection and management principles. As an advisory body to the Board, the EAC s primary projects and topics of discussion are intended to provide the Board with additional information and perspectives on environmental issues, or environmental aspects of broader issues, being considered by or anticipated to be discussed by the Board. The EAC also plays an important role in public education regarding environmental issues relevant to the County. The EAC drafted a proposed work plan that outlines projects and issues anticipated for 2017, on which the EAC may be able to provide additional information to help inform Board decisions, discussion, or policies regarding these topics or to provide public outreach for environmental compliance. The EAC annually meets jointly with the Board to discuss the proposed work plan for the coming calendar year and seeks the Board s concurrence to finalize the work plan and move forward with these projects. The EAC also will report on projects that occurred during The EAC seeks concurrence with the proposed work plan.
