1 MINUTES OF THE October 24, 2007 Lacombe and District Recreation, Parks and Culture Board Meeting Held in Rotary Board Room, Lacombe Memorial Centre Present: Regrets: Carla Weidner, Chair Shelley Bolze Fran Kelly Dale Guest Bill Nielsen Cathi Ward Calvin Bennefield, Facilities Foreman Sandi Stewart, Community Recreation Coordinator Brenda Vaughn, Community Services Director 1. Call To Order Chair Carla called the meeting to order at 5:15 p.m. 2. Delegations &/ or Presentations THAT the following item be added to the Agenda 3. Additions to Agenda 6.5 Cross Country Run Moved by: Bill Nielsen THAT the agenda for October 25, 2007 be adopted as amended. Moved by: Bill Nielsen Seconded by: Dawn Parent 4. Adoption of Minutes THAT the minutes of the June 20, 2007 meeting of the Lacombe and District Recreation, Parks and Culture Board be adopted as circulated. Moved by: Cathi Ward 5. Items from Council Dawn Parent was appointed as Council representative to the Lacombe & District Recreation, Park and Culture Board. THAT Councillor Steve Christie's past position of the Lacombe & District Recreation, Park and Culture Board Vice Chair be replaced by Cathi Ward
2 6. Information Recreation Services Monthly Report Calvin Bennefield reported that the ice went in the Front Arena in August and the Second surface in October. There is still ice times available in the mornings and after 10pm. A number of new staff hired for the arena this year. The Curling Rink is up and running. Parks has been busy raking leaves and Campgrounds will close at the end of October. There has been a lot of vandalism lately. Sandi Stewart reminded everyone of the Arts Gala Fundraiser will be taking place on Saturday Nov. 3, with featured artist Pat Matheson. The Endowment Committee will be announcing a new grant for 2008 and that their total goal of $35,000 for the end of 2007 has already been exceeded. The Children's Christmas Party will take place on Saturday, Dec. 8th from 10am-1pm at the LMC and we would like Rec. Board volunteers for the registration table or other areas. The Active Living Fair took place on Sept. 12 at the LMC. Both the Trail & Cultural Brochures went out in September. Wayne Spink will be the featured artist for the 2008 April Art Exhibit & Sale. The Adult Art class was cancelled due to Instructor's personal issues, but will hopefully be rescheduled. The Tourism Society has released new Lacombe postcards and will be working on the "Show Us Around Brochure" to get it out earlier in The new recreation Software was installed this summer and is currently being used for facility bookings, registrations, video link, web link & memberships. On-line registrations and point of sale applications will be added in early A new Records Management system is being implemented as well. Kinsmen Aquatic Centre Monthly Report Calvin reported the pool had been shutdown for 2 weeks in September for maintenance. New lockers are coming and some mechanical issues with the whirlpool had taken place, but they have changed the piping and now have things working. The pool staff are getting ready for their big Halloween special event. Lacombe Memorial Centre Calvin had lead the Rec. Board through an earlier Tour. A schedule of LMC booking was handed out to show how busy the facility has been. Sandi reported the LMC fundraising campaign reached 1.8 million, interior signage has been put up and the concerts and grand opening that were held in September were all successful. Spray Park - Memo attached The Board was impressed with the written report Charissa Olson had
3 compiled on Spray Parks, but felt its use should still be free for the 2008 season. It was suggested that a lifeguard could circulate from the pool outside once an hour to check on the Spray Park, but continuous supervision was not necessary. Perhaps a "Use at your own Risk" sign could be posted. Cross Country Run Bill Nielsen reported the 10 Annual Cross Country Run was successfully held on Sunday, October 14, The event helps promote the Lacombe trails. Bill organizes the run with a the help of others like CUC, the Runners Den and Lacombe Recreation Services. THAT the Lacombe and District Recreation, Parks and Culture Board accept the following items as information: 1. Recreation Services Monthly Report. 2. Kinsmen Aquatic Centre Monthly Statistics 3. Lacombe Memorial Centre 4. Spray Park 5. X-Country Run 7. Business Arising 7.1 Art Collection Policy and Discussion Paper Sandi gave a brief review of the Art Collection Policy and asked for a volunteer from Rec. Board to join the Lacombe Arts Endowment Committee Chair, Council Rep along with 3 more art enthusiasts to make up the Art Collection Selection Panel. THAT Dale Guest be appointed as the Recreation Board representative on the Art Collection Committee. Moved by: Fran Kelly Seconded by: Dawn Parent 8. New Business Recreation Master Plan Review and Update THAT the Recreation Master Plan be accepted as information at this time. Moved by: Shelley Bolze
4 Soccer Field and Ball Diamond Rental Rates Discussion took place regarding the Soccer Field and Ball Diamond rates and it was suggested they be accepted as information at this time and brought back to the next meeting. BMX Track THAT WHEREAS the organizational work for a BMX track has been completed by Gary Leslie of the Lacombe Police Service and includes design work, black dirt, machinery and equipment, and WHEREAS the land component which will consist of two (2) acres may be available from the Town of Lacombe, and WHEREAS the Mr. Leslie is asking for the support of the Lacombe and District Recreation, Parks and Culture Board towards the allocation of lands for this project, THEREFORE BE IT RESOLVED THAT THE BOARD advise Town Council the Board fully supports the development of a BMX track on 2 acres of Town owned land. Facility Rental Assistance Grant Applications Sandi briefed the board about the Facility Rental Assistance Grants 1st Lacombe Scouts THAT WHEREAS Town Council has appropriated $3000 for the funding of individual requests for reduction or elimination of facility rental charges, and WHEREAS a policy and grant program has been adopted regarding the allocation of these funds, and WHEREAS 1lst Lacombe Scouts has submitted an application for funding against the Lacombe Memorial Centre Main Hall & Kitchen rental fees, and WHEREAS the Board has review the application THEREFORE BE IT RESOLVED THAT THE BOARD approve $750 to 1st Lacombe Scouts for the facility for their "Community Bean Supper" to be held February 24, 2008.

Business Moved by: Shelley Bolze Carried: Lacombe & District Historical Society THAT WHEREAS Town Council has appropriated $3000 for the funding of individual requests for reduction or elimination of facility rental charges, and WHEREAS a policy and grant program has been adopted regarding the allocation of these funds, and WHEREAS the Lacombe & District Historical Society has submitted an application for funding against the Lacombe Memorial Centre main hall rental, and WHEREAS the Board has review the application THEREFORE BE IT RESOLVED THAT THE BOARD approve $750 to the Lacombe & District Historical Society for their fundraising "Legends Concert" held October 20th, Moved by: Fran Kelly 10.
