9 Objectives of the Programme Create new jobs within the textiles sector in the UK Safeguard existing jobs within the textiles sector in the UK Create private sector leverage within the textiles sector in the UK. To create 4,500 of private investment for every 1000 of grant awarded. Bring textiles manufacturing back into the UK and prime a sustainable and irreversible revival in the textiles sector in the UK Bridge the gap between global retailers, domestic micro businesses and SMEs to strengthen local supply chains and promote sustainable growth Focus on the target areas of Greater Manchester, Lancashire, West Yorkshire, Leicestershire, Nottinghamshire & Derbyshire

10 Available Funding Grants are awarded as a last resort. Alternative options must have been considered All grants need to comply with EU state aid legislation which sets out how much grant can be awarded towards total eligible costs for different activities dependent upon company size and location State aid vehicles used are De Minimis or GBER. Where De Minimis funding is used, similar levels of investment intensity as used in GBER may be applied Grants can cover eligible items within the following categories: Capital Expenditure (working capital is not eligible) Skills & Training Expenditure Research & Development Expenditure Maximum grant is 1m

11 Who is eligible? Large, medium, small and micro businesses within the textiles sector, defined as textiles manufacturers and their suppliers Focussing on businesses located in Greater Manchester, Lancashire, West Yorkshire, Leicestershire, Nottinghamshire, and Derbyshire Grants to businesses with eligible projects outside these key areas where the case can be made Projects with eligible activities as defined in our documentation Projects with a proven case for grant i.e. the project could not go ahead without public funding

12 What makes a project eligible? Projects must either create or safeguard jobs Projects must create private sector leverage. The Programme must achieve an overall public to private leverage ratio of 1 to 4.5 Projects must comply with European state aid legislation. If a project has already received state aid it cannot be funded twice Projects must be able to achieve full completion, with all project expenditure completed by May 2017 All jobs must be created within 2 years of the project completion date or by March 2019 Applicants will need to demonstrate that the project would not happen without grant support Jobs created must be sustained for at least 3 years and safeguarded jobs sustained for 12 months. For GBER funded projects new jobs must be sustained for 3 to 5 years depending on business size

13 Other factors to consider How does the project benefit the national textiles sector and its supply chain Creation of apprenticeships is encouraged Does the project offer good value for money i.e. how many jobs are created/safeguarded for the amount of grant offered Does the project involve Innovation and new technologies which benefit the UK textiles sector Does the project include recycling and greener practices

14 The Application Process To complete your application for funding you will be required to provide the following as a minimum: A completed application form A business growth plan Your latest accounts Evidence to support your application such as letters of support from suppliers or customers, quotes for planned purchases, and any other supporting evidence requested by your advisor or the Textiles Board members Textiles Programme Specialist Advisors and consultants will be available to assist during the application phase

23 Regional Growth Fund Details and Eligibility What is it? A 3.2bn fund which awards grants to small and medium sized businesses with the aim of supporting private sector investment, creating economic growth and sustainable employment across the UK (with the exclusion of London and limited in the South-East) The Close Brothers Regional Growth Fund (RGF) Asset Purchase Scheme was created in 2011 to enable qualifying businesses to receive a grant towards a deposit on new business assets, dependent on the size of the business and number of jobs being created/safeguarded. Is your business eligible? Are you planning to purchase an asset, but are unable to finance the necessary deposit? Are you unsure whether you can afford the full monthly payment on the asset? Is your business an SME, with fewer than 250 employees and a turnover of under 35 Million? Do you plan to create additional, or safeguard existing, jobs through the proposed investment? What are the Key Features? 12 months after the loan begins, a job must be created and formally confirmed by your company auditors, to ensure the commitment is being fulfilled One full-time, or two part-time jobs must be created for every 10,000 of grant.
