2 Imperial County Workforce Development Board Executive Committee 2799 South 4 th Street El Centro, CA Minutes of December 20, 2017 Members Present: Robert Rubio, Chair, Elvira Anaya, Timothy Kelley, Josue Mercado, Members Absent: Susan Manger, Fernando Zavala Staff: Priscilla Lopez, Interim Director, Tim Druihet, Jeffrey Burquist, Letty Taylor, Allison Duran, Camillo Garcia, Francisca German Guests: None 1. Call to order: ICWDB Chair, Robert Rubio, called the meeting to order with a quorum present. a. Conflict of Interest Forms: Members turned in their Conflict of Interest Forms to staff. 2. Discussion of Agenda a. Approval of Meeting Agenda: Motion made by Elvira Anaya and seconded by Timothy Kelly to approve the meeting agenda. Motion carried. 3. Approval of Minutes: Motion made by Elvira Anaya and seconded by Timothy Kelley to approve the ICWDB Minutes of October 25, 2017, as presented. Motion carried. ACTION AGENDA 4. Discussion/Action to approve Imperial Valley Regional Occupational Program (IVROP) proposal for WIOA Youth Formula Allocation for PY ICWDO Interim Director, Priscilla Lopez, introduced the item, providing information on the WIOA allocation increase. Ms. Lopez provided information on IVROP s proposal to expend the increase of funds for youth enrollment, additional work experience hours and services to eligible and appropriate Imperial County in-school and out-of school youth. Ms. Lopez added that some of the augmented services will include providing a second work experience, academic enhancement skills, work readiness, vocational training, certification and credentials, follow ups, field trips, leadership activities, incentives, supportive services and Youth Committee membership attendance. A motion was made by Elvira Anaya and seconded by Josue Mercado to approve IVROP proposal for WIOA Youth Formula Allocation for PY Motion carried. 5. Discussion/Action to approve the request for a No-Cost Extension for the San Diego State University Research Foundation Employee Development Program ICWDO Interim Director, Priscilla Lopez, introduced the item sharing information that the Employee Development and Advancement Program addresses the needs of clients preparing to enter the workforce by providing Job Readiness Workshops, Internship and Job Shadowing training. The No- Cost extension is due to the Imperial County Workforce Development office executing the Memorandum of Understanding with the cities of Brawley, El Centro, and Imperial. The program commenced on December 5, 2016 and the request is to extend the services for a year from December 31, 2017, to December 31, A motion was made by Timothy Kelley and seconded by Elvira Anaya to approve the request for a No-Cost Extension for the San Diego State University Research Foundation Employee Development Program. Motion carried. 2

Discussion/Action to approve six individuals to attend the California Workforce Association Youth 2018 Conference January 9-11, 2018 ICWDO Interim Director, Priscilla Lopez, introduced the item reporting the annual California Workforce Association Youth Conference will be held in Sacramento, CA January 9-11, The conference will address issues facing youth and young adults in preparing for work in today s economy. ICWDB members and staff attending the conference will provide a report to the ICWDB on the workshops they chose to attend. A motion was made by Elvira Anaya and seconded by Josue Mercado to approve six individuals to attend the California Workforce Association Youth 2018 Conference- January 9-11, Motion carried. INFORMATIONAL AGENDA 7. Public Comment Timothy Kelley commended ICWDO Interim Director, Priscilla Lopez, and ICWDO Business Supervisor, Carlos Lopez, on their attendance and workforce presentation at the Project Eagle meeting. Site Selectors provided positive comments on ICWDO staff showing the importance of workforce in the area. Timothy Kelley also announced that the Renewable Energy Summit will be held March 21-23, 2018, at the Barbara Worth Country Club. Elvira Anaya announced that effective Monday, December, 18, 2017, she has been promoted Region II Regional Director for El Centro, Coachella, Colton, and San Diego areas. 8. Treasurer s Report ICWDB Treasurer, Josue Mercado, provided an overview of the November 30, 2017, Financial Statement. Mr. Mercado stated that currently the percentage of expenditure is 17% with approved RN Mentorship Training Program, Soft Skill Workshops and the increased IVROP Youth Formula allocation pending disbursement. 9. 6 BACKGROUND: On August 16, 2017, ICWDB approved WIOA PY Training Programs at an amount not to exceed $1,105,309. Since this date, program changes have occurred and new training opportunities have ensued. The above table reflects three changes. The City of Imperial will not be accepting interns a part of the San Diego State University Employee Development and Advancement Program and the 10 slots allocated are recommended to be re-allocated to the City of Calexico. Additionally, on December 22, 2017, an ICWDB RFP Evaluation Committee recommended awarding Imperial Valley Regional Occupational Program the Registered Nurse Mentorship Program in the amount not to exceed $125,000 and was approved by the Imperial County Board of Supervisors on January 9, The amount allocated towards the RN Mentorship Program in August 2017 totaled $80,000. Lastly, Imperial Valley Electrical Training Center is anticipating to begin a cohort of apprenticeship training with 16 participants on February 13, Minor revisions were also made to the number of ITAs allocated due to local demand, which resulted in an increase of $1,225. FISCAL IMPACT: The additional training funding of $126,225 will be used from Line Item 21 (30% Pending Required Training Expenditure for PY ). 6

Lopez, ICWDO Interim Director RECOMMENDATION: ICWDO Interim Director recommends to approve up to nine individuals to attend the annual National Association of Workforce Boards (NAWB) Forum in Washington D.C. from March 24-27, BACKGROUND: NAWB represents approximately 550 Workforce Development Boards and their business members that coordinate and leverage workforce strategies with education and economic development stakeholders within their local communities, to ensure that state and local workforce development and job training programs meet the needs of employers. These investments in workforce development create a comprehensive system to provide America with a highly skilled workforce. Attendance allows staff and board members to interface with others from throughout the state. Information regarding the conference can be found on the following pages. FISCAL IMPACT: Approximately $23,500 7

Hosted by the National Association of Workforce Boards in our nation s capital, the Forum is a national conversation around our shared responsibility to meet the needs of businesses, career seekers, and local economies and drive America s ability to compete in the global market. The Forum 2018 The Forum is a place where many organizations and their diverse constituencies come together to create a supported and united response to the collective mission of workforce development. How do we, as change makers in our organizations, communities, and regional economies, fuel the talent at the heart of our nation s workforce and forge changes that drive economic sustainability? Fueling Talent. There is no shortage of briefings, data, and reports about the economic and jobs challenges workforce development is currently facing. We see technology making some jobs obsolete while others are radically different than they used to be, and still others didn t exist at all a few years ago. Many new job openings are low wage, and others come without access to insurance or other benefits. No more can individuals with just a high school degree or less access good paying, middle-class jobs. At a minimum, family-supporting wages require some type of post-secondary credential. The Forum 2018 addresses how to fuel talent in our communities by building stronger, more effective partnerships, integrating labor market data, lifting those who need basic skills through education programs, and embracing workbased learning, skills credentialing, and apprenticeships as pathways to a sustainable career. Forging Change. Workforce development cannot exist in a vacuum. Businesses have been asked to take on a larger role in economic and workforce development. Their voice is needed on regional economic development strategies and on skills demands and hiring projections. Workforce development boards and education and training providers need 8

9 relationships with business and industry to ensure that training programs match their skill needs and to help define career ladders. Business must be integrated into training programs, providing real-world problems for students to solve and locations for internships and job training. The Forum 2018 focuses on how to forge changes to our approach that will result in greater prosperity.
