1 CITY OF ELK GROVE CITY COUNCIL STAFF REPORT AGENDA ITEM NO AGENDA TITLE: Consider a resolution adopting the City Council Vision Statement and Goals for Fiscal Years FY and FY MEETING DATE: April 26, 2017 DEPARTMENT HEAD: Laura S. Gill, City Manager RECOMMENDED ACTION: Staff recommends the City Council adopt a resolution adopting the City Council vision statement and City Council goals for Fiscal Years and BACKGROUND INFORMATION: The City Council conducted a special Council Strategic Planning Session on Thursday, March 23. During that meeting, the Council provided input that the retreat facilitator and staff used to refine the City Council s vision statement. Additionally, the Council and Executive staff modified existing goals, including strategic imperatives that support each goal, to guide the activity of the City Council and staff for the next two fiscal years. Prior to developing the vision statement and goals, the City Council received information regarding the extensive public input received prior to the planning session, which included two in-person Town Hall meetings, two Facebook Live Town Hall meetings, and opportunities to provide input through phone and . Staff also provided the City Council with a fiveyear projection of General Fund revenues and expenditures, a review of recommended economic development strategies, a review of citywide design guidelines, and a status report of imperatives established from the March 2015 Strategic Planning Session.

During the retreat, the City Council reviewed the current vision statement: Elk Grove will be a regional leader in providing a high quality of life for all generations through connected and safe neighborhoods, diverse residential and employment choices, and amenities that celebrate and build upon the community s diversity and heritage. In its review, the Council confirmed most of the components of its vision statement. The high quality of life, all generations, and connected and safe neighborhoods components were affirmed without modification. With regard to diverse residential and employment choices, Council members indicated that two factors should be included in modifying this component: The word diverse should include the concept of embracing and welcoming to all. The word educational should be included in the phrase. References to education choices should be broad enough to include primary, secondary, post-secondary, and professional levels. As to the phrase amenities that celebrate and build upon the community s diversity and heritage, the Council indicated a desire to incorporate amenities that serve a multitude of generations and to create a sense of place. A sense of place is a focus on characteristics that make a place special or unique and have a sense of authentic human attachment and belonging. The Council offered other suggestions, such as the use of the present tense, as opposed to future tense, for the vision statement to set an aspirational tone, and the elimination of the words regional leader. Given this feedback, staff offers the proposed Vision Statement for its consideration: Elk Grove strives to provide a high quality of life for all generations that builds upon the community s diversity and heritage through safe and connected neighborhoods that are welcoming to all, with diverse residential, educational and employment choices and amenities that create a sense of place. 2

At the retreat, the City Council reviewed the five goal statements adopted after the March 2015 retreat and modified the goals to reflect the current City Council s priorities. The City Council goals, together with a description of and strategic imperatives for each goal, are as follows (deletions are shown with strikeout; additions with underline): 1. Foster a vibrant and diverse economy in Elk Grove oriented towards growing jobs in targeted industries in Elk Grove, while also offering an array of residential choices, civic amenities, and entertainment options that attract business. Discussion: The City needs to focus on growing jobs in targeted industries. Skilled, semi-skilled, and professional jobs are important. Business attraction will increase with a variety of residential options, amenities, and a strong entertainment district. Relevant to this Goal is the consideration of potential updates to the City s design guidelines. Staff presented options related to design guidelines and the City Council discussed various options and indicated a preference for a minor update to the design guidelines. The guidelines should raise the bar to the look and feel of new development projects while not being overly restrictive. The revision to the guidelines should consider the costs and consequences of design requirements in order to maintain affordability. The guidelines should help to create places within places in the City and allow for the flexibility and creativity through materials, forms, and spaces. Landscaping guidelines should be incorporated into the design guidelines. This direction is incorporated into a new imperative under this Goal. Other new imperatives were suggested by the Economic Development presentation, and focused on workforce development, visitation to Elk Grove, and regional engagement on economic development strategies Develop a business brand and targeted marketing plan for business attraction of specific industries in the health care sector in identified sectors, form a activate the City s recruitment team, and solicit new businesses to consider re-location to Elk Grove. 3

4 Elk Grove City Council April 26, 2017 Page 4 of Evaluate small business support needs, publicize existing City small business support programs, identify incentives for local innovation and entrepreneurship, and expand outreach to successfully market an innovation support network within the City Identify gaps in infrastructure (both physical and digital) necessary for medium to large business retention or relocation and create a plan for addressing identified impediments Complete approval of Implement the Southeast Policy Area plan and use the land use plan to develop a recruitment strategy for new or expanding businesses to capitalize on the newly installed infrastructure to drive employment generation Ensure the successful opening of the regional outlet mall and assist with business attraction to provide diverse retail opportunities Develop a strategy for an entertainment district in the Old Town area that incorporates the re-use strategy plan for the Old Town Plaza Elk Grove parcel Update City Design Guidelines to enhance standards for community design (architectural and landscaping), encouraging creativity and recognizing the unique characteristics of distinct neighborhoods while maintaining housing affordability Identify potential small business startup and scaleup candidates and support their launch and growth to foster future major employers Undertake efforts and develop partnerships that maintain the City s low resident unemployment rate, grow the City s workforce in ways that meet the needs of major and emerging companies, and increase the percent of residents employed by Elk Grove companies Position Elk Grove as a competitive location for business and personal travel, with emphasis on development of additional hospitality projects, leveraging our gateway status, and capitalizing on our extensive youth sports network. 4

5 Elk Grove City Council April 26, 2017 Page 5 of Position Elk Grove as a major player in regional economic development decision making and business attraction efforts through personal and corporate relationships that drive business to Elk Grove Foster the growth/development of higher education institutions in Elk Grove. 2. Continue to foster and support the safest and most highly connected neighborhoods, promote the unique attributes of Elk Grove communities and lifestyles - both with diverse opportunities for urban and rural lifestyles and connect neighborhoods internally and to the region through roads, transit, and trails. Discussion: Consider regional connectivity, through transit, major roads, and connection to the regional trail system. Enhance, and then leverage, the unique features of neighborhoods. Acknowledging, and then promoting (branding) Elk Grove s neighborhood identities is important. The City Council also discussed the need to continue the implementation of the Intelligent Transportation System while updating the system to accommodate new traffic patterns. Full coordination of east/west traffic flows is important, and staff should identify enhancements needed for better coordination. Additionally, the Council asked staff to employ continuous improvements for the operations of the transportation management center. The City Council also discussed staffing levels of the Police Department. The Council affirmed its desire to maintain the high level of service provided by the Police Department and asked staff to publicize the increased hiring of police officers and support personnel as the City s population continues to grow. Additionally, the Council encouraged the Police Department to continue its efforts to address domestic violence and to fully implement the Family Services Unit. The City Council acknowledged substantial progress on a Imperative related to code enforcement, which has been replaced with new priorities as reflected below. Code enforcement activities remain an ongoing city-wide effort. 5

6 Elk Grove City Council April 26, 2017 Page 6 of Develop a schedule for Complete the General Plan Update, including a policy on future expansion of City boundaries Prioritize public transit opportunities (e.g., light rail, heavy rail, bus rapid transit, and multimodal station) and trail connections, both regional and local; develop and implement a political and funding strategy that supports the City s goals for enhanced neighborhood and regional connectivity Engage and complete a comprehensive Continue the implementation of recommendations from the Police Staffing Study to align sworn and non-sworn support police staffing requirements with service demands and expected community growth (residential and business) in the next five years and publicize to the community the ongoing increases in public safety support commensurate with population and business growth Strengthen and support the engagement of neighborhoods in the protection and safety of Elk Grove Continue the Ddevelopment and implementation of culturally relevant strategies and programs to address the problem of domestic violence in the community and support and leverage the funding of the Police Department Family Services Unit Achieve enhanced coordination of City and school public safety, including the opportunities arising from expiration of the Sacramento County Sheriff contract for on-site policing with the Elk Grove Unified School District Review Code Enforcement priorities, with an evaluation of cost to implement proactive administrative enforcement of key nuisance abatement or neighborhood enhancement ordinances. Develop an implementation schedule and funding strategy, with milestones for design, right of way acquisition, and construction for Kammerer Road as the City s highest priority transportation project Begin construction of the Kammerer Road. 6

Distinguish Elk Grove as a city with an array of opportunities for sports and cultural activities for residents of all ages and backgrounds, with venues and entertainment districts that also promote and leverage economic growth and attract a variety of age groups to participate in the community. Discussion: Incorporate the concept of entertainment districts Continue collaboration for optimal delivery of parks and recreation services with the Cosumnes Community Services District Define the vision for a competitive Continue efforts to establish a multi-sport park complex that attracts regional, state, national and international various users, establish a development and services plan,and funding and marketing strategy that supports the achievement of this vision Identify funding strategies to fully develop the Civic Center (South Property) Master Plan as adopted by City Council in 2016 master plan for phases two and three and develop a funding strategy Complete current Civic Center Phase One amenities: a. Complete construction of Aquatic Center and commons space by Summer 2018; identify and retain an operator. b. Assist the Senior Center of Elk Grove in developing plans for a new Senior Center and evaluating stakeholder engagement. c. Complete construction of the community center, including space for the Veterans Hall and Senior Center, for opening and open facility in Identify funding to eevaluate unmet needs for performing arts venue and identify Elk Grove programming and facility operations, with an immediate focus on opportunities to share facilities and private business. 7

Serve as wise and responsive stewards of fiscal, physical, and natural resources, and prepare for, adapt to, and find opportunities in changes to the natural environment. Discussion: Elk Grove needs to be a resilient community, adaptable to climate changes and potential natural disasters. There may be opportunities with water storage (weir) in heavy rainfall; consider consultation with the U. S. Army Corps of Engineers on possible water amenities Evaluate the burden on new development for infrastructure construction and maintenance, including regional impact fees and develop strategies to ensure economic competitiveness within the region Review the cost of purple pipe installation to carry recycled water, considering the likelihood and potential cost of a recycled water supply and the cost of retrofit if infrastructure is not available to carry a future recycled water source Develop recommendations for resource enhancement to fully fund highest priority capital improvement projects Develop a road maintenance policy based upon understood and approved asphalt repair standards, such as the pavement management index, and identify funding resources and gaps to achieve this level of ongoing road maintenance Update the 2011 Storm Drainage Master Plan to develop a drainage system with multiple benefits including 200-year flood protection, habitat preservation and enhancement, groundwater recharge, and the use of water as an aesthetic resource/amenity Evaluate emergency preparedness for natural disasters. 8

Recognize Continue to elevate the City s high operational performance using innovation to and achieve new levels of organizational excellence with and the highest service levels, while also providing regional leadership through collaboration. Discussion: Innovation should be stressed; providing cutting edge operations. Look at City operations on a continuous basis to evaluate trends for improved service delivery. Prior Imperatives related to staffing for the Mayor and Council Members has been addressed as well as funding for enhanced outreach to residents. These imperatives are removed, as indicated below Identify likely retirements from key Executive staff/department head positions and evaluate service delivery model (in-house versus contract services) to ensure most efficient and highest service delivery standards Evaluate staffing for Mayor and Council Members, including designated professional support staff, cost and constituent response benefits Update Mayor and Council Member outreach budget to assist with enhanced citizen engagement Complete design, capital funding strategy, and operating budget impacts for Evaluate City-operated animal shelter services and related facility costs Collaborate with other governmental agencies to enhance service delivery and reduce costs, with a focused effort on possibility for shared facility use with Elk Grove Unified School District Evaluate opportunities to collaborate regionally on issues related to homelessness, transportation funding, and regional jobs growth Improve the availability of social services by identifying regional providers and encouraging allocation of funding for local services. 9

11 ATTACHMENT 1 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ELK GROVE APPROVING THE CITY COUNCIL VISION STATEMENT AND GOALS FOR FISCAL YEARS AND WHEREAS, on March 23, 2017, the City Council of the City of Elk Grove conducted a special Council Strategic Planning Session and provided input towards the creation of a vision statement; and WHEREAS, during the Planning Session, the Council reviewed goals for the City Council for the next two fiscal years; and WHEREAS, the Council also a five-year projection of General Fund revenues and expenditures, a report on Economic Development strategy opportunities, and a presentation on the City s Design Guidelines; and WHEREAS, the Council has reviewed the vision statement and the five goals, attached as Exhibit A. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Elk Grove hereby approves the City Council Vision Statement and Goals for Fiscal Years and attached as Exhibit A. The City of Elk Grove will be known as an environment supportive of small business, working closely with entrepreneurs and innovators in all sectors for local business to begin, grow and stay within the City. The City s target for business attraction will leverage the City s workforce and range of employers. Protection of our existing reserves, infrastructure, and natural resources sustains a healthy and prosperous community. City Council and staff will be accountable to pursue transparent short and long term plans to optimally balance fiscal constraints with effective investment in the preservation of both prudent reserves and our precious resources. Elk Grove needs to be a resilient community, adaptable to climate changes and potential natural disasters. There may be opportunities with water storage (weir) in heavy rainfall; consider consultation with the U. S. Our commitment is to our customers, both internally and externally. We provide a positive organizational culture where we recruit, retain and promote the best employees who are regionally focused and recognized as leaders.
