2 History of MRA The Manistee Recreation Association is a 501 (c) (3) nonprofit organization. The Manistee Recreation Association (MRA) was established in 1942 and founded by a group of high school youth that claimed they were looking for recreation and recreational activities in the Manistee area. As a result of our volunteers, municipalities and further help the MRA is still alive and thriving today. The MRA is funded by the City of Manistee, the County of Manistee, local townships (Brown, Filer, Manistee, Bear Lake and Onekama), area business sponsors, the Manistee United Way agency and program user fees. The MRA has participated in many community events and partnered with other local agencies to provide a variety of programs for every age group and family. Some of these include HAM Week (Healthy Active Manistee) with the Non-Motorized Transportation Committee, Family Nights with the Portage Lake Covenant Bible Camp, and Kids Tennis Academy with the Manistee Kiwanis. The MRA uses area facilities for all of our programs, including Duffy Park (Soccer Fields), Paine Aquatic Center (Swimming Lessons and Water Aerobics), the Manistee Armory (Soft Soccer Clinic), Kiwanis Hamlin Park and the Onekama and Manistee Public Schools. Through the years our programs may have changed but we feel that our concentration and emphasis here at the MRA has not. We want to provide the Manistee area sports and recreation with safety, sportsmanship, participation and most of all fun. We encourage team work, family involvement and learning experiences among all of our activities. MRA youth soccer program Kindergarten - 5 th grade

3 The Ideal Candidate The ideal candidate for the position of MRA Executive Director would exhibit the following behaviors: Must possess excellent communication skills, as the position requires effective coordination with a variety of community members and organizations. Position requires an individual who is not only energetic and fitness minded, but someone who is truly passionate about recreation. Self-motivation is a must for this position, with strong organizational skills and fiscal responsibility. The Executive Director will be expected to be a strong and visible member of the community. Volunteerism and participation in service clubs (Rotary, Kiwanis, Lions, etc.) will be strongly encouraged. The Issues Although resources are constrained, the MRA is on solid financial ground with a fund balance of approximately $50,000 and an annual budget of approximately $106,000. In addition to the annual budget there is also a $16,000 mutual fund that has been used over the past several years to supplement the annual budget by approximately $ The next Executive Director will be expected to oversee the resources carefully and ensure they are used wisely. Revenue challenges focus on maintaining annual contributions from local units of government and dealing with fluctuating income sources. Finding ways to maintain and increase revenue, which will result in increased programing opportunities will also be an expectation of the next Executive Director. 4 The Mission Statement Our Mission is to provide a balance of recreation activities for persons of all ages and abilities and to meet diverse interests of all community members in the greater Manistee Area while emphasizing healthy habits, respect, self-importance and fun. Participation Manistee County population as of the 2010 census was approximately 24,000 citizens. Annually approximately 1,000 citizens participate in MRA Programs. The vast majority of the participants are located around the Manistee Lake and the Onekama area. Use of MRA programs in the out county area is quite small and is an area where the Board of Directors sees an opportunity to increase. Over 200 area residents annually volunteer for the MRA. On average the MRA also provides 120+ Scholarships for those families that are economically challenged. MRA summer tennis camp funded by Manistee Kiwanis

The MRA Board of Directors will negotiate a benefit package within budget parameters with the selected Executive Director candidate. 10 MANISTEE RECREATION ASSOCIATION Summary Description Job Description: Executive Director The Executive Director will serve as the principal director for the Manistee Recreation Association. The Director will have primary responsibility for 1) overseeing all recreational programs 2) development of new recreational programming 3) preparation of annual operating budget 4) ensuring adequate revenue is generated to fund recreation programs. The Executive Director will coordinate with existing governmental units, organizations and other Manistee County recreational boards to ensure that recreational opportunities are provided to all area citizens. The Executive Director needs to have strong organizational and fund raising skills. Supervision Works under the direct supervision of the Manistee Recreation Association Board of Directors through established policy and program guidelines set forth by the Board. The position of Executive Director is an at will position. Typical Duties and Specific Responsibilities 1. Supervise and participate in the development and implementation of goals, objectives, policies, procedures and priorities for assigned programs including recreation, parks and their related facilities and property. 2. Plan, coordinate and supervise recreation programs, facilities and equipment. 3. Direct and implement a comprehensive recreation program for all age groups. 4. Coordinate all MRA programs with other recreation groups & activities. 5. Work cooperatively with MAPS in the successful operation of the Community Pool. 6. Make arrangements for the use of various public facilities including school buildings, and grounds. 7. Seek available local, state and national grants. 8. Recommend appropriate service and staffing levels based on performance measures. Assist in planning and supervise the development and maintenance of community recreation facilities. 9. Confer with Manistee County School Districts and other governmental agencies in developing cooperation in establishing recreational programs. 10. Attend community recreation meetings to assist in studies to determine current and long-range plans for parks and recreation activities. 11. Make community presentations regarding program capabilities and developments. 12. Prepare cost estimates for budget recommendations; submit justifications for budget requests; monitor approved budget expenditures and maintain necessary records.

11 Maintain program records and prepare program reports as necessary. 13. Work hours necessary to complete assigned tasks. 14. Responsible for the recruitment, guidance, training, and assignment of routine work to others, including volunteers. 15. Must have the ability to deal effectively with representatives from schools, social services, sport organizations, and the general public. 16. Ability to express ideas clearly and concisely both verbally and in written form. 17. Ability to establish and maintain effective working relationships with the public, community groups, and other city employees. 18. Responsible for the maintenance and, if needed, storage of all equipment purchased for or donated to recreational programs to the MRA. 19. Continue to explore opportunities for consolidating recreational programs into one Recreational Authority include local unites of government, Manistee Area Public Schools, Manistee Catholic Central, Casman Academy, Trinity Lutheran and other recreational clubs. 20. Attend MRA Board and Subcommittee meetings as needed. 21. Prepare monthly MRA Board packet material including monthly financial reports. 22. Maintain consistent office hours at MRA office. 23. Maintain MRA website that distributes information to area citizens that includes key information about the MRA. 24. Maintain files, monitoring, tracking fees, payments and inventory of equipment & supplies. 25. Perform other related duties as assigned by the MRA Board of Directors. 26. Executive Dir. will work varied hours as required to complete the job. The Executive Director will also be required to, from time to time and when needed, perform the role of coach, referee and other roles as needed. Position Qualification Requirements Any combination of education and experience that would provide the applicant with the desired skills, knowledge and the ability required to perform the job will be considered. Typical candidates will have: Bachelor s degree in recreational planning, public administration, business administration, physical education or related field is preferred. Thorough knowledge of the objectives, principles and techniques of an effective community recreation program, including an understanding of community needs and resources. Ability to seek and raise necessary funds to maintain the MRA, including grant writing Strong computer skills Minimum three years of management experience.

12 Ability to plan, organize, evaluate and coordinate the activities involved in a community recreation program. Valid Michigan driver s license and acceptable record is required. Full criminal and credit background check is required.
