1 Request for Proposal RFP # Communications Officer - Equal Measures 2030-FY18 Equal Measures 2030 seeks a Communications professional to work with the Head of Media and Communications in the development, management and dissemination of content and communications work at the global level (contributing to the production of our global online platform, social media channels, external newsletter, among other activities) and across our six national-level influencing partners in Latin America, Asia and Africa. The Equal Measures 2030 partnership is hosted and administered by Plan International. Scope of work begins on page 4. Synopsis A fixed-price purchase order will be issued to include all costs of services and delivery. Optional services / work may be submitted separately. Any accepted optional services or work will be negotiated and awarded separately. Equal Measures 2030 is under no obligation to make an award for Optional services / work. Issuance of this RFP in no way obligates Equal Measures 2030 to make an award. Bidders will not be reimbursed for any costs associated with the preparation or submission of their proposal. Each bidder is responsible for reading and understanding the terms and conditions of this RFP. Offer Deadline Offers must be received no later than BST, 20 May Submissions thereafter will be considered at the discretion of committee. Shortlisted applicants will be invited to have phone interviews. Questions and Clarifications All questions and/or clarifications regarding this RFP must be submitted in writing to Isabel Varnado and Jessica Lomelin no later than BST, 20 May Questions and requests for clarification, and the responses thereto, that Equal Measures 2030 believes 1

2 may be of interest to other offerors, will be circulated to all RFP recipients who have indicated an interest in bidding. Project Deliverables (more details in the Terms of Reference below): 1. A content library (containing photos/videos captured by EM2030 staff in the field) uploaded to the EM2030 website and online portal, and other internal channels. 2. Links, stories and external resources gathered from partners and uploaded to the EM2030 website and online platform. 3. Developed key messaging and social media content for the launch of EM2030 s new promotional video and up to three content-driven collaboration opportunities. 4. EM2030 s monthly newsletter managed and disseminated (1x monthly). 5. EM2030 s external events calendar developed and maintained (on external website), and promoted in EM2030 s monthly newsletter. 6. Ongoing social media management (EM2030 accounts on Facebook, Twitter, Linkedin) and web maintenance 7. Social media management, content creation, copy editing as needed for the September launch of EM2030 s first global report and online platform. Evaluation Process and Criteria An evaluation panel from Equal Measures 2030 will review proposals on a rolling basis as they are received. The proposal with the best overall value, composed of technical merit and price, will be recommended for approval. Technical proposal The technical proposal component should address all aspects and criteria outlined in this RFP, especially in the Terms of Reference below. And must include: 1) CV of applicant 2) Information on relevant experience 3) Signed and scanned copy of Attachment A: Representation and Certifications of Compliance 2

3 Price proposal The price proposal received will be considered a firm high-ceiling limit for the project that is not subject to revision unless officially invited to re-submit by Equal Measures Include daily rates and maximum number of days available for this post. A detailed price proposal must be completed for every submission. Please quote in US dollars. Invoicing and payment will be in US dollars. Proposed timeline for RFP process All technical and cost proposals must be received by BST, 20 May Proposals will be reviewed as they are received, and in-person or phone interviews with selected candidates will take place on a rolling basis. Award notice will be given as early as possible following the deadline, and all proposals received will receive a response by 25 May The schedule of the contractual process is as follows: Closing date and time for submission of full proposal: 20 May 2018 Technical and price evaluations to be completed: 21 May 2018 Interviews May 2018 Award notice: 28 May 2018 Signature of contract: 5-7 business days following award notice Project duration: early June (approx.) end December (approx.) 2018 Payment terms Payment will be made only upon acceptance of the work performed in accordance with monthly milestones. This post requires monthly invoicing by consultant. The terms of payment are 30 days after receipt of invoice and acceptance of work. Payment will be effected by bank transfer in US dollars. Financial proposals should include any proposed staged payments. 3

4 TERMS OF REFERENCE PROJECT BACKGROUND Equal Measures 2030 is a global civil society and private sector led partnership with the mission of fuelling progress towards gender equality by making sure girls and women s movements, advocates and decision makers have easy-to-use data and evidence to guide efforts to reach the Global Goals by 2030 and leave no one behind. Partners include Plan International, ONE Campaign, ARROW, Bill & Melinda Gates Foundation, Data2X, Women Deliver, KPMG, International Women s Health Coalition (IWHC), and The African Women s Development & Communication Network (FEMNET). In September 2018, Equal Measures 2030 will launch an interactive online platform that brings together our global, regional and national data and influencing products, including EM2030 s SDG Gender Index and Advocate Survey findings. The online platform will contain data visualisations, stories behind the data, advocate survey findings, partner and industry resources and more. SCOPE OF WORK Equal Measures 2030 seeks a Communications professional to work with the Head of Media and Communications in the development, management and dissemination of content and communications work at the global level (contributing to the production of our global online platform, social media channels, external newsletter, among other activities) and across our six national-level influencing partners in Latin America, Asia and Africa. The candidate will be a strong writer, have experience developing content for multi-media purposes, and will have experience in website management and content management systems, as well as marketing tools (like Mailchimp). The Communications Officer will support the Head of Media and Communications to develop and complete the production of a data and content-rich online platform, sourcing industry and partner resources and manually populating the platform with available materials and content, as well as drafting accompanying messaging and web copy to present data and advocacy material in a clear and compelling manner. The Communications Officer will stay up-to-date of speaking opportunities, events and external engagements that feature EM2030 Secretariat members and core partners, working to develop content that profiles our participation and attendance in such events on social media, as well as in the monthly EM2030 external newsletter (using Mailchimp). The role is designed to run from June to December. Part-time and job-shares will be considered. Ensuring work eligibility in the country of work will be the responsibility of the applicant. 4

5 Preferred location is Yangon, Myanmar, but other locations in SE Asia (such as Bangkok, Thailand) will be considered. The consultant would be primarily home-based, with expectations to travel to the Plan International offices in Yangon for meetings and workshops (to meet with the Head of Media and Communications of Equal Measures 2030). This only applies to candidates based in Yangon, Myanmar. The candidate will need to manage work across several time zones including with members of the Equal Measures 2030 Secretariat team based in Asia, Washington DC, and Canada. Under the supervision of the Head of Media and Communications and in close collaboration with other members of the Secretariat team, responsibilities will include: Develop a content library (categorizing and filing raw photos and videos captured by EM2030 staff in the field) that can be uploaded to the EM2030 website and new online platform, as well as other relevant internal channels. Manage coordination with core partners and industry partners to gather links, stories and external resources that can be profiled and uploaded onto the EM2030 website and online platform. Provide support to Head of Media and Communications in the lead-up to and during the September launch of EM2030 s first global report and online platform, including social media management, content creation, editing and copywriting as needed, etc. Develop key messaging and social media content as and when is needed, including in relation to the launch of EM2030 s new promotional video and content-driven collaboration opportunities. Manage and develop EM2030 s monthly newsletter, which includes drafting content, editing and formatting photos, and sourcing interesting links and reading material from partners and relevant/like-minded organisations Manage EM2030 s external events calendar on the website, ensuring that all events, speaking opportunities and engagements are documented on the digital web calendar, accessible to the public and promoted in our monthly newsletter. Expanding EM2030 s presence on social media including on key platforms such as Facebook, Twitter, Linkedin. Assist with the development and editing of written content (blogs, human impact stories, etc.) Other support offered to the Secretariat team as/when is needed. 6 EM2030 s external events calendar developed and maintained (on external website), and promoted in EM2030 s monthly newsletter Ongoing social media management (EM2030 accounts on Facebook, Twitter, Linkedin) EM2030 website updated and maintained on a regular basis Social media management, content creation, editing as needed for the September launch of EM2030 s first global report and online platform QUALIFICATIONS Bachelor s degree in Journalism, Mass Communications and Public Relations, or a relevant degree One two years experience in communications work Excellent English writing, editing and reviewing skills; French, Bahasa, Hindi or Spanish language an advantage Demonstrated experience in content management systems/wordpress and uploading content to wordpress sites Familiarity with use of mailchimp or other newsletter marketing sites Skill in Photoshop, InDesign or other design software an advantage Strong knowledge of social media channels and demonstrated experience in developing content for web and digital channels Superior interpersonal communication skills including demonstrated cross-cultural communication Creative, innovative and a self-starter with proven ability to meet targets/ deadlines TIMELINE AND BUDGET Preferred location is Yangon, Myanmar, but other locations in SE Asia will be considered. 7 ATTACHMENT A: REPRESENTATIONS AND CERTIFICATIONS OF COMPLIANCE The certifier attests to the accuracy of the representations and certifications contained herein. 1. Federal Acquisition Regulations (FAR) The offeror certifies that it is familiar with the FAR and is not in violation of any certifications required in the applicable clauses of the FAR, including but not limited to certifications regarding lobbying, kickbacks, equal employment opportunity, affirmative action, and payments to influence federal transactions. 2. System for Award Management (formerly the Federal Excluded Parties List) The offeror is not presently debarred, suspended, or determined ineligible for an award of a contract by any federal agency. 3. Source and Nationality Requirements Offerors confirm that they are not violating the Source and Nationality requirements established by the U.S. State Department and that the services comply with the Geographic Code and the exclusions for prohibited countries. 4. Executive Compensation Certificate FAR requires Plan, as prime contractor of U.S. federal government contracts, to report compensation levels of the five most highly compensated subcontractor executives to the Federal Funding Accountability and Transparency Act Sub-Award Report System (FSRS). 5. Executive Order on Terrorism Financing The Contractor is aware of and compliant with U.S. Executive Orders and U.S. laws that prohibit transactions with, and the provision of resources and support to, individuals and organizations associated with terrorism. The contractor does not engage with, or provide resources or support to, individuals and organizations associated with terrorism. No support or resources are or will be provided to individuals or entities that appear on the Specially Designated Nationals and Blocked persons List maintained by the US Treasury (online at or the United Nations Security Designation List (online at: This provision must be included in all subcontracts/sub awards issued under this Contract. 6. Trafficking of Persons The Contractor may not traffic in persons (as defined in the Protocol to Prevent, Suppress, and Punish Trafficking of persons, especially Women and Children, supplementing the UN Convention against Transnational Organized Crime), procure commercial sex acts, or use forced labor during the period of this award. 7. Certification and Disclosure Regarding Payment to Influence Certain Federal Transactions The offeror certifies that it currently is and will remain in compliance with FAR Organizational Conflict of Interest The offeror certifies that it is not aware of any information bearing on the existence of any potential organizational conflict of interest. The offeror further certifies that if the offeror becomes aware of information bearing on whether a potential conflict may exist, that offeror shall immediately provide Plan with a disclosure statement describing this information (see FAR Part 9.5). 9. Business Size and Classification The offeror certifies that it has accurately and completely identified its business size and classification herein in accordance with the definitions and requirements set forth in FAR Part 19, Small Business Programs. 10. Prohibition of Segregated Facilities Offeror certifies that it is compliant with FAR Equal Opportunity The offeror certifies that it does not discriminate against any employee or applicant for employment because of age, sex, religion, handicap, race, creed, color, or national origin. 12. Labor Laws The offeror certifies that it is in compliance with all labor laws. 13. Employee Compliance The offeror warrants that it will require all employees, entities, and individuals providing services in connection with the performance of a Plan International USA 7

8 Purchase Order to comply with the provisions of the resulting purchase order and with all federal, state, and local laws and regulations in connection with the work associated therein.
