1 TOURISM, HERITAGE AND CULTURE GAMES OF LA FRANCOPHONIE for Cultural Competitions Deadline for entry submission: May 15 th 2016 SPORTS AND CULTURE TAKE CENTER STAGE The VIII Games of La Francophonie will take place in Abidjan, Côte d Ivoire from July 21st-30th Previous editions were held in Morocco in 1989, France (Paris) in 1994, Madagascar in 1997, Canada in 2001, Niger in 2005, Libya in 2009, and France (Nice) in The Games of La Francophonie are the only major international games that present both sport and cultural competitions. The Games are a unique opportunity to showcase the scope and originality of Francophone culture and athletic achievement in French-speaking countries around the world. The Games will offer approximately 4,000 young athletes and artists from the 80 State and Government members of La Francophonie a chance to perform on the world stage. Three teams showcase Canada s cultural vitality. The Canadian cultural delegation to the Games of La Francophonie is divided into three teams: Canada, Canada - Quebec and Canada - New Brunswick (for which the competitions are described in this booklet). The Department of Tourism, Heritage and Culture is responsible for preparing Team Canada - New Brunswick for its participation in the VIII Game of La Francophonie and for administering the provincial preselection of artists for the cultural competitions. HOW TO ENTER Follow these steps to enter: Read the for details about the competition s objectives, who and what disciplines are eligible, assessment process and evaluation criteria. Fill in the application form and be sure you have completed all sections and included all required support material.

EVALUATION PROCESS Peer evaluation is fundamental to the decision-making process for the competitions. Eligible applications will be evaluated by a peer assessment committee, composed of experienced individuals from New Brunswick who are recognized as professional artists and arts professionals by their peers. The committee s decisions will be based on the general merit of the application, compared with that of all other eligible applications in this provincial competition. Applications will be assessed according to the criteria stipulated for each artistic discipline. An international committee named by the Comité international des Jeux de la Francophonie will make the final selection of artists invited to take part in the Games in Abidjan. ELIGIBILITY General eligibility: You are a Canadian citizen living in New Brunswick; You are between the ages of 18 and 35, which means you were born between January 1, 1982 and December 31, 1998, inclusively. You meet the definition of a professional artist, which is an artist who: o has specialized training in the artistic field (not necessarily in academic institutions) o is recognized as a professional by his or her peers (artists working in the same artistic tradition) o has a history of public presentation or publication. The following artistic disciplines apply to the competition for New Brunswick: Visual arts - painting Visual arts sculpture-installation Song Storytelling Original Dance Literature (short story) Photography Digital Creation (VJing) The eligibility criteria for each specific discipline are provided in the annexes of these. APPLICATION PREPARATION You may submit your application electronically using the address provided in these. Please note that if you choose to submit electronically you MUST make sure, before you begin, that you have all the required documentation and support material in the appropriate electronic format (specified formats are included in the guidelines and application forms for each discipline). You are responsible for providing all the information and support material requested. Eligibility is based on the information you provide in your application.

Carefully choose your support material as committee members have limited time in which to study each application. Do not submit originals. The Department is not responsible for the loss or damage of support material submitted. It is important to inform the Department of any changes to your contact information. Format and layout The requested documents and application form must be submitted: printed on one side only; on separate sheets of white paper (letter format, 8½ x 11 inches); with a black font size of 11 points or larger; with paper clips (documents cannot be bound, placed under plastic or stapled); avoid unusual formatting as it can make documents hard to read. ACKNOWLEDGEMENT OF RECEIPT The Department will send you a notice acknowledging that your application has been received. It does not confirm that your application is eligible. COMMUNICATION OF RESULTS The international jury responsible for the final selection anticipates announcing in December 2016 the names of the artists who will be participating in the Games. You will be informed of the results of your application by mail. PERSONAL INFORMATION The Department of Tourism, Heritage and Culture is subject to the Right to Information Act and the Protection of Personal Information Act. For the purpose of this competition, the Department requests that you indicate your year of birth on the application form. The other personal information that is provided by you on this application form will not be used to assess your application and will not be passed on to the peer assessors. The Department will only share with the Comité international des Jeux de la Francophonie the applications of the preselected artists chosen in this national competition. In France, the personal information provided by these preselected artists will be protected by European Union laws. 5 Games of la Francophonie Cultural Competitions Team Canada - New-Brunswick PAGE 5 OF 13 Annex: Artistic Disciplines VISUAL ARTS PAINTING Specific eligibility for Painting The artist must have created at least one painting (different than the one proposed for this competition) that was publicly presented in a professional context (e.g. artist-run centre, art gallery or museum) prior to the competition deadline. Proposed work The artist must propose a painting created for the Games that: has not been presented at a previous international exhibition; is not subject to royalties for non-commercial use; does not exceed a surface area of 2 x 2 m when ready for hanging; does not weigh more than 25 kg; meets customs requirements (otherwise, any materials or forms of expression are permissible); is ready for hanging on a picture rail; will be featured in a group exhibition during the Games. If the proposed painting has already been completed, it must have been created after 20 July The artist also has the option of proposing a new work to be completed at a later date. The artist s creativity Coherent expression The artist s technical mastery Composition The selected artist will receive a fixed fee of $2,500 towards the cost of preparing or creating the work. The Department of Tourism, Heritage and Culture will cover costs associated with travel to, and participation in, the Games in Abidjan. The selected artist agrees to: be in attendance for the duration of the Game create a new work on a theme specified in a workshop during the Games; take part in a gathering /facilitated session /collective creation during the Games. The works of the selected artists will be professionally exhibited to their best advantage in a suitable public place for the duration of the Games.

6 Games of la Francophonie Cultural Competitions Team Canada - New-Brunswick PAGE 6 OF 13 Annex: Artistic Disciplines VISUAL ARTS SCULPTURE-INSTALLATION Specific eligibility for sculpture-installation The artist must have created at least one sculpture-installation work (different than the one proposed for this competition) that was publicly presented in a professional context (e.g. artist-run centre, art gallery or museum) prior to the competition deadline. Proposed work The artist must propose a sculpture-installation work for the Games that: has not been presented at a previous international exhibition; is not subject to royalties for non-commercial use; will fit into a crate measuring 3 m 3 weighs no more than 200 kg; meets customs requirements (otherwise, any materials or forms of expression are permissible); will be featured in a group exhibition during the Games. If the proposed sculpture-installation has already been completed, it must have been created after 20 July The artist also has the option of proposing a new work to be completed at a later date. The artist s creativity Coherent expression The artist s technical mastery Composition. The selected artist will receive a fixed fee of $2,500 towards the cost of preparing or creating the work. The Department of Tourism, Heritage and Culture will cover costs associated with travel to, and participation in, the Games in Abidjan. The selected artist agrees to: be in attendance for the duration of the Games; create a new work on a theme specified in a workshop during the Games; take part in a gathering/facilitated session/collective creation during the Games. 7 Games of la Francophonie Cultural Competitions Team Canada - New-Brunswick PAGE 7 OF 13 Annex: Artistic Disciplines SONG Specific eligibility for Song The solo artist or group must have given a public presentation or performance in a professional context at least once before the competition deadline. A group is composed of 2 to 6 people (including musicians, accompanists, choir members and the technician). Proposed performance The artist or the group must propose a performance created for the Games that: is a maximum of 15 minutes in length; has a minimum of 50% French content (7.5 minutes); the other 50% can be in English or an Aboriginal language; does not rely on pre-recorded accompaniment. If the proposed performance has already been created, it must have been so after 20 July The artist or the group also has the option of proposing a new performance to be completed at a later date interpretation musical composition stage presence text (lyrics) The selected solo artist or group will receive a fixed fee of between $2,500 and $10,000 (based on the number of participants) towards the cost of preparing or creating the performance. The Department of Tourism, Heritage and Culture will cover costs associated with travel to, and participation in, the Games in Abidjan. The selected solo artist or group: may be accompanied by musicians or a choir (pre-recorded accompaniment is not permitted); must submit a French translation of songs performed in another language; must provide a French description of the subject of a work that is to be performed in another language; agrees to be in attendance for the duration of the Games; agrees to participate in activities/workshops, workshops/performances, talks and demonstrations. A stage with basic instruments and sound equipment. Rehearsal space (2-3 hours/day) up until the day of the competition. Shared access to the competition stage for a dress rehearsal.

8 Games of la Francophonie Cultural Competitions Team Canada - New-Brunswick PAGE 8 OF 13 Annex: Artistic Disciplines STORYTELLING Specific eligibility for Storytelling The storyteller must have publicly performed or presented works at least once before the competition deadline. He may be accompanied by a musician. Proposed performance The storyteller must propose a performance that is: no more than 15 minutes in length; composed of one or more free-form stories (personal narration, true story, fiction or symbolic tale) performed solely in French. The storyteller s writing (true stories, fiction or symbolic tales) The storyteller s personal interpretation of the story Stage presence and engagement Technique Spoken voice quality The storyteller s repertoire Individual research The selected storyteller will receive a fixed fee of $2,500 towards the cost of creating or preparing the performance. The Department of Tourism, Heritage and Culture will cover costs associated with travel to, and participation in, the Games in Abidjan. The selected storyteller: may be accompanied by a musician; agrees to be in attendance for the duration of the Games; agrees to take part in facilitated workshops, performance workshops, conferences and demonstrations (where he can perform his works in his national or vernacular language, or both). Access to the competition stage for a dress rehearsal.

9 Games of la Francophonie Cultural Competitions Team Canada - New-Brunswick PAGE 9 OF 13 Annex: Artistic Disciplines ORIGINAL DANCE Specific eligibility for Original Dance The artist or the group has given at least one public performance in a professional context prior to the competition deadline. The group (if applicable) is composed of 2 to 4 and can include the choreographer. Proposed performance The artist or group must propose for the Games a performance: 15 minutes in length; with set or stage elements weighing no more than 300 kg that fit into a crate no larger than 15 m 3. If the proposed performance has already been created, it must have been conceived after 20 July The artist or group also has the option of proposing a new performance to be completed at a later date. theme (artistic statement) choreographic development (composition) set design (physical use of the stage) lighting and costumes how well the music and dance work together interpretation (movement, musicality and emotion). The artist or selected group will receive a fixed fee of between $2,500 and $10,000 (based on the number of participants) towards the cost of preparing or creating the performance. The Department of Tourism, Heritage and Culture will cover costs associated with travel to, and participation in, the Games in Abidjan. The artist or each member of the selected group agrees to: be in attendance for the duration of the Games; take part in creation and networking workshops with the other participants; participate in activities/workshops, performance/workshops, talks and demonstrations for the duration of the Games. Give a 15-minute performance at the Games. The finalists will perform again at the finals, and the winners may be asked to take part in the Winners Gala. Rehearsal space (2-3 hours/day) up until the day of the competition. Shared access to the competition stage for a dress rehearsal.

10 Games of la Francophonie Cultural Competitions Team Canada - New-Brunswick PAGE 10 OF 13 Annex: Artistic Disciplines LITERATURE (SHORT STORY) Specific eligibility for Literature (short stories) The writer must have to their credit at least one short story (different than the one proposed for this competition) that was professionally published in established periodicals or other publications prior to the competition deadline. Proposed work The author must propose a short story for the Games that: is written in French has never been wholly or partially published before is a maximum of 15,000 characters in length, on 8 ½ in. x 11 in. paper and double-spaced with margins of 0.8 in. (2 cm) on each side. If the proposed short story has already been completed, it must have been written after 20 July The author also has the option of proposing a new work to be completed at a later date. Originality and accessibility of the work Coherence between the text and the emotions evoked Vibrancy of the narrative Scope and power of the text Mastery of syntax The selected author will receive a fixed fee of $2,500 towards the cost of preparing or writing the work. The Department of Tourism, Heritage and Culture will cover costs associated with travel to, and participation in, the Games in Abidjan. The selected author agrees to: be in attendance for the duration of the Games; take part in creative workshops, public lectures, conferences, and discussions between authors, publishers and the audience on the various literary approaches and on writing styles in different countries. The texts from all the selected authors will be professionally showcased in a public space for the entire duration of the Games.

11 Games of la Francophonie Cultural Competitions Team Canada - New-Brunswick PAGE 11 OF 13 Annex: Artistic Disciplines PHOTOGRAPHY Specific eligibility for Photography The artist must have created at least one photographic work (different than the ones proposed for this competition) that was publicly presented in a professional context (e.g. artist-run centre, art gallery or museum) prior to the competition deadline. Proposed works The artist must propose four photographic works for the Games that: are either in colour or in black-and-white; are digital or silver gelatin prints (the use of tools for multimedia manipulation is permitted); measure no larger than 80 x 80 cm and no smaller than 50 x 50 cm have not been previously shown in an international exhibition or used for commercial, industrial or journalistic purposes; will be featured in a group exhibition at the Games; are not subject to royalties for non-commercial use; will be mounted and glued on a rigid surface and be ready for hanging. The dimensions of each mounted work must not exceed 1 x 1 m. If the proposed photographs have already been completed, they must have been created after 20 July The artist also has the option of proposing new works to be completed at a later date. The artist s creativity Coherent expression The artist s technical mastery Composition The selected artist will receive a fixed fee of $2,500 towards the cost of preparing or creating four works. The Department of Tourism, Heritage and Culture will cover costs associated with travel to, and participation in, the Games in Abidjan. The selected artist agrees to: bring their own photographic equipment to the Games; be in attendance for the entire duration of the Games; create a new work in a workshop during the Games (only digital photography will be allowed and the use of tools for multimedia manipulation will be permitted). The photographic works of the selected artists will be professionally exhibited to their best advantage in a suitable public place for the entire duration of the Games.

12 Games of la Francophonie Cultural Competitions Team Canada - New-Brunswick PAGE 12 OF 13 Annex: Artistic Disciplines DIGITAL CREATION (VJING) Definition of Discipline VJing is a visual performance executed at the time of the competition, featuring the creation or manipulation of imagery in real time for the live audience, synchronized with music or other created sounds, and may involve the use of generative technology. This multimedia performance may also include musicians, actors and dancers sharing the stage with the VJ. Specific eligibility for Digital Creation (VJing) The solo artist/creator or group must have created a least one VJ work that was performed in public in a professional context prior to the competition deadline. A group is composed of 2 to 3 people (including artist/creators, musicians, actors, dancers, technicians and IT or sound/image specialists). Proposed performance The solo artist/creator or the group must propose a performance to be presented at the Games that: consists of an original audiovisual A/V performance projected on a giant screen (16/9 or 4/3); is a maximum length of 15 minutes; is entirely in French; must have the capacity to be reproduced, arranged and refined live on stage; may borrow part (but not all) of an existing work or creation, or a work created by a third party, with the condition that the applicant submit the required supporting documents and permissions before the Games take place. The proposed performance must have been created after 20 July quality of the graphics quality of the live presentation inherent significance of the artistic theme/proposal soundtrack multimedia integration synchronization of the visuals with the music/soundtrack. Note: the artistic content or the proposed storyline in relation to the chosen theme will prevail over the technology used. For the provincial selection, applicants must provide proof of copyright release or permission to use any element borrowed from the work of third parties. This attestation must be valid for the entire duration of the Games and stipulate, for the winning work only, permission to upload them to the Games website for a one-year period.

13 Games of la Francophonie Cultural Competitions Team Canada - New-Brunswick PAGE 13 OF 13 The selected solo artist/creator or group will receive a fixed fee of $2,500 based on the number of participants (maximum of 3) towards the cost of preparing the performance. The Department of Tourism, Heritage and Culture will cover costs associated with travel to, and participation in, the Games in Abidjan. The selected solo artist/creator or group agrees to: be in attendance for the duration of the Games; give an evening performance. (Continued) The competition comprises two rounds: 1. The elimination/qualifying round: o The new work will be publicly performed on a giant screen (indoor or outdoor venue). o Each competitor will be given 30 minutes preparation time. o Following his performance, each competitor will have 10 minutes with the jury to explain his process and receive any feedback and advice for subsequent performances. 2. The final round : o Three finalists will have 15 minutes each for their performance. o The artist/creator or group can refine their work and rehearse their performance prior to the competition. o The evening will take place on a stage (indoor or outdoor venue) and will be open to the public. A stage with basic sound, computer, Internet and projection equipment (giant screen with computer). Rehearsal space (2-3 hours/day) with basic equipment, up until the day of the competition. A projection screen (minimum of 4/5 m), and a video projector (minimum of 10,000 lumens).
