1 ALLEGHENY COUNTY SANITARY AUTHORITY PUBLIC NOTICE The Allegheny County Sanitary Authority ( ALCOSAN ) is soliciting Letters of Interest and Statements of Qualifications (collectively, Qualifications Submittals ) from Engineering/Consulting firms interested in providing On-Call Professional Engineering Services for the Authority s Energy Recovery Facility Improvements. The On-Call Services consist of engineering/design services to provide for repairs or modifications to the Energy Recovery Facility (ERF). The selected firm(s) will be required to provide all services necessary to prepare analyses to assess cause & solution of problems, prepare plans & specifications to effect the solution/repair, prepare cost estimates, provide bid phase support, and construction phase support, as required by the Owner on an as-needed basis. The term of the services is two (2) years. The services are typically related to upgrade or replacement of various components to the existing fluidized bed incineration system and energy recovering pressurized steam system. The various components include the boiler feed pumping system, the demineralized water make-up system to the boilers, the make-up and pre-heated air system, tube bundle economizer equipment, turbine generator equipment and air pollution control equipment. Other potential services include performing emissions control and testing, system performance evaluations and existing conditions assessments. Eight (8) hard copies of sealed Qualifications Submittals and one electronic copy (CD) are required. Qualifications submittals must be received by ALCOSAN no later than 2:00 p.m. on January 18, A non-mandatory informational meeting shall be held at the offices of the Authority at 2:00 p.m. on January 9, Submittal requirements and more information on this request for qualifications can be seen on the Authority s website at (RFQ information is under Business Opportunities. ) The requirements include using SF330 forms and submission of cost information. 2 To enable ALCOSAN to efficiently evaluate the Qualifications Submittals, Proposers must strictly follow the required format in preparing their Qualifications Submittals. The goals of the ALCOSAN s Supplier Diversity Policy are MBE/WBE participation goals are 10-25% and SDV goals are 3% of the total value of the On- Call Professional Services Firm s services. 4 3.0 OBJECTIVE ALCOSAN proposes to retain one or two highly qualified On-Call Engineering firms to provide the services described herein. Firms and team members with significant experience in providing the On-Call service set forth herein will be given prime consideration for this project. Those firms that participate in this Request for Qualification (RFQ) process will be referred to as Proposers. The successful firm/firms shall be referred to as the On-Call Professional Services Firm. 4.0 SCOPE OF SERVICES On-Call Services: Location: Maximum Term: Energy Recovery Facility Improvements ALCOSAN s Energy Recovery Facility (ERF) 3300 Preble Avenue Pittsburgh Two (2) years Estimated Potential Monetary Amount: $500, The On-Call Services consist of engineering/design/inspection services to provide for repairs or modifications to the Energy Recovery Facility (ERF). Specific systems/fields include Incineration systems, Boiler systems, Make-up water treatment systems, and Chemical handling systems. Additionally, projects pertaining to general systems such as Electrical/I&C systems, structural, and mechanical systems may be needed to support any improvements. As examples, ALCOSAN may utilize the services of a firm responding to this RFQ to prepare the plans & specifications to replace existing process equipment, perform stack emissions testing, or perform an inspection and evaluation of a system of its performance and projected useful life. 5.0 EVALUATION OF QUALIFICATIONS SUBMITTALS/SELECTION PROCESS The On-Call Professional Services Firm will be selected based upon the following process: Once the deadline for the RFQ has lapsed, ALCOSAN s Procurement Project Team shall review, discuss and independently score all Qualifications Submittals. The Procurement Committee will score Qualifications Submittals based upon the following non-exhaustive list of criteria: Firm s history and resource capability to perform required services Evaluation of assigned personnel who will be responsible for overseeing and performing the services Expertise of firm providing services as listed in Scope of Services Project management approach Ability to relate to on-call requirements The Price Proposal References

5 A copy of the Qualifications Scoring Sheet to be used for this RFQ is attached. Based on the results of the Qualifications Scoring Sheet and Summary, the Procurement Project Team shall submit a recommendation of the best qualified On-Call Professional Services Firm to the Professional Services Committee. Optional Final Evaluation Phase: If selection of the best qualified firm cannot be made based upon the Qualifications Submittals alone, interviews will be conducted with shortlisted firms. Failure to participate in the interview process will result in disqualification from further consideration. 6.0 QUALIFICATIONS SUBMITTALS Eight (8) hard copies of sealed Qualifications Submittals and one electronic copy are required. To enable ALCOSAN to efficiently evaluate the Qualifications Submittals, Proposers must strictly follow the required format in preparing their Qualifications Submittals. Each hard copy of the Qualifications Submittals shall be bound using GBC or other semipermanent binding to ensure that pages are not lost. Pages shall be no larger than standard letter size 8 ½ x 11 or folded to that dimension. Each section (as set forth below) shall be separated by a tabbed divider. Elaborate covers, binding, dividers, and the like are not required. Electronic copies may be submitted as a Word, PDF, or other appropriate electronic document format.

6 Each Qualifications Submittal shall be organized in the following order: A. Outside Cover and/or First Page: Shall contain the name of the RFQ ( Qualifications Submittals for On-Call Professional Engineering Services for Energy Recovery Facility Improvements ), the name of the Proposer, and the submittal date. B. Table of Contents C. Firm s Experience /(References: The Proposer shall select up to five (5) similar projects from Part I, Section F, SF 330, to highlight, as best representing the Lead Firm s project experience. For each project, the Proposer shall prepare a brief, twopage, summary of the project including the following information: Project Name and Location Date(s) of Project Project Owner Contact Name/Address/Telephone Number/ Address Brief Description of the Project, highlighting the involvement of the Proposer Firm Name and Role Key Personnel involved in the Project, including Subconsultants Project Description Year Completed Total Fees D. Team s Experience: The Firm will submit a completed Form SF 330 (Parts I and II). The Firm shall attach an Organizational Chart (Part I, Section D) of the proposed Team, not to exceed one (1) page. The Firm may provide up to eight (8) resumes of key personnel for Part I, Section E, with each resume not exceeding two (2) pages. E. Price Proposal: The Firm will submit a completed On-Call Services Price Proposal, which is attached to this RFQ. F. Commitment to MBE/WBE Participation Goals: ALCOSAN encourages businesses owned and operated by minorities, disadvantaged, women, and service disabled veteran business enterprises to submit Qualifications Submittals or to participate as Subconsultants or suppliers. The Consultant shall be required to utilize minority, disadvantaged, women and service disabled veteran business enterprises to the fullest extent possible. The MBE/WBE participation goals are 10-25% of the total value of the Consultant s proposed services. The SDV participation goals are 3% of this same total value. A copy of ALCOSAN s Supplier Diversity Business Policy Statement is available upon request. At this stage of submitting qualifications, we are looking for a general commitment to the goals of the policy. ALCOSAN understands that the ability to use sub consultants will vary and

7 depend greatly on the size and type of project. The Firm shall submit a statement of its commitment to the policy, not exceeding one (1) page, highlighting MBE/WBE/SDV participation rates on the Firm s past projects. The Firm should identify potential team members, if any, who have teamed with the Firm under other projects. Failure to provide a clear MBE/WBE/SDV team structure where the team members are integrated into the program will impact a submittal s evaluation. G. Right to Know: ALCOSAN is a municipal authority and is therefore subject to requests through the Pennsylvania Right-To-Know Law (RTKL). Submittals may become part of a RTKL request during and after the subsequent contract. All Proposers shall clearly identify only that portion of the proposal which is considered company proprietary information and, therefore, exempt under the RTKL. A legend at the beginning of the proposal and/or on every page will not be considered sufficient.
