1 CITY COUNCIL CONSENT CALENDAR SEPTEMBER 21, 2015 SUBJECT: INITIATED BY: TRANSPORTATION OUTREACH CONSULTANT RFPAND AMENDMENT TO THE AGREEMENT FOR SERVICES WITH EMERSON & ASSOCIATES COMMUNITY DEVELOPMENT DEPA~TMENT (Stephanie DeWolfe, AICP, Directo~ (John Keho, AICP, Assistant Director) P:k (Bianca Siegl, Long Range and Mobilify Planning M~r::~er~ (Joanna Hankamer, Special Projects Senior Planner~ STATEMENT ON THE SUBJECT The City Council will consider approving the release of a request for proposals to hire a transportation outreach consultant and will consider amending the agreement for services with Emerson & Associates to increase the not-to-exceed amount of the agreement. RECOMMENDATIONS 1. Authorize the issuance of an Request for Proposals (RFP) to invite qualified outreach firms to support staff in organizing both a local community advocacy committee and a broad coalition of partners to promote light rail and/or subway service to West Hollywood; 2. Approve an amendment to the Agreement for Services with Emerson & Associates in the amount of $160,000 for transportation policy consultant services to support rail transit planning and project development efforts, resulting in a total new not to exceed contract amount of $265,000; and authorize the City Manager or designee to execute documents incident to the agreement. BACKGROUND Staff is recommending hiring a transportation outreach consultant and increasing transportation policy consultant services through November 2016, the critical date for a potential ballot measure that, if passed, would increase transportation project funding for Los Angeles County similar to Measure R passed in November Certain technical and professional services are needed to supplement staff's expertise in building a coalition of community support and coordinating with Metro, the County of Los Angeles, and other potential partner agencies advocating for rail investment in West Hollywood. In December 2014, the City retained transportation policy consultant Norman Emerson (Emerson & Associates) to identify opportunities for advancement of rail transit to West Page1 of AGENDA ITEM
2 Hollywood, including monitoring related to Metro Board decisions, ballot measure initiatives, and other construction funding opportunities; and to advise on potential funding resources for rail feasibility studies and transit oriented development. On February 17, 2015, City Council directed staff to initiate formal interagency coordination with the County of Los Angeles and Metro, and pursue a three party Memorandum of Understanding (MOU) regarding a collaborative process for future site visioning, joint development and concurrent rail feasibility studies; received an update on rail transit planning; and approved a contract amendment with Emerson & Associates for continued transportation policy consultant services through summer On April 20, 2015, City Council received a report by Norman Emerson, including first interagency steps toward establishing an MOU for a joint planning and community visioning process for the Metro site and on progress being made by the City and the Westside Cities Council of Governments (WSCCOG) to advocate for future rail service to West Hollywood. On June 15, 2015, City Council adopted a resolution in support of SB 767 (Deleon), which, if passed by the California Legislature, would allow the Los Angeles County Metropolitan Authority (LACMTA/Metro) to impose an additional transportation transaction and use tax similar to the one allowed under Measure R to fund additional transportation-related projects. On July 20, 2015, City Council directed staff to organize a community advocacy committee, tentatively named West Hollywood Advocates for METRO (WHAM), to promote light rail and/or subway service to West Hollywood. Since the April 20, 2015 update to City Council, City staff, supported by Emerson & Associates, has been meeting with Metro and the County of Los Angeles to develop a draft MOU to guide the joint visioning process for the Metro Division 7 property and to coordinate the process with concurrent rail feasibility studies. Staff will return to City Council with a final MOU for Council consideration within the next few months. City staff, supported by Emerson & Associates, has also been meeting with Metro Transit Corridor Planning staff to develop the scope for the Crenshaw/LAX Northern Extension to West Hollywood/Hollywood Feasibility Study being initiated by Metro this fall. Important next steps include building a coalition of community support inside and outside of the City to complement Metro's rail feasibility study and to position the City well for future rail investment. Request for Proposal for Transportation Outreach Consultant Following City Council's direction on July 20, 2015 to organize a community advocacy committee, staff recommends authorizing the issuance of an RFP for outreach consultant services to support staff in building a coalition to advocate for a Crenshaw Line Extension to West Hollywood. The consultant or team of consultants would need Page 2 of 4
3 to have local knowledge of several communities along the proposed rail corridor, with also a focus on West Hollywood. The City's recommended alignment for the Crenshaw Line Extension would extend north to the Red Line at Hollywood/Highland, traveling through Hollywood, West Hollywood, Mid-City and South Los Angeles, to connect to LAX and the Green Line, creating a significant regional north-south transit spine. The capture area of this potential corridor presents an opportunity to build a broad coalition with communities as far south as LAX and South Bay, and as far north as the San Fernando Valley. Ongoing Transportation Policy Support Emerson & Associates continues to provide strategic value to the City's coordination and rail advocacy efforts with Metro staff, Metro Board representatives, and Los Angeles County Supervisors offices. The proposed amendment to the agreement with Emerson & Associates would provide ongoing transportation policy support to staff including: Scope and budget development for an analysis of an extension of the Crenshaw/LAX Transit Corridor to Hollywood/West Hollywood; Securing funding for additional planning and feasibility studies; Identifying funding opportunities for transit system construction; Monitoring regional transportation policy changes; Support with interagency coordination Support with outreach activities and identifying broad coalition partners; Support City Council's direction to create a community advocacy committee; Public Outreach As the MOU for joint visioning of the Metro site is refined, staff will report back to the Council with proposed interagency coordination and outreach strategies. Staff will also return to Council to award a contract for transportation outreach consultant services to support the formation of a community advocacy committee, to include extensive local community engagement and regional coalition-building efforts regarding rail service to West Hollywood. CONFORMANCE WITH VISION 2020 AND THE GOALS OF THE WEST HOLLYWOOD GENERAL PLAN: This item is consistent with the Vision 2020 Primary Goal to Maintain the City's Unique Urban Balance with Emphasis on Residential Neighborhood Livability, as well as Ongoing Strategic Programs including Transportation System Improvement, and Actively Participate in Regional Issues. This item is also consistent with General Plan policies: M-1: Develop a world-class transit system in West Hollywood; M-5: Create an environmentally and financially sustainable transportation network that provides for the mobility and livability needs of West Hollywood residents, businesses and visitors; and LU-11.2: Work with Metro to transform its Santa Monica Boulevard facility into a development project that serves the needs of the community, and supports current and future transit service and the street life along Santa Monica Boulevard. 4 EVALUATION: Staff will return to Council with a recommendation to enter an agreement for transportation outreach consulting services for approval; and will continue to bring regular status updates on the MOU for joint visioning of the Metro site and Metro's rail feasibility studies to the City Council. 5 CITY OF WEST HOLLYWOOD AMENDMENT No. 2 TO AGREEMENT FOR SERVICES Project Name Santa Monica Blvd & 720 San Vicente Blvd (aka MTA & Sheriff Station site) This Amendment No. 2 (herein "AMENDMENT") to the Agreement and prior Amendment, is made on this 1st day of September, 2015 amends Agreement # dated December 2nd, 2014, by and between the CITY OF WEST HOLLYWOOD, a municipal corporation (referred to herein as "CITY") and Emerson & Associates, 2600 West Olive Avenue, Suite 500, Burbank, CA (hereinafter referred to as the "CONTRACTOR"). RECITALS A This AMENDMENT No. 2 shall amend the original Agreement # dated December 2nd, 2014 between the CITY and CONTRACTOR and the prior Amendment No. 1 dated February 19th, 2015 (hereinafter referred to as the "AGREEMENTS").. B. CITY and CONTRACTOR desire to amend the AGREEMENTS to increase the "not-to-exceed" amount of $105,000 by an additional $160,000 for a total of $265,000 to cover the costs of providing increased transportation consultant services for the duration of performance through December 31, C. NOW, THEREFORE, in consideration of the foregoing and the covenants and agreements set forth below, CITY and CONTRACTOR agree as follows: 1. Amend "Exhibit A," Section Scope of Services, to read as follows: A Provide support to City staff: a) In preparing communications (oral and written) directed to the new member of the Los Angeles County Board of Supervisor and Metro Board of Director, along with senior staff. b) In preparing for and conducting briefing meetings with: i. Supervisor and senior staff members, including new Metro Board Deputy. Identify follow actions. ii. Metro management, including Metro Real Estate and Joint Development Department staff members. Identify follow up actions. c) Relating to activities and actions by to the Westside Cities COG including development of Metro Mobility Matrix, Metro Long Range Transportation Plan (LRTP) update, and drafting of a potential countywide ballot measure, consistent with provisions of SB 767 (de Leon). 6 CITY OF WEST HOLLYWOOD AMENDMENT No. 2 TO AGREEMENT FOR SERVICES Project Name. sn Santa Monica Blvd & 720 San Vicente Blvd (aka MTA & Sheriff Station site) d) Relating to community planning and outreach activities associated with the site of the existing Metro Division 7 facility and Los Angeles County Sheriff's Station. e) Provide support to City staff in preparing language for an MOU with County of Los Angeles and Metro. f) Provide support to City staff in preparing from and conducting briefing meetings with County of Los Angeles and Metro with the goal of securing the Metro LRTP estimated (but only partially funded) funding for transit service feasibility and planning studies focused on West Hollywood. g) Provide support to City staff in the management of potential technical consultants and associated work products and deliverables related to the proposed joint City-Metro Crenshaw transit corridor extension study. h) Provide support to City staff in the development of coalition building and stakeholder engagement, consistent with provisions of adopted City Council action to establish a community advocacy committee, tentatively named the "West Hollywood Advocates for Metro." Fee: Billed hourly. Not to exceed $98,000. B. Identify potential non-city funding source(s), including state Cap and Trade revenues to support improved transit access and service for the City. Fee: Billed hourly. Not to exceed $12,000. C. Activity monitoring of meetings of Metro technical advisory committees, Board Committees, and full Board of Directors; Westside Cities Council of Governments; and Southern California Association of Governments regarding key policy and financial issues and decisions. Prepare timely reports and policy analysis associated with the activities of these agencies. Fee: Billed hourly. Not to exceed $50,000. Except as herein amended, in all other respects the Agreement is reaffirmed and is in full force and effect. Executed on this 1st day of September, 2015.
