2 The construction of Ministry Zonal Land Offices (MZO) in Kabale, Luwero, Mityana, Mpigi, Rukungiri, Soroti, and Tororo is completed; the Institute of Survey and Land management (ISLM) Dormitory and Multi-Purpose Hall at Entebbe completed. Upgrading of LIS in Jinja, Masaka and Mbarara has been done. Revenue collections have increased since the launch of the LIS. Component 2: Business Registration and Business Licensing Reforms Construction of the URSB building is at the second basement. Component 3: Tourism Competitiveness Development Labor force for the Tourism Sub-sector The HTTI building works were at substructure stage with the Contractor preparing to lay oversite concrete. Component 4: Matching Grant Facility: A total of 248 SME's supported; Beneficiaries are 288,000 (51% are women) and US$2.3m disbursed; at least 2,000 jobs created among the benefiting MSMEs; and 10% increase in non-traditional exports among the benefiting MSMEs. Procurement: All the main procurements have now been committed and this include the Uganda Registration Services Bureau building, where construction is ongoing, 7 MZOs and the girl s dormitory are completed. The construction of HTTI building is ongoing. Two indicators have been achieved. The increase in international arrivals is at 1,449,000 and the target is 1,500,000, almost achieved. Tourism sector employment is at 605,000 and the target is 300, Reduction in number of days to register land is 42 (as per doing business report) and the target is 25. However, the land information system indicates that land is registered in not more than 25 days in all land offices. This source of data will be reviewed in the next ISR. 3.Reduction in number of days to register a business is 24 (as per doing business report) and the target is 5. However, the electronic document management system indicates that businesses is registered in 1 day. This source of data will be reviewed in the next ISR. The indicator, land parcel with use or ownership rights recorded as a result of the project is only 1,371 and the target is 800,000. This is because the contract for the systematic land adjudication and certification was signed in July 2018 and the contractor has started work. 7 2. The indicator, Number of registered businesses on which data have been entered into the online business register is zero and the target is 150,000. Government has put in place an ebiz portal with a component of an online business registration system, but its not yet operational. It should be operational in the next ISR. 3.The indicator, Number of staff at all levels across MoTWA who completed project-provided training in tourism sector issues is zero and the target is 130. The consultant to provide the training has now been appointed. There will be a report in the next ISR.
