3 A. Presentation of the Programme A.1. The SwitchMed Programme The SwitchMed initiative is a regional programme made up of several components financed by the European Union. SwitchMed is implemented by means of the combined efforts of the European Union, the UNIDO1, the UNEP/ /MAP2, the SCP/RAC3 and the UNEPDTIE4. towards more Sustainable patterns of Consumption and Production in the southern region of the Mediterranean. The The global objective of the SwitchMed initiative is to facilitate the transition countries covered by the programme are Morocco, Algeria, Tunisia, Libya, Egypt, Israel, Palestine, Jordan and Lebanon. The programme seeks to change the practices for the production and consumption of goods and services, with the aim of uncoupling development and the satisfaction off the needs of the community from the degradation of the environment. This programmee will strengthen industry, the emergence of green entrepreneurship, civil societyy and policy makers by means of the development of policies, demonstration activities and networking. Thus, the SwitchMed initiative comprises three components: a political component, a demonstration component and a networking component. The political component of SwitchMed focuses on reinforcing environmental governance and regulatory frameworks. The active participation of the stakeholders in question will enable us to develop/refinee the national action plans for sustainable consumption and production in the recipient countries and to develop a regional roadmap and action plan underr the terms of the Barcelona Convention. The demonstration component of SwitchMed will enable us to implement specific actions to remove the obstacles faced by the key players responsible forr the adoption of sustainable consumption and production models. It consists of three sections: Section 1 Sustainable production MED TEST II. Section 2 Green entrepreneu urship and the strengthening of civil society: this promotes the emergence of ecoentrepreneurship initiatives adopting new business models that are green and socially inclusive. At the same s time, this section also encourages a model and values which foster sustainable consumption among consumers and the general public. Section 3 Pilot projects of the national action plans: this implements demonstration activities in each country, based on the National Action Plans (NAPs) drawn up with the support of the governments in the political section of SwitchMed.. The networking component of SwitchMed: this will support thee visibility, effectiveness, longus to term viability and impact of the elements of the SwitchMed programme. It t will enable improve communication, networking, thee sharing of lessons learned and thee intensification of our endeavour. A.2. 4 Companies will also have the opportunityy to submit their projectss to national and international financial institutions, as well as potential investors (banks, angel investors andd private equity funds), during a regional meeting titled Green Startups Meet Investors Elevator pitch. The goal of the section is threefold: to promote green entrepreneurship in the Mediterranean region, to strengthen civil society organizations for the transition towards more sustainable lifestyles and to support initiatives involving collaboration between green entrepreneurs and civil society organizations in the t Mediterranean. Green Entrepreneurs Entrepreneurs are key players in the promotion of innovation, byy means of the introduction of new technologies, an increase in efficiency and productivity and the generation off new products and services which meet humann needs while creating new forms off employment and wealth. Green entrepreneurs are invited to play a leading role within the context of the transition towards socially inclusive economies that integrate environmental capital as an asset for development. In this sense, theyy have the ability to create business models which are not only economically viable but also generate an added environmental and social value while seamlessly integrating with the ecosystem. In order to develop ecoentrepreneurship in the countries covered byy SwitchMed, we prepared a coaching programme for 2, 700 entrepreneurs, whose goal was to provide the foundations and structure necessary forr the development of sustainable business solutions. After this initial stage of coaching, the best ideas were selected so that theyy could study and improve their green business models and benefit from monitoring, with the following objectives: To refine their strategies and business plans. To resolve managerial, legal and financial issues liable to arise a during the launch and the phases of development. To identify other areas for improvement. 4

Description of performed the services expected d and work to be The aim of this competitive bidding process is to select a local partner (LP) responsible for ensuring the effective execution of coaching activities and thee realization of a mapping of financial players envisaged within the framework of the section on green entrepreneurship of the SwitchMed Programme, as well as the organization of a public event titled Green Start and ups Meet Investors Elevator pitch. The recipients of the coaching will be made up of around 10 too 15 green entrepreneurs Switchers identified by the SCP/RAC in collaboration with the LP. The LP will be responsible forr three typess of activities related to the SwitchMed programme: 1) Identification of financial players 2) Organization of a coaching workshop and personalized coaching 3) Organization of a public event: Green Startups Meet Investors Elevator pitch Details of the activities are provided below: 1) Identificationn of financial players targeting ecoentrepreneurs 1.1 Identification of existing sources of financing for ecoentrepreneurs and compilation of relevant contacts. The financing opportunities must be identified by differentt types of financial players (classical or alternative) and investment mechanisms (public and private investment and loans, etc.), such as: Seed capital (Networks of business angels and other private investors) Private equity (venture capital and development capital) National and international crowdfunding platforms which operate within thee country in question, and which link upp private individuals and innovative i companies that address social and environmental challenges (platforms focusing on donations, loanss and investment). Corporate venture (Large groups which invest in small companiess without takingg control of them) Foreign investment funds Microfinance intermediaries which invest in activities with a social and/or environmental purpose p and guarantee backing for the projects they support; Equity loans Traditional financial players p which target ecoentrepreneurs and other financial players interested in activities with a social and/or environmental purpose. Fundations The LP will draw up a report on the players and tools identified (upon the basis of a template provided by the SCP/RAC). Results and deliverables 1 A full report on the financial players and tools identified. 2) Backing and coaching of ecoentrepreneurs 5
6 2.1. To help entrepreneurs to understand the stages of the investment process (awareness) and to teach them how to rise funds. (Half a day) Goals to be pursued during the coaching: To introduce the path to be followedd in the raising of funds and to provide tools to identify the appropriate investors To support businesses during the preparation of the investor pack ( Executive Summary and PowerPoint presentation support for the t elevator pitch, templates of which will bee approved by the SCP/RAC) Elevator pitch coaching for ecoentrepreneurs (10 to 15 entrepreneue urs) (half a day) Half a day of coaching for entrepreneu urs for the presentation of their projects during the elevator pitch. Goals to be pursued during the coaching: To support the entrepreneurs in the drawing up of the content of their presentations (which will last a maximum of 6 minutes). To provide advice and tools to improve verbal communication To prepare the elevator pitch by means of roleplay methodology After the coaching, the participants will have a week to finish preparing their investor pack and send it to the LP. Results and deliverables Creation of the first version of the catalogue of green startups s corresponding to t the 1015 investor packs (Executive Summaries and PowerPoint presentations) prepared for the elevator pitch during the coaching. The LP will identify 2 trainers for the coaching and the revieww of the first version of the catalogue of green startups. The LP will review all the documents drawn up by the ecoentrepreneurs inn order to ensure the quality of the documentation sent to the investors. 3) Organization of a public event: Green Startups Meet Investors Elevator pitch The elevator pitch seeks to bring together 10 to 15 green startups and a minimumm of 5 potential investors and 2 companies c from the sector which might be interested in the startup s green services/products (for a potential investment, customer, supplier, etc.) Preparation of a public meeting between investors and green start-ups Goals to be pursued Results and deliverables Selection and contact withh the appropriate investors and companies. Return to the entrepreneurs of the reviewed investor pack 5 days before the elevator pitch. Sending of the catalogue of o green startups to the investors 5 days before the elevator pitch. Identification and preparation of a venue suitable for public meetings between thee investors andd green startups, and logistical organization of the event. Identification of a facilitator for the holding of the event. Final version of the catalogue of green start-ups. 6
7 Finalization of the logistical aspects of the elevator pitch. The LP will be responsible for identifyingg the venue where the elevator pitchh will be held, the selection of the investors and companiess which will take part and the coordination of all the activities. All the costs envisaged for the organization of the meeting will be covered by the LP Public meeting: Green Startups Meet Investors Elevator pitch With the aim of publicizing the ideas off the ecoentrepreneurs, stimulating the creation of companies and facilitating meetings with investors, the LP will organize a public event to enable investors and other companies interested in the green services/products on display to understand the projects and meet the teams. The event, whichh will last half a day, will be made up of an elevator pitch followed by oneto invited to take part. Results and deliverables one interviews, depending on the interest shown by the professionals (investors/companies) 1015 elevator pitches lasting MAX. 5 minutes Assessment of the meeting titled Green Startups Meet Investors Elevator pitch, including a report on the strengths and weaknesses of each project submitted, as well as the reactions of the investors to thee green startup projects. It must alsoo include statistics measuring the impact of the meeting, such as the number of interviews conducted, the number of investments realized, r etc.. Video or Photos of relevant moments of the elevator pitch 3.3 Post elevator pitch support (2 hours per ecoentrepreneur) Personalized feedback on the strengths and weaknesses of o the project submitted and monitoring of the contacts made during the meeting with thee investors. Improvement of the executive summary and business plan, based on the investors reactions. Support for seeking financing and guidance towards the appropriate financial players. Results and deliverables Support for the personalized seekingg of finance in accordance with the needs of the eco entrepreneurs. 7
8 C. Global Planning of the Activities The contracted services must begin in March The length of the contract will be 7 months. The indicative schedule for the realization of the activities which the LP will be responsible for is as follows: Activities ). Identification of financial players who target green entrepreneurs 1.1. Identification of financing sources 2). Backing and coaching of ecoentrepreneurs 2.1. Training help entrepreneurs to t understand the stages of the investmentt process (awareness) and to teach them how to raise funds Coaching elevator pitch for ecoentrepreneurs (10 to 15 entrepreneurs) 3). Organization of a public event: Green Startups Meet Investors Elevatorr pitch 3.1. Preparation of a public meetingg between investors and green startups 3.2. Public meeting: Green Startups Meet Investors Elevator pitch 3.3 Postelevator pitch support (2 hours per ecoentrepreneur) 8

Profile and Competencess of the Candidat e Organization The organizations submitting proposals must be legal entities, in other words, institutions created under the national law of their place of establishment or under community or international law, with the legal personality and authorization to havee the rightss and obligations of all kinds in their own names. Requirements The criteria required for the organizations s submitting proposals are as follows: The organization and its team must have wideranging experience e inn the organization of meetings between entrepreneurs and financial players and consolidated contacts with local financial players who support entrepreneurshipp and the creation of startups. The organization and its team must have wideranging experience in the identification and mobilization of financial players (classical or alternative). The organization must have a solid and consolidated structure, as well as the human and material resources necessary for performing the activities outlined above. In particular, it mustt have experience in the organization of events which include the financial sector of the country it is based in. The organizationn must appoint a member of its team as the t coordinator and person responsible for the execution of the activities outlined in sectionn B of the document, who will act as the focal point of the SCP/RAC. Thee designated person must fulfil the following profile: A university degree, preferably inn the area of social or economic sciences At least five years professional experience Knowledge and experience in the area of project management and coaching programmes, preferably in support of entrepreneurs Knowledge and understanding off issues related to support for entrepreneurs in access to financing Excellent skills with regard to communication, organization and the drawing up of reports Good computer skills A good command of French and Arabic. A basic command of Englishh is desirable (for viewing the project documentation). 9
10 E. Budget The budget proposal must not exceed 10,000. The total quantity that the contractor will receive from the SCP / RAC will w not exceed 10,000. Taxes are included in the total amount. The submitted financial proposal must cover all the costs incurredd by the LP that are related to the activities outlined in section B of thiss document. More specifically, the budget submitted must cover the following costs: Identification of local trainerss Identification and convening of the investors and companies invited to the public meeting titled Green Startups Meet Investors Elevator pitch Identification of the facilitator Convening of the workshop participants Organization of the investment coachingg workshop, the coaching and the oneday elevator pitch. The coaching rooms and other technical/logistical aspects, such as the provision of computers, projectors and white boards, a catering service for the coffee and lunch breaks, etc. will be included in the budget. Organization of the public meeting titledd Green Startups Meet Investors Elevator pitch All the costs incurred due to the t provision of the venue for the pitch andd the onetoone interviews, along with the organization of the technical/log gistical aspects, such as the registration of the participants and the handing out of the dossier containingg the agenda, the orderr of the speakers, the catalogue of green startups, the provision of computers, projectors, the catering service for the networking coffee after the elevator pitch and the realization of a video of the elevator pitches, will be included in the budget. Fees Fees and travel expenses of the local trainers and travel expenses of the facilitatorr of the public meeting Drawing up of reports on the activities Overall coordination of the activities Payment will be made by bank transfer upon submission of the invoices in three instalments: Following the presentation and approval of the final selection of local trainers and participants in the national workshop: 30% Following the presentation and approval of the execution report on the national workshop: 40% Following the presentation and approval of the report on the final collective assembly: 30% 10

Submission of Proposalss The technical proposal submitted by the applicant organization must m stipulate to what extent it meets the requirements and needs of f the activities outlined in i the Termss of Reference. In particular, an organization submitting a proposal must demonstrate that it complies with the criteria describedd in section C and fulfils the criteria set out in section G. The proposed budget must be broken down by items of expenditure, in accordance with the activities outlined in section B. The offerr must indicate the number of persondays envisaged for each activity.
