Over the coming months, you ll be hearing a lot about the Strategic Transport Plan (STP), our integrated, multi-modal proposal which supports our vision to establish significant improvements to road and rail links in the North, which if implemented fully, could support transformational economic growth across the region. Today, we officially launch the evidence base and position statement for the STP which includes the strategic corridors we ve identified where essential infrastructure investment is needed to improve connectivity. Your feedback on the STP at this initial stage is vital to its development which is why we have organised workshops aimed at challenging the current ethos on transport planning Throughout the day, you will hear about our Major Roads Report and Integrated Rail Reports which form an integral part of the STP and have been informed by a wealth of evidence, including TfN s Northern Powerhouse Independent Economic Review published in June The findings of this review continue to be used as the golden transportforthenorth.com 3 thread of all our reports and have highlighted the region s potential as a future major competitor in the global market, providing it is given the infrastructure it needs. You will hear from speakers from a range of sectors and industries as they discuss their vision on what a transformed North means to them, including insight from innovators whose big ambitions are the driving force behind pushing our region to its full potential. At this event and over the summer months we will be working with partners and stakeholders to inform the publication of our draft plan later this year. This is an opportunity for you, business and civic leaders, to have your say on our proposals. Your feedback on the STP at this initial stage is vital to its development which is why we have organised workshops aimed at challenging the current ethos on transport planning, as well as looking ahead to ways in which we can work together as a cohesive Team North. We have a once-in-a-lifetime opportunity to transform the North and rebalance the economy of the whole of the UK. We are delighted to be working with you, at today s conference and over the coming months and years, to make the vision of a Northern Powerhouse a reality.

3 4 John Cridland s TfN ambitions transportforthenorth.com 5 Connecting the North to rebalance the UK s economy John Cridland, Chair, Transport for the North The North of England is a region of 14,414 square miles, with nearly 16 million people. If it were a single entity, the North of England s economy (worth over 300bn) would rank as Europe s 10th-largest. Yet for at least the last three decades the North s economy has consistently lagged behind the rest of England, with a GVA gap per capita of nearly 5,000 between the North and the UK average and a 22,500 per person difference between the North and London. That s where Transport for the North (TfN) comes in. Working closely with our civic and business partners from across the whole of the region, we have been identifying the strategic corridors where infrastructure investment is needed to connect different areas, enabling people and goods to move rapidly and reliably around the North. Our Strategic Transport Plan (STP) will include prioritised proposals to improve connectivity of these strategic corridors. adding 97 billion to the region s GVA. This isn t just about transport skills development, support for innovation, attracting inwards investment and housing provision will also play very important roles but connecting the North so that people and goods can move more freely around the region will play a vital role. Our vision is a North of England that has a vibrant and interlinked economy: a place with excellent quality of life, where young people educated in the region can develop their skills and careers within the North, where innovation is celebrated and businesses can begin and grow. We want a North that is an attractive place to live, work and do business and that acts as a magnet for inward investment. If we continue with business as usual this gap will not change, in fact it will gradually widen even further. This would be bad news, not just for the North but for the whole of the UK. It is simply not sustainable to have an economy that is so imbalanced, particularly as we approach the challenges and opportunities of Brexit. However, as the Northern Powerhouse Independent Economic Review, which was published last year, demonstrated there is a strong opportunity to boost economic growth and productivity in the North, transforming the region and helping to rebalance and grow the entire UK economy. The North of England has four prime highly-productive capabilities: advanced manufacturing, digital, energy and health innovation. These capabilities are present across the North but poor connectivity inhibits them acting as unified industries. By taking a pan-northern view, we are able to identify opportunities that previously were not considered By taking a pan-northern view, it is able to identify opportunities that previously were not considered. For example, by improving the transport links between the west coast in Cumbria and Lancashire to the Sheffield City Region, growth in advanced manufacturing can be facilitated. Individual transport schemes within those areas that previously had a poor or average cost-benefit may be more likely to secure investment when these pan-northern opportunities are considered. The prize is large: with the right support, the North s economy could be transformed by 2050, creating 850,000 new jobs and The plans we are developing are multi-modal rather than focusing just on new roads or improved railways we will be identifying the economic centres which need improved transport connections and then identifying the infrastructure improvements which will provide those links. It s important to recognise that the success of the plans outlined in the STP will depend on the transport skills that underpin it. Therefore for the first time TfN is undertaking a broad review of the existing transport skill base to understand future requirements and potential gaps through to The research will help inform understanding of the skills base required to successfully deliver transport initiatives at both a local and regional level. The output from the review will produce the first clear picture The North s economy could be transformed by 2050, creating 850,000 new jobs and adding 97 billion to the region s GVA of the transport skills across the North and address how to close any identified transport skills gaps in order to ensure the region has a workforce with the right skills, in the right place at the right time. Everywhere in the North has something to offer, and transformational economic growth will only be achieved if all of the North from buzzing towns and cities to stunning countryside and everything in-between is working together and looking to the future.

5 8 transportforthenorth.com 9 Event moderator TfN progress and update Chris Jackson Chris is a chartered civil engineer with a wide range of experience in major transportation infrastructure projects, principally in highways. In recent years he has concentrated on customer and public relations and work winning. After a successful career with AMEC and Morgan Sindall he is now retired but remains actively involved. He represents the Civil Engineering Contractor s Association (CECA) on northern transport issues and is a member of its national Roads Forum and former chair of the Transport Group. Chris was CIHT President in 2009/2010. David Brown, Chief Executive, TfN David is a prominent leader in northern transport, with over 25 years experience in both the public and private sectors covering all modes of public transport. As Chief Executive of TfN, David is responsible for transforming regional connectivity and driving economic growth in the region. He will oversee the development of TfN into a statutory organisation to allow the North to speak with a single voice on the big transport decisions which will benefit the region as a whole, driving growth and securing its position as a true Northern Powerhouse. Nigel Foster, Director of Strategy, TfN Nigel joined Transport for the North in July 2016 as Director of Strategy. Before joining TfN he worked for 25 years at the global consulting firm Arup, in London and in their Leeds and York offices, leading the planning and transport businesses in the UK, Middle East and Africa, and Consulting in the North. Following that role, he helped set up a new company, Fore Consulting with colleagues from Arup, and he has had a range of non-executive director roles in the public and private sectors. Peter Molyneux, Strategic Road Network Director, TfN Peter has over 35 years of experience working in Local Government, mainly in highways and transport. Peter joined TfN in July 2016 with responsibility for the strategic development of TfN s roads programme. He is also working with colleagues to deliver TfN s 2050 Strategic Transport Plan (STP), which will also include a Major Roads Report, which will define a Major Road Network for the North, and a portfolio of options to help deliver economic growth as identified in the Northern Powerhouse Independent Economic Review. Jonathan Spruce, Interim Head of Policy & Strategy, TfN Jonathan leads the team developing the Strategic Transport Plan. He is a civil and transportation engineer with over 25 years of wide ranging experience working for the public and private sectors. He regularly provides advice at a senior level on the development of integrated transportation and regeneration solutions aimed at supporting economic growth in cities and regions. He is currently Chair of the ICE s Transport Expert Panel and is a member of its Northern Powerhouse Panel. Alastair Richards, Programme Director IST, TfN Alastair has thirty years of transport operations, project management and engineering experience, including managing and directing transport delivery projects and franchise bids in the UK and abroad. This includes a number of international major projects in the UK, North America and Denmark delivering successful commercial outcomes in rail, bus and major urban transit schemes. Before his recent move to TfN Alastair was leading on smart ticketing on bus, rail and ferry in Scotland.

6 10 The economic prize Henri Murison, Director, Northern Powerhouse Partnership Henri in April became the first Director of the Northern Powerhouse Partnership (NPP), an independent body established by former Chancellor George Osborne to represent the voice of major business and civic leaders across the North. During the last decade he has been a Cabinet member at Newcastle City Council, Research Director at the Office of the Police & Crime Commissioner for West Yorkshire and, most recently, leading on Public Affairs at the Yorkshire Building Society. Jerry Hopkinson, Chief Operating Officer and Vice Chairman, PD Ports Jerry has been employed by PD Ports and its predecessors since 1976 and, over the last 25 years, has operated at Board level as a key tactical and strategic decision maker. He was appointed Chief Operating Officer in March and he will simultaneously serve as Vice Chairman. Jerry is also a Director of the Tees Valley Combined Authority LEP and the United Kingdom Major Ports Group and a Trustee of the charitable trust High Tide Foundation. Christine Gaskell, Chair, Cheshire and Warrington LEP Christine has spent most of her career in the automotive sector and from 1995 to 2012 was a board member at Bentley with responsibility for 4,000 employees. Under Christine, Bentley invested significantly in skills, winning national recognition for its programmes and an MBE for Christine for services to training and apprenticeships. Christine was appointed the first Chair of the Cheshire and Warrington Enterprise Partnership in March 2011, she holds a number of non-executive roles and is also Deputy Lieutenant of Cheshire. Since 1999, he has taken MC2 from a two-man start-up to one of the largest independents in its sector. Its clients include governments, city regions, global corporates and high-growth businesses. Mike is a passionate supporter and advocate of entrepreneurship at every level and an active angel investor. for the North s continued promotion and advancements.

7 12 Innovation and challenge Giles Perkins, Technical Director Transport Planning, WSP Giles has over twenty six years experience in transportation planning and intelligent transport. He has worked in the public and private sectors as a senior client and consultant and has a particular understanding of the strategic needs and opportunities surrounding the transport challenges that face our networks, regions and cities. At WSP his responsibilities include transportation futures, transport strategies and the wider mobility agenda. Andrea Green, Customer Experience Lead, Costain Andrea is responsible for leading new ways of working and embedding best practice to help Costain s clients deliver excellent service to their customers. Andrea s role has seen her support both the Welsh Cabinet Office and Highways England s Customer Experience working group. Andrea has also led the delivery of complex, multi-disciplinary projects across the transport industry giving her unique insight into the needs of the industry. Oliver Goss, Senior Engineer, CH2M Oliver has worked in the highways sector since He has an operational background, having spent much of his time working for A-one+, the Colas, Costain and CH2M joint venture service provider to Highways England where he most recently served as a member of the Area 4 Senior Leadership team. Since returning to CH2M full time, he has worked on projects with Transport Scotland and in the Local Authority market. Through innovation and collaboration, every day we are shaping the future of transportation Darren Martin, Head of Digital Services, Jacobs Darren is head of Digital Solutions at Jacobs Engineering covering Europe, Middle East, Africa and India. His role is to provide leadership for the development of innovative and differentiated digital solutions across Jacob s global client base. Focus areas include smart cities, autonomous vehicles, the low carbon economy, impact of climate change, energy, waste and resources management and environmental protection.

Leighton Cardwell, Technical Director, WSP Leighton has a track record in blending wider economic, transport, and business-related evidence to deliver major schemes across the North. He is passionate about joining-up best-practice across sectors and funding to maximise the case for infrastructure investment. David Riley, Executive Director of Operations, Jacobs David is currently Jacob s strategic lead for the Highways England portfolio. He is acutely aware of stakeholder needs and seeks to engage at the earliest opportunity to maximise the chances of success. David has an inclusive style, bringing parties together to deliver goals. Mike Birch, UK North Development Director, CH2M Mike has twenty years public and private sector experience mostly within transportation and more recently CH2M s water business. He brings a pragmatic and inclusive approach and has a strong track record in creating and leading large multi-disciplinary teams. Adam Bennett, Advisory Services Lead, Costain Adam works closely with clients to deliver improvements and provide innovative solutions to their challenges. Adam has played a pivotal role in Highways England BIM Change Programme as well as supporting Lean implementation across the transport industry. We see the world of transportation from two distinct perspectives As engineers, we get excited to solve challenges: tunnels to dig, tracks to lay, roads and bridges to build, airports and seaports to modernise. This fuels our passion. We re also neighbours and community members, thriving on the larger purpose behind what we build linking communities around the world and advancing economic and social mobility.
