1 COMPREHENSIVE ECONOMIC DEVELOPMENT STRATEGY (CEDS) ANNUAL UPDATE REPORT As an Economic Development District designated in 1992 by the U.S. Department of Commerce, from the Economic Development Administration (EDA), the Southwest Florida Regional Planning Council is required to submit a Comprehensive Economic Development Strategy (CEDS) for the District. The CEDS serves as a guide or blueprint for economic development activities to be undertaken in a particular area. EDA requires a CEDS from any area that is requesting EDA funding for a project. As a result, the submission of the District CEDS by SWFRPC removes the burden of creating a CEDS by each city or county that elects to apply for EDA funding. The CEDS includes background information on the District, as well as an action plan describing the focus of future economic development activities. The background information for the CEDS includes an analysis of the region. The CEDS blueprint was developed by the Regional Planning Council s CEDS Working Committee and Regional Oversight Committee. The attached document is the CEDS 2013 Annual Report. RECOMMENDED ACTION: Review the attached document and authorize staff to submit the report to the Economic Development Administration. 9/13

4 Award Winning Economic Development Related Projects June 2013, Florida Planning and Zoning Association (FPZA) presented an award for Outstanding Infrastructure Plan for the Comprehensive Broadband Planning Project to Southwest Florida and Central Florida Regional Planning Council. For more information: August 2013, Energy Resiliency Study, Statewide Project received an award from the National Association of Development Organizations as a 2013 Innovation Award Winner. This annual awards program acknowledges creative approaches to regional community and economic development throughout the nation. The winning projects represent the innovative and strategic approaches that regional councils are employing to strengthen and enhance their regions. For more information visit: Highlights within our Region Southwest Florida International Airport Southwest Florida International Airport served more than 7.3 million passengers in 2012 and is one of the top 50 U.S. airports for passenger traffic. I 75 Road Expansion Project Interstate 75 (I 75) is one of the nation s most significant interstate corridors, connecting south Florida through the United States to Canada. In southwest Florida, irox made history as the first design/build/finance project in the state and six laned I 75 from the Golden Gate interchange to the Colonial Boulevard interchange. For more information visit: Tiger Grants Lee County Metropolitan Planning Organization, Lee County Complete Streets Initiative for $10,473,900. TIGER funds will be used to support bicycle and pedestrian transportation connections throughout Lee County. This project will complete three sections Hertz Family Relocation Assistance Program As a result of Hertz International Corporate Headquarters relocating to Southwest Florida the Southwest Florida Workforce Development Board launched a Family Relocation Assistance Program designed for those family members who will be accompanying individuals recruited from out of our area and for businesses expanding or relocating to Southwest Florida. Experience has taught us a successful relocation often depends on addressing the employment needs of the significant others involved in the relocation. This unique program addresses the career expectations of those individuals who also bring a wealth of talent and experience to our local workforce. 3

5 Hertz Corporate Headquarters August 1, 2013: Governor Scott and Hertz announce corporate headquarters relocation Governor Rick Scott and Hertz today announced that the company will locate its worldwide headquarters to Estero, Florida from Park Ridge, New Jersey. Over a two year period, up to 700 jobs will be relocated starting later this year, while more than 2,000 personnel will remain in New Jersey and the metro New York City area, including up to 150 employees who currently work in Park Ridge. All other Park Ridge employees will be able to retain their current positions at the new headquarters in Ft. Myers, scheduled to be completed in early Economic Development Boot Camp July 11, 2013: Gov. Scott Leads Rural Economic Development "Boot Camp" Enterprise Florida, the Department of Economic Opportunity and Workforce Florida participate in effort to expand economic growth in rural communities Governor Rick Scott led Florida s first ever rural economic development "boot camp" in Okeechobee. The first time workshop was held to build on existing economic development efforts of rural communities around the state. Secretary of Commerce and President & CEO of Enterprise Florida Gray Swoope, and Jesse Panuccio, Executive Director of the Department of Economic Opportunity (DEO), also presented at the event. Children's Hospital of Southwest Florida October 30, 2012: golisano makes 20 million challenge grant childrens hospital southwest florida B. Thomas Golisano the donor of a $20 million matching gift to build a new children s hospital, which will be named Golisano Children s Hospital of Southwest Florida. Golisano has challenged the community of Southwest Florida to raise $20 million, which he will match dollar for dollar for each contribution. The capital campaign supports construction of a new state of the art, 128 bed (with expansion capabilities to 160 beds) comprehensive pediatric health care facility on the grounds of HealthPark Medical Center in South Fort Myers. The building will consolidate into one location the medical and ancillary specialty services required to treat critically ill or injured children in a five county region. The new facility is expected to open in Coca-Cola Commits $2 Billion to Citrus Growers May Minute Maid s parent company is funding the planting of 5 million orange trees southwest of Orlando in DeSoto, Hardee, and Polk Counties. Florida Agriculture Commissioner Adam Putnam announced that over the next two decades Coca-Cola will acquire all of the fruit produced a $2 billion commitment. The Florida Department of Citrus estimates the program will generate more than 4,100 direct and indirect jobs. 4

12 Summary of Initiatives that Support CEDS Projects Several local jurisdictions were provided with technical assistance along with grant preparation for implementation of the economic development projects identified in the CEDS. Staff has aggressively sought funding for CEDS vital projects including but not limited to SCF RACEC International HUB Initiative: America's Gateway Logistics Center and Glades County Business and Commerce Park Project, Airglades Airport project, and regulatory reform. Additional grants include: A Grant from the State Department of Economic Opportunity was awarded to the SWFRPC to identify regulatory barriers and challenges, which was identified as a goal in both the State plan and the CEDS A Grant for the Airglades project was submitted and then withdrawn in conjunction with Hendry County Economic Development Two Farm to School grants were written for the school districts of Hendry, Glades, Lee and Collier Counties USDA RBOG for an agricultural sustainability strategy Energy Assurance Plan Energy Resiliency Plan award winning Broadband Plan for Southwest Florida award winning City of Fort Myers, Strong Cities, Strong Communities Initiatives Alico Road Phase 2 Force Main Project Lee Tran Veterans Grant VA Transportation Planning Study Collier County Community Redevelopment Agency Immokalee Business Development Center Expansion Feasibility Analysis.
