1 Appendix 1: TERMS OF REFERENCE Built-to-Last Documentary London 2012 Olympics 1. BACKGROUND INFORMATION 1.1. Beneficiary/Eligible countries CARIFORUM Region: Antigua and Barbuda, The Bahamas, Barbados, Belize, Dominica, Dominican Republic, Grenada, Guyana, Haiti, Jamaica, St. Kitts and Nevis, Saint Lucia, St. Vincent and the Grenadines, Suriname, Trinidad and Tobago 1.2. Contracting Authority Caribbean Export Development Agency 1.3. Relevant background Caribbean Export Development Agency (Caribbean Export) is a regional export development and trade and investment promotion organization of the Forum of Caribbean States (CARIFORUM). Caribbean Export is also a beneficiary of funding assistance from the 10 th European Development Fund (EDF), under which the Agency is responsible for implementing the Regional Private Sector Development Programme (RPSDP). The RPSDP has four specific objectives: a) Enhancing Competitiveness and Promoting Innovation among CARIFORUM s Private Sector; b) Promoting Trade and Export Development among CARIFORUM States; c) Promoting stronger trade and investment relations among CARIFORUM and French Caribbean Outermost Regions (FCORs) as well as European Union (EU) Overseas Countries and Territories (OCTs) in the Caribbean; and d) Promoting stronger trade and investment cooperation between CARICOM and the Dominican Republic (DR). There is also a complementary objective of strengthening the institutional capacity of Caribbean Export to implement trade and investment promotion programs in the region through its export development programming and through support to the Caribbean Association of Investment Promotion Agencies (CAIPA). The overall objective of the Regional Private Sector Development Programme is to contribute to the gradual integration of CARIFORUM countries (Antigua and Barbuda, The Bahamas, Barbados, Belize, Dominica, Dominican Republic, Grenada, Guyana, Haiti, Jamaica, St. Kitts and Nevis, St. Lucia, St. Vincent and the Grenadines, Suriname and Trinidad and Tobago). One of the specific objectives of the programme is to enhance Competitiveness and promote Innovation among CARIFORUM s private sector Current state of affairs in the relevant sector Athletic sports and the sports industry within the Caribbean has been able to achieve a number of international successes across a number of different disciplines despite a

2 number of challenges including inter alia lack of adequate and appropriate infrastructure in most CARIFORUM countries, lack of supporting legal and regulatory frameworks and programs, and severe underinvestment including from the public sector. To be sure, Jamaican sprinters have emerged as the best in the world despite comparatively low levels of public sector support for athletic program development as reflected in the low levels of investment in necessary infrastructure such as stadiums, tracks, etc. This reality is true for a number of other CARIFORUM countries that have world class athletes including Grenada (Kirani James 400 meter world champion), Trinidad & Tobago (Ato Bolden - sprinter), Suriname (Anthony Nesty swimming). Over the past fifty years the CARIFORUM region has been able to consistently punch above its weight and has produced world class athletes and champions across a wide range of athletic and sports disciplines including baseball, boxing, cricket, football, and track and field. Caribbean athletes, in particular the cricketers, baseball players, and sprinters have captured the attention and garnered the admiration and respect of the world. This is no small feat given the characteristics of CARIFORUM states (i.e. small island developing countries) and as mentioned above given the many challenges that CARIFORUM states faces in the area of athletics sports and development. The sector also receives very little foreign direct investments (FDI), from either the public or private sectors, and is not sufficiently developed in terms of complexity to allow for effective promotion of exports. Some multinationals companies such as Puma have recognized the marketing value of CARIFORUM (mostly Jamaican) athletes and have invested in them individually, but Jamaica and the rest of the region still lacks investment attraction programs for this sector and the trade promotion agencies do not have sufficient capacity for enhancing the exports of sports related services. Caribbean Export under the 10 th EDF Regional Private Sector Development Program has a mandate to increase the competitiveness of the regions exports including services. The agency also has a mandate to design a regional investment strategy aimed at increasing FDI into the CARIFORUM region. As a part of the London 2012 Olympics, Caribbean Export will be hosting a number of initiatives, which will culminate with an investment forum in London in early August 2012 (during the time of the Olympics). These are all geared towards raising the profile of the region as a destination for FDI. The calendar of events will be held as part of the African-Caribbean 2012 Business Forum to be hosted at the Grosvenor House in London from the 2 11 August, Related Programs and other donor activities: None

3 2. OBJECTIVE, PURPOSE & EXPECTED RESULTS 2.1. Overall objective The overall objective of the Competitiveness and Innovation component of RPSDP, of which this contract will be a part, is to enhance Competiveness and to promote Innovation among the CARIFORUM s private sector Purpose The specific purpose of this contract is as follows: Consultancy services to develop and produce a documentary video chronicling the ability of the region s sportsmen to consistently punch above their weight in international sports competitions. This documentary should serve as an investment attraction and public relations tool for Caribbean Export for increasing FDI into the region and for enhancing the exports of sports management services Results to be achieved by the Consultant The consultant is expected to deliver the following results: 50 Minute video documentary chronicling the success stories of different sports personalities across different sporting disciplines and their ability to consistently punch above their weight in international competition and tournaments including the Olympics, etc. despite the many challenges faced by them; Short 3 minute edit to be used for promotional purposes; Over-arching story line for each destination/country and narrative scripts for the different stories to be documented and which would form part of the final product. A comprehensive listing of all sportsmen and women featured athletic achievements over the years from across the CARIFORUM Region; Direct consultations with key sports personalities across the region to capture their respective stories of success and or triumph in-spite of the lack of investments and or enabling frameworks across the various countries within the region; and Direct consultations with the various sporting associations and management authorities within CARICOM to document the challenges experienced with developing athletes and different sports disciplines across the region.

4 3. ASSUMPTIONS & RISKS 3.1. Assumptions underlying the project intervention Garner the support from CARIFORUM Sportsmen and Athletes 3.2. Risks The project carries a number of risks. This includes risks associated with the commitment and professionalism of Caribbean sportsmen and athletes. These could lead to a greater risk of the abovementioned assumption not being fulfilled and consequently a failure to achieve the anticipated results and objectives of the project. 4. SCOPE OF THE WORK 4.1. General The project involves the production of a 50 minute video documentary chronicling the achievement in sports in CARIFORUM territories, despite the challenges facing sportsmen Geographical area to be covered by the Consultant CARIFORUM States Target groups Emerging and accomplished athletes across all CARIFORUM Member States 4.2. Specific activities In order to realize the objectives and results, the Consultant will u t i l i z e r e s e a r c h a l r e a d y c o n d u c t e d b y C a r i b b e a n E x p o r t t o develop all aspects of the filming and production of this documentary and will be specifically required to undertake the following tasks: (a) Narrative & Scripts The consultant is required to provide an overarching story line and narrative scripts for each location. This is to be submitted to Caribbean Export in advance for review and approval of the direction being taken by the consultant. (b) Scheduling

5 The Consultant is required to arrange and schedule all appointments with the recommended list of sports personalities and athletes across the CARIFORUM region as required and necessary to successfully complete the assignment. This will involve anything related to formal communication with the relevant sports persons or athletes or their agents, identifying location and venue for conducting consultations and filming, etc. (c) Coordination The consultant is required to work in conjunction with an assigned still photographer to ensure that all arrangements and appointments made with athletes or other interviewees are done to fully accommodate the work of the still photographer whose responsibility it is to develop a photo essay from the exercise. Where the use of camera and film crews in the different countries is desirable or necessary, the Consultant is required to establish contact with and make all necessary arrangements for use of such crews. (d) Documentation Liaising with the relevant stakeholders to compile any and all stories and supporting material including films, raw footage, news articles, etc. that will be required to successfully document the achievements as mentioned above. (e) Transportation The Consultant is required to arrange and coordinate all in-country ground transportation needed to complete any and all scheduled interview, filming, photo shoots, etc. and to safely transport necessary equipment (i.e. cameras, film sets, etc.) 4.3. Project management Responsible body The Caribbean Export Development Agency will be responsible for the management and coordination of this project Management structure The Senior Advisor-Market Intelligence and Advisor-Trade Advocacy will retain overall responsibility for the project and will report the performance of the project to the Executive Director. Day-to-day supervision of the activities of the project is the responsibility of the Advisors, Market Intelligence and Trade and Export Development Facilities to be provided by the Contracting Authority and/or other parties

6 Not applicable. 5. LOGISTICS AND TIMING 5.1. Location Caribbean Export Development Agency Hastings Main Road Christ Church Barbados 5.2. Commencement Date & Period of implementation of tasks The intended commencement date is May 1st, 2012 production and filming is expected to be completed by 15th June The period of implementation of the contract is two months ending June, REQUIREMENTS 6.1. Personnel Key expert All experts who have a crucial role in implementing the contract are referred to as key experts. The profiles of the following key experts for this contract are as follows: 1. Consultant/Producer Qualifications & Skills 1. Tertiary level training in journalism, film and theatre production, public relations, or marketing (Minimum BA) 2. Good interpersonal skills 3. Excellent oral and written communications skills. 4. Specific knowledge of the sports and athletic industry across CARIFORUM would be an asset General Professional Experience 1. Minimum ten (10) years experience in documentary and or film production; 2. Specific Experience working in the Caribbean region preferably with some experience in the sports and athletics Industry 3. Experience in producing documentaries would be an asset.

7 Specific Professional Experience A proven track record in film production, including for producing documentaries Other experts, support staff & backstopping One key expert is expected for this contract to be supported by technical staff such as camera and/or production technicians Office accommodation No office accommodation at the Caribbean Export Development Agency is required for the key expert Facilities to be provided by the Consultant The Consultant shall ensure that additional experts, if required, are adequately supported and equipped. In particular the Consultant shall ensure that there is sufficient administrative, secretarial and general support for each additional expert to enable the Consultant to concentrate on his/her primary responsibilities. The Consultant must also transfer funds as necessary to support the activities under the contract and to ensure that all employees are paid regularly and in a timely fashion Equipment This contract does not provide for the procurement of any equipment related to this assignment. 7. REPORTS 7.1. Reporting requirements The consultant will submit the following reports: Inception Report of maximum 5 pages to be produced after one week from the commencement of implementation. In the report the consultant shall highlight any difficulties encountered and/or foreseen difficulties in addition to submitting a detailed work programme. The Consultant is advised to proceed with his/her work also in absence of comments by the Contracting Authority to the inception report. A copy of the draft (clip edited) documentary within four weeks of commencement of the assignment. A final (edited) copy of the documentary within six weeks (i.e. by June 2012) of commencement of the assignment and within one month of screening of the unedited

8 version and receipt of comments from Caribbean Export. Final report - The Consultant shall also submit a final report at the time of submitting the final edited version of the documentary. This report will detail the objectives achieved and set out a description of how the documentary can be used for investment attraction purposes Submission & approval of reports The reports referred to above must be submitted to the Senior Advisor Market Intelligence. All reports must be submitted in English in electronic format. The final report must be submitted in electronic format along with three (3) hard copies. The Senior Advisor-Market is responsible for approving the reports. 8. MONITORING AND EVALUATION 8.1. Definition of indicators Performance on the project will be measured by timely submission of the deliverables outlined in Section 4.2 and as outlined within the work plan. Feedback on each submitted Progress Report is not a requirement for the continuation of the project. The Contracting Authority will provide feedback to the consultant within five (5) working days of receipt of the final report Special requirements Interested producers seeking to apply for the contract should submit a technical proposal detailing how they would approach the production of the above mentioned documentary. The proposal should consist of the following: An overview of the storyline approach A detail of the production approach A CV and/or bio Along with your technical proposal should be a financial proposal which details the proposed budget for the production.
