Call to Order & The Pledge of Allegiance I pledge allegiance to the flag of the United States of America, and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. 2. Minutes a. April 10, 2018 Regular Meeting 3. Items to be Signed a. Sign the June 12, 2018 Annual Town Meeting Warrant Included in the Board's packet is the final warrant for the 2018 Annual Town Meeting. The Board needs to sign the warrant. No motion is needed. 4. Public Hearings - none 5. Public Comments 6. Acknowledgements/Announcements a. Accept a Donation The Town recently received a $600 donation from Atria Senior Living Inc. for the Parks & Recreation Department's Spring Community Soccer program. These funds will be used to purchase soccer jerseys and equipment for this program; resulting in the opportunity for increased participation. This generous donation will aid the department in its ongoing efforts to have children be more active, learn new skills, and make healthier choices. The department currently has 45 Kennebunk children enrolled in this program. MOTION: To accept the donation from Atria Senior Living Inc. and send a letter thanking them for their very generous donation. 7. Time Sensitive Business a. Discuss Boards and Committees Resignation: Charlie Galloway Comprehensive Plan & Zoning Ordinance Update Comm. (Community Rep.) MOTION: To accept the resignation of Charlie Galloway from the Comprehensive Plan & Zoning Ordinance Update Committee and send a letter thanking him for his service. 2 Appointment Maureen Flaherty to the Economic Development Committee (Alt. 2018) Current vacancies: (1) Alternate position (2018) Ms. Flaherty was recently interviewed by a panel comprised of the Town Manager and Human Resources Director about her interest in serving on this committee. Based upon the panel s interview with Ms. Flaherty, the Town Manager encourages the Board to give strong consideration to her candidacy as an Alternate member of the EDC. A memo from the Town Manager is included in the Board's packet. MOTION: To appoint Maureen Flaherty as an Alternate Member on the Economic Development Committee with a term expiring on June 30, b. Proclaim the Month of May as Building Safety Month Paul Demers, Kennebunk's Code Enforcement Officer and Past President of the Maine Building Officials and Inspectors Association (MBOIA), is requesting the Town of Kennebunk proclaim May as Building Safety Month (BSM) as part of a national event sponsored through the International Code Council. The purpose of the Building Safety Month is to bring attention to the benefits of the building codes and the role they play in safe construction. Paul will be in attendance to provide additional details and an overview of the recent State Building Code updates that play an important part of the Town s ISO rating. This same request has been made to the Governor s office and has received his preliminary support letter recognizing the importance of strong codes in our State. The Proclamation is enclosed in the packet for your review and will be posted at the Town Hall, on our website, and on our Facebook page. MOTION: To Proclaim the Month of May as Building Safety Month and authorize the Town Manager to sign and display said Proclamation. c. Approve a Bond Issuance Order Refunding of Callable 2007 Bonds In 2007, the Town issued $1,360,000 in bonds: $1,000,000 for the West Kennebunk fire station and $360,000 for the refunding (aka refinancing ) of the 1994 bonds for the Library renovation and addition project. The remaining $450,000 in bonds outstanding from this 2007 issue are now callable and may be refunded. Our Moors & Cabot bond advisor has performed a present-value analysis on these bonds and has determined that the Town could save approximately $28,800 in gross interest expense over the remaining term of the bonds if we refunded and included the $450,000 in our upcoming 2018 general obligation bond issuance. As part of the refunding and issuance process, the order enclosed, if approved, grants staff and elected officials the necessary authority to execute the documents required to refund and issue new bonds. MOTION: To approve the bond issuance order as presented and outlined above. 8. Old Business (2 nd Reading) 9. New Business (1 st Reading) a. Discuss the Reorganization of the Dog Monitoring Program The Dog Monitoring Program continues to be a critical asset as we strive to maintain the beauty of our beaches, while allowing dogs to be off leash and under the control of their owner. The volunteers that staff the Dog Monitoring Program are expected to guide dog owners on the Town s policies, procedures and ordinances as related to dogs. 3 while serving as added sets of eyes for the police department and in particular, the Animal Control Officer (ACO). With that, it is proposed that the Dog Monitoring Program be reorganized under the oversight of the Police Department rather than the Dog Advisory Committee. This will allow for enhanced coordination of the program, improved communication with staff and in particular, the ACO. It will further provide for added supervision and accountability as the program moves to new heights. This reorganization will also provide the Dog Monitoring Program participants with increased training in numerous pertinent areas, affording them the skills to be more effective in their delivery of service. Lt. Eric O'Brien will be present to offer additional insight into this proposed reorganization. MOTION: To send this to a second reading on May 8 th. b. Discuss the Shoreline Explorer York County Community Action Corporation Transportation Director Robert Currie will be present to discuss Shoreline Explorer trolley services, to include the planned routes of travel and hours of operation in the Town of Kennebunk during the 2018 summer season. Informational brochures outlining the routes in Kennebunk for the upcoming season, as well as the 2017-Year in Review, are included in the packet. c. Discuss Proposed Fee Adjustments for Materials Recycled at the Kennebunk Transfer Station James Hiltner and John Adelman of CPRC Management will discuss with the Board the need to increase fees for items being received at the Kennebunk Transfer Station. This fee increase is in part due to the very recent market costs for both transportation of goods and significant increases in CPRC s outlet tip fees. CPRC estimates that the transportation costs, coupled with tip fee increases, will increase the firm s average monthly costs by approximately $3,000. The requested rate change will aid in offsetting these increases. The proposed fee adjustments, if adopted, will result in a fee being charged for the disposal of "Loose Corrugated, Mixed Paper" and "Loose Co-mingled Bottles and Cans, which under the existing contract with CPRC, are accepted at the Town s Transfer Station at no cost. A second reading will be held on May 8 th with a Public Hearing scheduled for May 22 nd. These changes could take effect on June 1 st. MOTION: To send to a second reading on May 8 th. d. Set a Date for Candidates Night With the upcoming election for municipal officers, we have five candidates for three seats on the Board of Selectmen. Wednesday, May 16 th at 6:30 p.m. is the recommended date to host this event (absentee ballots will be available on May 14 th ). As in prior years, this can be a facilitated event that is both televised and streamed live. MOTION: To schedule a Candidates Night for Wednesday, May 16 th at 6:30 p.m. on the third floor of the Town Hall for candidates running for the Board of Selectmen. Discuss the Dedication of the 2017 Annual Town Report Each year, the Town has the opportunity to honor individuals who have committed a significant portion of their time and energy to the service of the Kennebunk community as committee members and/or employees. We would like to dedicate the 2017 Annual Town Report to the following long-standing members who passed away in 2017 that served the Kennebunk community with unwavering commitment.
