2 SUMMARY OF DISCUSSION Welcome and Introduction Community Restoration Cluster welcomed the participants and thanked them for their participation which was followed by a round of introduction. Discussion points of previous meeting Decisions of the previous meeting were reviewed and the forum was updated that actions were taken on all the action points. Cluster coordinator to share final version of monthly dashboard with cluster member once finalized. Overview of Community Resilience Unit presentation by CRU section Community Resilience Unit (CRU) is a UNDP funded intervention working on Social Cohesion, Restoration of access to Basic Services and job creation and skills development in the returnee TDP areas of Khyber and South Waziristan Agencies FATA. Cluster coordinator to share presentation along with contact details of CRU section s focal point with members.. Project Management Unit (PMU) has been established in the Directorate of Projects (DoP), FATA Secretariat to implement 2

3 activities in line with the Letter of Agreement (LoA) signed between the FATA Secretariat and UNDP. As per output wise physical progress CRU working for social cohesion and integration in FATA return areas, restoration of access to basic services and infrastructure and for job creation and skill development. Methodology for programme implementation covers introduction of the project, identification of deserving communities, dialogue with the communities, forming community organizations, election of CO President and secretary, opening of CO ban account, capacity building of Cos and then phase out. Methodology for CPIs Implementation is consists of baseline and need assessment, community prioritization of needs, social and technical feasibility, feasibility reports and cost estimates for community initiatives, implementation through communities/monitoring by the communities, operation and maintenance and then phase out. Livelihood / Skills Development Methodology includes training needs assessment, market survey and identification of trades, identification of suitable candidates, selection of candidates and finalization of trades, signing of LoA with the training institute, 3

4 commencing of livelihood/skill training, closing and distribution of toolkits and phase out. Improved livelihoods, water supply & sanitation, solid waste management, improved health, improved education, alternate energy initiatives, irrigation channels, flood protection and soil conservation and communication (farm to market roads, street pavements) are the main pillars of common priority needs of communities. Creating demand for interventions (Community Resolution), Increasing access to services, Scaling up interventions, Increasing effectiveness and efficiency of interventions, Contributing additional resources to the response, Reaching the most vulnerable, Addressing the underlying causes of Education: gender disparities, lack of awareness etc, Increasing community ownership and sustainability are the main strategy factors for community mobilization. Update/feedback on CoRe Cluster s Ws, 1 st quarter s target & achievements CoRe cluster updated about quality and standard of the 4Ws has been approved and information received for Feb, 2016 are almost according 4

5 to HSP 2016 after the 4Ws training arranged by CoRe. Cluster members were requested to share their activities updates in new 4Ws format which includes female households data for future reporting. Cluster members were updated on 1 st quarter reporting on monitoring framework by 15 April 2016 against targets and also requested to share updates accordingly. Update/feedback on CoRe Cluster s funding tracking list 2016 For HSP 2016 CoRe cluster has requested 22.7 million USD and till Cluster to share funding list with cluster member to update date on 5.2 million USD have been contributed million USD is accordingly. remaining to fill the funding gab. Cluster members were requested to share updates about their funding situation relevant with CoRe activities to incorporate in the funding tracking list. AOB IM Studies Update Project Background: The Institute of Management Studies, University of Peshawar is the leading business school of the province imparting education in the fields of business and public administration, development and policy. IMS and UNDP have signed an LOA where 5

6 IMS, University of Peshawar is selected as UNDP s implementation partner for imparting training to 3600 youth of Khyber Agency and South Waziristan Agency in Entrepreneurship and Business development. Objectives: The objective of the training is to give exposure to the youth of those regions to modern concepts and ideas of startups with the underlying assumption that the exposure of attending the largest university of the province will motivate them to be a part of it in future. Trainees: In this connection, we request you to support us in our endeavor by helping us induct trainees for the said training. According to the understanding with UNDP half of the trainees (i.e. 1800) will come from South Waziristan Agency including a considerable number of females (i.e ). The training is for youth not more than twenty five years of age. Applicants must have a minimum qualification of middle school preferably having a matriculation certificate and residing within the boundaries of South Waziristan or Khyber Agencies. Trainees will be provided boarding, lodging and training material during the training. Special arrangements are made to have separate classrooms for male and female participants; also the boarding and lodging arrangements are also separately arranged. 6

7 The Training period for each participant will be of five days; we aim to run parallel trainings every week. No cash grants or payments are admissible. Special transport can be arranged for females to transport them from their respective areas. For any clarification/further details please contact to Mr. Zia Obaid on , Cluster member to share their assessment reports relevant with CoRe activities to incorporate in the database. Update on Operational Coordination Meeting (OCM) First Operational Coordination Meeting was held on Friday 11 th March, 2016 in FATA Secretariat Peshawar led by Secretary P&D and UNOCHA. Line departments, humanitarian sectors leads, military, PHF, NHN, IRC, ICRC and UNOCHA were participated in the meeting. CoRe cluster presented brief presentation on 2016 s achievements, priorities and challenges which highlighted funding gap, access issues, coordination mechanism and participation of women in activities to maximize the beneficiaries impact. CoRe cluster will take feedback for members before next OCM to advocate issues and challenges accordingly. 7

8 NOC & Bulletin feedback CoRe cluster updated about NOC process and status of member s NOC. NOC tracking list has been developed by CoRe to track down the status and process to avoid any inconvince and also to advocate on UNOCHA level for any relevant support. 1 st quarter bulletin of CoRe Cluster is under process and will be publish in the first week of April. Cluster members to share their field pictures, updates, success stories to incorporate in the upcoming bulletin with CoRe by 25 th March, Partners Updates On request IVAP IRC can support IM Studies in arranging trainings in terms of resource material, trainers etc Date/time/venue of the next CoRe cluster meeting will share later on. 8
