1 THE ROTARY CLUB OF SANTA MARIA THE ROTATOR JUNE 28, 2011 It is my opinion that many of us on the Board do not fully understand or appreciate our obligations and responsibilities, especially in the area of Financial responsibilities. (I do not exclude myself) We can and must do better. For example, how much time do we spend reviewing the financial reports? Can we even read the financials, or do we just Rubber Stamp them? Granted there is not enough time during a regular Board meeting to do all that we have to do, much less fully review financial reports. So the answer I believe is to have the financials ed to us at least two days prior to the Board meeting. This way we can review the financials and the minutes of the prior meeting and come to the meeting fully prepared to fulfill our obligations and responsibilities. It is the board's responsibility to create and review a statement of mission and purpose that articulates the organization's goals, means, and primary constituents served. Select the chief executive. Boards must reach consensus on the chief executive's responsibilities and undertake a careful search to find the most qualified individual for the position. Support and evaluate the chief executive. The board should ensure that the chief executive has the moral and professional support he or she needs to further the goals of the organization. Ensure effective planning. Boards must actively participate in an overall planning process and assist in implementing and monitoring the plan's goals. Monitor, and strengthen programs and services. The board's responsibility is to determine which programs are consistent with the organization's mission and monitor their effectiveness. Ensure adequate financial resources. One of the board's foremost responsibilities is to secure adequate resources for the organization to fulfill its mission. Protect assets and provide proper financial oversight. The board must assist in developing the annual budget and ensuring that proper financial controls are in place. Build a competent board. All boards have a responsibility to articulate prerequisites for candidates, orient new members, and periodically and comprehensively evaluate their own performance. Ensure legal and ethical integrity. The board is ultimately responsible for adherence to legal standards and ethical norms. Enhance the organization's public standing. 2 THE ROTARY CLUB OF SANTA MARIA Restricted, Unrestricted And Permanent Fund Giving To The Rotary Foundation If only I had $1.00 to give to The Rotary Foundation every time a Rotarian asked me what the difference was between Restricted and Unrestricted Giving to The Rotary Foundation! Perhaps this brief outline will help. Restricted Giving: Gifts made to The Rotary Foundation (TRF) specifically designated by the donor to use for Matching Grants or Polio. Unrestricted Giving: Gifts made to the Annual Programs Fund (APF). TRF can use it for any of the Rotary Foundation programs and these gifts also support the World Fund. Note: Remember that 50% of each dollar to APF goes to the World Fund and the other 50% comes back to our District every third year in the form of District Designated Funds (DDF). The DDF supports Matching Grants, GSE Teams and Ambassadorial Scholars. Permanent Fund Giving: Bequests or Benefactor Gifts to this fund go into an endowment and 50% of the interest is returned to the District in the form of DDF when it is actually received. How does Paul Harris recognition credit fit into all of this? One (1) recognition credit is received for every dollar given to either unrestricted and/or restricted, but not for gifts to the Permanent Fund or for cash contributions in support of a District Simplified Grant. Do our gifts to Polio and grants count towards the Clubs Annual Giving Goal? No, only gifts made to the Annual Programs Fund count towards the Club Annual Giving Goal.
