1 MEETING MINUTES EAST DUBLIN CIVIC ASSOCIATION SEPTEMBER 5, :00 pm 8:30 pm Washington Township Fire Station, Hard Rd. I. General Welcome and Introductions a. About 38 people attended the meeting, excluding our guest presenters from Dublin City Schools and the City of Dublin. Thank you for the excellent attendance. b. We had about 10 first time attendees who signed up for our distribution list. Please continue to spread the word and grow our EDCA involvement. II. Dublin City Schools Elementary School at 4295 Bright Road a. Dublin City School (DCS) Superintendent, Dr. Todd Hoadley, provided introductions and reminded attendees of the upcoming November 6 election which includes a DCS ballot initiative. For complete details on Issues 5 see the DCS website at: b. DCS Chief Operating Officer, Jeff Stark, presented the Bright Road Site Concept (see attached for photos of the boards displayed at the meeting). Below are some key points discussed: i. The school is positioned near the southern end of the parcel with two circulation drives, one from Emerald Parkway and one from Bright Road. ii. As currently proposed, busses will use the Emerald Parkway entrance and exit while all other vehicles will use the Bright Road entrance and exit. Both circulation drives are designed such that all cueing occurs on-site and does not back up onto either Bright Road or Emerald Parkway. iii. The school address will be Bright Road and that entrance will accommodate all visitors and parent pick-up and drop off. The Bright Road entrance cannot accommodate bus turning radiuses. iv. The entrance off Emerald Parkway will be a right-in, right-out for busses only. Traffic studies have been conducted. No traffic light is planned. The school anticipates about 13 buses. v. There will be signed school zones both on Emerald Parkway and Bright Road. vi. Grassy areas surrounding the school may be used as overflow parking during larger events. c. Residents reiterated the importance of connecting the new school to adjacent neighborhoods. i. The concept plan includes pathways in all directions on the school property which will connect to the existing paths on Jenmar Court and Emerald Parkway; and, these paths will connect the north end of the property to a future path along Bright Road. ii. The City has agreed that a key initial connection is a multi-use path on the south side of Bright Road from the school property east to MacBeth. The cost to 1

2 III. construct this connection is currently before Dublin City Council as part of the 5 year Capital Improvement Plan. iii. The City will continue to evaluate additional connections and appropriate signage for crosswalks, school zones, and areas where children/pedestrians will be using the roadway (like along MacBeth and Grandee Cliffs). d. Residents adjacent to the proposed school location continued to express concerns with drainage and flooding. i. Mr. Stark and the DCS architectural design consultant ensured residents that extensive studies have been, and will continue to be, conducted to ensure proper drainage and collection of storm water. ii. The concept plan includes an underground storm water collection basin which will improve the neighboring flooding issues by capturing water on (and flowing through) the school property. e. Residents asked about the school attendance zone and redistricting. i. Dr. Hoadley said that DCS anticipate that the children in the adjacent neighborhoods would attend the Bright Road elementary. As for who else will attend depends on a district wide restructuring. ii. The redistricting process takes about 6 months or more and includes numerous public meetings and DCS committees assessing the attendance zones for all of the elementary schools. This process won t begin until after the Nov. 6 ballot initiative. f. Residents asked about the potential traffic generated by the school. i. Dr. Hoadley indicated that the school is designed to hold a maximum of 780 students at full build out, and it will have approximately 100 employees upon opening. ii. The number of parent drop off-pick up vehicles is highly dependent on the school attendance zone. It is known, that few students will walk to the new elementary school. iii. School begins at 9:10 am so morning traffic will be concentrated between 8:45 and 9:15 am. School ends at 3:40 pm so afternoon traffic will be concentrated between 3:20 and 4:00 pm. There will be no traffic in the evenings or on weekends, holidays, and during the summer months. g. Dr. Hoadley and Mr. Stark continue to request feedback from residents to identify areas of concern or consideration during these planning stages. Residents may submit comments, concerns or questions directly to Dr. Hoadley at hoadley_todd@dublinschools.net or through the EDCA. City of Dublin Utility Extension Project along Bright Road a. Dublin Senior Civil Engineer, Ken Richardson, provided a detailed update on the utility extension project underway for the Bright Road area. Attached to these minutes is the presentation provided by the City during our meeting. This presentation addresses most items discussed and questions asked. b. In short, the City continues to work with residents on acquiring necessary easements for utility extension in the following areas: 2

3 IV. i. East of Riverside Drive from Bright Road to Hanna Hills (Part of Area 4A) ii. Bright Road from Riverside to Emerald Parkway (Area 4B) iii. Grandee Cliffs and Jenmar Court (Area 4C) c. Mr. Richardson will be contacting residents about these easements. If you haven t yet heard from the City, you can reach Mr. Richardson at krichardson@dublin.oh.us or d. The City anticipates bidding the project to a construction firm before the end of Work should begin between February and May e. Within the next month, the City should have plans finalized enough for residents to start contacting contractors for bids to connect to the new utilities. Contact Mr. Richardson for copies of these plans. f. For those wondering when City utilities will arrive in your area, you may find the City s policy you can stay updated on utility extension project via the City s website at: Other Topics a. In September 2018, the City of Dublin submitted to the Mid-Ohio Regional Planning Commission (MORPC) a grant application to help fund a shared-use path along Riverside Drive. As many of you know, the residents and the City have long desired a connection along Riverside Drive. EDCA provided a letter of support as part of the grant application. b. Residents asked who to contact regarding brush along the Riverside Drive right-of-way obstructing visibility near residential driveways. Crews were out this week trimming brush in several areas along Riverside Drive. If you continue to have problems or questions on this issue, you may contact City Engineer Paul Hammersmith at phammersmith@dublin.oh.us. c. A resident asked again about the erection of a permanent traffic signal at the intersection of Riverside Drive and Summit View Road. City Engineer, Paul Hammersmith, indicated that there were no funds in the current Capital Improvement Plan for such a project. To encourage staff and Council to add this long overdue improvement to the budget, please your requests to our City council representatives: Mayor and Ward Rep, Greg Peterson gpeterson@dublin.oh.us, Vice Mayor and At-Large Rep, Chris Amorose Groomes cgroomes@dublin.oh.us, and City Manager Dana McDaniel dmcdaniel@dublin.oh.us. d. The Bright Road entry feature is under construction and should finish this month. As you may recall, a fence will span between the erected stone pillars. The initial design lacks a sign; however, if residents desire to work together to name the area entry feature, then addition of a sign is possible. e. Mr. Haimbaugh s fire damaged and abandoned residence, at 4338 Bright Road, has been demolished. The City had legal authority to demolish the residence and ensure the former house site safe. The costs incurred by the City to demolish the house will be assessed as a lien on the property. f. Over the summer, several residents complained of excessively tall grass at two properties: 4338 Bright Road and 4163 Bright Road. Code violations were reported to the City of Dublin and the City followed their established process to initiate compliance 3

4 at these sites. Due to a lack of compliance, the City did have contractors mow grass at the two properties on multiple occasions. The costs incurred to mow the properties are assessed against the respective properties. g. The City of Dublin does have an appearance Code. Residents can report code violations to City enforcement staff either by calling or filing a complaint online at: Please be patient and remember that the City has a legal process it must follow when enforcing code compliance. There continue to be incidents of indecent exposure by a man in the Bright Road area. The man is currently awaiting trial for various charges. If you encounter an incident of indecent exposure, please call the Dublin Police.
