1 2018 Park Silly Sunday Market End of -Season Summary Event Days and Attendance Counts: PSSM operates 14 markets on Sundays from June 3 through September 23 from 10:00 a.m. to 5:00 The average attendance averaged 13,840 per week (total attendance was 193,769 in 2018). This is as compared to 2017 average attendance of 12,713 per market, and a total attendance of 177,987. The attendance in 2018 is lower than in 2016 where attendance was 199,109. The Market was not be held on the following dates: o August 5, 2018: in accordance with section B.2.1.A in order to accommodate the Annual Park City Kimball Arts Festival. o August 12, 2018: in accordance with section B.2.1.B in the Park Silly Sunday Market Service Agreement in order to accommodate the Tour of Utah. o August 19, 2018: In accordance with section B.2.1.C. No Market Day. While there are 2 Level 1 events approved at both of the resorts on this day, there are no other City approved events on this day. While staff is working to have a quiet event weekend, there are other approved events this weekend including Parking Rates o The parking rate of market Sundays was approved in May as $5 per hour with a daily maximum of $18 from 8:00 a.m. to 5:00 Based on feedback after the first two markets, the parking rate was changed to begin at 10:00 a.m. until 5:00 with the first hour free in China Bridge and has remained this way throughout the rest of the season. Once this change was implemented, feedback from merchants was more positive and staff agrees parking rates help to reduce traffic and congestion. It is important to note that parking rates in combination with Transportation alternatives such as bike, bus, walk and carpool are important part of the parking system. Residential Parking o Staff receives some concerns from Park Ave residents about non-resident vehicles being parked in the residential zones during PSSM. Parking Services and Special Events have continued to monitor the residential zones to ensure that only registered Park Ave resident vehicles are parked in these areas. Parking Services is actively enforcing the zones by issuing tickets to vehicles that are not registered there. Residential zones are not available for residents who live outside of Park Avenue area. o There has been notice of event parking on Chambers Avenue, in the gravel area across from Sandridge and on Rossi Hill; however, to mitigate concerns, Parking Services has started placing residential signage in the area. Staff continued monitor this area each week during the event. o Additionally, the Special Events met with the Transportation Planning team (Transportation Planning, Police, Parking Services, Streets, Transit and Public Works) weekly to proactively address concerns and coordinate to address challenges quickly. Transportation Mitigation: o PSSM continues to host a bike valet located in close proximity to the event, as well as, has continued to secure and pay for supplemental free parking at the High School to offset the demand for parking in Old Town.

2 o PSSM contracted with Protrans to supplement the City s transit on July 1 st, the (3) three shuttles carried a total of 389 people, and on September 2 carried 305 people on a direct line between the High School and Park Silly Market. Proactive Noise Monitoring o Staff has monitored and taken base readings at the PSSM stage and found that all noise ordinance requirements are being met to date in accordance with the noise exemption that has been granted to PSSM. Staff proactively monitored noise in adjacent businesses that were not within PSSM footprint. When it was found that they were out of compliance, staff worked to address concerns directly with business owners before complaints were received. Working Group o Sunday, June 24; 11:00 a.m. Walk-through, Main Street o During this walk through Council Liaisons Peek and Worel were in attendance with PSSM staff and City Staff. HPCA Liaisons were not in attendance. The group looked at the market and discussed vendor mix and market attendance. o Sunday, July 15; 1:00 Meet at Transit Center o During this walk through Council Liaisons Peek and HPCA Executive Director Michael Barille were in attendance with PSSM staff and City Staff. The group discussed activity above 5 th street, parking rates, restructure of monthly meeting and vendor mix. o Sunday, August 26; 11:00 a.m. Walk-through, Main Street o During this walk through Council Liaisons Peek, Worel and were in attendance with PSSM staff and City Staff. HPCA was unable to attend. The group discussed activity above 5 th street, monthly meeting and vendor mix. Staff continues to coordination with PSSM and HPCA regarding the purposed of Working Group and next steps. HPCA has suggested sending an event survey to their membership, discussing possibilities of increasing programming or vibrancy on upper Main Street, and creating a more local and artistic vendor base. Additionally HPCA is looking at ways to begin broadly discussing solutions for the next contract negotiation. HPCA is working on these next steps and will continue to coordinate with staff as we look towards planning for the 2019 Market. Staff will report on progress made here at the 2019 supplemental plan review which is estimated for Spring of Vendor Mix PSSM regulates the vendor mix to mitigate for potential of adverse impacts to brick and mortar Main Street businesses. As outlined in the requirements of the City Services Agreement no more than twelve (12) on site food vendors; twelve (12) jewelers or six (6) importers at each market. Community Engagement Outreach Staff and PSSM continue to work in conjunction to notify Old Town residents and the general public of the market activities as well as parking and transportation changes. Additionally, in May Staff brought notices Old town residents along Park Ave and the Area surrounding City Park with door-to-door informational flyers prior to the first day of the market to with parking and impact reminders as well as a direct contact to the Special Events if residents have questions or concerns. Sustainability Efforts & Zero Waste Statistics Total Amount of Zero Waste statistics for the first nine (9) Markets are below:

3 o Commingled Recycling 4,510 pounds o Compost 3,300 pounds o Landfill 2,900 pounds o Glass pounds o Average Diversion Rate 76 % PSSM continues to remind attendees to bring reusable bags, and take alternative transportation to the event in their weekly eblasts. The event diversion rate fluctuates throughout the season, PSSM is on target to meet there diversion rate of 80% or better. Coordination Staff set meetings with Public Safety as well as Parks and Building Maintenance, and Transportation to ensure that operations with regards to all aspects of the event remain well coordinated. Event Coordination A summary of events that occur on the same day as Park Silly Sunday Market 2018 Season is below. According to section 4A-2-5 of the municipal code, staff finds that these events will not duly interfere with each other. PSSM and Staff continued to work with organizers of both PSSM and the events as outlined below to ensure traffic and transportation plans run smoothly, as well as, that the organizer of each event mitigated the impacts they caused. 4 It is important to note that the Park Silly Sunday Market offered their services or helped other events significantly this summer. From organizing vendors for Big Stars Bright Nights, being the organizer of the Fourth of July, to providing recycling services for Miners Day and Tour of Utah, Fourth of July and others, and for assisting with Bollard Installation to help cut down on City staff time and costs. Park Silly Sunday Market s solution driven attitude and their leading efforts in sustainability as well as event operations was integral to the success of the summer event season. City Service Fees & Municipal Funds Estimated fee waivers for 2017 were $75,149. Final City Service Fees for 2018 Season are $79,302. As according to section E of the City Services Agreement: (a) Annual payment of $15,000 for zero waste program and mentor as part of the Green Event program in the City annually. No cash will be provided after (b) Annual fee waivers of $60,500. The City shall waive services for 11 of the 14 market dates. PSSM shall pay for services of 3 market dates. Due to bollard installation the City entered into a clear agreement with PSSM including that the City shall reimburse $550 per market for perimeter safety bollard installation. 5 Total Fees $ 75,149 $ 78,183 $ 79,302 Therefore, in accordance with section E of the City Services Agreement, PSSM has a zero balance for services for the 2018 season. In summary the items below total $79,350: (a) The City shall pay PSSM $15,000 for their extraordinary sustainability measures and zero waste program. (b) The City shall waive $60,500 in City Services for 11 Markets. (c) In accordance with an amendment with the PSSM for bollard installation, the City shall pay PSSM $550 per market to install perimeter safety bollards. For the 2018 season this included 7 dates, totaling $3,850.
